Abstract

Natuna island is specified for an area called Integrated Economic Development Zone. As a pledge area in which the development is being prioritized for escalating regional economic growth, included surrounded area, local, regional, and even national as well. This based on the President Decree number 71 the year of 1996. The changes of government system in the era of “local autonomy” by enacted the Regulation number 22 the year of 1999 concerning Local Government, makes the role of Central Government has been decreasing. Therefore it is required a review regarding current institutional system and the relation between Local and Central Government. In order to get synergetic relationship mentioned above, the concept of future Natuna Island Institution should be formulated

Abstract

It is necessary to formulate spatial policy and strategy in cross-border area in EastNusa Tenggara, in order to manage resources and capability, to increase the quality of life, to conserve the function of environment, and to achieve security. Until now, there is no comprehensive policy and strategy about spatial planning forcross-border area. Using the growth poles concept, this paper tries to arrange a holistic policy and strategy for East Nusa Tenggara spatial planning which is viewed from many development aspects. This paper also describes about the development programmes and activities for 2006-2010 period.

Abstract

Institution is an important aspect for creating strategy of the pledge area development. Regarding the implementation of the strategy, some aspects have to be highlighted such as (1) the strategy has to be a guideline for the organization daily routine; (2) the strategy and the organization have to be united, means the strategy has to be reflected the way of running the organization, or implementing the visions and missions as well; (3) therefore, by using the strategy it is compulsory for the decision makers to direct and to control both the process and the result of the activities, and to be flexible in any circumstances. In order to be implemented effectively, institutionalization of the strategy development in astrategic planning is a must that means the strategy has to be built in the organization daily routine. Four main instruments which can be used for institutionalized the strategy respectively are: the organization structure, the leadership, the suitability of the organization strategy and culture, and the organization’s reward system.

Abstract

International boundary between two state is an important place where the local resident’s activities are executed. The differences between two countries in the border area include several aspects such as national income per capita which about on frequently give different life colour also among frontier society and social education. The fact is that the social and economic life of Indonesian frontier society are more influenced by requirement and culture of society of Malaysia. The government of Indonesia nowadays attempts to be able to build national program and develop economic activities for frontier society in West Kalimantan Province among others establishing industries and work along with governmentof Malaysia

Abstract

Bay has an important role for regional development.Bay can be functioned as an “economic installation” such as harbor, marine industry, fishery, and tourism area but in other side it has a lot of problems. Generally, bay is an outlet of river flow areawith the result that sedimentation and pollution are always happened in this area. Based on this situation, bay management should consider the influence of the upland area. Handling bay will be more effectively if it handles together with river flow area comprehensively.That why it is important to use the approach of bay management based on river flow area like Kendari Bay in Kendari City, the Province of Sulawesi Tenggara. Kendari Bay is part of the system of Wanggu River Flow Area. This river flow area covers the District of Konawe Selatan and Kendari City. Kendari Bay has been facing serious problem of water shallow caused by sedimentation.

Abstract

Medium and small industry sector has an important role, not only as a job provider for the number of job seekers that increases from year to year, but also for production and distribution of goods and services or society. The expectationtowards the contribution of this sector in creating employment, generating regional income and national income from foreign exchange has been increasing especially because of the industry's capacity to compete in the global market due to its use of local content in production. In the Gunung Kidul District there are some various products that have potential and prospect to be developed. Some of them even has penetrated the export market. The Agency of District Development Planning of Gunung Kidul District has identified and analyzed some products and has therefore determined 5 (five) products that have potential to become the region's competitiveproducts. These are (based on rank) : 1. Wood Mask Handicraft, 2. Bamboo Handicraft, 3. Stone Handicraft, 4. Dried Cassava (Gaplek), 5. Cattle. In this article, the writer provides suggestions to the Gunung Kidul District Government for theirpolicy making for the development of wood mask handicraft small industry.

Abstract

The development of many aspects in most regencies/municipalities in cross-border area is left behind, compare with the development archieve in other regions inIndonesia. Indeed, cross-border area have an important role as a front gate (main entrance) of Indonesia. This phenomenon happened because of the limitted budget for cross-border area development. This budget allocation is smaller than the actually budget needed for increasing the cross-border area development. Using economic growth approach and fiscal capacities approach of every region, this paper estimates the investment needed for development in eight region of crossborder areas during 2006-2009.
