The journal aims to provide academic scholars and professionals to analyze, stimulate, and disseminate a wide range of agile governance and innovation based on public management and bureaucracy. The paper topics focus on: 1. Development of Agile Governance and Innovation Measurement programs in the government and stakeholders of government. The journal could explore application of agile governance in public policy and organizational innovation. It could also examine the evolution of governance concepts such as dynamic governance, open government, and agile governance and their relationship with innovation. Consider topics such as making agile development work in a government contracting environment, agile innovation management in government, and how to make government agile to cope with organizational change. 2. Explore the development of a measurement framework based on government innovation best practices while innovating on how the program is designed. Investigate the implementation and efficacy of agile governance, development of metrics and measurement instruments, and integration of agile and governance practices.

Abstract

This study conducts a bibliometric meta-analysis of the literature on collaboration between non-governmental organizations (NGOs) and governments in public service delivery. The novelty of this research lies in its integration of bibliometric techniques with systematic content analysis to map trends, theories, and research clusters in NGO-government collaborations across sectors and countries. Unlike previous studies that mainly focus on qualitative syntheses or specific case studies, this research provides an evidence-based and data-driven framework for understanding how collaborations evolve, what drives them, and the theoretical gaps that remain. The findings reveal five key research clusters: collaboration dynamics, governance models, impact, costs, and value creation. Furthermore, this study contributes to the literature by identifying underrepresented theories and methodological gaps, offering a research agenda that bridges practice and academia. By highlighting influential authors, journals, and emerging themes, the study provides strategic insights for policymakers, practitioners, and scholars aiming to strengthen NGO-government partnerships to enhance service reach, efficiency, and sustainability.

Abstract

This research evaluates public governance practices in Tenggarong Seberang Sub-district using the New Public Management (NPM) approach. The main focus of the research is the digitization of services, partnerships with the private sector, and performance-based financial management. Through qualitative analysis methods, it was found that the implementation of NPM has improved the efficiency of public services and community involvement in the governance process. However, challenges such as unequal access to technology and transparency in public-private partnerships still need attention. Recommendations include expanding access to information technology, increasing policy transparency, and strengthening results-based performance evaluation. By adopting this strategy, it is hoped that public governance in Tenggarong Seberang can be more responsive, transparent and inclusive of community needs.

Abstract

Effective public sector governance is an important element in improving the quality of local government services and realizing the principles of good governance. This research seeks to analyze public sector governance practices within the West Pasaman District Local Government, focusing on aspects of transparency, accountability, effectiveness, efficiency, and public participation. The research method used was a qualitative approach with a case study, where data was collected through semi-structured interviews with local government officials, academics, and civil society representatives, direct observation, and review of official documents. thematic analysis was then used to identify key patterns in the implementation of governance. The results obtained show that, despite efforts to improve transparency and accountability, challenges relating to effectiveness and community participation still remain, necessitating the adoption of more adaptive and community needs-based policy strategies. The findings are expected to contribute to the development of more responsive public sector governance policies and can serve as a reference for local governments in improving the quality of public services in a sustainable manner.

Abstract

The government of Pekalongan City has implemented Public Service Mall as a comprehensive public service innovation. This study explores the development, implementation, and impact of MPP within the framework of new public service (NPS) and Agile Governance theories. The study uses a qualitative research method and analyses secondary data sources to evaluate the effectiveness of MPP in streamlining bureaucratic processes, enhancing service accessibility, and improving citizen satisfaction. The findings indicate that MPP integrates over 150 public services, leveraging digital systems, including electronic management and online payment platforms, to reduce processing time and operational inefficiencies. The study also identifies key challenges, including limitations in technological infrastructure, inter-agency coordination issues, and gaps in public awareness. The Government of Pekalongan Regency has adopted strategic initiatives, including staff training programs, enhanced digital infrastructure, and public engagement campaigns. This research contributes to the discourse on public service innovation by demonstrating how MPP serves as a replicable model for other regional governments seeking to modernize service delivery. The study concludes that MPP significantly improves governance efficiency and public trust while highlighting the need for continuous adaptation and digital transformation to sustain long-term effectiveness.

Abstract

Bureaucratic modernization through implementing New Public Management (NPM) is a key strategy in improving the efficiency, transparency, and responsiveness of public services in Ternate City. This study aims to analyze the bureaucratic transformation efforts of Ternate City with a focus on the implementation of NPM, including technology integration, strengthening public-private collaboration, and indicator-based performance measurement. The city of Ternate was chosen as the object of study because of its strategic position and challenges in managing effective public services. In contrast to previous research that focused on NPM at the national level, this article offers a local perspective by describing specific implementations in Ternate City. The research method involves literature analysis, case studies, as well as data visualization using VOSviewer to identify trends and relationships of NPM-related concepts. The results show that applying NPM principles, such as decentralization, digitization of services, and private sector involvement, has significantly improved public services. For example, initiatives such as digitizing the One-Stop Investment and Integrated Services Office (DPMPTSP) and the community-based waste bank program have increased efficiency and community satisfaction. However, challenges such as bureaucratic resistance, digital literacy gaps, and infrastructure limitations still need to be overcome. In conclusion, transforming public services in Ternate City through NPM has yielded positive results, although continuous evaluation and adaptation are needed to ensure sustainability and inclusivity. These findings can serve as a reference for other regions that want to adopt a similar approach in improving the quality of public services.

Abstract

This research analyses privacy and data security issues in the e-government sector in Indonesia through a qualitative approach with a bibliometric analysis method. As a developing country, Indonesia has shown progress in the implementation of e-government, which is reflected in the increasing rankings in the E-Government Development Index (EGDI) released by the United Nations. However, behind these developments, there are significant challenges related to personal data protection and cybersecurity. The novelty of this research lies in its bibliometric approach, which provides a comprehensive and systematic analysis of existing studies on data security and privacy in Indonesia's e-government sector. Unlike previous studies that focus on case studies or policy evaluations, this research maps research trends, key contributors, and gaps in the literature, offering a broader perspective on the issue. Additionally, this study contributes by highlighting the urgent need for interdisciplinary collaboration between policymakers, cybersecurity experts, and the public to develop sustainable security strategies. The results of this study emphasise the need for a comprehensive strategy to improve data security in e-government, including strengthening regulations, investment in cybersecurity infrastructure, and promoting public digital literacy. In the absence of concrete measures to address these challenges, the risk of data leakage is likely to persist, jeopardising the sustainability of digital transformation in Indonesia.

Abstract

This study examines the MPP's implementation through the lens of Good Governance, focusing on participation, transparency, accountability, effectiveness, and efficiency. This research contributes by analyzing how the MPP promotes Good Governance within Yogyakarta.  It explores service providers' and citizens' perspectives, offering a nuanced understanding of implementation challenges and opportunities. Findings reveal that the MPP fosters public participation through feedback mechanisms and centralized services. Transparency is enhanced via accessible online and offline information, clarifying procedures and requirements.  Accountability is demonstrated through performance reports.  The MPP improves effectiveness and efficiency by reducing service times and offering modern systems like drive-thru and online platforms. The Yogyakarta MPP has successfully addressed bureaucratic issues and increased public satisfaction, demonstrating the government's commitment to Good Governance. This innovation offers valuable lessons for nationwide public service improvement.  Specifically, it highlights the importance of (1) contextualized design, adapting the MPP model to different regional needs; (2) citizen engagement, actively involving citizens in service design and evaluation; and (3) technology integration to enhance transparency, efficiency, and accessibility.  This research serves as a model for improving public services, aligning with transparency, accountability, and efficiency principles. Future research could explore the MPP's long-term impact on citizen trust and government legitimacy.
Strengthening Cybersecurity: A Comparative Analysis of Agile Governance in Preventing Data Leakage in Indonesia and Malaysia

Abstract

This research examines the implementation of Agile Governance in mitigating data breaches to strengthen cybersecurity by comparing strategies between Indonesia and Malaysia. As digital transformation accelerates, the risk of cyber threats, including data breaches, continues to increase. Using a comparative approach, this research analyzes the six key principles of Agile Governance: Good Enough Governance, Business-Driven, People-Focused, Based on Quick Wins, Systematic and Adaptive Approach, and Simple Design and Continuous Improvement. Findings show that Malaysia exhibits a more comprehensive cybersecurity framework, supported by early enacted regulations such as the Personal Data Protection Act (PDPA) of 2010, coordinated policies under the National Cyber Security Agency (NACSA), and structured response mechanisms such as MyCERT. In contrast, despite having implemented the Personal Data Protection Act (PDP Act) by 2022 and the role of the National Cyber and Crypto Agency (BSSN), Indonesia still faces regulatory gaps, weak inter-agency coordination, and inadequate infrastructure. This study highlights Malaysia's proactive stance in cybersecurity policy development and resource allocation, contrasting with Indonesia's continued improvements in digital security regulations and public awareness initiatives. The findings of this study suggest that Indonesia can adopt Malaysia's strategic regulatory approach and improve institutional coordination to enhance its cybersecurity resilience. This research contributes to the policy discussion to improve the national cybersecurity framework and calls for further studies on the effectiveness of policy implementation in reducing data breaches.

Abstract

This study analyzes the implementation of digital transformation within Muhammadiyah’s Civil Society Organization (CSO) network in Indonesia, with a specific case of PT. Gramasurya through the framework of Digital Era Governance (DEG). Employing a descriptive qualitative approach, data were collected through interviews, observations, and documentation, then analyzed using data reduction, presentation, and conclusion drawing techniques by Miles and Huberman. The findings reveal that digital transformation has enhanced operational efficiency and work integration through a digital order management system, reflecting the DEG indicators of reintegration and digitization changes. However, the dimension of needs-based holism has not been optimal, as digital services have yet to directly reach customers as end users. This study concludes that the success of digital transformation in CSOs depends not only on internal efficiency but also on the ability to deliver user-oriented digital services and experiences. This research contributes to a broader understanding of how CSOs can play a pivotal role in shaping more inclusive and collaborative digital public service governance.

Abstract

This research aims to determine the efforts of the DKI Jakarta Government in solving congestion problems by realizing sustainable transportation innovations through an agile governance perspective, and to determine the success achieved by the DKI Jakarta Provincial Government in creating sustainable transportation in increasing efficiency, safety and comfort for the public when using public transportation. By knowing how the DKI Jakarta Provincial Government creates all these sustainable public transportation innovations, researchers can analyze them more deeply and provide many benefits in the form of research results, and can also be used as reference material for the government in making evaluations so that they can be even better in the future. The method used in this research is a qualitative research method which aims to produce and describe research subjects using written words orally and behaviorally. The location of this research is in DKI Jakarta Province, especially the DKI Jakarta Provincial Environmental Service and the DKI Jakarta Provincial Regional Development Planning Agency. The results of this research are that the implementation of agile governance in realizing sustainable transportation in DKI Jakarta from 2021 to 2023 is said to be almost close to perfect based on 6 indicators, namely Good Enough Governance, Business Driven, Human Focused, Based on Quick Wins, Systematic and Adaptive Approach, Simple Design And Continuous Refinement. The government and society are working together well in realizing sustainable transportation, where sustainable transportation is one answer to overcoming pollution problems caused by traffic jams in DKI Jakarta Province.
