Abstract

This research examines and understands the practice of dynasty politics and its impact on democracy in Indonesia, focusing on the candidacy of Gibran Rakabuming Raka as a vice presidential candidate in the general election in 2024. This study found that the Constitutional Court's decision to change the age limit of vice presidential candidates unilaterally violates the code of ethics and the judiciary's neutrality principle. This decision is considered to benefit Gibran, the son of President Joko Widodo and the nephew of the Chief Justice of the Constitutional Court, Anwar Usman. In addition, the politicisation of social assistance carried out by Candidate Pair 02 in the 2024 Election yesterday as a campaign tool to attract public votes was also identified as a factor that regressed democracy. These findings show that dynastic political practices and the non-neutrality of judicial institutions can undermine public trust in the democratic and government systems. In addition, this finding confirms that the judiciary and other state actors involved are not entirely neutral, so they cannot guarantee the quality of democracy in Indonesia. This research uses a qualitative method with an interview approach.

Abstract

Penelitian ini bertujuan untuk mengetahui kuantitas atau besar intervensi yang dilakukan oleh mantan presiden dalam pemerintahan Prabowo Subianto. Dengan metode observasi secara daring dan studi literatur, dijabarkan dengan narasi hal-hal yang berkaitan dengan definisi intervensi, wujud intervensi dan apa saja dampaknya terhadap kebijakan publik. Penelitian ini juga membahas terkait legitimasi pemerintah dalam konteks dampaknya terhadap proses intervensi. Sekaligus, melihat kedalaman indikator lain yang mampu menyebabkan intervensi terutama pasca pemilu 2024.

Abstract

The relocation of the National Capital (IKN) from Jakarta to the Indonesian archipelago in East Kalimantan is not merely a technocratic policy, but rather a strategic manoeuvre with a significant impact on Indonesia's political configuration, particularly during the transition from President Joko Widodo to Prabowo Subianto. This study examines how the relocation of the IKN affects the distribution of power, elite alliances, and the role of civil society. Using a qualitative approach based on literature studies and document analysis, the main findings indicate a shift in power from the central elite in Jakarta to local actors and oligarchs involved in the development of the IKN. New political alliances are forming, but they tend to be pragmatic rather than ideologically driven. On the other hand, the power of civil society is beginning to emerge, although its space for participation remains limited, and it is often marginalised. The leadership transition is a crucial context because it determines the sustainability or change in direction of the IKN project. This study emphasises that the development of the new capital reflects a contestation of power and is not politically neutral. Thus, the IKN project is a crucial arena for assessing the extent to which democracy and political participation are truly realised in Indonesia's national development process.

Abstract

Prabowo Subianto government indicates a consolidation of power that leads to a new authoritarianism, threatening the sustainability of substantive democracy in Indonesia. This article analyses the main dimensions of democratic backsliding, the centralization of power through the revision of the Pilkada Law that reduces regional autonomy, the increased involvement of the military in civilian affairs through the placement of active and retired officers in strategic government positions, and the narrowing of civil liberties space, including restrictions on press freedom, silencing of public criticism, and violence against protests. Empirical data from 2024-2025 shows that retired military officers filled 60% of strategic cabinet positions, three protesters were killed in the March 2025 riots, and the press freedom index dropped dramatically from 60 to 45. These findings confirm that Indonesia is shifting towards an electoral democracy model that only maintains formal electoral procedures but ignores civil rights and accountability mechanisms. Covert authoritarianism threatens political pluralism and erodes public trust in democratic institutions. This article calls for the importance of revitalising the role of civil society and independent media as key actors in safeguarding freedom and the need for broader political pressure to limit authoritarian tendencies in the state's power structure.

Abstract

The development of the Archipelago's National Capital City (IKN) in East Kalimantan is expected to trigger national economic equality. However, until early 2024, the project has experienced significant delays, raising doubts among domestic and foreign investors. This study analyses how development stagnation affects investor confidence, particularly regarding risk perception, governance, and project sustainability. Using a case study and document-based qualitative approach, the research identified legal uncertainty, political risk, weak transparency, and socio-environmental issues as the main barriers to investment. Although the government offers various fiscal incentives, the majority of investors are still waiting because they consider the risks too high. The results of this study emphasise the importance of governance reform, inclusive policy communication, and compliance with sustainability (ESG) standards to restore confidence and attract long-term investment. The findings are expected to provide theoretical contributions on the concept of strategic investor confidence and practical recommendations for policymakers in the management of large-scale infrastructure projects in Indonesia.

Abstract

Liquid Petroleum Gas is a produced and distributed by state owned companies in Indonesia. It is a vital energy source for the community, especially for consumers from micro businesses and lower middle income households. However, policies that reduce fuel oil quotas impact the availability of 3 kg LPG, causing significant shortages and making it difficult for consumers to obtain gas at affordable prices. In this regard, the Minister of Energy and Mineral Resources has a crucial role in formulating and overseeing distribution policies, including price setting and distribution channels involving Pertamina, to ensure LPG prices remain reasonable and equitable distribution. Although the conversion policy from kerosene to LPG that began in 2007 aims to meet the community's basic needs, its implementation still faces various challenges in terms of distribution and irregularities that need to be managed to minimise the negative impact on consumers.

Abstract

The phenomenon of subversion against women in the selection process for regional head candidates in Gresik Regency in the 2024 is evidence that women's representation in local politics still faces serious challenges. This research was motivated by the case of Bu Min, an incumbent deputy regent candidate who was not re involved in the regional elections, despite having a track record in bureaucracy and political legitimacy. The issue raised in this study is how subversive political practices occur systematically and covertly through informal mechanisms, such as party elite domination, accommodation of central regional interests and masculine political culture. This study analyses how institutional subversion against women occurs in the regional head selection process and to what extent political parties perpetuate gender exclusion in local politics. Using a qualitative descriptive approach and case study method, this research finds that the hierarchical and non transparent internal structure of political parties, as well as weak commitment to gender equality, are the main factors driving the marginalisation of women. This study contributes to understanding the relationship between power, gender, and local democracy. It underscores the need to reform the political selection system to make it more fair and inclusive of women's leadership.

Abstract

The revision of the House of Representatives Rules of Procedure No. 1 of 2020 has sparked controversy because it grants the House of Representatives new authority to recommend the dismissal of state institution leaders who have undergone a fit and proper test. This is considered to exceed the House of Representatives' oversight function and potentially undermines the principle of separation of powers and the independence of state institutions as stipulated in the 1945 Constitution. This study employs a qualitative descriptive method to examine the impact of the revision from a legal-political perspective. The findings indicate that the DPR's rules of procedure should be internal and cannot serve as a legal basis for removing the leadership of independent institutions whose provisions are already regulated by separate laws. This revision is feared to create political conflicts of interest and undermine the system of checks and balances in state governance. Therefore, the DPR should not exceed its authority in performing its oversight function. This study also acknowledges the limitations of the data and recommends further research with a broader scope.

Abstract

This study examines the securitisation process implemented by Indonesia’s Interpol National Central Bureau (NCB) in the arrest of Roman Nazarenko, a fugitive identified as the mastermind behind clandestine drug laboratories. Distinct from previous studies that positioned narcotics as the primary existential threat, this research demonstrates that an individual, Nazarenko, can represent the core threat due to his transnational capacity to establish illicit drug manufacturing. Employing a qualitative approach with purposive sampling, data were collected through an in-depth interview with a key NCB official. They were analysed using the Miles and Huberman model (comprising data reduction, data display, and conclusion drawing). Applying Copenhagen School securitisation theory, the study finds that the NCB framed Nazarenko as a critical security threat by issuing an Interpol Red Notice, which functions as a concrete speech act. The effectiveness of this process is reflected in NCB Interpol Thailand’s rapid arrest of Nazarenko at U-Tapao Rayong Airport, which evidences not only threat construction but also real-world audience acceptance and coordinated law enforcement action. By shifting the referent object of securitisation from substance to individual, this study elucidates how NCB Interpol Indonesia dynamically constructs, legitimises, and internationalises new security threats. The findings provide fresh insights into operational mechanisms and underscore the crucial role of international collaboration in combating transnational organised crime.

Abstract

This study analyses the synergy between social welfare policies and family planning programs as part of the Surabaya City Government’s strategy to control population growth. The research aims to examine how the integration of social assistance with Family Planning (FP) services contributes to sustainable population management and to evaluate the effectiveness of these policies through the lens of public policy theory by Merilee S. Grindle. Using a qualitative descriptive approach, data were collected through in depth interviews with government officials from the office of Women Empowerment, Child Protection, Population and Family Planning (DP3APPKB), as well as from documentation and literature review. The findings reveal that the linkage between social welfare programs and active participation in FP initiatives, supported by adequate budget allocation, inter-institutional cooperation, and accessible services, significantly increases community participation, including among men. Communication strategies, such as the slogan “Two Children Are Healthier” and community-based education through Family Development Groups, have effectively strengthened public awareness of reproductive health and population control. The study concludes that adaptive, integrated, and community-based policy implementation plays a crucial role in achieving population control goals. The synergy between social and population policies not only reduces the Total Fertility Rate (TFR) but also enhances the quality of life and social equity in urban communities.
