Abstract

The aim of this research is to determine the influence of learning facilities and infrastructure, teacher performance, and teacher competency on the implementation of the independent curriculum in junior high schools throughout Trangkil Pati District. The implementation of an independent curriculum is an educational approach that focuses on the core principles of learning, recognizing and nurturing the unique talents and interests of each child. This study employs quantitative methods. The subjects of this research were all junior high school teachers in Trangkil Pati District who were included in the basic education data. The total number of junior high school teachers is 89, which allows for the use of a saturated sampling technique. Data was collected using a questionnaire tested for validity and reliability. The research employed descriptive statistical analysis and multiple regression analysis. The results show that (1) learning facilities and infrastructure have a negative effect on the implementation of the independent curriculum by 37.8%, (2) teacher performance has a negative effect on the implementation of the independent curriculum by 24.1%, (3) teacher competence has a positive effect on the implementation of the independent curriculum by 18.6%, and (4) learning facilities and infrastructure, teacher performance, and teacher competency collectively have a positive influence on the implementation of the independent curriculum by 56.2%.

Abstract

Currently, there is a growing demand for heightened professionalism and optimal performance within government institutions, emphasizing efficiency. A discernible trend towards delineating Human Resource Development (HRD) as a distinct entity from Human Resource Management (HRM) is evident in the pursuit of achieving superior standards. This study reexamines the organizational frameworks and performance of government HRD in this evolving landscape, shedding light on the significant contributions made by government HRD to their organizations. This research is crucial for understanding the contribution of government HRD to organizational objectives. Employing qualitative methodologies, the study delves into the organizational structures of HRD entities, identifying three predominant variants: (1) an HRD function existing as a sizable specialized division, (2) a clear separation between HRD and HRM functions, and (3) HRD operating within an HRM Department. Importantly, the scope of roles and functions within HRD is observed to be expanding. Furthermore, HRD institutions are perceived to have transitioned beyond the traditional role of conducting training to actively implementing strategic human resource development initiatives. The Covid-19 pandemic has notably influenced training methodologies, leading to a substantial increase in online training over the pandemic's two-year span. This shift has resulted in breakthroughs and heightened efficiency in the implementation of training initiatives amidst the challenges posed by the pandemic. Given the rarity of studies in this field, it is anticipated that this research will be valuable in ensuring that all government entities achieve effective and efficient operations.

Abstract

The purpose of this study is to establish a data information system model for the Integrity Zone in higher education. ZI (Integrity Zone) is a predicate given to agencies/institutions whose administrators and staff are involved in realizing Corruption-Free Area (WBK) and Clean Serving Bureaucratic Area (WBBM) at the central and regional levels. One of the government agencies/institutions that implements the ZI WBK and WBBM programs is UNNES Faculty of Law. The research method using the access system approach and system development is an efficient way to solve the problems that started by identifying a number of requirements to create an efficient and functional application. However, the system development process includes several tasks that can be divided into several steps. With the discovery of System Governance has not been implemented properly. The presence of ZI at UNNES Faculty of Law can be realized through bureaucratic reform, especially in terms of preventing and improving corruption problem and quality of public services. WBK stands for Corruption-Free Area. WBBM stands for Clean Serving Bureaucratic Area. WBBM is a predicate given to work units that fulfils most of the five WBK programs, and a program to strengthen the quality of public services.

Abstract

This research aims to: 1) describe lecturers' understanding of career development through functional positions; 2) identify the obstacles they face in the promotion process; and 3) analyze strategies to accelerate these promotions. Lecturers are key human resources in universities, involved in education, research, and community service as part of the Tri Dharma of Higher Education, which supports their career development. However, at Pekalongan University, many lecturers face delays in being promoted to functional positions. The method used in this research is qualitative research. Data collection methods include observation, interviews and document study. The data validity technique used is triangulation. Meanwhile, the data analysis technique uses data reduction, data display, drawing conclusions and verification. The results of this research are: 1) Lecturers' understanding of career development through functional positions is not yet fully understood. . Lecturers have been given direction and guidance regarding the implementation of the Tri Dharma of Tinngi College to support lecturer careers, especially for promotion to functional positions. However, in practice, lecturers still have difficulty meeting the credit threshold, especially in the field of conducting research. Apart from that, administrative obstacles are also the reason why lecturers are reluctant to prepare documents for promotion to functional positions; 2) There are 3 (three) obstacles for lecturers in applying for promotion to functional positions, namely individual lecturer obstacles, agency support and LLDIKTI and DIKTI policies in the Credit Score Assessment system; 3) Acceleration of promotions to functional positions carried out by Pekalongan University by implementing strategic management which includes the strategy formulation stage, strategy implementation stage and strategy evaluation stage.
