The journal aims to provide academic scholars and professionals to analyze, stimulate, and disseminate a wide range of agile governance and innovation based on public management and bureaucracy. The paper topics focus on: 1. Development of Agile Governance and Innovation Measurement programs in the government and stakeholders of government. The journal could explore application of agile governance in public policy and organizational innovation. It could also examine the evolution of governance concepts such as dynamic governance, open government, and agile governance and their relationship with innovation. Consider topics such as making agile development work in a government contracting environment, agile innovation management in government, and how to make government agile to cope with organizational change. 2. Explore the development of a measurement framework based on government innovation best practices while innovating on how the program is designed. Investigate the implementation and efficacy of agile governance, development of metrics and measurement instruments, and integration of agile and governance practices.

Abstract

This study aims to determine the implementation process of Jogja Smart Service (JSS) as a virtual city hall in realizing Agile Governance and Digital Governance in Yogyakarta City. Therefore, this research will describe the performance of JSS so far based on the six basic principles of Agile Governance and the six dimensions of Digital Governance. This will be useful for developing similar e-services, adding relevant knowledge related to the theory used, and as an alternative or reference for JSS in maximizing its potential. Based on its original purpose, JSS is the government's response to the development of the times as well as one of the Yogyakarta government's ways of realizing Smart City. However, before becoming a Smart City, an agile and digital government is needed in order to utilize technology to its full potential. This is directly related to how JSS as a government tool can contribute to Yogyakarta in providing agile and digital services. Thus, it would be interesting to know how JSS performs from the perspective of Agile and Digital Governance before JSS can realize its initial goal of Smart City. This research uses a qualitative analysis method with a case study approach, the research stages of data collection, reduction, and analysis to then draw conclusions. The results of this study will show JSS's performance in realizing Agile and Governance and in the implementation process there are still many challenges.

Abstract

The Special Region of Yogyakarta (DIY) in order to realize an inclusive and women- friendly province created a gender application based on the Gender and Child Information System (SIGA). The purpose of the SIGA application is to record gender data quickly, precisely and accurately in DIY. In the concept of Agile Governance, speed and accuracy are needed to produce accurate gender data presentation to the community. Based on this, this research aims to analyze the SIGA application as an access to data search in the Special Region of Yogyakarta. The approach in this research uses a qualitative method with a case study approach. The main data was obtained from secondary data through online media and scientific articles relevant to the topic studied. Data analysis was conducted interactively with the help of NVIVO 12 plus software through the Crosstab Analysis feature. The theoretical foundation in this research uses three principles from Agile Governance theory, including: First, Based on Quick Wins; Second, Systematic and Adaptive Approach, and Simple Design and Continous Refinement. So that the results of the study can show the speed and accuracy of the SIGA application, data updates, ease of access, and features that can be accessed easily for the public in finding gender data in DIY. Abstract

Referring to the Yogyakarta-Bawen toll road development policy, specifically Notification Letter Number 593/9965/2020 concerning the Yogyakarta-Bawen Toll Road Development Plan in the Special Region of Yogyakarta. Furthermore, Yogyakarta Governor Decree Number 405/KEP/2022 concerning amending the Decree of the Governor of the Special Region of Yogyakarta Number 385/KEP/2020 concerning the Determination of the Location of the Yogyakarta-Bawen Toll Road Development in the Special Region of Yogyakarta. Various governors' decisions in the policy of making the Yogyakarta-Bawen toll road have undergone various changes. This is to design and produce good policy formulation. Formulation in design policies is important because policy formulation can affect the success and impact of the Yogyakarta-Bawen Toll Road project. With the various stages, it is hoped that a good policy will emerge considering that there are directions and goals to be achieved in the construction of the Yogyakarta-Bawen toll road, which is certainly for the prosperity of the people. The agenda-setting stage of the process is carried out by processing the public problem into a policy problem. In the stage of referring to the case study taken, the reasons prompting the formulation of the Yogyakarta-Bawen Toll Road development policy are diverse.

Abstract

Policy formulation is the essential stage in the policy-making process. The reason for this is that policy formation is the primary phase that will impact the success of subsequent stages. Policy development enables the government to systematically evaluate and identify societal issues. Policy formulation enables the government to develop appropriate policies that align with the desires and requirements of the community. It also serves as a definitive framework for implementing these policies. In response to the challenges faced in the field of education, the government implemented a zoning strategy as a means to address the issue of educational disparity in Indonesia. The Ministry of Education and Culture (MoEC) has implemented the zoning system as a policy to ensure equitable access to services and high-quality education across the nation. The zoning policy for New Learner Admission (PPDB) is governed by the Minister of Education and Culture Regulation (Permendikbud) No. 14/2018, which supersedes Permendikbud No. 17/2017 on PPDB. There are numerous benefits associated with this zoning policy. One benefit is that it can provide equitable distribution of pupils by assigning them to the school nearest to their residence. Economically disadvantaged learners will have convenient access to education without incurring transportation expenses. Moreover, this zoning policy can facilitate access to educational resources for students, eliminating the need for them to compete with academically advanced peers.

Abstract

In public policy formulation, the interests and welfare of the community must be prioritized as the direction for policy formulators. Policy formulation is oriented towards the needs, desires, and interests of the community so that later it will receive full support from the community. Policy formulation is also a very important stage and must be carried out appropriately and comprehensively. The stages in the policy formulation process are problem identification, agenda setting, policy problem formulation, and policy design (Alaslan, 2021). In the process of policy formulation for the relocation of Malioboro street vendors, problem identification is first carried out to identify existing problems based on the infrastructure aspects of facilities and infrastructure such as the loss of pedestrian rights due to street vendors selling on the sidewalk. The policy formulation by the government can finally be realized little by little. The relocation policy of Malioboro street vendors affects tourist visits, which indirectly affects the street vendors. With the relocation of street vendors, they get adequate public facilities, ease of mobility for traders, security guarantees, and time efficiency.

Abstract

This research aims to determine the process of community empowerment through the Simpeldesa Sambirejo application. This research brings similarities to the application of Agile Government and Digital Governance principles in the development and implementation of these applications. Apart from that, the implementation of the Simpeldesa Sambirejo application also applies Digital Governance principles which involve the use of digital technology to improve the efficiency and quality of public services. The use of this application has provided significant benefits in facilitating public access to information and public services, thereby increasing public participation in the decision-making process. However, before the application becomes Simpeldesa, an agile and digital government is needed so that it can make maximum use of technology. This is directly related to how Simpeldesa as a government tool can contribute to society in providing agile and digital services. Therefore, it would be interesting to do so.

Abstract

Yogyakarta is a notable tourist destination in Indonesia, known for its abundant cultural legacy, historical significance, and natural splendor. Yogyakarta may improve the experience of travelers by adopting smart city initiatives, which involve the implementation of advanced technology to offer improved information and services. This includes efficient management of transportation, interactive tourist applications, and the development of tourism-friendly infrastructure. Smart technology in a smart city can enhance the citizens' quality of life. In response to these difficulties, the government has implemented several initiatives, one of which involves transforming Yogyakarta into a smart city, or, in other words, a technologically advanced urban area. The government has established an internet and intranet network in Yogyakarta, effectively connecting the city and transforming it into a smart city. The application of the smart city idea in Yogyakarta Municipality yields a wide range of benefits. An example of such a policy is the e-Health policy, which brings about advantages for patients and MCH service users. These benefits include faster and more convenient services, as well as more accurate patient data. The JSS (Jogja Smart Service) application is a significant advancement in the sphere of public services, serving as the first implementation of Smart City and e-government in Yogyakarta.

Abstract

A passport is an essential requirement for someone who wants to travel to another country, and this passport will continue to be needed by people from time to time. However, passport processing services were first done manually, and services were subject to time constraints. Therefore, the Indonesian Ministry of Law and Human Rights Directorate General of Immigration continues to innovate passport-making services to make them faster, easier, and more efficient. One of the efforts is to issue the M-Paspor application, which is a passport application service application that can be accessed easily online. With the M-Paspor application, people can apply for a new passport or a replacement passport. This research includes qualitative research with a case study approach. Data collection uses secondary data techniques, which are obtained indirectly through information available in the mass media, websites, articles, social media, and online news. The results of this study found that M-Passport is useful as an innovative, fast, and efficient service so as to create digital and agile governance.

Abstract

This article examines the adoption of the digital Precision National Driver's License (SINAR) application by the Traffic Corps of the Indonesian National Police as a paradigm for the modernization of public services. SINAR comprises e-Tilang, Traffic Management System (TMS), and SIM data input applications, which are designed to enhance traffic management and law enforcement. These applications streamline the ticketing process, enhance precision, and simplify the overall procedure. Furthermore, the National Police provides an internet-based portal for the submission of applications for international driver's licenses, which streamlines the application procedure. The implementation of these digital applications has greatly enhanced the operating efficiency and effectiveness of the National Police Traffic Corps while ensuring road safety and public satisfaction.

Abstract

Integrating agile governance principles into transforming public services is important to increase government efficiency and effectiveness. The SipTenan case study shows how agile governance principles can be applied in public services to increase community involvement, flexibility, and use of technology. This article discusses the development of the information system at SipTenan Pekalongan, which is implemented to increase the efficiency and effectiveness of monitoring processes and services to the community. Apart from that, this article also discusses the challenges faced by SipTenan in maintaining the continuity of education and the development of public welfare and health, as well as the role and challenges in developing information systems. The research results show that implementing agile governance principles in SipTenan can improves the quality of public services and government efficiency
