The development of an increasingly complex society trigger problems such as employment issues are minimal and inadequate as the population is increasing , consequently people competing for work with any media for survival , as an example of the phenomenon of the above problems is the existence of street vendors ( Street Vendor ) that mushroomed in big cities is the goal of the people to look for work . Therefore , the City of Tegal make local regulation No. 3 of 2008, which contains the settings hawkers in Tegal .The purpose of this study is to investigate the implementation of Regulation 3 of 2008 on regulation of street vendors in the city of Tegal . To explain the implementation of local regulations No. 3 of 2008 used a descriptive - qualitative method . The data was collected using interview techniques , observation and literature review .

AbstrakSebagai akibat dari pembangunan di Kota Semarang, konversi lahan pertanian menjadilahan non pertanian semakin banyak dari tahun ke tahun.Konversi lahan pertaniantersebut terjadi di wilayah pinggiran kota. Terjadinya konversi lahan pertanian, hutandan perkebunan secara besar-besaran menunjukan bahwa pengendalian pemanfaatanruang masih lemah dan belum efektif. Selain digunakan untuk Industri, sektor lain yangmemberikan kontribusi banyak terhadap berkurangnya lahan pertanian dan perkebunandi Kota Semarang adalah Pemukiman. Pertambahan penduduk dan Urbanisasi daridaerah-daerah lain di sekitar Kota Semarang merupakan implikasi dari pembangunan.Pertumbuhan penduduk inilah yang menyebabkan pertambahan wilayah pemukimansecara menyebar dari pusat kota kearah pinggiran kota. Perda Kota Semarang no 5Tahun 2005 sebagai dasar berbagai kebijakan tata ruang lainnya, dituntut untuk dapatmengontrol konversi lahan pertanian khususnya lahan pertanian basah atau sawah.

Demokrasi yang kuat dan sehat tidak hanya membutuhkan dunia politik (political society) yang kuat. Tentu saja, penting memiliki partai yang kuat, pemimpin yang kuat, dan pemerintahan yang kuat. Namun, demokrasi juga membutuhkan dunia masyarakat (civil society) yang juga sehat dan kuat. Sebagai salah satu penyangga kekuatan civil society Meski hasilnya belum seimbang sesuai dengan harapan publik. Potensi serta modal sosial jika dapat dimanfaatkan secara maksimal oleh GP Ansor tentu akan memiliki dampak yang amat besar bagi perkembangan kehidupan, baik dari segi sosial, ekonomi, budaya serta politik dalam tubuh Ansor maupun masyarakat secara luas sehingga mampu menjadi penggerak dalam penguatan civil society di Indonesia khususnya di Jepara. Tidak dapat dipungkiri keberadaan GP Ansor selama ini terkesan begitu kental dengan aroma politik. Hal ini memang karena aktivis Ansor banyak terlibat di ranah politik. Aktivis GP Ansor lebih tertarik menjadi politisi ketimbang sebagai penyangga gerakan civil society. Sayangnya, naluri politik tersebut belum berkorelasi positif terhadap usaha-usaha GP Ansor dalam turut memberikan pemahaman dalam membangun iklim demokrasi pada masyarakat.

Tourism is a service industry that is used as one of the drivers of the economy in theworld. Tourism is a rapidly growing industry in the world. In this study, researchers wanted to know how the government's efforts to develop the city ofSemarang in Central Java tour of the grand mosque and Museum of Islamic development inCentral Java. And the researchers also wanted to know how the arrangement of tourismpolicy efforts against street vendors Semarang City Government located in the tourist area oftheGreatMosqueofCentralJava.This type of research is a qualitative descriptive study using a type. This study analyzes howpolicy structuring the grand mosque and museum java java development of Islam.After an examination of the efforts and policies, the result of research that says that theprocess of policy development is good, although still lacking, and the stage of thedevelopment process and evaluation of tourism management of the Great Mosque of CentralJava and Central Java, Islamic Development Museum itself, and others are running with quitewell despite some problems arise and deviations from post-relocation arrangement touristarea.

Today, measuring employee performance becomes very important for management toevaluate the performance of the company and planning purposes in the future. Variousinformation has been compiled in order to do work that can be controlled and accounted for. Thisis done in order to achieve efficiency and effectiveness in all business processes. Demands ofsociety and the Government's commitment to conduct better service to the community has ledthe Ministry of Finance in particular the Directorate General of Customs and Excise (DJBC) toimplement bureaucratic reform program. E-government merupakan penggunaan Information and Communication Technology (ICT) dalam pelaksanaan kegiatan pemerintahan baik negara maupun daerah untuk menerapkan pemerintahan yang lebih efektif dan efisien dari segi biaya maupun waktu, kemudahan fasilitas layanan pemerintah serta memberikan akses informasi terhadap masyarakat umum, dalam rangka menuju good governance. Sebagai salah satu kota besar dan ibukota Jawa Tengah, Semarang tidak ingin tertinggal dari daerah lain yang telah lebih jauh melaksanakan e-government. Oleh karena itu, e-government menjadi sarana penting untuk meningkatkan pelayanan publik. Hasil penelitian menunjukkan bahwa pendayagunaan website resmi telah mencapai tahapan interaksi melalui forum chat dan email, sudah mempunyai fungsi dan orientasi guna pencapaian visi dan misi Kota Semarang dan bagian-bagian terkait dalam rangka penyelenggaraan pemerintahan yang baik dan peningkatan pelayanan publik. Sedangkan proses back office dan aksesibilitas sudah cukup baik dengan adanya tim khusus dan jaringan yang terintegrasi antar SKPD. Pada portal/front office-nya struktur informasi dalam website cukup informatif dan mudah dicari maupun dipahami. Disarankan dalam pengembangan kedepannya agar selalu sesuai dengan kebutuhan masyarakat yang ada pada waktu berjalan, peningkatan tahapan informasi dalam website juga diperlukan untuk mempermudah masyarakat dalam mendapatkan pelayanan informasi.

Abstract BPMPPT of Jepara Regency is element of public service in the field of licensing of standing under and responsible to the Regents by a District Secretary. Licensing service that serviced by the other BPMPPT of Jepara Regency is public transport route permit service. In issue the route permit and supervision of public transport card, BPMPPT of Jepara Regency need to improve the quality service because most owners of public transport vehicles considered route permit service of process and control card takes a long time. So they are difficult to transport to the vehicle immediately. It would make them lose. And than they have the burden to be paid to the Bank, because most vehicle are purchased on credit. Purpose of this study is discover the underlying causes of less than optimal service in BPMPPT of Jepara Regency, and aware of the perceived impact of public transport owners as a result of less than optimal sevices. To learn the service factor blokers use Rusli theory about several factors that become obstacles in providing good service, among others : less responsive, less informative, less accessible, less coordination, bureaucratic, less willing to hear complain or recommendation from public, inefficiency. This study by descriptive analysis. Object study is public transport route permit service. The result showed that the length of permetting public transport route in BPMPPT of Jepara Regency occurs because BPMPPT chief factors as provider signature on the publik transit route permit card is frequent tasks outside the office. So file should be legalized on schedule to be delayed because of BPMPPT chief in outside office and longer settlement time. Key words : Public Transport Route Permit, Inhibiting Factors, Impact

Traditional market in Indonesiacontinues to try to survive the attack of the modern market. Government has theresponsibility to implement the protection of traditional traders tersebutkarena welfare rightsare part of the economic rights to be one right dalamkovenan social economic and culturalrights. The unit of analysis in the study is the traditional market traders who opened hisbusiness in the Market Peterongan. Collection techniques used observation, documents andquestionnaires. Analysis of the data compiled in the frequency of symptoms then describedby the object under study. The results showed traders perception of the traditional marketprotection program by the City of Semarang includes not good. Poor scholarship program (BSM-SMA/SMK) originated from one of theeducational problems faced by Indonesian nation is still high dropout rates and thelow participation of the poor to education. The purpose of this program is to helpstudents from poor families to obtain educational services, as well as to lower thedropout rate. The purpose of this study is to investigate the implementation of theprogram in SMK Asshodiqiyah BSM-SMA/SMK Semarang and to investigate theimpact of the program. This type of research is a descriptive study. The researchmethod used was qualitative. Informant retrieval technique using purposivesampling technique. Data collection techniques used were interviews anddocument research penilitian Results showed that: (1) The implementation is donein accordance with the provisions contained in the program guidelines issued byKemendikbud BSM-SMA/SMK. However BSM-SMA/SMK programimplementation in the city, especially in vocational Asshodiqiyah can not be saidto be successful because the fund has not been able to improve access to educationfor the poor.
