Abstract

The increasing number of small-scale batik industry players in Pekalongan district resulted in increasing of liquid waste of production which has an impact on the decrease of environmental quality. Waste water management policy is a strategic policy in order to realize sustainable environmental development as an effort to maintain water quality, as well as to improve the quality of waste water to prevent impacts that can damage the environment. This study aims are to determine the results of government policies on waste water management and to examine the participation and compliance of small batik industry actors against local regulation no. 5 year 2014. The researcher used mixed qualitative and quantitative research methods involving philosophical assumptions and mixing the research in one study. Data collection techniques are conducted through documentation, interviews, questionnaires and then the data are analyzed with mixed models of qualitative and quantitative analysis. The program carried out by the Government is said to be successful by seeing a reduction in the level of complaints from the public regarding pollution of industrial waste and an increase in environmental quality. However, what affects the less than optimal outcome of this policy is the low level of participation and adherence of small industry players seen from participation in decision making with poor criteria and participation in implementation with poor criteria. For the development of this policy, there is a need for decisiveness from the government in its supervision program of small batik industry players as well as adherence from small-scale batik industry players to Regional Regulation No. 5 of 2014 concerning Management of Wastewater.Keywords: Policy, Management, Participation, Obedience

Abstract

Expansion of the area is the community's aspirations for progress of the region itself and how the new autonomous regions have their own authority to take care of that government control range can accelerate the process of development in the expanded area, automatically splitting is solely for the welfare of society.Conditions of public services in the area of new regional expansion remains to be improved continuously, the figure of local leaders who have the duty to lead and provide services should be the one person who has the education, as well as specific to the skills and knowledge. Expansion in one area must always be accompanied by the readiness of all components, such as society, human resources, facilities and infrastructure.This study aims to determine the cause of desire formation Lamandau District in Central Kalimantan as well as constraints and supporting the process of formation Lamandau District. In this study can be described that the process of formation Lamandau District notion derived from bureaucratic requirements and needs of the community. The legal basis used is the study of Regulation No. 129 of the 200 who now has been revised to Regulation No. 78 of 2007 on Procedures for the Establishment, Abolition and Region Merging the basis of the formation of local or regional expansion which aims to improve public services in order to accelerate the realization of public welfare . In this study is a qualitative study using a descriptive analysis of the data analysis.Suggestions that can convey the author is local government in conducting a program of formation of a new district policy, first need to prepare carefully about aspects relating to the establishment of the district such as the preparation in the areas of administration and facility infrastructures that support the creation of new districts.

Abstract

Abstract:Kudus Regency is the largest recipient of revenue sharing fund tobacco excise, in Central Java. However, the government of the Kudus Regency still having trouble in managing revenue sharing fund tobacco excise. This can be seen in the use of budget revenue sharing fund tobacco excise Kudus Regency that had suffered surplus budget from 2009 – 2013. This study used a qualitative research method, with descriptive research type. The results of these studies include, surplus budget revenue sharing fund tobacco excise Kudus Regency of the year 2009 - 2013 due to the regulatory aspects, auction factors process goods/services funded by revenue sharing fund tobacco excise, and the delay factor of revenue sharing fund tobacco excise allocation. The existence of surplus budget revenue sharing fund tobacco excise impact on the government's responsibility to manage surplus budget Kudus Regency revenue sharing fund tobacco excise in the next year. Because according to the Ministry of Finance Regulation No. 20/PMK.07/2009, surplus budget revenue sharing fund tobacco excise but not scorched into the local treasury and must be budgeted for the next fiscal year.Keywords: Fiscal Decentralization, Revenue Sharing Fund Tobacco Excise, Budget Surplus

Abstract

This study analyzed the number of industries , especially those engaged in the field of garment that are emerging and growing in Kab. Semarang industry district. The number of industrial companies that grow and flourish in the Kab. Semarang has a very large number of workers to be employed in the production process . Seeing the number of workers employed by the dominance of female labor is then raises a question , how is the company 's in the garment Kab. Semarang to employ more women than men ? , But it also impacts among female workers who work and other impacts of the presence of the industrial area . Impact on women workers and people who work in the industrial area that is able to split my time between family , community and social environment around them In this study , researchersused a qualitative approach that will generate descriptive data . This research was conducted in Semarang regency , Central Java . The data in this study was obtained through interviews , observation , and documentation . The key informant interviews were conducted by female workers who are working in PT . Unggaran Sari Garmen , exposure of the company HDR , DINSOSNAKERTRANS as the party of government regulations governing the company with its workforce and the general public . While the documentation of data obtained from personal documentation taken around the industrial area , and is equipped documentation Semarang District Central Bureau of Statistics . The company employs more women in the production process because of the reason that women workers working more thorough, diligent , diligent , deft , and it is not owned by the labor of men , . Another impact to the surrounding community is the number of people around who use land around the industrial area to trading activity , transportation activity , making boarding building for many workers and surrounding communities are employed in the garmen industry is thus indirectly also reduce the unemployment rate in the Kab. Semarang. The existence of this industry region also makes the biggest contributor to revenue in the Kab. Semarang is then in one after another in the agricultural sector . The impact of such congestion around the existing industrial area , ranging loss of customs that place is replaced by migrants make one of the negative impacts of the industrial area.

Abstract

Political socialization is a process of inculcating political orientation throughpolitical socialization agents to an individual. In the present study, these socializationagencies are independent variables (X) namely, Family (X1), School (X2) and SocialMedia (X3) which have relationship to the political orientation which is thedependent variable (Y).The purpose of this study is to know how the influence of Family, School andSocial Media on the formation of political orientation of high school students in thecity of Semarang. This research uses quantitative approach with explanatoryresearch type. The sampling procedure uses probability sampling. Data wereobtained through questionnaires containing 25 questions distributed to respondentswhere the population is high school students in Semarang, with N = 191 students.The scale used is the ordinal scale. Furthermore, in the data analysis performed withcomputer program SPSS 16.0.The results of this study are Family, School and Social Media have aninfluence on the formation of political orientation high school students in the city ofSemarang. Family (X1) with political orientation (Y) has a strong enoughrelationship with correlation coefficient 0.490; School (X2) with political orientation(Y) has a strong enough relationship with correlation coefficient 0.594; Social media(X3) with political orientation (Y) has a strong enough relationship with correlationcoefficient 0.467; And families, schools, and social media together have a significantinfluence on the formation of political orientation.Keywords: Political socialization agent, Political orientation

Abstract

ABSTRACTPolicy implementation of Bidikmisi scholarship 2010-2014 study research at the Diponegoro University and Semarang State University has the objective to investigate the implementation of the policy at the Diponegoro University and Semarang State University. The implementation is to know Bidikmisi scholarship policy implementation based on the theory of policy implementation by Donald S. Van Meter and Carl E. Van Horn with six indicators, which is standards and policy goals, resources, communications, disposition implementer, characteristics enforcement agencies, and social environment, economic and political.The method of answering the problem in this research is a qualitative deskripstif main data types are the words and actions. Sources of data obtained derived from primary data and secondary data. Search informants with purposive sampling system (making intentional) and accidental sampling (sampling by accident when he met at the study site). Collection techniques using interviews, observation, and documents.Bidikmisi scholarship policy is a policy of the central government through the Ministry of Research, Technology, and Higher Education (formerly the Ministry of Education and Culture) which refers to public and private universities to do the job. This policy has a major goal is to break the chain of poverty by providing opportunities high achieving students who have financial limitations for education in college. This policy has the same guidelines with all rules and regulations. However, in practice, Diponegoro University and Semarang State University had differences in management.Results from this study is expected to provide benefits for the government to regulate clearer to the college so that the principle such as right on target, right number, and timely of these policies can be achieved.Keywords: Implementation of Government Policy, Bidikmisi Scholarship

Abstract

This research aims to determine the government's efforts to empower farmers to utilize unutilized land for farming of medicinal plants as well as the wonted obstacles experienced . In this study researchers used qualitative research methods to the type of primary data and secondary data collection techniques used were interviews and documentation . The results showed that the unutilized land in District Dawe in 2013 mostly used by farmers to grow medicinal plants covering an area of 118 Hectaracre , which became the main commodity of medicinal plants in the Dawe subdistric is a ginger plant , kencur , and laos . Empowerment Department of Agriculture Fisheries and Forestry Kudus District can be quite successful with some obstacles . The government should conduct a review of the empowerment program and increase the number of extension , in order to more evenly in the Dawe subdistric , as well as seek to establish cooperation with the company herbal medicinal plants so that farmers can be helped in terms of marketing .Keywords : Empowering farmers, unutilized land, medicinal plants

Abstract

This study aimed to find out the implementation of the Regent Decree 50/2013on the fishermen welfare fund in Pati Regency. TheMunicipal Office of MaritimeAffairs and Fisheries of Pati Regency became the most influential institution in theimplementation of the decree.This study using implementation theory of Donald S.Van Meter and Carl E. Van Horn, especially the factors affected the implementationof a program.The study applied a qualitative approach and a descriptive researchmethod. Research data were collected by interview with concerned respondents. Therespondents from the government institution consisted of those with capacity andauthority dealing with the implementation of the Regent Decree 50/2013. Whereas,the respondents outside the government institutions were selected from leaders offishermen collective unit (KUB) as the performing agents on at the lower tiers.The study found that the implementation of the Regent Decree 50/2013 on thefishermen welfare fund in Pati Regency was still overshadowed by multipleproblems, such as invalid data recording, which led to funding misallocation. Thismisallocated funding had cause improper distribution where many fishermen did notget the fund they needed. In addition, the study also found that the amount of thefunding was inadequate to fulfill the need during bad season.

Abstract

Kismantoro sub-district is a district that has of high rates poverty inWonogiri as many as 2671 of Poor Households ( RTM ). The causative factorshigh rates of poverty in the district Kismantoro are a natural condition,productivity, and low-income communities. The aim of the research was todetermine how the government's role in solving poverty Wonogiri Regency inDistrict Kismantoro period 2011-2014, as well as to identify obstacle factors theimplementation of the Family Hope Program (PKH) in District Kismantoro.The research used a qualitative descriptive method to describe thecondition of an object of research by using the theory of the government role andthe poverty cycle theory as research guidelines.The result showed a decrease in the number of RTSM/KSM and increasedcommitment to the community in education and health. A database error,inadequate human resources companion, lack of capital for pioneering KUBE,and the low level of creativity and innovation of the PKH participant are theobstacle factors in the implementation of the CCT.The advice given to improving the quality of poverty countermeasuresprogram are the need for special program from the regional government shouldconduct an evaluation so the program could be running effectively and efficiently,as well as increased the motivation of the PKH participants to be able to take theadvantage of assistance.

Abstract

Electronic Government is the use of information and communicationtechnology that is applied and developed by the government to provide services to thecommunity. The purpose of Electronic Government is to increase the effectiveness, efficiencyand quality of government services by utilizing technology. The purpose of this study is toillustrate how the application of E-Service in an effort to improve effectively and efficientlyand to identify the driving and inhibiting factors for the implementation of E-Service in theInvestment and Integrated Services Office of One Door Kendal RegencyThe research method used uses the type of qualitative methods with a datatriangulation approach that is observation, interviews and written or archived data. Informantsin this study were the Head of Licensing and Non-Licensing Services Section and the Head ofData and Information System of the One Stop Kendal Regency Investment and IntegratedServices Office and the applicants who performed licensing services.The results showed that the electronic-based licensing service at the Office ofInvestment and Integrated Services One Door Kendal Regency is still classified in theIntegration stage. Where the Department of Investment and Integrated Services One DoorKendal Regency has used a variety of digitizing services to support services, but this has notbeen done optimally. There are 4 out of 5 types of transformation points that have not yetbeen fulfilled, including service to the community towards service by the community,traditional society towards online society, digital divide towards digital democracy anddocument-based manuals towards online governance. There are 3 factors that hinder theimplementation of E-Service in the Office of Investment and Integrated Services One DoorKendal Regency including bureaucratic structure, resources and disposition.
