Abstract

Sulu Sea is potential trade route in Southeast Asia region, located between Indonesia, Malaysia, and Phillipines. As the function for trading route, this sea possibly jeopardized by threats such as piracy. Data collection techniques used in this study are library research, and use qualitative method. This research utilized the concept of transnational crime by M. Cherif Bassioni for proving the transnational element in the occurring crime. Moreover, the concept of maritime security by Klein also has been implemented in order to fully protect the sovereign territory from existed threats in the sea. To realize it, this research applied Robert Keohane’s neo-liberal institutionalism theory for explaining Indonesia, Malaysia, and Phillipinnes struggles for their maritime security. Those countries had declared the broad cooperation among them to protect Sulu-Sulawesi. The cooperation generated several responsibilities to implement for the members and essentially required compliance of them. In addition, the three countries also conduct joint exercises and patrols. Furthermore, the cooperation had decreased significantly the number of piracy in that sea. This research also examined the supports and burdens which had been experienced by this vigorous cooperation. The results that obtained from this effort are a decrease in crime rates in the Sulu Sea waters.

Abstract

This research seeks is to know the potential of China to become a hegemonic country in East Asian region through the One Belt One Road strategy that initiated by China. This research uses the theory of offensive realism and the concept of hegemony to explain about China OBOR and China Foreign Policy. So based on this, the result of this study show that through the OBOR strategy that known as the Xi Jinping main Foreign Policy, China can improve the country’s economy and military expenditure, which is that two main aspect is the reason why state become a hegemonic country. So, that one of the requirement of the existing hegemon state in the hegemony concept has been fulfilled by China by improving their economic and military growth. And some response from neighboring China in East Asia region indicate that there are hegemony efforts that have been carried out by China through its OBOR strategy.

Abstract

This research topic addresses the failure of MONUSCO to create peace in the Democratic Republic of the Congo. Creating peace is a mandate that must be carried out by MONUSCO. This topic is interesting because of the fact that peace in the Democratic Republic of the Congo has not occurred until now, while the UN peacekeeping operation has been running since 1998 and is one of the longest and spend a lot of funds missions in the history of peace operations. In Dennis C. Jett's theory of the failure of peacekeeping operations, there is a predeployment factor and the deployment factor. In terms of predeployment, decision making, mandate, quality and quality of peacekeeper are important. Meanwhile in deployment factor, there are internal and external factors that have equal influence on the peace process. Therefore, the hope of achieving peace cannot be achieved. Because choosing MONUSCO itself is one of the causes of the failure to create peace, it also makes the rebel groups and interference from the interested parties into other factors that cause problems.

Abstract

The purpose of this study is to analyze the causes of the failure of Indonesian diplomacy in the Tuti Tursilawati case in Saudi Arabia by looking at various efforts made by the Indonesian government as a sending country. the concept used in this study is the concept of diplomacy in which in this concept there are several phases that must be passed to achieve the ultimate goal of problem solving, and in this study will be highlighted regarding the pre-negotiation steps that require agreement to negotiate, agreement on the negotiation agenda, and agreement procedure to be able to move to the next stage. but in the case raised in this study, the diplomatic step taken by Indonesia failed because the preconditions that were not fulfilled in the pre-negotiation phase made it difficult to bring Saudi Arabia to the negotiating table and resolve legal issues experienced by Tuti Tursilawati, until finally she was executed. died on October 29, 2018.

Abstract

The conflict between India and Pakistan has occurred before independent both of those countries, then continued until they involved in complex pattern of conflict. The development of information and communication technology has influenced on developments leading to cyber conflicts. This conflict makes the perception of India's national security needs to be revised again. In this study, writer discusses Indian cyber security after the Pakistani cyber attack, and looks at India's actions in the cyber attack. This research uses a qualitative method using descriptive. Using Barry Buzan's security theory where individuals and states can be subject and object of reference. The results showed that cyber attacks from Pakistan led to India's critical infrastructure (CI), the existential threats in this case not physical but as cyber. The perception of cyber threats from Pakistan regarded India as confrontation to deal with conflict. Based on this perception has a significant influence of act the of Indian cyber security. Then the writer also looks at Indian national security measures involving nonstate actors involved in cyber conflicts with Pakistan.

Abstract

In 2013, EJF (Environmental Justice Foundation) launched a global campaign named "Seafood not Slavefood," intended to end modern slavery practices in Thai fishing industry. EJF advocacy efforts succeeded in pressuring the Thai government to ratify the Forced Labor Protocol and ILO Work in Fishing Convention. Hence this study aims to shed light on the EJF's strategy in advocating modern slavery plights that occur in the Thai fishing industry. This study attempts to advance transnationalism by analyzing the role of non-state actors in determining state behavior. This study utilizes the concept of transnational advocacy networks from Keck and Sikkink which carried out within qualitative research methods and literature studies as data collection techniques. This research argues that the boomerang pattern has implication in shaping Thailand’s behavior and its policy. In achieving state policy change from targeted actor, EJF used four strategies, mainly information politics, symbolic politics, leverage politics, and accountability politics.

Abstract

The United States is a democracy country which rescpect for human rights. One of the manifestation is the right of entry for imigrants seeking asylum. However, Trump’s administration didn’t reflect this. Through his authority, he issued Protecting The Nation From Foreign Terrorist Entry Into The United States by citing citing the national security. The perspective of relationship between policy and personality of the president is an interesting research objeck to study. It will be revealed in this study through the key questions about how personal characteristics of Donald Trump in taking the policy. The aim of this study is to explain the characteristics of leaders in relation to policy. This study uses qualitative methods with the type of explanatory research In compiling their arguments, researchers used the concept of Margaret Hermann (1980) "Explaining Foreign Policy Behavior Using the Personal Characteristics of Political Leaders", by looking for indicators of nationalism, trust in the ability to control issues, need for influence, need for affiliation, conceptual complexity, and distrust of others which will refer to the leadership model, which is analyzed through his attitude, judgment, and words. The study concludes that Donald Trump is aggresive leader.

Abstract

UNESCO as an official UN agency, contributes to the successful implementation of the development agenda known as the SDGs through one of its programs, UNESCO Creative Cities Network (UCCN). Pekalongan as a member of UCCN is required to be able to create a creative city that can support the achievement of the SDGs. This study is aimed at how the Pekalongan City Government, as a member of the UCCN, is working to achieve the SDGs through Pekalongan Batik culture according to the UCCN framework through the concept of sustainable development. Furthermore, this study will also analyze the behavior of the Pekalongan City Government towards UCCN cooperation using three compliance indicators, namely output, outcome, and impact. This research uses a qualitative descriptive approach with sources obtained from interviews and literature studies and analyzed using content analysis techniques. he findings of this study show that the Pekalongan City Government has implemented the UCCN mandate to make culture an important component in achieving the SDGs by involving people from all backgrounds of life. . By making batik as a driving force in achieving the SDGs, batik production in Pekalongan City can also have good resilience during a crisis.

Abstract

Exports of e-waste from several European countries to Ghana are common. The mostimpact by Ghana is the pollution of the environment which then causes the health of thepeople of Ghana to be disrupted because the toxins produced by burning electronic wasteare contaminated with the environment. On the other hand, Europe exports e-wastebecause it wants to create effectiveness and efficiency in e-waste management issues. Thisstudy aims to find out why the dimension of injustice is present in the phenomenon of ewasteexports from European countries to Ghana. The theory used to answer the problemformulation is the theory of ecological imperialism, which was coined by Alfred Crosby.The author uses the literature study method in collecting data from books,journals/articles, websites, and international news. The result of this study is that theexport of e-waste from Europe to Ghana has created a dimension of injustice that has ledto European colonization of the environment by Europe to Ghana, this is due todifferences in environmental quality, economic inequality, differences in social andcultural conditions, and implementation of regulations and inadequate policies.

Abstract

This article examines the lived experiences of Indonesian temporary migrants in Australia by situating their mobility within a broader conceptual framework of temporary migration and stratified citizenship. While policy narratives often frame temporary migration as a “triple win” for sending states, receiving countries, and migrants themselves, this paper argues that such frameworks obscure the structural inequalities embedded within migration regimes. Drawing on critical literature and grounded in qualitative narratives, the article highlights how temporary migrants occupy an ambivalent space—economically needed yet politically excluded. It engages with theories of neoliberal migration governance and critiques the responsibilities of migrants who are expected to bear the burden of legal and social precarity. The analysis advances the concept of stratified citizenship to understand how migrants’ rights, access to services, and sense of belonging are fragmented and conditional. Focusing on Indonesian migrants’ everyday negotiations, the article calls for a reimagining of migration governance that centres political inclusion, dignity, and transnational state responsibility. In doing so, it contributes to ongoing debates in migration studies, citizenship theory, and international relations by foregrounding voices that are often silenced within dominant policy discourses.
