Annujum: Journal of Humaniora and Law is an open access and peer-reviewed journal published by Indonesian Scientific Journal Consultant which provides articles in all fields of Humaniora, Law and related disciplines. The word Annujum comes from Arabic; النجوم which means star, bright, shining, enlightening and illuminating. The use of the word annujum for the name of the journal implies that the articles published are expected to provide enlightenment related to science, especially related to the humanities and law, the articles published are selected articles related to the focus and scope of the journal, namely humanity and law. Annujum: Journal of Humaniora and Law is an open access and peer-reviewed journal published by Indonesian Scientific Journal Consultant which provides articles in all fields of Islamic Education and Studies and related disciplines. The scope of Humaniora includes Humanities, Theology, Philosophy, History, Philology, Linguistics, Literature, Art, Psychology, Archaeology, Anthropology, Cultural Studies. The scope of Law includes Criminal Law, Civil Law, International Law, Islamic Law, Agrarian Law, Administrative Law, Criminal Procedure Law, Constitutional Law, Civil Procedure Law, Environmental Law. Abstract

This article discusses how the Constitution of the Republic of Indonesia guarantees education as a fundamental right for every citizen, particularly through Article 31, which guarantees universal access to education. Furthermore, this article analyzes the fourth paragraph of the Preamble to the Constitution. This study examines recent literature from 2020 to 2025. The review indicates that education is not yet fully optimized due to the limited number of government education programs and resource distribution. Therefore, to improve the effectiveness of education, it is necessary to continuously update the education model, enrich learning materials, and ensure equal access across all educational institutions.

Abstract

The development of democracy in Indonesia has been marked by the increasing role of non-state actors in political processes, including religious-based mass organizations. From the perspective of political science, religious organizations constitute an integral part of civil society and possess the capacity to influence public policy through social and moral legitimacy. West Java, as a province with a strong religious and social base, represents a strategic arena for the activities of Islamic organizations, one of which is Persatuan Ummat Islam (PUI). This study aims to analyze the role of the Islamic organization PUI in shaping the direction of political policy in West Java. The research employs a qualitative approach using a case study method. Data were collected through in-depth interviews, document analysis, and observation. The findings indicate that PUI functions as a non-formal political actor by engaging in policy advocacy, political communication, and the construction of public moral discourse. These findings confirm that Islamic mass organizations constitute an important element of local democracy in Indonesia.

Abstract

This study aims to analyze the role of student character in preventing the increasingly strong national degradation caused by technological developments, social change, and the weakening of national values. Students, as the intellectual generation, have a moral responsibility to maintain the stability of the nation's character through critical, ethical, and national-minded attitudes. A qualitative approach was used to explore the phenomenon of student character based on various literature reviews from 2020–2025. The results indicate that student character formation is influenced by the family environment, campus, organizations, digital media, and spirituality. These factors significantly contribute to strengthening student integrity, thereby preventing moral and social degradation. This study emphasizes that character strengthening cannot be achieved instantly but requires a continuous process involving the active participation of students, educators, and the social environment. With strong character, students have the potential to become agents of change in upholding the nation's noble values ​​and encouraging the creation of a future generation with integrity.

Abstract

This study analyzes the effectiveness of legal protection for children against early marriage in Indonesia, examining the issue through the lenses of human rights and family law. Despite the 2019 amendment to the Marriage Law raising the minimum age to 19, child marriage remains prevalent due to significant regulatory disharmony and judicial loopholes. Employing a normative-juridical method supported by empirical socio-legal data, this research investigates the conflict between the Child Protection Law and other statutes regarding the age of majority. The findings demonstrate that the "marriage dispensation" mechanism, intended for emergencies, is systematically exploited to legitimize underage unions, often driven by unintended pregnancies and parental pressure. Consequently, the state inadvertently facilitates violations of children's rights to development and safety. The study concludes that legal reform alone is inadequate; eradicating child marriage requires a synchronized strategy involving stricter judicial audits on dispensation requests, harmonization of conflicting laws, and comprehensive community engagement to dismantle patriarchal norms. This research underscores the urgency of shifting from a purely regulatory approach to a holistic, victim-centered protection framework that prioritizes the child's best interests.
