Abstract

This study aims to analyze the role of informal leaders of the Bajau ethnic group in the development of tourism in the Derawan Archipelago, Berau Regency. Informal leaders within the Bajau community play a crucial role in mobilizing the community to participate in the tourism sector, including managing tourist destinations, enhancing community skills, and preserving natural and cultural heritage. The research employs a qualitative approach, collecting data through in-depth interviews with informal leaders, community figures, and local residents. The findings indicate that Bajau informal leaders significantly motivate community involvement in tourism development, despite challenges such as limited training and formal education. As facilitators, these leaders create effective deliberation forums to voice community aspirations in tourism management. Additionally, they act as mobilizers, successfully encouraging active participation in managing and developing marine tourism, although infrastructure limitations and inadequate tourism facilities pose challenges. Informal leaders of the Bajau ethnic group in the Derawan Archipelago hold a vital role in tourism development by fostering local cultural diversity, improving the community’s economy, and promoting sustainable environmental management. To optimize this role, support is needed to enhance human resource capacity, infrastructure development, and more supportive regulations for the local tourism sector.Authors must supply a structured abstract in their submission, which includes; Purpose (mandatory), Design/methodology/approach (mandatory), Findings/results (mandatory), Research limitations/implications (if applicable), Practical implications (if applicable), Social implications (if applicable), Originality/value (mandatory).

Abstract

Government Science Study Program, Faculty of Social and Political Sciences, Mulawarman University, Study of the Implementation of the Community Development and Empowerment Program in Rapak Dalam Subdistrict in 2024, under the guidance of Mr. Lutfi Wahyudi, S.Sos, M.Si. This study aims to explain the implementation of the Community Development and Empowerment Program (Probebaya) in Rapak Dalam Subdistrict in 2024. This research uses the theory of Policy Implementation by Van Metter and Van Horn by prioritizing the analysis of six important indicators, namely policy standards and objectives, resources, characteristics of implementing organizations, attitudes of implementers, communication between related organizations, and the social, economic and political environment. These six indicators are used to analyze the implementation of Probebaya in 29 RTs in Rapak Dalam Subdistrict in 2024. Furthermore, the author focuses on the development sector as one type of program that focuses on infrastructure development. The type of research used is qualitative using a descriptive approach. The results show that the implementation of the Community Development and Empowerment Program in Rapak Dalam Subdistrict in 2024 has not been realized as well as possible because there are nine out of 29 RTs that have not implemented Probebaya optimally. This happens because there are several obstacles in the implementation of several important indicators in the program, such as minimal resources, less participatory organizational characters, less contributive attitudes of implementers, and the social and economic environment that is still an obstacle.

Abstract

Penelitian ini bertujuan menganalisis Smart Environment: Kebijakan Tata Kelola Persampahan di Kota Jambi. Menggunakan metode kualitatif deskriptif dengan pendekatan tinjauan literatur, data diperoleh melalui penelusuran 50 berita media online tahun 2017-2025. Analisis didasarkan pada empat indikator kebijakan publik Hartono et al (2020), yaitu formulasi, implementasi, evaluasi, dan partisipasi masyarakat. Temuan penelitian mengungkapkan bahwa aspek formulasi kebijakan telah diarahkan melalui penyusunan Perda Nomor 5 tahun 2020, pembatasan penggunaan kantong plastik, rencana zero waste, penguatan bank sampah dan TPS 3R, serta pengembangan infrastruktur modern seperti sanitary landfill, RDF, dan PLTSa. Pada tahap implementasi, kebijakan dijalankan melalui pengangkutan sampah dua kali sehari, penyediaan TPS dan kontainer, penegakan sanksi oleh Satpol PP, sistem jemput sampah dari rumah, serta pelibatan komunitas dalam pengelolaan berbasis ekonomi sirkular. Aspek evaluasi menunjukkan bahwa upaya pengelolaan sampah menghadapi tantangan utama berupa keterbatasan armada, kemunculan TPS liar, lemahnya pengawasan, ketidakteraturan pengangkutan dan ketidaksesuaian antara kapasitas dan volume timbulan sampah harian, serta rendahnya kepatuhan masyarakat terhadap jadwal pembuangan sampah. Meski demikian, terdapat capaian positif berupa penurunan timbulan sampah dan penghargaan lingkungan nasional. Pada aspek partisipasi masyarakat, warga terlibat melalui pemilahan, patroli lingkungan, pelaporan pelanggaran dan penyampaian keluhan, serta pengembangan bank sampah. Meskipun memiliki keunggulan dalam inovasi kebijakan dan dukungan sosial yang meningkat, pelaksanaan dilapangan belum optimal karena masih terdapat kendala teknis dan perilaku sosial. Studi ini menyimpulkan bahwa tata kelola persampahan Kota Jambi bergerak menuju model kolaboratif dan adaptif, namun memerlukan penguatan implementasi dan partisipasi masyarakat secara berkelanjutan.

Abstract

Purpose: This study aims to analyze the relationship between floods and road damage in Pringsewu Regency and propose a collaborative risk-based management approach.  Design/Methodology/Approach: A mixed-methods approach was used, integrating GIS spatial analysis, secondary data from PUPR and BPBD, and semi-structured interviews with 20 youth involved in community initiatives.  Findings/Results: Approximately 62.99% (386.93 km²) of Pringsewu is highly flood-prone due to low terrain slope (0–8%) and 1,500–2,000 mm/year rainfall. Over 40% of the 689.5 km road infrastructure is damaged, increasing traffic accidents by 25% over three years. Community initiatives like @seputarpringsewu address temporary repairs but reflect distrust in bureaucracy.  Research Limitations/Implications: Limited access to real-time budget data and long-term flood impact records.  Practical Implications: Collaborative policies can reduce emergency repairs and enhance infrastructure resilience.  Social Implications: Strengthened community participation fosters trust and local empowerment.  Originality/Value: This study integrates spatial analysis with community-driven solutions, offering a novel framework for cross-sector disaster management.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi Program Badan Penyelenggara Jaminan Sosial (BPJS) Kesehatan dalam layanan rujukan di Puskesmas Watubangga, Kecamatan Watubangga. Fokus penelitian meliputi empat aspek utama, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi program BPJS Kesehatan telah berjalan, namun belum optimal. Komunikasi antara petugas dan masyarakat masih mengalami hambatan dalam pemahaman prosedur rujukan. Sumber daya manusia dianggap memadai, tetapi fasilitas pendukung seperti sistem informasi dan jaringan internet masih kurang maksimal. Disposisi pelaksana menunjukkan komitmen yang baik, meskipun masih terdapat keluhan dari pasien. Struktur birokrasi telah memiliki SOP, namun koordinasi dengan rumah sakit rujukan belum berjalan efektif. Diperlukan peningkatan dalam aspek komunikasi, fasilitas pendukung, koordinasi antarinstansi, serta penguatan kapasitas SDM agar implementasi program berjalan lebih efektif dan memberikan pelayanan yang lebih baik bagi masyarakat.
