Abstract

This study explores the strategic efforts of the Indonesian National Armed Forces (TNI) Cyber Unit in strengthening cyber information infrastructure to enhance the effectiveness of military information systems amid rising digital threats. The main problem lies in the suboptimal readiness of infrastructure and human resources, requiring comprehensive strategies to close the gap between actual and ideal conditions. The research applies a qualitative descriptive approach with a case study design, using in-depth interviews, observations, and document analysis. Data were thematically analyzed based on the Ends–Ways–Means framework, cybersecurity theory, threat theory, and asymmetric warfare theory. Findings indicate that the strategies implemented include layered defense, Zero Trust architecture, infrastructure modernization, certified human resource development, cross-branch integration, and collaboration with national and international institutions. These strategies reinforce the principles of confidentiality, integrity, and availability while addressing asymmetric cyber threats. Nevertheless, limitations remain in system interoperability, reliance on foreign technology, and uneven personnel readiness. Therefore, accelerated integration, technological self-reliance, and continuous capacity-building programs are recommended. In conclusion, the TNI Cyber Unit’s strategies provide a strong foundation for national cyber defense but require transformation toward a more proactive and integrated approach to effectively confront the evolving global threat landscape.

Abstract

Digital transformation in bureaucracy requires the public sector to manage human resources (HR) more effectively, efficiently, and accountably. One of the key instruments supporting this effort is the Human Resource Information System (HRIS), which is part of electronic Human Resource Management (e-HRM). HRIS functions to automate administrative processes, integrate personnel data, and provide relevant information for strategic decision-making. This study employs a literature review approach to analyze the contribution of HRIS in enhancing the efficiency and effectiveness of HR management, by examining both national and international publications. The findings show that HRIS plays an important role in reducing administrative burdens, improving data accuracy, strengthening transparency, and supporting more objective performance appraisal. Furthermore, HRIS facilitates employee competency development, the application of a merit system, and evidence-based talent planning. However, the implementation of HRIS in the public sector faces challenges such as inconsistent data quality, limited digital literacy among employees, resistance to change, and issues of data integration and security. To optimize HRIS as a strategic function, good data governance, user competency development, cross-government system integration, and continuous evaluation are required. With these strategies, HRIS has the potential to serve as a strategic enabler for a modern bureaucracy that is professional, transparent, accountable, and oriented toward improving the quality of public services.

Abstract

The palm oil industry faces increasing global pressure to adopt responsible and transparent production systems that address environmental degradation, social inequality, and governance failures. In response, the implementation of Environmental, Social, and Governance (ESG) principles has emerged as a strategic framework for strengthening sustainability performance across plantation operations. This study presents a systematic narrative review of peer-reviewed literature published between 2015 and 2024 to analyze how ESG principles are applied within palm oil plantation management. The review synthesizes empirical findings related to environmental stewardship, social responsibility, and governance reforms, highlighting key trends, progress, and persistent challenges. Results show that ESG implementation contributes significantly to reducing deforestation, improving waste and water management, promoting labor rights, enhancing community engagement, and strengthening institutional transparency through certification and traceability systems. However, structural issues such as inconsistent enforcement, unclear land tenure, socioeconomic disparities, and capacity gaps continue to constrain the effectiveness of ESG adoption. Overall, the findings demonstrate that ESG frameworks, when properly integrated into plantation management, function not only as compliance mechanisms but also as transformative tools capable of elevating the long-term sustainability and legitimacy of the palm oil sector. The study underscores the importance of continued research, multi-stakeholder collaboration, and robust monitoring systems to advance responsible palm oil governance.

Abstract

The global palm oil industry has undergone significant transformation as market volatility, sustainability pressures, and technological advancements reshape value chain dynamics. One of the most prominent strategic responses among plantation firms and downstream processors is the diversification of palm oil derivative products. This literature review synthesizes peer-reviewed studies published between 2013 and 2024 to examine how product diversification strategies contribute to competitive advantage in the palm oil sector. The review explores various forms of diversification, including downstream processing into oleochemicals, biofuels, specialty fats, food additives, and emerging bioproducts such as bioplastics and green surfactants. The findings demonstrate that diversification enhances competitive advantage through value addition, increased market access, innovation capability, and greater resilience to commodity-price fluctuations. The review also highlights the importance of technological capability, research and development investment, sustainability certification, and strategic partnerships in enabling successful product diversification. Despite these advantages, challenges persist in the form of volatile global regulations, sustainability-driven trade barriers, investment risks, and limited technological readiness in some producing countries. The synthesis concludes that product diversification is a central competitive strategy that can strengthen both economic and environmental sustainability of the palm oil industry when supported by innovation ecosystems, integrated supply chains, and responsible governance. Further research is needed to explore techno-economic feasibility, circular-economy integration, and the long-term sustainability impacts of emerging palm-based bioproducts.

Abstract

This study aims to describe the role of Guidance and Counseling (GC) teachers in improving school discipline among tenth-grade students at SMKN 1 Cilimus, Kuningan. Using a descriptive qualitative approach, data were collected through direct observation, in-depth interviews, and documentation. The findings reveal that student discipline remains low and is largely reactive motivated by sanctions rather than intrinsic awareness. GC teachers play a strategic role as informants, counselors, facilitators, and home visit coordinators. Sanctions are applied in a structured and educational manner, not merely as punishment, but to foster understanding of consequences. Additionally, humanistic and religious approaches, such as the "Keputrian" character-building program, significantly impact students’ discipline formation. The study concludes that the presence and initiatives of GC teachers strongly contribute to establishing an orderly school environment, promoting student responsibility, and enhancing their awareness of school rules and values.

Abstract

The global cocoa industry faces increasing pressure to improve efficiency, transparency, and sustainability across its supply chain. Fragmented production networks, dependence on smallholder farmers, post-harvest losses, inconsistent quality, and price volatility remain persistent challenges in major producing countries such as Côte d’Ivoire, Ghana, Indonesia, and Nigeria. Recent advances in digital technologies—including Internet of Things (IoT), blockchain, mobile-based decision support systems, cloud-enabled traceability platforms, artificial intelligence, and geospatial analytics—offer promising avenues to address these systemic inefficiencies. This study presents a systematic literature review of peer-reviewed international journal publications from 2015 to 2024 to examine how digital technologies contribute to improved performance across cocoa supply chain stages, from farm-level production to global marketing. Searches were conducted in Scopus and Web of Science following PRISMA guidelines. A total of 84 high-quality articles met the inclusion criteria for full-text analysis. The review reveals that digital technologies enhance efficiency in four main areas: production optimization, post-harvest quality control, supply chain traceability, and market access. IoT-based monitoring systems improve yield prediction, soil management, and pest detection while reducing input misuse. Blockchain solutions increase transparency, reduce fraud, and support sustainability certification, addressing long-standing concerns about child labor and deforestation. Mobile platforms facilitate farmer training, credit access, and timely price information, reducing transaction asymmetry. Artificial intelligence and big data analytics support strategic planning, climate resilience, and risk forecasting. Despite these advances, barriers such as digital literacy, infrastructural gaps, institutional fragmentation, and cost constraints remain significant. This review concludes that digital transformation is essential for a more inclusive, resilient, and sustainable cocoa supply chain, but its success requires integrated governance, cross-sector collaboration, and enabling policies in producing countries.
