Abstract

This study generally aims to provide a clear image of the sectoral macro economic potential in Jayapura City. More specific, the objectives are: (a) determine and analyze base sectors in Jayapura City, (b) identify and analyze the performance of economic sectors in Jayapura City in order to know the sectors that have competitive advantage and specialization, (c) establish and analyze the typology of socio-economic potential in Jayapura City and compare it with some other equivalent regency, and (d) establish the direction of the leading commodity based on sectoral development potential. Some analysis tools of macro regional performance indicators are descriptive statistics, LQ, SSA, MRP, Overlay Analysis and Composite Performance Index. Based on the result analysis, it is shown that the economic development Jayapura city has always rested on the potentials that are non-tradable sectors. The non-tradable sectors are hotels, trade, construction, restaurants, transportation, banking, and so on which most of the base is not on the local economy. While tradable sectors that have a very strong local base sectors eg. food crops, fisheries, livestock, micro industrial, become complementary and inferior sectors in Jayapura City economy. Due to the absurd economic development like this, the non-tradable sectors are always dominant over the tradable sectors and never once happened that a fundamental change in the economic structure, causing the distribution of income, employment absorption, and business opportunities, all experiencing high inequality. To improve the conditions of economic performance such as this it is necessary to establish potential development strategy of tradable sectors to lead commodity based that is in an effort to improve the marketing and administration, expanding a partnership in the development of leading commodities, improve the quality of human resources, production, capital and value added commodity, as well as institutional strengthening economic commodity.

Abstract

Objective of the Study is to identify planning and financial management problem which are sourced from Papua's Special Autonomy Fund for education and health services in mountainous areas, difficult access areas and easy access areas. The approach used in this study is a case study which is one of the qualitative research approaches using inductive logic process. The scope of the study area is divided into three regions, namely easy access plains, coastal lowlands and difficult access, and mountains. Samples were taken according to the typology of district areas, namely: (a) the mountainous region : Jayawijaya, Tolikara, and Mountains, (b) difficult  access of coastal areas: Asmat regency, Yapen Islands, Keerom, (c) easy access plains areas : District Supiori, Merauke and Jayapura. Furthermore, 1 district and 2 villages were taken from each district. The samples were taken from each district in accordance with the studies that may represent the locus of social organization, executives and legislative those are SKPD and hospitals. While for the sample of villages/urban population were taken representatively from elementary school, junior high school and Health Center. And for the study of individual locus that represent the population are teachers, doctors, health workers, traditional leaders, religious leaders, and households are all Papuans so that the sample in this study amounted to 598 people. In this case, statistical descriptive analysis tool is used. This study found that the Management which is not optimal in 3 areas are Reporting and Internal Control. Activities funded by the special autonomy fund did not inform freely to the public. During this time the local government did not involve teachers, medical personnel and Papua native communities to do the planning, implementation and monitoring of spending special autonomy funds. During these activities are carried out by SKPD which is financed by the special autonomy funds are not openly communicated to all those in need: easy access areas, difficult access areas, and mountainous areas. At the planning stage, programs and activities funded by Autonomy funds are not transparent. The only real activity that is known by society is Respek (villages’ strategic planning development). Many activities where the source of activity and funds are still unknown by teachers, medical personnel, and the public. According to the society (sample), the management of special autonomy funds is not accountable. The local government is necessary to disseminate the activities that use special autonomy funds, as well as formal and informal information to the public about the activities that used special autonomy funds. All stakeholders need to be involved to participate in the management system of special autonomy fund. Musrembang format that has been carried out needs to be done properly.Keyword : Participation, Transparency, Accountability, Special Autonomy Funds

Abstract

This study aims to obtain a clear image as well as evaluate the extent of local government and the regions have implemented the Public Finance Management, (PFM) efficiently and effectively and in accordance with applicable legislation. Assessment of financial management areas include some aspects: (1) framework of legislation; (2) planning and budgeting; (3) management of cash; (4) the procurement of goods and services; (5) accounting and reporting; (6) internal control; (7) debt and public investment; (8) management of assets; and (9) auditing and external oversight. Research data was collected using a survey method; questionnaires and in-depth interviews with respondent in the Local Government of Keerom, one of the districts in the Papua Province which is directly adjacent to the country of Papua New Guinea. PFM data were analyzed and interpreted using descriptive analysis techniques. The results of the study showed that financial management in Keerom less than the maximum. From the nine aspects of assessment only the procurement of goods and services that achieved a score of 55 percent, while the other eight aspects ranging between 44-20 percent by placing audit and external oversight at the very last position with a score of 20 percent. This study recommends that each regional work unit (SKPD) to recruit employees by prioritizing the needs of employees in the accounting field for each SKPD with the purpose of assisting the implementation of accounting so that SKPD can make the financial report in accordance with applicable regulations. In addition, it is expected that Keerom makes Regulation on the main points of sectoral asset management and regulation of the regional head guidelines for the administration of property area.Keywords:Public Finance Management, Accounting

Abstract

Decentralisation specially in autonomy type is an example of institution changing occurs particularly in Indonesia. In the New Institutional Economics (NIE) perspective, institution role of the game in society is formal and informal which is used as a boundary in interaction between particular people. The existence of decentralisation is an effort to make a democratic governance system. In the New Institutional Economics perspective, the democratic governance system is not released from principal-agent relationship problem. The problem appears because the asymetric information existence, the non exsistence of checking and balancing mechanism, and the non exsistence of transparency between principal and agent. So the institution has a very important role in decentralizing governance system to make a successful development in a country. Abstract

The purpose of this study is to explain in depth and thorough about the value of kinship and consumptive pattern that gives a clear impact on the pattern of the business establishment of Meybrat people. The sample access is all kinds of Meybrat people's business. This study used a qualitative analysis of a single case study approach. The results of this study found that (1) the business of Meybrat people is still at the stage of looking for shapes (innovation , triggering) where the personal character (personal values, education, experience, risk taking, internal control) are still weak in shaping the behavior of Meybrat people's business; (2) business groups (micro, small and medium enterprises) are more successful and grow well on an individual level than on groups; (3) Factors of kinship consumptive pattern systems and communities include: payment of dowry, families and relatives' education costs which is still a strong influence in shaping the conduct of business of Meybrat people.
