Abstract

Stunting prevention requires not only nutritional interventions and health services but also the transformation of communities from passive beneficiaries into active agents of change. This study aims to analyze the process of community transformation from object to subject in stunting risk reduction through the Rumah Gemilang Innovation in Selumit Pantai, Tarakan City. The study used a qualitative case study design conducted from April to July 2026. Data were collected through observation, semi-structured interviews with purposively selected program stakeholders and Posyandu cadres, and document analysis. The analysis followed an interactive process of data reduction, data display, and conclusion drawing, with community empowerment as the primary analytical perspective and Critical Pedagogy, Arnstein’s participation framework, and Edward III’s implementation perspective used as complementary lenses. The findings indicate four interconnected stages of transformation: (1) the community as an object of intervention, (2) development of critical consciousness, (3) increased community participation, and (4) the community as an empowered subject. Nutritional assistance initially functioned as an entry point for building trust and improving access to health services. Subsequent nutrition education, First 1,000 Days of Life (1,000 HPK) activities, Nutrition Awareness Ambassadors, complementary feeding menu competitions, Aksi Bergizi, and cadre strengthening expanded community knowledge and participation. The decline in children identified as being at risk of stunting from 100 in 2022 to 43 in 2025 occurred alongside these interventions, but the change cannot be attributed to the program alone. The study contributes a process-oriented account of empowerment in a corporate-supported community health initiative and shows that assistance is more sustainable when it is linked to learning, participation, and transfer of implementation roles to community actors.

Abstract

Coconut is an important commodity in Simeulue, Indonesia, yet its contribution to local economic development remains largely concentrated on primary production and raw commodity trading. This study rethinks coconut-based economic development by examining how local policy discourse frames the economic potential, value creation, and development priorities of the coconut sector. Using a qualitative approach and critical discourse analysis, the study draws on policy documents, development programs, and interviews with farmers, traders, processors, and local government actors. The findings indicate that coconut development is still predominantly framed around production, productivity, and commodity output, while downstream processing, product diversification, market integration, technology adoption, and producer institutions receive comparatively limited attention. Such framing influences policy priorities and constrains broader opportunities for local value creation. The study argues that coconut-based development in Simeulue requires a shift from a production-oriented approach toward a more integrated economic strategy that connects processing, entrepreneurship, market access, technology, and institutional coordination. Reframing coconut development in this way could strengthen local value addition, diversify rural livelihoods, and expand the economic contribution of coconut beyond the harvest itself

Abstract

This research aims to analyze the performance of the Strategic Communication Agency (Bakomstra) Division of the DPD Democrat Party of East Java in optimizing social media as an instrument for political branding and strengthening party electability. In the era of digital transformation, the role of strategic communication units has become vital in managing public perception in cyberspace. This study employs a qualitative approach with a descriptive method based on Sugiyono's (2019) perspective. Data were collected through digital observation of the party's official Instagram, TikTok, and Facebook platforms, in-depth interviews with Bakomstra East Java officials, and documentation studies. The results indicate that Bakomstra East Java has successfully transformed from a traditional documentation unit into a strategic "Information Command Center." The main strategies implemented include integrated content management, localization of national issues into the sociological context of East Java, and personalization of political figures to build emotional connections with constituents. The findings suggest a positive correlation between digital narrative consistency and interaction responsiveness with the strengthening of the party's positive image, which indirectly contributes to the potential increase in electability in the East Java region, particularly among young voters.
