Abstract

The university library is one of the academic support units that plays an important role in supporting the implementation of education, research, and community service, so that the quality of service provided is a determining factor in the level of student satisfaction as service users. This study aims to analyze the quality of service at the Makassar State University Library based on student perceptions using the SERVQUAL approach. The study used a quantitative method with a descriptive approach. The study population was students who used library services, with a sample of 32 respondents selected using an accidental sampling technique. The research instrument was a questionnaire compiled based on five SERVQUAL dimensions, namely tangibles, reliability, responsiveness, assurance, and empathy, which were analyzed through validity tests, reliability, normality, descriptive statistics, Respondent Achievement Level (TCR), frequency distribution, and data categorization. The results showed that all instrument items were declared valid with a correlation value greater than r table (0.349) and had very high reliability with a Cronbach's Alpha value of 0.913. The overall average value of the service quality variable is 37.03 out of a maximum score of 50 with a TCR of 74.06% which is in the good category. This study concludes that the service quality of Makassar State University Library is in the good category based on student perceptions, so library managers need to continue to improve service quality through facility development, librarian competency enhancement, and information technology-based service optimization.

Abstract

Developing a sustainable tourism village requires collaboration among multiple stakeholders and active community participation. The Pentahelix model provides a collaborative framework involving government, business, academia, communities, and media, while community development strengthens local capacity, participation, institutions, and economic opportunities. This study analyzes the synergy between the Pentahelix model and community development in accelerating the development of Kassi Tourism Village, Rumbia District, Jeneponto Regency. A qualitative Systematic Literature Review (SLR) was employed using scholarly articles, policy documents, and relevant literature on collaborative governance, the Pentahelix model, and community development. The findings reveal that Kassi Tourism Village possesses significant natural, cultural, and man-made tourism attractions, supported by community-based tourism services such as homestays, local culinary products, and tour guiding. Although all Pentahelix actors are involved, collaboration remains fragmented due to inconsistent stakeholder commitment, limited institutional coordination, inadequate infrastructure, weak promotion, and insufficient human resource capacity. Community development has strengthened local participation through the involvement of the village government, Tourism Awareness Group (Pokdarwis), Youth Organization (Karang Taruna), Village Consultative Body (BPD), and local entrepreneurs. The study concludes that sustainable tourism development requires institutionalized Pentahelix collaboration supported by continuous capacity building, participatory decision-making, effective communication, and equitable distribution of tourism benefits to enhance local resilience and long-term sustainability

Abstract

Effective regional asset management is essential for ensuring public accountability, administrative efficiency, legal certainty, and optimal public service delivery. However, local governments continue to face various asset-related risks, including incomplete asset records, uncertified land, unauthorized utilization, legal disputes, inadequate data quality, and limited institutional capacity. This study aims to examine the role of risk management in strengthening accountable local government asset governance. The study employed a qualitative library research approach using a descriptive-thematic analysis of relevant academic literature, government regulations, policy documents, and institutional reports. The findings indicate that risk management has an important strategic role in regional asset governance through risk identification, assessment, mitigation, monitoring, and reporting across the asset life cycle. Nevertheless, its implementation remains constrained by weaknesses in asset data quality, limited digital infrastructure, insufficient human-resource capacity, inconsistent risk awareness, and legal and physical vulnerabilities of regional assets. Strengthening risk management requires integrated asset information systems, systematic asset verification and certification, stronger internal controls, continuous capacity development, leadership commitment, and the establishment of a risk-aware organizational culture. The study concludes that integrating risk management into regional asset governance can reduce the potential for asset loss and disputes, improve asset utilization and reporting reliability, and strengthen transparency and accountability. A risk-based approach therefore provides an important foundation for creating sustainable and accountable local government asset governance.
