Abstract

Desa ada sejak Negara Republik Indonesia merdeka, tumbuh dan berkembang dengan sejarah yang berbeda-beda yaitu berasal dari satu keturunan sebagian keturunan yang selanjutnya disebut dengan Desa Genealogis dan Desa yang tidak berdasarkan keturunan atau campuran disebut dengan Desa Teritorial. Setelah merdeka Desa tetap tumbuh dan berkembang dan pada periode tertentu oleh Pemerintah di universalkan sehingga mengganggu pertumbuhan dan kemandirian, karena pada dasarnya desa ada karena adanya kepentingan bersama dari satu masyarakat persekutuan hukum yang memiliki kewenangan untuk mengurus rumah tangganya sendiri.

Abstract

The problem of proverty and energy crisis has created the withdrawl oil energy subsidies policy, and resulted the unintended policy impact, such as the deterioration of economic life of the people, the destruction of public investment climate and demoralitation. Nowadays the government has issued the bio energy alternatives policy. The question is, how the seriousity of the government to implement this policy? How far the proffesionality of the policy actors, all are depend on most of the policy system.

Abstract

Berlandaskan kepada 5 kunci sukses kabinet “SBY_KALLA” (kejelasan visi/clear vision kebijakan yang tepat/right, kepemimpinan yang efektif/effective leadership, manajemen yang cermat/prudent management, dan pemerintahan yang baik/good governance), kemudian ditindak lanjuti dengan agenda 100 hari pertama Kabinet Indonesia Bersatu di bidang keamanan, keadilan dan demokratisasi serta kesejahteraan. Secara teoritis kelima kunci sukses ini sangat epat, namun sudah dapat diprediksi sebelumnya, pasti hal ini akan sangat berat dan masih banyak hambatan bahkan ancaman yang akan dihadapi, sementara kelemahan didalam masih banyak, sedangkan kekuatan kita masih kecil, sehingga belum mampu meraih kesempatan yang ada secara maksimal.

Abstract

In order to strengthen grass-root economy, the Indonesian government has releaased Law No. 9 Year 1995 comprising policies particularly directed to empowering the country’s cooperatives and small-medium enterprises. However, in practice, hindrances occur and cause the failure in achieving the policies goals. This article tries to elaborate those hindrances. Furthermore, key factors based upon the theory of policy implementation are analyzed to shoot the problems so that future implementation of such policies is able to bring about the expected goals.

Abstract

The issue on the need for developing the competency of Indonesia apparatus appeared when the government found difficulties to overcome the multi-dimension crisis by the dawn of the last century. To implement it, the government published Law Number 43/1999 as the change of Law apparatus competency as professional, neutral, clean from corruption, collution, and nepotism, and having a unity and nation perception. A year later, the government published the competencies needed for various positions in the government institution which are significant for formulating the curricula of competency based development programs-except the Standard of General Cometencies for Structural Officials published in 2001. Such ambiguity impacts on the ineffectivity of cometency development process in Indonesia.

Abstract

Industrial effort is an urgen sentra and important to increase especially in government of Medan City North Sumatera. Besides can improve Earning of Genuiness Area (PAD), industrial effort can also accomodate labours and increase economic climate. But in practice, the policy of industrial effort permit in government of Medan City North Sumatra must have strong komitment and good willingness to make the policy of market friendly industrial effort permission.

Abstract

Geothermal is one of the energy source than can be used as good alternative energy, because it is a renewable energy source. Long-used fossil fuel (oil and coal) as main source of energy are non renewable, while there are limited sources that will be depleted in a couple years. In addition, geothermal energy is an environmental friendly, and abundant and widespread in our country, while the use of it in electricity generation is still rarely applied except in West Java. Therefore geothermal is not only provide answer to the national energy crisis but also increase the revenue source of local governments in region where there are geothermal potentials exist and developed. To use the geothernal energy, it needs government commitment to attract the investors to put their investment and to make public policies that support a good business condition.
