Abstract

The Convention on International Trade in Endangered Species of Wild and Flora (CITES) is an environmental convention to regulate the trade in protected wild flora and fauna. Elephant is included in the Appendix I which is trade for commercial purposes is prohibited. Indonesia is also one of the countries that ratified CITES which should implement the conventions. Yet, at the sub-national level, the people of East Nusa Tenggara still have not change their behavior which contrasts with the intention to comply the convention. Trade of elephant ivory are still practice in East Nusa Tenggara for customary purposes and for commercial purposes. The aims of this research is to answer why ivory trade still happened in East Nusa Tenggara even even though Indonesia has ratified CITES. This research use compliance theory by Robert B. Mitchell to analyzing the effectiveness of the regime through three indicators i.e. output, outcomes, and impact. The results of this research indicate that the ivory trade East Nusa Tenggara community's due to the effectiveness of CITES in Indonesia has not been realized perfectly. The form of the regulation has been realized but behavior change in NTT society has not yet occurred. This is caused by factors of incapacity as well as lack of relevant administrative factors.

Abstract

Barack Obama and Donald Trump are the president of the United States who has different political parties. Obama is from democratic party meanwhile Donald Trump is from republican party. In Syria conflict settlement, Obama and Trump both has several foreign policies. This reasearch aims to described how US strategic culture affects Barack Obama and Donald Trump foreign policy in Syria conflict settlement. This reasearch is using qualitative method. This reasearch is also using constructivism approach perceiving strategic culture. The result of this research is strategic culture has affects Barack Obama and Donald Trump foreign policy in Syria conflict settlement. The implication of evil vs good strategic culture is there US has reppresive policy to Bashar al Assad policy in Syria Conflict. The implication of exeptionalism strategic culture are the withdrawal of US in cooperation or international forum as well as threathening and attacking the Syrian Government

Abstract

This research discusses the refusal of humanitarian assistance conducted by Venezuelan president Nicolas Maduro of humanitarian aid from donor countries, especially the United States. Although, the refusal of aid was considered inappropriate in the midst of the ongoing humanitarian crisis. Whereas from Maduro's perspective the decision is the right way to protect Venezuela from the influence and interests of the United States. The decission making process of a leader has to do with psychological factors. In the process of decision making, the leader has many characteristics that are considered to shape the decision. Idiosyncratic. Therefore, the formulation of the problem in this study is how is the idiosyncratic influence on the refusal of Venezuelan humanitarian assistance to America? This research has a focus on individual analysis and idiosyncratic theoretical framework that explains the type of leader in making decisions. The results through indicators and analysis of news media interview data, Maduro included in one type of leader whose decisions are much influenced by the characteristics of that type.

Abstract

INDEX-SATAL (Indonesian Exploration–Sangihe-Talaud Expeditions) is a cooperation led by the United States to explore Sangihe-Talaud, region in Indonesia, which is very rich in deep sea’s natural resources. This collaboration is a form of Marine Scientific Research. The main problem in this issue is that the US has a bad reputation in international sea regime and historically had eroded the wealth of Indonesian mines. This research then discuss why Indonesia continues to accept United States despite these risks. This research uses the perspective of the Logic of Appropriateness, which explains that state will do something that fulfills moral obligations that come from such situations, identity, role, and membership in political community. The research method is explanative by using literature reviews. The result show that the US was accepted by Indonesia due to the alignment of situation and Indonesia’s identity, the role of Indonesia as UNCLOS’ ratified country, and Indonesia’s moral responsibility as a maritime nation.

Abstract

In 2013, EJF (Environmental Justice Foundation) launched a global campaign named "Seafood not Slavefood," intended to end modern slavery practices in Thai fishing industry. EJF advocacy efforts succeeded in pressuring the Thai government to ratify the Forced Labor Protocol and ILO Work in Fishing Convention. Hence this study aims to shed light on the EJF's strategy in advocating modern slavery plights that occur in the Thai fishing industry. This study attempts to advance transnationalism by analyzing the role of non-state actors in determining state behavior. This study utilizes the concept of transnational advocacy networks from Keck and Sikkink which carried out within qualitative research methods and literature studies as data collection techniques. This research argues that the boomerang pattern has implication in shaping Thailand’s behavior and its policy. In achieving state policy change from targeted actor, EJF used four strategies, mainly information politics, symbolic politics, leverage politics, and accountability politics.

Abstract

Since 2011 the Indian government has shown its efforts in complying with the Trafficking Protocol by implementing Transplantation Human Organ Act to curb organ trafficking. But this has not been effective because in reality, there is still human organ trafficking in India. Therefore, this research aims to analyze the factors that make handling the crime still ineffective. In order to analyze the cause of organ trafficking in India, the author uses qualitative method with the theory of compliance by Ronald B. Mitchell. Data collected by conducting a literature review. This study finds that organ trafficking in India still occur because the absence of changes in behavior both in the ranks of government agencies and among the community. The driving factor is due to administrative incapacity. Centralized and independent administrative deficiencies in the handling of trafficking in human organs cause organ trafficking still occur in India.
