Abstract

Women’s political representation is a key indicator of inclusive democracy; however, the 2024 legislative elections reveal an extreme condition of 0% female representation in several regions of East Nusa Tenggara. This phenomenon reflects a gap between affirmative policies and local political realities. The problem addressed in this study is the complete absence of women in the Regional House of Representatives (DPRD) in four regencies—Lembata, East Flores, Ngada, and Rote Ndao—and the underlying factors contributing to this condition from the perspective of political representation theory. This study employs a qualitative approach using a literature review and document analysis method. Data were collected from academic journals, official government reports, and statistical sources, and analyzed through thematic content analysis using Hanna Pitkin’s theory of representation. The findings indicate that the absence of women constitutes a failure of descriptive representation, as legislative institutions do not reflect the demographic composition of society. Furthermore, this condition weakens substantive representation, particularly in addressing women’s interests in public policy. Key barriers include patriarchal culture, non-inclusive party recruitment mechanisms, and unequal access to political resources. In conclusion, the crisis of women’s representation at the local level is not only caused by weak implementation of affirmative policies but also by gender-biased social and political structures. Comprehensive efforts are required, including political party reform, strengthening women’s political capacity, and transforming political culture to achieve more inclusive democracy.

Abstract

Electoral democracy should be a space for contestation for competing ideas and policy programs based on the principle of equality, but in its application, discussions about politics often reproduce gender stereotypes that doubt the legitimacy of women's leadership. The phenomenon that occurred shows in the dynamics of the 2024 Banten Regional Election debate which is able to give rise to statements containing sexist elements and potentially delegitimize women's political authority. This study aims to analyze the reproduction of gender stereotypes in debate discourse and how media framing shapes the construction of meaning and legitimacy of these statements in the public space. The method used in this study is a literature study with a qualitative approach and an analysis of interpretive discourse related to debate broadcasts, online media reports, and existing academic literature related to gender and politics. The results of the study show that sexist speech in debates is not only political rhetoric, but can serve as a mechanism of symbolic violence that reproduces patriarchal stereotypes and can cast doubt on women's leadership capacity. In addition, the media framing that places such statements as political controversies without attributing them. These findings confirm that the quality of democracy is not always determined by electoral mechanisms, but also about the extent to which political space can guarantee legitimacy and equality for women in political discourse.

Abstract

This study investigates the impact of financial development on economic growth across 20 Sub-Saharan African countries from 2007 to 2024. Grounded in an augmented Solow growth framework, the research incorporates human capital and financial development as key determinants of output. To address endogeneity and unobserved heterogeneity, the authors utilized the System Generalized Method of Moments (SGMM) estimator. Preliminary diagnostics, including the Bond (2002) test, justified this approach by identifying bias patterns in OLS (0.5232) and Fixed Effects (-0.3533) estimations. Additionally, Pesaran (15.003, p=0.0000) and Friedman (85.631, p=0.0000) tests confirmed the presence of cross-sectional dependence that required control within the model. The empirical findings reveal that financial development impacts real income through distinct and sometimes conflicting channels. Financial institution access (0.163, p<0.05) and institutional quality (0.674, p<0.05) were found to have significant positive effects on economic growth. Conversely, the results indicate that financial market depth (-0.249, p<0.05) has a negative impact on growth, while financial efficiency (-0.049) remains statistically insignificant. Diagnostic checks, including Hansen (0.289) and AR(2) (0.331) tests, confirmed the validity and reliability of these results. Consequently, the study concludes that financial development affects growth unevenly across its channels. The authors recommend that policymakers focus on improving financial inclusion and strengthening institutional frameworks while exercising caution regarding the deepening of debt markets.

Abstract

The behavior of political leaders in the public sphere influences how society evaluates leadership quality. In recent years, the term manchild has been used to describe adult men who show emotional or defensive responses when facing criticism. This study aims to analyze the phenomenon of manchild in contemporary politics by examining its relation to patriarchy, hegemonic masculinity, and political communication. This research uses a qualitative approach with a literature review method. Data were obtained from relevant books, scientific journals, and articles, then analyzed using the Miles and Huberman model through data reduction, data display, and conclusion drawing. The findings show that the manchild phenomenon in politics is not only related to the personal character of political leaders, but is also influenced by patriarchal structures and hegemonic masculinity that shape expectations of male leadership. The “foreign stooges” narrative in political speeches shows that responses to criticism can function as a political communication strategy as well as an effort to maintain leadership image in the public sphere

Abstract

The development of regional innovation in the knowledge-based economy highlights the importance of cross-sector collaboration as a key driver of regional competitiveness. This study examines the effectiveness of the Triple Helix model, which emphasizes the interaction between government, universities, and industry in fostering innovation at the regional level. The research aims to analyze how the synergy among these actors influences innovation performance and to identify key factors affecting its implementation. This study employs a qualitative descriptive approach using a library research method, relying on secondary data from recent scientific articles and relevant literature. Data were analyzed through content analysis to identify patterns, relationships, and critical issues within the Triple Helix framework. The findings indicate that the effectiveness of the Triple Helix model largely depends on the quality of collaboration, institutional support, and balance of roles among actors. Strong coordination, adequate funding, skilled human resources, and supportive infrastructure significantly enhance innovation outcomes. However, challenges such as weak policy integration, limited industry participation, and gaps between academic research and market needs hinder optimal implementation. Despite these constraints, opportunities arise from digital transformation and the development of innovation clusters that can strengthen collaboration and accelerate knowledge transfer. The study concludes that improving coordination mechanisms and fostering mutual trust among stakeholders are essential to enhance the effectiveness of the Triple Helix model in promoting sustainable regional innovation.

Abstract

Indonesia is one of the countries with the highest tsunami risk in the world due to its location along the Pacific Ring of Fire and active tectonic plate boundaries. To strengthen coastal community preparedness, UNESCO-IOC developed the Tsunami Ready Community (TRC) program as a global standard for community-based tsunami preparedness. However, the implementation of the TRC program in Indonesian local governments still faces various challenges, including limited institutional capacity, weak inter-agency coordination, low community participation, and the lack of optimal regulatory support and policy monitoring. This study aims to analyze the barriers to TRC implementation and examine the relevance of sound governance as an analytical framework for optimizing tsunami preparedness in Indonesian local governments. This study employs a descriptive qualitative approach using a library research method through a literature review of national and international journal articles, government regulations, and official reports from BMKG, BNPB, and UNESCO-IOC. Data were analyzed descriptively through data reduction, data presentation, and conclusion drawing. The findings indicate that TRC implementation in various regions still encounters problems related to institutional capacity, policy coordination, sustainability of community education programs, and preparedness evaluation systems. In this context, sound governance can be used as an analytical framework because it emphasizes transparency, accountability, participation, legal certainty, effectiveness, efficiency, and governmental responsiveness in disaster management policies. This study recommends strengthening the institutional capacity of BPBD, establishing formal inter-agency TRC coordination forums, integrating TRC indicators into regional development planning documents (RPJMD), developing community-based disaster education, and strengthening regulations and monitoring systems for tsunami preparedness implementation at the local level.
