Abstract

This study uses a mixed-method approach, combining quantitative Data Envelopment Analysis (DEA) and qualitative interviews to analyze the efficiency of managing school operational assistance funds (Dana BOS) at the senior high school (SMA) level by the Provincial Government of the Special Capital Region (DKI) of Jakarta. DEA is employed to measure fund efficiency using relevant input-output variables, while qualitative interviews contextualize the results. The input variables include the number of students, the number of teachers, the total BOS budget, and the remaining budget surplus (SiLPA). Meanwhile, the output variables consist of national assessment scores in literacy, numeracy, and character, as well as school accreditation levels. The findings reveal varying levels of efficiency across schools. While some manage funds effectively, others show suboptimal use, primarily due to weak planning and misallocation. These insights inform policy recommendations to enhance BOS fund utilization and educational quality

Abstract

The objectives of this study is to assess assess the reasonableness of the internal supervision activity budget in the regional government of XYZ through activity based costing with statistical quality control. This research adopts a descriptive qualitative methodology using a case study approach, involving document review and interviews as data collection techniques. The analysis are applied to conduct activity-based costing (ABC) and to establish a reasonable budget range using statistical quality control methods. The study establishes threshold values for the reasonable allocation of budgets across various internal supervision activities. Based on the analysis, four activities were found to have budgets within the reasonable range, whereas three activities were identified as having insufficient (underfinanced) budget allocations. The results indicate that internal supervision budgets can be classified into reasonable and underfinanced categories. This study provides practical implications for regional governments, particularly in formulating budgetary guidelines and performing standard spending analyses to support the evaluation of budget appropriateness.

Abstract

This study aims to explain public services and community satisfaction with the government of Rowokangkung Subdistrict. It is part of the government's efforts to improve the quality of public services in line with the times and to meet the standards of ideal government performance. The study uses an empirical juridical approach. In legal research, an empirical juridical approach involves social research on factual phenomena that occur in the field. The data consists of government public services and community satisfaction with the Rowokangkung Subdistrict government in Lumajang Regency, East Java. The data sources are community members who require public services from the subdistrict. Data collection techniques include observation, interviews, and documentations. The researcher is part of the Rowokangkung Subdistrict government and can interact directly with the data sources. Therefore, the data presented is natural and reflects the actual state of public services and community satisfaction in Rowokangkung. The analysis technique used is descriptive. Descriptive analysis is conducted by presenting various public services in detail. The research results show that public services in Rowokangkung Subdistrict are optimized through both internal and external efforts. Internal services include the innovation “Menenti Hari” (Serving gladly until late at night), while external services include “Rumah Bersama” (Shared House) and “Ngopi Bareng” (Coffee Gathering). Based on the findings, internal and external services have different impacts. Internal services do not affect the increase in the Community Satisfaction Index (CSI), as evidenced by a decline in the CSI score. However, external services do contribute to an increase in community satisfaction. These external services are provided in collaboration with external parties, and they are one of the key factors in improving public satisfaction with the subdistrict government.

Abstract

This study aims to analyze the factors influencing the quality of Regional Government Assets reports, with leadership commitment as a moderating variable. The key variables examined in this research include human resource competence, work motivation, and the use of information technology. The study population consists of asset managers in state educational institutions under the Jakarta Provincial Education Department, with a census sampling method involving all population members as respondents. Data was collected through questionnaires and analyzed using multiple regression analysis with SPSS version 26. The findings reveal that human resource competence, work motivation, and the use of information technology significantly influence the quality of Regional Government Assets reports. However, leadership commitment does not moderate the relationship between human resource competence and work motivation in determining report quality. In contrast, leadership commitment does moderate the impact of information technology use on Regional Government Assets report quality.

Abstract

Educational policy plays a fundamental role in shaping the direction and effectiveness of curriculum reform, particularly in rapidly transforming nations such as Indonesia. This literature review explores the evolution of educational policy in Indonesia and its implications for curriculum development, focusing on decentralization, stakeholder involvement, and the integration of digital technology. Drawing upon studies from 2020 to 2025, this review identifies key challenges such as inequality of access, fragmented policy implementation, and insufficient training for educators. It also highlights the influence of globalization, neoliberal ideologies, and socio-cultural diversity. The study emphasizes the need for inclusive, adaptive, and context-sensitive policies that account for regional disparities and the importance of vocational education and technological innovation in preparing future-ready learners. Recommendations include strengthening stakeholder engagement, adopting localized curriculum approaches, investing in teacher capacity-building, and ensuring policy coherence across governance levels. This comprehensive synthesis offers insights for policymakers, educators, and researchers working toward equitable and transformative educational reform.

Abstract

Boonpring Andeman, located in Sanankerto Tourism Village, Malang Regency, holds significant potential as a sustainable tourism destination, featuring a bamboo forest, an arboretum with 115 bamboo species, and environmental education-based ecotourism. Despite receiving national and regional awards, the area still faces challenges related to accessibility, infrastructure, promotion, and community empowerment. This study aims to formulate sustainable tourism development strategies using a qualitative approach through SWOT analysis and the Business Model Canvas (BMC). Data were collected through interviews and observations, then analyzed descriptively. The findings indicate that development strategies focus on institutional strengthening, increasing community participation, and integrating conservation with educational values. The SWOT and BMC approaches successfully identified strategic priorities such as innovation in culturally-based tourism products, strengthening partnerships, and diversifying promotion to achieve a balance between economic, social, and ecological aspects.

Abstract

This study aims to analyze the impact of Digital Literacy, Accessibility, and Service Quality on User Satisfaction of PANDAWA BPJS Kesehatan in Makassar City. The research involved 100 respondents, ranging from 19 to 58 years old, with a majority being from Tamalate and Rappocini. The validity of the questionnaire showed a significant correlation between the variables X1, X2, X3, and Y, with Pearson's correlation coefficient of 0.6. The reliability of the questionnaire was also high, with a Cronbach's Alpha of 0.980, indicating good internal consistency. The clausical assumption showed that the questionnaire was multicollinear and heteroscedasticity, but normality was not. The regression analysis showed that variables X2 and X3 significantly influenced the effectiveness of the questionnaire, with a p-value of 0.05. However, variable Xl did not significantly influence the questionnaire. The descriptive analysis revealed that 79.8% of the variance in the questionnaire was explained by digital literacy, accessibility, and service quality, with the model being effective in explaining the relationship between variables XI, X2, X3 and Y. The study concludes that digital literacy does not significantly influence the effectiveness of PANDAWA BPJS Kesehatan in Makassar.

Abstract

This study aims to evaluate and provide recommendations for improvements in the implementation of the stunting intervention program in 2023 by the local government, using the program evaluation criteria developed by the OECD. The government of XYZ Regency is selected as the unit of analysis, considering that the prevalence of stunting in XYZ Regency has not yet reached the RPJMN target for the period of 2020 to 2024. Additionally, there were findings from the BPK (Audit Board of Indonesia) regarding the budgeting for stunting handling. This research uses a qualitative method with a case study approach to thoroughly study the organization over a specified period. This study utilizes an evaluation case study (Ellet, 2018) to assess the effectiveness of the stunting intervention program and provide suggestions for improvements. The analytical method used to answer the research questions is descriptive analysis. This research method is expected to facilitate understanding and evaluation of the program according to the OECD Evaluation Criteria (2021). The analysis results can be used to draw conclusions, identify obstacles, and offer solutions. The evaluation of the specific stunting intervention program in XYZ Regency shows that the program has not yet met the OECD-DAC criteria. Therefore, improvements are needed to ensure that the intervention program can effectively contribute to the acceleration of stunting reduction.

Abstract

The Regional House of Representatives (DPRD) plays a strategic role in safeguarding local democracy through the implementation of legislative, budgeting and supervisory functions. However, reality shows that the effectiveness of the implementation of official functions is often constrained by the limited technical and substantive capacity of council members. In this context, the existence of experts becomes a vital instrument as a provider of scientific and technocratic support. This study aims to analyze the strategic role of DPRD experts in supporting the implementation of official functions and formulate strategies to optimize their utilization. Using a juridical-normative approach, the results show that the existence of experts has not been institutionalized optimally due to three main problems, namely a recruitment system that is not based on meritocracy, a lack of professional capacity building schemes, and a weak institutional framework that systematically regulates their duties and functions. In an effort to strengthen the role of DPRD experts, the reformulation of recruitment policies, the preparation of competency standards, and the establishment of expert management units under the DPRD Secretariat are key strategies to ensure the professionalism and substantive contribution of experts to the implementation of official functions. With adequate regulative and institutional strengthening, experts can act as a strategic partner to improve the quality of legislation and accountability of local government.

Abstract

This research seeks to examine the application of the restorative justice ideology in customary law in Indonesia and the obstacles it encounters in merging with the national legal framework. Restorative justice within Indonesian customary law emphasizes mending relationships among offenders, victims, and the community via community-oriented methods like customary discussions and social ceremonies. The study employs a legal-formative method to analyze pertinent legal rules and customary law practices that endorse the restorative justice model. The results suggest that applying restorative justice in traditional communities could speed up conflict resolution and lessen the pressure on formal legal systems. Nevertheless, the research also uncovers challenges, including the variance of regulations among various customary communities and scarce formal acknowledgment in the national legal framework. Through enhanced regulations and clearer guidelines, restorative justice is anticipated to be implemented more uniformly and aligned with human rights standards, thus fostering a justice system that prioritizes social restoration and inclusivity.
