Abstract

Understanding the advantages and characteristics of gastronomic tourism, as mentioned, will greatly assist planners in developing it. Synergy with agriculture and livestock can be fostered in coastal areas with beautiful beaches, creating synergy between upstream and downstream sectors. Developing agricultural and livestock products in upstream areas, packaged into engaging activities, can also become a tourist attraction. One culinary product development well-known among Balinese people is preserving the mejotan culture as an authentic Balinese gastronomy. In contrast, tourism practitioners reported that they were aware of the mejotan tradition, but lacked any idea of how to package and sell it in villas or restaurants in the Abiansemal District of Badung. This is truly a missed opportunity, without providing the intended benefits. The food ingredients used as offerings in the mejotan tradition are sourced locally, such as rice, cassava, and pork, along with other equipment needed to process these ingredients. These ingredients, derived from local agriculture and livestock, undergo a traditional processing process, and are then used in the mejotan tradition. The purpose of this research is to develop the gastronomic potential of the mejotan tradition as a tourist attraction in the Abiansemal District of Badung, Bali. The approach used in this study is qualitative. In qualitative research, the phenomena used to determine the variables to be studied are holistic, so the research will not be determined based solely on the research variables, but rather on the entire social situation, encompassing the place, actors, and activities that interact synergistically.

Abstract

This study aims to formulate a business development strategy for Kebon Vintage Cars Denpasar, the largest classic car museum in Bali, using a SWOT analysis approach. This study adopted a qualitative descriptive method, with primary data collected through in-depth interviews and direct on-site observations, as well as secondary data from literature and internal company documentation. The SWOT analysis identified Kebon Vintage Cars' key strengths, namely its unique collection of rare classic cars, strategic location, and attractive educational facilities for visitors. However, the main weaknesses identified were limited digital promotion, reliance on international tourists, and a lack of revenue diversification. Opportunities that can be exploited include the increasing trend of thematic and educational tourism, as well as the large domestic market potential. Threats faced include intense competition with other thematic tourism destinations in Bali and changes in tourist behavior post-pandemic. Based on this analysis, recommended strategies include: (1) expanding digital marketing channels through platforms such as Instagram and TikTok; (2) diversifying revenue sources through venue rentals, merchandise sales, and hosting classic car restoration workshops; (3) developing human resource capacity to improve experience-based services and digital marketing; and (4) building strategic partnerships with automotive communities and educational institutions. The implementation of these strategies is expected to strengthen the competitiveness of Kebon Vintage Cars, expand the domestic market segment, and ensure business sustainability in the future.

Abstract

Tourism has increasingly been recognized as a strategic sector for promoting local economic development, particularly in secondary cities with emerging tourism potential. Luwuk City, as the capital of Banggai Regency in Central Sulawesi, possesses diverse natural and cultural tourism resources that can support regional economic growth if managed effectively. This study aims to examine tourism management strategies in Luwuk City and analyze their contribution to local economic development. Employing a qualitative case study approach, data were collected through semi-structured interviews with key stakeholders, including local government officials, tourism business actors, community leaders, and UMKM practitioners, complemented by document analysis and field observations conducted between March and June 2025. The findings indicate that tourism activities—such as festivals, government expos, and community-based tourism initiatives have generated economic opportunities for local communities, particularly through increased income and business activities for UMKM. However, the study also reveals that tourism management remains largely fragmented and event-oriented, limiting its long-term economic impact. Community participation, digital capacity, institutional coordination, and sustainability practices emerged as critical factors influencing the effectiveness of tourism-driven development. The study concludes that tourism can serve as a sustainable driver of local economic development in Luwuk City when supported by integrated management strategies, inclusive governance, community empowerment, digital innovation, and environmental stewardship. These findings offer important insights for policymakers and tourism stakeholders seeking to optimize tourism’s contribution to inclusive and long-term local economic growth in emerging destinations.

Abstract

This study examines how transformational public management influences the development of an innovation culture within the Luwuk City Government, Banggai Regency, Central Sulawesi. Using a qualitative descriptive approach, data were collected through interviews with 12 key informants, direct observations, and document analysis of innovation reports from 2021–2024. The results show that visionary and participatory leadership practices have significantly encouraged creativity, collaboration, and organizational learning among civil servants. Leadership initiatives such as Luwuk Smart Monday, Luwuk Satu Data, and Sehat Bersama Luwuk illustrate a growing transformation from procedural bureaucracy toward adaptive governance. Institutional barriers such as the absence of formal innovation units, limited technical capacity, and dependence on individual leadership still hinder sustainability. The findings suggest that transformational leadership acts as a bridge between structural reform and cultural change by shifting employee roles from rule enforcers to creative problem solvers. Strengthening policy frameworks, training programs, and innovation incentives is essential to embed innovation as a permanent organizational culture. Overall, Luwuk’s experience demonstrates that visionary leadership and institutional support are key to achieving effective and innovative local governance.

Abstract

This study aims to analyze the implementation of digital marketing-based business management strategies among Micro, Small, and Medium Enterprises (MSMEs) in Luwuk City, Indonesia. The research was conducted to understand how MSMEs adopt digital tools to improve competitiveness, customer engagement, and business performance in the digital era. Using a qualitative research design, data were collected through in-depth interviews, field observations, and documentation involving 10 MSME owners from various sectors, including culinary, fashion, handicrafts, and services. The findings show that most MSMEs in Luwuk City have started integrating digital marketing platforms, particularly Facebook, Instagram, and WhatsApp Business, into their promotional strategies. Eight out of ten informants actively use social media to increase visibility and customer interaction, while only three have ventured into e-commerce platforms such as Tokopedia and Shopee due to logistical and payment challenges. The study also reveals that MSMEs adopting digital tools consistently experience sales growth, enhanced brand recognition, and improved management efficiency. However, obstacles such as limited digital literacy, unstable internet infrastructure, lack of advertising budgets, and minimal institutional support remain significant barriers. Digital marketing adoption has encouraged MSMEs to shift from traditional to more structured business management practices, supported by better record-keeping and customer communication. The study concludes that strengthening digital skills, strategic planning, and collaboration among stakeholders is essential to optimize MSME competitiveness in Luwuk City.
