Abstract

This study discusses a regional government innovation aimed at encouraging changes in healthy lifestyle behavior through the Motor Balap Program implemented at the Paringin Selatan Community Health Center in Balangan Regency. The main problem addressed in this research is the increasing risk of noncommunicable diseases, which is associated with low levels of physical activity, unhealthy dietary patterns, and limited health education among rural communities. The purpose of this study is to provide a comprehensive description of the program’s concept, implementation, and its impact on improving healthy lifestyle behaviors within the community. The method used in this research is a descriptive qualitative approach by collecting data through literature review and document analysis related to the implementation of the program. The results show that the Motor Balap Program is able to enhance community knowledge, participation, and motivation in practicing healthy lifestyle behaviors through guidance from motivators, regular educational activities, and the use of a digital information-based application. The conclusion of this study emphasizes that Motor Balap is an effective innovation in strengthening healthy lifestyle practices, supporting efforts to prevent noncommunicable diseases, and having strong potential to be replicated as a community-based health policy model in other regions.

Abstract

Regional financial management is a crucial aspect in supporting governance and regional development, particularly in the era of regional autonomy that demands fiscal independence and public accountability. Regional financial conditions reflect the ability of local governments to manage revenue and expenditure sources effectively and efficiently. Bogor City, as one of the strategic cities in West Java Province, has interesting fiscal dynamics to study. This study uses a qualitative descriptive approach utilizing secondary data in the form of Regional Revenue and Expenditure Budget (APBD) documents and the Regional Government Financial Report (LKPD) of Bogor City for Fiscal Year 2024. The analysis results show that the regional financial condition of Bogor City is relatively stable and has improved compared to the previous year, as indicated by an increase in regional revenue, a decrease in the budget deficit, and an increase in the Budget Financing Surplus (SILPA). However, the regional revenue structure is still dominated by transfer revenue, so the level of fiscal independence is in the low to moderate category, although the effectiveness of Regional Original Revenue collection shows very good performance.

Abstract

The core problem addressed in this study is a development paradox in the Special Region of Yogyakarta: strong achievements in human development and macroeconomic performance coexist with persistently high poverty and income inequality, alongside intensifying structural pressures related to spatial planning, land governance, and environmental management. This study aims to assess the effectiveness of the Special Privileges Fund of the Special Region of Yogyakarta in promoting equitable development, examine how macroeconomic performance relates to inequality, and identify the need to integrate spatial planning and land governance to support sustainable development. A descriptive qualitative approach is employed through the synthesis of secondary official statistics and a review of policy regulations, interpreted using cultural-based development, sustainable development, and strategic territorial development perspectives. The findings indicate that program implementation demonstrates strong budget execution, yet the benefits have not translated into inclusive multiplier effects, resulting in uneven distribution of development gains. Weak spatial control and land-market dynamics increase the risk of spatial injustice and social vulnerability, while environmental management gaps threaten long-term sustainability. The study concludes that policy reorientation is required to better align special-privileges programs with equity goals, strengthen spatial and land governance that protects low-income groups, and embed environmental resilience as a foundation for sustainable regional development.

Abstract

The development of drainage channels is one of the ways local governments implement policies to address flooding and improve urban environmental quality. This study aims to evaluate the implementation of the drainage development program on Teungku Umar Street, Tulungagung Regency, using the policy implementation theory proposed by George C. Edward III, which focuses on four elements: communication, resources, implementers’ disposition, and bureaucratic structure. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The informants involved include local government officials, project implementers, village administrative staff, and local residents. The findings indicate that the drainage development has produced initial positive impacts, particularly improvements in the physical condition of drainage channels and a reduction in water stagnation. However, the effectiveness of policy implementation remains suboptimal due to several constraints, including non-continuous communication, limited resources—especially in terms of budget and supervision—an implementation approach that prioritizes physical project completion, and insufficient inter-bureaucratic coordination. Therefore, enhanced communication, strengthened resources, sustained commitment from implementers, and improved inter-agency coordination are required to ensure that flood control objectives and environmental policy goals can be achieved effectively and sustainably.

Abstract

The increasing volume of household waste in Tulungagung Regency is an environmental issue that requires effective and sustainable policy management. The local government has implemented a Zero Waste-based waste management policy through the 3R approach (Reduce, Reuse, Recycle), but its implementation has not shown optimal results. This study aims to examine the various challenges in implementing the Zero Waste policy in the household waste management system in Tulungagung Regency. The method used was descriptive qualitative research with a literature approach (library research) sourced from laws and regulations, government policy documents, official reports from relevant agencies, and scientific journal articles. Data analysis was conducted using George C. Edwards III's policy implementation theoretical framework, which encompasses aspects of communication, resources, implementer disposition, and bureaucratic structure. The results indicate weak policy communication, limited supporting facilities and infrastructure, low community participation, and suboptimal bureaucratic coordination between relevant institutions. Therefore, strengthening policy communication, improving the quality of facilities and infrastructure, community empowerment, and improving institutional coordination are needed to support the realization of sustainable household waste management.

Abstract

This research examines political participation of Punggul Village community in the 2024 simultaneous regional head elections in Abiansemal District, Badung Regency. Using qualitative descriptive methods with 12 informants, the study found that political participation was classified as passive, with only 87.83% voter turnout, while youth participation (ages 17-30) was notably lower at 21.3%. Key findings indicate that political participation occurred primarily in three phases: before election (limited involvement in campaigns and political discussions), during election (voter turnout), and after election (acceptance of results). Driving factors included political stimulation reception, personal characteristics, social characteristics, and conducive political environment. Meanwhile, inhibiting factors consisted of residence outside the village, work and study commitments, low government trust, insufficient political education, household responsibilities, feelings of inadequacy, limited political socialization, and weaknesses in voter list compilation. The study concludes that community political participation remains largely passive, though some citizens demonstrated active participation through compliance with government decisions and acceptance of election outcomes.

Abstract

Waste management is a strategic issue in urban development that directly affects public health, environmental quality, and urban sustainability. Rapid population growth and increasing urban activities have led to a continuous rise in waste generation, while management capacity remains limited. This article aims to analyze the implementation of waste management policies and the factors influencing their effectiveness in achieving sustainable cities. The study employs a qualitative descriptive approach through a literature review, examining relevant regulations, academic literature, and previous research. The analysis is based on George C. Edward III’s policy implementation model, which emphasizes communication, resources, implementers’ disposition, and bureaucratic structure. The findings indicate that the effectiveness of waste management policies is strongly determined by consistent policy communication, adequate resources, implementers’ commitment, and institutional coordination. The application of the 3R (Reduce, Reuse, Recycle) strategy and increased community participation are key factors in supporting sustainable urban waste management.

Abstract

This study explores the dynamics of governance reform in the context of institutional transition of business licensing services in Badung Regency, Bali. The transformation from the Integrated Licensing Service Agency (BPPT) to the Investment and One-Stop Integrated Service Agency (DPMPTSP), and then to the Public Service Mall (MPP) model, reflects the local government's systematic efforts to respond to demands for transparency, efficiency, and accessibility of public services in the digital era. Badung Regency, as one of Indonesia's leading tourism destinations with high economic dynamics, faces dual pressures: on the one hand, it must facilitate rapid investment and business growth, and on the other hand, it must ensure accountable licensing governance and protect the interests of local communities. This context makes the Badung case study relevant and strategic for understanding how governance reform is implemented in the complex reality of local governance. The purpose of this study is to analyze the process, challenges, and impacts of transitional governance reforms on business licensing services in Badung Regency for the 2017-2024 period. This study specifically examines changes in institutional structures that may affect the quality of public services, the extent to which digitalization of the licensing process has changed patterns of interaction between the government and business actors, and how these practices are impacted.good governance applied in the context of organizational transition involving changes in systems, work culture, and human resource capacity. The research method used was descriptive qualitative with a case study approach. Data were collected through in-depth interviews with key stakeholders, including the heads of departments and staff of the Badung Regency DPMPTSP, business actors from various sectors (tourism, trade, services), and the general public who had previously processed business permits. Direct observations were conducted at the service offices to understand the dynamics of daily operations, interaction patterns between officers and applicants, and the effectiveness of the system used. Document analysis was conducted on regional regulations, standard operating procedures, annual performance reports for the 2017-2024 period, and licensing statistics, including the number of permits processed, completion times, public satisfaction levels, and complaints received. Data triangulation was conducted to ensure the validity of the findings by comparing perspectives from various sources and data collection methods. This research's contribution lies in its in-depth elaboration of the dynamics of governance reform within the context of organizational transition involving simultaneous changes in structure, systems, technology, and culture. Unlike previous studies that tend to focus on the technical aspects of digitalization or administrative performance evaluation, this research adopts a holistic perspective that considers the institutional, socio-technical, and political-economic dimensions of licensing reform. The research findings provide practical insights for other local governments undertaking or planning similar reforms, particularly regarding change management strategies, the importance of early stakeholder involvement, and the need to balance procedural standardization with flexibility to accommodate specific local needs.

Abstract

This study aims to determine the effectiveness of the implementation of the School Procurement Information System (SIPLah) on the management of School Operational Assistance (BOS) funds at SLB Negeri 1 Tabanan. This study used a qualitative descriptive approach with a phenomenological approach. Data collection techniques included observation and interviews with informants including the Principal, Vice Principal for Facilities and Infrastructure, and Financial Administrator. The results indicate that the implementation of SIPLah complies with Government Regulation No. 48 of 2008 concerning Education Funding. Procurement of goods and services through SIPLah is carried out in four stages: searching, ordering, receiving, and payment. SIPLah provides significant benefits to schools by simplifying the procurement of goods and services and increasing transparency, efficiency, and accountability in the management of BOS funds. Monitoring the use of BOS funds is facilitated by the system's purchase history and automatic documentation features.

Abstract

This study aims to determine the effectiveness of the National Health Insurance (JKN) program in improving health services for underprivileged communities at the Kediri III Community Health Center, Beraban Village, Kediri District, Tabanan Regency. The study used a descriptive qualitative approach with a phenomenological approach. Data collection techniques included observation and interviews with informants from community health center staff and community JKN users. The results indicate that the implementation of the JKN program at the Kediri III Community Health Center has been quite effective. This can be seen from four main indicators: (1) Available and sustainable - services are fast and the process for JKN card users is simplified; (2) Acceptable and appropriate - the community is satisfied with the services provided; (3) Easily accessible - strategic location, adequate facilities, and widespread socialization; (4) Quality - the community feels the program's results, experiences no obstacles, and the program is well-targeted to underprivileged communities.
