Abstract

Lately, urban problems have increasingly becomethe topic of heated discussions due to their relations withalmost all aspects of human living. The development ofurban activities often becomes something that people laytheir hopes on so that they come to the city in great numbersto fight for a chance to earn a living there.it turns out that the rapidity of a city's developmentbrings about a certain social impact as a result of the intenseclimate of competition in the life of its society. The societythen tends to be divided into two segments, namely, (1) thewinning and successful social groups in the competitiveclimate and (2) the losing and defeated social groups.Another deeply felt social impact caused by such a climateis on the social behavior, which tends to become intra- orintersegmentally individualistic. The expression of suchbehavior may take two aspects, i.e., physical and attitudinalaspects, which are always reflected in daily social behavior.From the analysis in this study it can be concludedthat individualistic behavior is the main characteristic ofurban life. Such behavior is impossible to eliminate becauseit emerges from the existing competitive climate. However,it needs to be put under control in order to prevent conflictsbetween individuals or social groups who reside in the city.One means of such control is social education given toinhabitants or potential inhabitants of urban environmentsso that there comes a relationship of mutual need betweenthe individuals and the existing groups.

Abstract

The concept of a civil society which has become a newdiscourse in the life of a nation has received positive responsenot only om the intellectual circles but also from high-rankinggovernment officials in Indonesia, including President BJHabibi and Minister of Defence and Security, General WirantoThey have even rethorically expressed the idea of a futureIndonesia in a civil society format. Therefore, all the nation'spolitical, social, economic, military, and educational potentialis being directed towards such a society.A civil society has at least three characteristics, i e.,( 1 ) the~eis a sufficiently high degree of autonomy of~ndiv~duaalsn d groups in the society in their interactionwith the state, (2) there is free public space for the expresslonof individual and group political activity in the society,and (3) there is an individual and group capacity of refiisit~gstate or gover~~~iiitnntet ~ventionin the society.Tqlamir rtlt~c-atinna .: part of thr national educationalpotential, has a share in the responsibility of building a civilsociety. For that, there are characteristics of Islamic educatlonwhich, in terms of institutional matter, educational process,and educational material, need to undergo reformation.Only ~11t.Ins larttic educalior~re sult in a self-supporting institutlonand produce human resources prepared to confrontlife's challenges and filled with enough tolerant attitude inthe face of differences.

Abstract

The teaching of English in elementary schools has astrategic and anticipatory significance. The results of theteaching of English at present will affect the quality of theIndonesian human resources early in the coming 21 * century.Because at that time Indonesia will enter the free marketera, improvements on the quality of the human resourcesthrough the teaching of English have to receive enoughattention from all parties involved. In addition, the teachingof English in elementary schools will become the basis forthat at higher levels. Failure in the teaching of English inelementary schools will exert negative effects on the successof such teaching at higher levels.

Abstract

Who actually has the duty of delivering sex educationto adolescents? It is not easy to decide who should give sexeducation and how it should be given, because many stilldo not know what sex education really is and how it is implemented.All this time many have assumed that sex is always relatedto coition, reproduction, health, and morals. Some thinkthat sex is something "dirty" and something not proper to be taught in class. This happens because often the thoughts.feelings, and images of sex are obtained from limited andnarrow life experiences. Many receive sex education fromparents, kiends, electronic media, relatives, etc. in variousways that are mostly traditional and incomprehensive. Acomprehensive scope of sex education should cover sociological.psychological, and biological aspects. Every aspecthas other aspects which involve feelings, early concepts,inter-personal relationships, and decisioribmaking. T'neseaspects should be viewed as supporting each other to makea whole and complete sexuality.Understanding sexuality as a totality existing in manwill contribute to the favorable formation of adolescent personalityand encourage responsible inter-personal relationships.Thus, there will be formed in adolescents a system ofvalues which will control their behavior in interacting withtheir environment.

Abstract

The objective of the research concerned here was toimprove the guidance given to student teachers evaluatingpupil's performance in classes of Bahasa Indonesia. Theproblem addressed was the appropriate strategy and techniqueto use in the improvement of the guidance, especiallyconcerning the final learning evaluation, daily testing evaluation,and quarterly evaluation.The research applied a classroom action research modelconsisting of three stages: (1) training in conducting thefinal learning evaluation, two cycles, (2) training in conductingthe daily testing evaluation, two cycles, and (3) trainingin conducting the quarterly evaluation, one cycle. Eachcycle consisted of four steps, i.e., action preparation, actionimplementation, monitoring and evaluation, and analysisand reflection. The training in evaluation was focussedon the communicative evaluation technique covering anumber of aspects: linguistic knowledge and the skills ofreading comprehension, listening comprehension, speaking,and writing. The materials of the training concernedthe match between test items and the goals of the learningevaluation, constiuction of the table of items' specifications,items' writing and reviewing, test administering, and analysisand interpretation of test results. The data were obtainedfrom an analysis on the lesson plan and aspects of test construction:construction of the table of items' specifications,items' writing and reviewing, test administering, and analysisand interpretation concerning test items. Validation ofdata was done through triangulation across methods andsources and inter-researcher discussion. The data wereanalyzed according to the action stages.

Abstract

The essence of the national development is the developmentof the complete Indonesian person and the developmentof the whole Indonesian society. Disabled people aspart of the Indonesian society have to be embraced by developmentsvia education. Education is the main strategyto be used to develop the disabled into the complete Indonesianpersons who are independent, more human, and productive,and whose existence is recognized.Disabled people have difficulties in the course ofdeveloping themselves into persons with such characteristics. The disabled who are deprived of education will causesocial problems and become a burden for society's developments.The problems need to be overcome through educationby means ofa variety of strategies. Those arc developmentof the disabled's potentials, education for the disabledoriented to the labour force, education for the disabledwith future orientations. education which shapes themorality of the disabled, development of the disabled's skillsfor daily life activities, development of the disabled'scomn~inication skills, development of vocational trainingfor the disabled, development of the disabled's entrepreneurship,and rehabilitation of the disabled into active participationin the community. Those strategies are intendedto make them independent and more human. Disabled personswho are independent and more human take a part inthe developments and, therefore. contribute to the nationaldevelopment.

For that purpose, there needs to be a changetowards a new paradigm which must be followed with areview on the problems of the national education, thedirection of its policies, and its strategies of problem solving.
