Abstract

The demographic bonus is a phenomenon where the number of the productive age population (15-64 years) is greater than the non-productive age population. Indonesia is predicted to experience the peak of its demographic bonus during the period 2020-2030. Malang City, as one of the major cities in East Java, has unique opportunities and challenges in facing this phenomenon. This research aims to analyse the synergy of various work units in the Malang City Government in utilising the demographic bonus as a capital for sustainable development. The research method used is qualitative with a descriptive-analytical approach. Primary data were obtained through in-depth interviews with key informants from various SKPDs in Malang City, while secondary data were obtained from official documents and related literature. The research results indicate that the Malang City Government has shown quite good synergy efforts through various cross-sectoral programs, but there are still some challenges in coordination and program implementation. The synergy that has been built encompasses aspects of education, health, economy, and information technology that are integrated into the city's long-term development vision.

Abstract

This study aims to determine the level of community participation in the implementation of the Regional Development Planning Forum (Musrenbang) in Landungsari Village, Dau district, Malang Regency, as well as to identify the supporting and inhibiting factors. This study employs a qualitative research design with a descriptive approach, focusing on the level of community participation in the implementation of the Regional Development Planning Forum (Musrenbang) in Landungsari Village, Dau district, Malang Regency. Comprehensively, community participation in Musrenbang can be determined from the following levels of participation: Contribution, Organization, Community Role and Action, Community Motivation, and Community Responsibility. However, there are challenges such as community members' work conflicting with the Musrenbang schedule and the geographical conditions of Landungsari Village, which is vast, making it difficult for all community members to participate in Musrenbang. Therefore, to optimize community participation, it is recommended that there be a mutual agreement between the Village Government and the community to determine the appropriate time for the Musrenbang activity.

Abstract

This research analyses the implementation of Malang City Regional Regulation Number 13 of 2019 concerning the Operation of Trade and Industrial Businesses using the Van Meter and Van Horn Implementation Model. A descriptive qualitative research method was used with purposive sampling techniques, involving five informants from the Malang City Licensing Office and MSME business owners. Data was collected through in-depth interviews, observation, and document study, then analysed using the Miles and Huberman model. The research results indicate that the implementation of the Regional Regulation has achieved its objectives of providing legal certainty and simplifying licensing through the OSS system with a budget of 4.8 billion rupiah in 2024. Supporting factors for implementation include legal certainty, strict administrative sanctions, continuous socialisation, and transparency in licensing procedures. However, there are still obstacles such as limited human resources, which leads to duplication of work, limited budget and facilities, and a lack of understanding of regulations among some business owners. The positive impacts of implementing the Regional Regulation include increased compliance by business actors, improved quality of licensing services, the creation of a conducive business climate, and increased consumer confidence. This research recommends increasing human resources, increasing the budget, and intensifying socialisation to optimise policy implementation.

Abstract

This research aims to analyse the implementation of community empowerment-based tourism village development policies in Umbu Ngedo Village, Southwest Sumba Regency. The research uses a descriptive qualitative approach with data collection techniques including structured interviews and documentation from key informants such as village heads, traditional leaders, regents, and local community members. Data analysis was performed using the Miles and Huberman model with triangulation techniques to ensure data validity. The research findings indicate that policy implementation has been successful across three key indicators: clear policy size and objectives in improving community welfare through local culture-based tourism; management of natural, human, and financial resources involving active community participation; and effective inter-organizational communication between village governments, indigenous communities, and other stakeholders. Supporting factors include strong local government support, active community involvement in every stage of development, and unique cultural tourism potential. However, there are inhibiting factors such as limited supporting infrastructure, including security facilities and street lighting. This research contributes to understanding the implementation of community-based tourism policies and provides recommendations for the sustainable development of tourism villages.
