Abstract

This study aims to determine the implementation of the Livable Home Assistance Program policy for the poor in Long Kali District and to determine the implementation of the Livable Home Assistance Program requirements in accordance with Paser District Head Regulation Number 63 of 2019 concerning Guidelines for the Rehabilitation of Uninhabitable Houses and the Construction of Livable Houses in Paser District, especially in Long Kali District. This type of research is descriptive qualitative. Data collection techniques were carried out using observation, interviews and documentation. Data analysis used is data reduction, data display and conclusion. The results of the study show that the program for livable housing assistance for the poor has been implemented in Long Kali District, Paser Regency, seen from the outreach, evaluation and fulfillment of the requirements for livable housing assistance recipients. As well as the inhibiting factors and completion of the implementation of the Livable Housing Assistance Program policy for the poor in Long Kali District, Paser Regency, because in general each policy has optimal or non-optimal implementation.

Abstract

The purpose of this study was to identify the factors that influence the implementation of government policies in eradicating infectious diseases (HIV-AIDS) in the city of Bontang. The basic analysis used in this study is qualitative, which produces descriptive information. The type of analysis used is descriptive analysis which aims to produce a transparent picture of the implementation of the duties and functions of the KPA in eradicating HIV/AIDS in Bontang City. Information was collected through recordings, interviews, coordinate perception, participatory perception and the physical environment. In addition, the information obtained is simplified to be unique, especially efforts to encapsulate bits, shapes, and information. Another preparation is drawing conclusions and confirming after the information presented in expressive frames and coherent clarification has been captured. The emergence of this thought shows that there is potential for human resources in the Bontang City Government Office. However, in carrying out the obligations and capacities of the KPA, communication between organizations has not been ideal, resulting in wasteful organizational communication, inadequate working conditions and often poor work execution. The working capacity of development planning that has not been maximized needs to be managed carefully so that it does not become a threat to the eradication of HIV/AIDS in Bontang City. The communication factor between non-independent institutions and the bureaucracy actually greatly influenced the AIDS response process in Bontang City. Therefore, the organization formulated a plan to make KPA an independent organization and no longer subject to the City Government of Bontang.

Abstract

The research aims to describe and analyze online-based licensing and non-licensing services during the Covid-19 pandemic at the Investment and One-Stop Services Office of Samainda City. Data collection was carried out by means of library research and field research using observation, interviews and documents. The results of the study show that online-based licensing and non-licensing services during the Covid-19 pandemic in implementing electronic government did not fully apply the principles and benefits of e-government. The requirements can be accessed via the website, licensing application and whatsapp application. Regarding requirements, there is consistency in document equality. Furthermore, in online-based licensing and non-licensing service procedures, they still use conventional service operational standards. At the time of service, the issuance of online-based licensing and non-licensing does not affect service time. Furthermore, at the financing stage, the cost clarity criteria have been met. Service products during the Covid-19 pandemic had an impact on decreasing the number of licenses and non-licensing issued and had fulfilled the principle service criteria, namely service products, received correctly, correctly and legally and had legality or legal certainty. In the process of dealing with complaints, they become facilitators and mediators. Public opinion with online-based services felt convenience but also found several complaints in carrying out online-based services during the Covid-19 pandemic.

Abstract

The purpose of this study is to provide an overview of the actual conditions naturally in employee service to the community at the village office. The results of this study indicate that the Effectiveness of Employee Services in the Level of Community Satisfaction in the Jawa Village Office, Samarinda Ulu District, that employees have implemented services to the community in accordance with SOP (Standard Operating Procedures) but there are still some that have not been carried out in accordance with SOP (Standard Operating Procedures) due to inadequate human resources and infrastructure, so that if it is linked to community satisfaction, it means that community satisfaction is not fully satisfied as a whole based on the research focus. There are still a number of indicators that have not worked out in accordance with the level of community satisfaction related to the Tangibles (Physical Evidence) dimension. Things that are not adequate and are still being complained by the community starting from the sub-district office which is still lacking in staff, discipline in working hours, lack of information disclosure to the public regarding service procedures. Whereas in the Reliability dimension, employees are able to provide services appropriately and correctly and provide quick responses to the community, Responsiveness where employees as service providers always provide clear and directing information and provide solutions for the community as well as assurance that employees provide services according to the needs of the community and responsiveness applies to all communities without being selective, Empathy has been running according to community expectations, namely employees who are attentive, friendly and polite to all members of the public and fellow employees.

Abstract

Completion of inter-Village boundaries is a procedure that includes the determination, confirmation and ratification of village boundaries realized by the Village Boundary Affirmation and Determination Team (PPB Des Team), referring to the mechanism that has been inaugurated in PERMENDAGRI Number 45 of 2016. This research uses qualitative methods, looking at the process of establishing, confirming and validating the village PPB Team as well as the obstacles during the process of finalizing the boundaries. The purpose of this descriptive research is to explain in an orderly and interrelated, factual, and accurate manner the facts and the research process. The results showed that the settlement of the village boundary between Bukit Mamur Village and Kaliorang Village had been completed. The inhibiting factor in the settlement of boundaries was the lack of good communication between village officials and the lack of human resources in completing village boundaries, besides that, there were not many authentic documents that accommodated the process of document research and making work maps and overlapping boundaries between Kaliorang and Kaubun districts. The supporting factors in settling village boundaries between Bukit Makmur Village and Kaliorang Village are the existence of a dispute relationship between Bumi Sejahtera Village and Kaliorang Village, and the participation of all elements of society in the stages of village boundary settlement.
