Abstract

The Covid-19 pandemic is a new problem that is being faced all over the world. Indonesia is one of the countries that is struggling against the impact of the pandemic which has affected the country's economic sector. The government has taken steps to refocus the village fund budget, including in establishing the Village Fund Direct Assistance (BLT-DD) program to deal with poverty problems caused by the Covid-19 pandemic. However, in the implementation of this program, there are still many problems such as data collection problems, double assistance, not on target and so on. This study was conducted to describe the effectiveness of the BLT-DD program carried out in Kepatihan Village, Jombang Regency. Collecting data in this study in the form of interviews, observations, literacy studies and documentation. The data analysis technique is carried out by the process of collecting data, reducing data, presenting data and drawing conclusions. This study assessed using eight indicators of effectiveness of the program is the precision of the timing, cost calculation, measurement, identify options, precision in thinking, accuracy in performing the command, set goals and target accuracy. Of the eight indicators of program effectiveness, there are four indicators that show less than optimal results, namely the indicators of timeliness, accuracy of choice, accuracy in measurement and accuracy of targets. The gap that occurs between the standards set and their implementation results in unsatisfactory results. Inharmonious policies that underlie the BLT program can be used as evaluation material for the central government and for village governments it is hoped that they will be more selective in selecting prospective beneficiaries. Abstract

Public service is an important activity that must be carried out by the central and local governments to thecommunity in realizing the duties and functions of the government. The Berkas Mlaku Dewe (BMW) Program is a public service program in the field of Electronic Government-based administration, which is a form of government realization based on Sidoarjo Regent Regulation Number 56 of 2018. Evaluation of the BMW program is to determine the success of the program implementation. This type of research is a descriptive study using a literature study method that focuses on evaluating the implementation of the BMW program. The results of the study explain that the BMW application is said to be very effective and efficient due to its fast, easy and transparent service as evidenced by the BMW program being awarded when it was first implemented. On the criteria of adequacy, the BMW application is proven to have satisfied the public. However, the smoothing criteria show that it has not been optimally distributed because there are people who are technologically stuttering. The BMW application has received a good response from the public, because it is seen in SKM which has increased from year to year. This shows that BMW is right for the community even though there are obstacles in the ID card service. The author suggests that the Sidoarjo Regency Government coordinate with Sukodono District to avoid problems with KTP services. The need for optimizing the strength of the internet and intranet networks by the Sukodono District Government to support the implementation of services using the BMW application. Abstract

Jadek Program (Jauh So Dekat) is a population administration service program of the Population and Civil Registry Office of Tuban Regency that is used to bring services closer to the community through online means, namely verification, entry and file scan only through the Village. This research aims to find out and analyze the implementation of jadek program as access to population administration services in the issuance of e-KTP at the Office of Population and Civil Registration, one of which is in Sumurgung Village and Mandirejo Village. The type of research used is qualitative deskriftif using implementation theory according to David C. Korten (1998). Data collection techniques are used in interviews and observations with purposive samplingtechniques. The data sources in this study used primary data and secondary data. Data analysis techniques are performed using miles and huberman models, namely data reduction, data presentation, and conclusion withdrawal. The results showed that in the program indicator there has been a conformity between jadek program and target group. In the indicators of the implementing organization there is no conformity between the Jadek program and the jadek program implementation organization. Abstract

The emergence of E-Government is considered to be the answer to public service problems that are still considered old and complicated by the community. Service is a very important basic thing because it determines the public's perception or assessment of the performance of an agency. Therefore, with this trend, many agencies are competing in improving their service performance by creating E-Government. As is the case with the Lumajang Police, which also seeks to implement Smart Governance with the Smart Police concept, which is marked by the existence of Lumajang Precision in responding to public service problems whose performance has not been maximized. The purpose of this study is to describe the strategic management concept of the Lumajang Presisi application from planning to performance evaluation. This study uses a descriptive qualitative approach by determining informants using snowball sampling and using strategic management theory, namely the two important things in strategic management proposed by Niswah and Meirinawati. Data collection techniques using interview techniques, observation, and literature study. While the data analysis technique uses four stages, namely data collection, data reduction or data grouping, data presentation, then the last stage is drawing conclusions. Based on the theory and data analysis techniques that have been used, the results obtained are the elements in two important things in the Menstra of the Lumajang Presisi application that are carried out well and provide benefits to the community. Abstract

Electronic Registration Application System (E-SIAP) is an innovation presented by the Department of Population and Civil Registration of Blitar Regency, this innovation is presented with the overcoming the problem where queues are always booming every day and make it easier for the public to manage population documents without having to come to the office. With innovation, it can increase efficiency and effectiveness in service delivery. In this way the level of community satisfaction can increase. The purpose of study is to describe and analyze the implementation of the E-SIAP innovation. This research use desciptive qualitative approach. Data collection techniques consist of observation, interviews, and documentation. Data analysis techniques are carried out by collecting data, reducing data, presenting data, and drawing conclusions. The results of the study indicate that the E-SIAP innovation has been running well according to the direction of the Director General of Civil Registration of the Ministry of Home Affairs, which has declared go-digital and the Population Administration Law. The source of innovation ideas is obtained from the the community and the government of the Dispendukcapil Regency of Blitar Regency. There are still some people who take care of the innovation culture manually, namely those who do not have proper access. The capabilities and tools contained in the E-SIAP innovation can support the smooth delivery of services to the community. The goals and results are considered good by facilitating service. Then there is a good response from the community and the most basic obstacle is that there are still several generations who are not technology literate. In collecting innovation data for a single innovation, the Dispendukcapil does not only involve internal organizations but also stakeholders such as collaborating with all villages in Blitar Regency with Salam Sak Jangkah. Abstract

Traditional markets are one of the important sectors in a country's economy, but at this time traditional market conditions are threatened due to the growing modern market, as well as e-comerce. In addition, the existence of poor traditional market visualization in the community becomes a threat. The problem studied is the implementation of traditional market revitalization policies in Surabaya. The purpose of this research is to find out how the implementation of traditional market revitalization policies in Surabaya by using the theory of implementation stages according to (Tachjan, 2006). This study uses descriptive research with qualitative approaches, data gathering methods namely interviews, and documentation. The data sources used are primary and secondary sources. Data analysis used interactive models according to Miles and Huberman (1992). The main actors of physical revitalization and management policies are civil servant coordinators and market escorts through the Cooperative and Micro Enterprises Office who participate in involving other agencies in the implementation of policies. The policy actors involved carry out their tupoksi using predetermined methods and procedures. Supervision on the policy is carried out every day and on the physical revitalization of the agencies involved has carried out the tupoksi well, and on the revitalization of management there needs to be strict supervision. The conclusion of this study is that physical revitalization has been carried out well as shown by all the agencies involved are able to carry out their tupoksi well. While the revitalization of management still needs to be improved for more optimal results. Researchers put forward further suggestions that can be done related to the revitalization of market management, namely market managers who conduct a more stringent monitoring and monitoring system. Abstract

BUMDes is a form of community participation in village development, because BUMDes is formed on the initiative and participation of village communities. BUMDes Jaya Tirta is present in the midst of the Gedongarum Village community as a provider of pumping services, rice milling and drug stores. The presence of BUMDes Jaya Tirta has proven to be able to boost the economy of Gedongarum Village. But behind its success, the existence of the community is less involved in the management of BUMDes Jaya Tirta. Therefore, the purpose of this study is to analyze the forms of participation of the Gedongarum community in BUMDes Jaya Tirta. This study uses a descriptive research design with a qualitative approach. With the focus of the research, namely analyzing the forms of community participation in the management of BUMDes Jaya Tirta. As an analytical tool in this study, researchers used the theory according to Cohen and Uphoff quoted in (Dwiningrum, 2011: 61-63), including: a). Participation in decision making b). Participation in implementation c). Participation in benefit-taking, and d). Participation in evaluation. The results showed that, in making decisions, the community was still less active in participating. In the implementation, the community has participated well in providing labor and material. However, in its management, community participation is still limited. In taking benefits, the community can feel it both in terms of qualitative and quantitative, but when viewed from the economic side of the community, the existence of BUMDes has not provided significant benefits for the community itself. In the evaluation, the community can participate well. The suggestions given by the researchers include creating non-formal forums to stimulate the community to want to express their aspirations, providing understanding to the community regarding the importance of community participation in decision making, adding new business units and involving the community more in managing BUMDes directly. Abstract

The COVID-19 pandemic in Indonesia is closely related to increase infectious waste produced by medical personnel and the public. If many people are infected COVID-19, the hospitals capacity can impact and the amount of infectious waste generated is increase. Infectious waste includes in the B3 waste category, which contains hazardous and toxic materials that can pollute, damage, and endanger the environment, health, and the survival of living things. Sidoarjo Regency which ever be a red zone area for the spread of COVID-19, certainly unavoidable from the problem of B3 waste. With the increase in that amount of B3 waste, the government role is needed to fulfill the precautionary principle and proximity principle of B3 waste management. The regional government through DLHK Sidoarjo as the executor of mandatory environmental affairs need to answer the issues of B3 waste management at the regional level. The focus of this research uses Sondang P. Siagian government role theory which highlights the government role as a stabilizer, innovator, modernizer, pioneer, and self implementer. By using descriptive research methods and qualitative approaches, the results show that the government has fulfilled its role, it’s just some of the methods need to be improvement , and awareness from the public or business actors/activities needed to minimize the usage of tools or materials that can generate B3 waste.

Abstract

The Kartini Social Rehabilitation Center for People with Intellectual Disabilities (BBRSPDI) in Temanggung is in collaboration with the Social Service of Magetan to organize non-institutional social rehabilitation program for people with intellectual disabilities, focusing on productive economic activities to achieve independence and create an inclusive environment. This study aims to describe the process of social rehabilitation for persons with intellectual disabilities through SWP Baskara in Gebyog Village. The focus in this study uses the theory of empowerment of the EPE (Engagement-Participation-Empowerment), consisting of four stages of empowerment, namely (i) exogenous, (ii) exogenous and endogenous, (iii) endogenous and exogenous. (iv) endogenous. Data was collected through interviews, observations and documentation study of secondary data related to the topic. The data analyzed descriptively qualitative. The results showed that the implementation of rehabilitation through SWP Baskara had a positive impact on persons with intellectual disabilities/beneficiaries in Gebyog Village, both from a social and economic perspective. Suggestions from this research are the need to develop splashed batik both in terms of products and marketing in order to increase competitiveness. In addition, increasing accessibility for persons with intellectual disabilities/beneficiaries living outside Gebyog Village is also important so that they routinely participate in activities at SWP Baskara.

Abstract

The development of innovation in the public sector must continue to be improved in order to adapt in a dynamic environment, the development of innovation aims to meet the needs of society. Perumda Pasar Lamongan Regency launched Pasar Online Lamongan innovation so that people can sell and shop products online. POL innovation is proof that The Lamongan Regency Market Perumda supports the government in accelerating and expanding digitalization in the region in accordance with Presidential Decree of the Republic of Indonesia Number 3 of 2021. As a result of the pandemic, consumer behavior is changing as today's society prefers to shop online rather than traditional markets. The purpose of this research is to describe POL application innovation through Mobile Application Stickiness. The type of research chosen by researchers is descriptive research with a qualitative approach using observation, interviews, documentation and literature studies in data collection. The results showed that POL innovation is already going well but still needs further development. Furthermore, the control of the application is well designed so that users can easily operate it. Lamongan Regency Market Perumda builds Communication with users to keep users of the application. Furthermore, responssiveness in the application is still not maximal because there are still errors and lag. Then the POL Context was originally just an online store turned into a local marketplace. The efficacy of POL application has provided many benefits in helping merchants and UMKM to sell products online. Finally, the promotion was carried out by The Lamongan Regency Market Perumda to socialize POL to the people of Lamongan Regency.
