Abstract

This study aims to analyze the impact of anti-corruption policies on the procurement of goods and services in the Pekanbaru Government, using the Principal-Agent Theory and Good Governance Theory. The study examines how the implementation of anti-corruption policies influences transparency, accountability, efficiency, participation, and equity in the procurement process. The research method used is a literature review, combining various scholarly sources, government reports, and case studies related to anti-corruption policies in Pekanbaru. The findings show that anti-corruption policies have successfully increased transparency and accountability in the procurement of goods and services through the implementation of e-procurement systems and stricter oversight. The implementation of these policies has also enhanced efficiency by reducing the time and costs of the procurement process and encouraging greater participation and collaboration among stakeholders. However, challenges remain in the form of bureaucratic resistance, a lack of skilled human resources, and varying levels of political support. This study concludes that anti-corruption policies have strengthened the principles of Good Governance in the procurement of goods and services in the Pekanbaru city Government, but improvements in implementation are needed to achieve greater effectiveness. The implications of these findings suggest recommendations for strengthening bureaucratic capacity, increasing political support, and improving coordination among stakeholders to achieve clean, transparent, and equitable governance

Abstract

Procurement of goods/services is an activity of procuring goods/services carried out by Ministries/Regional Apparatus Institutions funded by the APBN/APBD through several processes. The size of the government budget used in procurement of goods/services, namely around 40%, will influence government spending and government work programs. The purpose of writing this article is to find out the problems in the process of procuring goods and services. This research is a library research, where the data that supports the study comes from library sources in the form of books, encyclopedias, journals, magazines, newspapers, and so on. The results of this research article are that regulations relating to PBJ are still weak, especially in the implementation mechanisms, so that the quality of the goods produced is not appropriate, there is corruption, collusion and nepotism (KKN) between officials and providers, which are still often found in making plans, there is a lack of clarity between needs. vs desires, the problem with determining goods/services is that it does not take into account the BMN inventory so that it has an impact on wasting resources, budget and RUP, the supporting budget is not enough, this will have an impact on activities being hampered, and PBJ targets being hampered, and the implementation of the election not being utilized effectively. maximum for clarification and equalizing perceptions, this will have an impact on failed tenders and public distrust

Abstract

Government procurement of goods/services is an activity to obtain goods/services by Ministries/Agencies/Regional Work Units/other Institutions. Goods/services procurement activities still cause problems resulting in state financial losses. The purpose of writing is to analyze the criminal regulation of corruption in the procurement of goods/services and unlawful acts of misuse of the procurement of goods/services. The formulation of the problem in this paper is: 1) How is the criminal regulation of corruption in the procurement of goods and services regulated in statutory regulations? and 2) What is the unlawful act of abuse of authority in the crime of corruption in the procurement of goods/services? Normative legal research method, the research approach is carried out by reviewing laws and regulations related to the legal issue being researched, using technical literature and document studies. Research data from secondary data sourced from primary legal, secondary legal and tertiary legal materials with qualitative data analysis that describes descriptively. The results of the research show that the crime of corruption in the procurement of goods/services in Indonesian positive law is regulated in Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning the Eradication of Corruption Crimes, while the accountability of perpetrators of criminal acts of corruption is regulated in Presidential Regulation Number 12 20021 concerning Amendments to Regulation Number 16 of 2018 concerning Procurement of Government Goods/Services. Conclusion: Regulation of Corruption Crimes in Procurement of Goods and Services in Indonesian Positive Law is regulated in Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Corruption Crimes, Presidential Regulation Number 12 of 2021 concerning Amendments to Regulation Number 16 of 2021 2018 concerning Procurement of Government Goods/Services. Position responsibility and personal responsibility in the procurement of goods and services are very important, because these two concepts have implications for criminal responsibility.

Abstract

The purpose of this study is to analyze the implementation of e-catalogs in the procurement of government goods/services and to examine the effect of e-catalog implementation in the procurement of goods and services. As Indonesia's economy grows and develops, the government needs more governance. When these needs are met through the purchase of goods or services. The need for goods and services is the most important part of governance. Electronic procurement services are information technology management services to facilitate the implementation of electronic procurement of goods / services (Presidential Regulation No.12 of 2021 article 1 point 21). Electronic procurement transactions can be carried out between business organizations and other businesses, business organizations and consumers or government organizations and businesses as providers. The policy on the procurement of goods / services through an e-purchasing mechanism with an electronic catalog system (E-catalog) is a new policy that aims to support the government procurement process in the Internet of Things (IoT) era to be in line with the times. The research method used is normative juridical. The benefit of using e-catalogs is that clients and labor suppliers can both know the progress of the sales made. This is one form of implementation transparency. E-catalog procurement will provide benefits to the establishment of the principles of good governance, namely accountability and transparency, so as to encourage the public administration reform movement. Providers in E-Purchasing itself can be followed by all providers of goods / services that meet the requirements in accordance with the selection method, including MSMEs which can also participate as providers which are a form of government efforts for economic equality including the regional economy.

Abstract

Procurement of goods and services plays a crucial role in the implementation of national development, aiming to improve public services and foster both national and regional economic growth. Procurement is essential in development activities because it ensures that various needs for development projects are met accurately and efficiently. This encompasses everything from infrastructure, equipment, and technology to services that support various sectors of development and public services. Government procurement is used to ensure that government needs are met in an efficient, transparent manner, in line with ethical principles. The goal of government procurement is to create a competitive environment, ensure efficient budget use, support local economic development, and meet established quality and reliability standards. Adhering to basic ethical standards in government procurement is fundamental and should serve as a reference and guideline throughout the procurement process. This reflects the philosophy that government procurement is an effort to obtain desired goods or services using logical and systematic reasoning, while adhering to prevailing norms and ethics according to established procurement methods and processes. Procurement ethics are norms that govern actions that should be taken and actions that are prohibited in the execution of procurement of goods or services. In the context of procurement, basic ethics refer to the norms or rules that serve as the main guidelines for participants to conduct the procurement process in a fair, transparent, and accountable manner.

Abstract

Procurement of goods and services is an activity carried out by Ministries/Institutions/Regional Apparatus which is financed by the APBN/APBD. Implementation of government procurement of goods and services must ensure the creation of legal certainty and provide protection to citizens from a series of arbitrary acts of procurement of goods and services, authority In the implementation of goods and services procurement activities, many irregularities occur, such as criminal acts of corruption. This problem poses a legal threat to Procurement Officials, Users of goods and services as well as Providers of goods and services, both from the budget planning process to planning preparation for procurement of government goods and services, to the process of handing over payments, supervision and accountability. Deviations that occur in the procurement of government goods and services have the potential to harm state finances and give rise to legal uncertainty in the application of sanctions options, whether criminal sanctions, administrative sanctions as well as demands for compensation or civil lawsuits in accordance with applicable legal regulations. There are four legal aspects in the procurement of goods and services, namely State Administration Legal Aspects, Civil Law Aspects, Criminal Law Aspects and Business Competition Legal Aspects. Abstract

An activity of collecting data that is part of the reporting activity, contains attendance data that is collected and managed to determine the frequency of attendance at an activity that can be used whenever needed, interpreted as absence. It was identified that there was an ineffectiveness in the process of collecting employee attendance lists at Toko Jaya Plastik. Then, this also raises another problem, namely inaccurate information will affect the calculation of employee salaries. Thus, a web-based attendance information system is needed so that attendance activities can be accessed by employees using smartphones. Based on these problems, the researcher took the initiative to design and implement a web-based attendance system. The programs used to design the attendance system are Visual Studio Code, MySQL, XAMPP, and Google Chrome. The researcher conducted observations and interviews with Toko Jaya Plastik, to obtain information related to the attendance application system. Then, this web-based attendance information system was developed and implemented with the PHP, HTML, Java Script, CSS programming languages ​​and using the MySQL database. Based on the results of the research and system design, it can be concluded that, after testing, the designed web-based attendance system can be implemented properly. The suggestion for further research is the development of the QR Code scan feature so that it can be done for a lifetime.

Abstract

This research aims to investigate the application of the C4.5 algorithm method in assessing the feasibility of granting credit to business partners by PT Internasional Asia Prima. PT Internasional Asia Prima is a financial industry company with various business partners in need of financial support for their growth. The decision-making process regarding the provision of credit to business partners is a critical aspect of the company's risk management. The C4.5 method is one of the artificial intelligence methods used for decision-making based on rules identified from historical data. This research collects and analyzes historical data on credit approval for business partners by PT Internasional Asia Prima. The C4.5 method is then implemented to generate a predictive model that can assist in assessing the feasibility of future credit approvals. The results of the research indicate that the C4.5 method can significantly contribute to improving the accuracy of assessing the feasibility of granting credit to business partners. With this model, the company can be more effective in identifying potential risks and optimizing their credit portfolio. The implications of this research include enhancements in risk management and the potential for increased company profitability

Abstract

The implementation of community service activities will take the form of Empowerment of E-Commerce-Based Marketing located at Rindang Garden Block B2 No. 04, Buliang Village, Batu Aji District, Batam. Based on the field interview results, the Small and Medium-sized Enterprises (UMKM) Rafflesia face challenges in marketing their products. In general, UMKM businesses have limitations in mastering information technology facilities and marketing media that are not well-known to the public. Conventional business owners feel that accounting recording is a cumbersome task. The training method used is to provide training through an online website. The methods used in the development of UMKM Rafflesia include survey methods, lecture methods, discussion methods, and training methods. The sustainability of the results of this coaching activity is expected to enable UMKM Rafflesia to manage online marketing effectively.

Abstract

This research aims to evaluate the effectiveness of billboard tax and its contribution to regional revenue (PAD), especially in the context of regional autonomy, which requires local governments to continuously increase their revenue. One of the efforts to achieve this is by optimizing the collection of local taxes, including billboard taxes. Billboard taxes in Batam City provide a significant contribution to local revenue, although in practice, it has not yet reached its full potential. Additionally, tax targets are often set based on past performance rather than actual potential. This study was conducted from April to July 2019, with the research object being the Regional Revenue Office (Dispenda) of Batam City. The sampling technique used was non-probability sampling, specifically purposive sampling, utilizing financial reports from 2019 to 2023. Data analysis was carried out using multiple regression to test the hypothesis. The results of the analysis showed that, simultaneously, the effectiveness of billboard taxes and their contribution significantly affect regional revenue. Partially, the effectiveness of billboard taxes has a significant relationship with PAD, while the contribution of billboard taxes also significantly influences PAD in Dispenda Batam City.
