Climate change has intensified the risk of infrastructure system failures due to extreme rainfall events, sea-level rise, and the increasing frequency of hydrometeorological hazards. Conventional design approaches based on historical data are no longer sufficient to address such uncertainties; therefore, more adaptive and long-term resilience-oriented planning strategies are required. Although numerous studies have examined climate-resilient infrastructure, comprehensive reviews that synthesize these strategies from an integrated civil engineering perspective remain limited. This study aims to identify the evolution of climate-resilient infrastructure planning strategies and to classify these approaches into technical, managerial, and policy dimensions. A qualitative approach was employed using a narrative literature review method, analyzing 72 national and international publications published between 2014 and 2025. The analysis was conducted through thematic categorization to map emerging patterns of planning strategies within the civil engineering literature. The findings indicate that adaptive infrastructure planning involves adjustments to design parameters and the implementation of performance-based design, the integration of risk management throughout the infrastructure life cycle, and the strengthening of regulatory frameworks and climate adaptation policies. The integration of these three dimensions is essential to developing robust and sustainable infrastructure systems. This study proposes an integrated conceptual framework that can support the advancement of climate-resilient infrastructure development in Indonesia.

Indonesia is situated in a region of high seismic activity; therefore, earthquake-resistant structural design constitutes a critical component of the national construction system. The conventional force-based design approach, which remains predominant in national standards, has inherent limitations in controlling damage levels and post-earthquake structural performance. In contrast, the concept of Performance-Based Seismic Design (PBSD) has evolved internationally as an approach that explicitly defines structural performance objectives. Although numerous studies in Indonesia have examined nonlinear analysis and building performance evaluation, integrated literature reviews addressing the development of PBSD concepts within the national context remain limited. This study aims to synthesize the development of performance-based seismic structural design and to identify its implications for enhancing building resilience in Indonesia. A qualitative approach was employed using a narrative literature review method covering national and international publications from 2000 to 2025, as well as relevant technical standard documents. The analysis was conducted through thematic categorization to map the evolution of conceptual frameworks, nonlinear analytical methods, and their integration into national regulations. The findings indicate that PBSD has evolved from a force-based approach toward performance- and displacement-based frameworks, supported by nonlinear analytical methods such as pushover analysis and nonlinear time history analysis. However, its implementation in Indonesia remains partial and requires strengthened regulatory frameworks as well as enhanced professional capacity. Systematic integration of PBSD has significant potential to improve safety, reduce damage risk, and strengthen the seismic resilience of building structures in the future.

Construction project delays remain a persistent issue in Indonesia, resulting in cost overruns, reduced productivity, and disruption of the intended economic benefits of projects. The increasing complexity of national infrastructure development over the past decade has further intensified challenges related to schedule control. This study aims to identify the dominant factors contributing to construction project delays in Indonesia, classify them into principal dimensions, and formulate mitigation strategies based on a synthesis of the literature. This research employs a qualitative approach using a narrative literature review method, synthesizing approximately ten key national and international studies published between 1997 and 2025. The analysis was conducted through thematic categorization to map causal factors into technical, managerial, financial, and external dimensions. The findings indicate that design changes, weak schedule control, delayed payments, as well as weather-related and regulatory factors constitute the dominant causes of project delays in Indonesia. Effective mitigation strategies include comprehensive technical planning, early-stage implementation of risk management, strengthened coordination among stakeholders, cash flow stability, and anticipation of external risks through contingency planning. The main contribution of this study lies in the development of an integrated conceptual framework linking dominant delay factors with corresponding mitigation strategies, providing a conceptual foundation for improving construction project management practices and enhancing time performance in Indonesian infrastructure projects.

Rapid urban development increases surface runoff and reduces soil infiltration capacity, thereby amplifying the risk of inundation due to the imbalance between runoff discharge and drainage system capacity. This issue is not confined to major metropolitan areas but has also begun to emerge in developing regions such as Bone Regency. This study aims to identify strategies for enhancing the performance of urban drainage systems based on systems and resilience-oriented approaches, and to formulate their implications for reducing inundation risk in Bone Regency. The research adopts a qualitative approach using a narrative literature review method, encompassing national and international publications from 2000 to 2025. The analysis was conducted through thematic synthesis of key concepts, including system performance indicators, the integration of gray and green infrastructure, and urban drainage resilience frameworks. The findings indicate that improving drainage performance must be grounded in comprehensive evaluation of hydrological and hydraulic indicators, runoff control at the source through nature-based solutions, and the application of system flexibility and adaptive capacity principles. Such an integrated approach is highly relevant for supporting more responsive and sustainable drainage planning in Bone Regency. This study provides a conceptual contribution by developing a systemic and long-term performance enhancement framework for urban drainage systems.

The construction industry is one of the significant contributors to carbon emissions, primarily through cement production as the main constituent of concrete. Efforts to reduce the carbon footprint have driven the development of environmentally friendly concrete through the utilization of supplementary cementitious materials and alternative non-cement binders. This study aims to develop a literature synthesis on the advancement of environmentally friendly concrete in Indonesia, to analyze its mechanical performance and durability characteristics, and to evaluate its implications for sustainable construction. The research employs a narrative literature review method, covering national and international publications from 2005 to 2025 relevant to supplementary materials, geopolymer concrete, and sustainability assessment. The findings indicate that the use of fly ash, slag, and silica fume as partial cement replacements can achieve competitive mechanical performance while enhancing resistance to aggressive environmental conditions. Geopolymer concrete also demonstrates significant potential for carbon emission reduction while maintaining adequate structural performance. However, widespread implementation remains constrained by challenges such as variability in material quality, limited technical standards, and industry readiness. This study provides an integrated synthesis of technical and environmental aspects as a foundation for strengthening the adoption of low-carbon concrete in supporting sustainable construction in Indonesia.
