Abstract

KontraS as civil society (organization) has done advocacies for Munir murder case for nine years. Any efforts have been done by using advocacy strategies such as case investigation, legal assistance, demonstration, and making opinion in mass media. But those efforts seem like hit a great wall: government's willing to handle and reveal Murnir murder case. KontraS's efforts should be continue to reveal Murnir murder case by keep the solidarity with other civil society. Then, KontraS should make issue expansion for Murnir murder case such as relating the case with human rights defender and ntelligent regulations draft to keep society to still remember for this case.Keywords: KontraS, civil society, Munir, human rights

Abstract

External-campus student organization or abbreviated ormek (organisasi mahasiswa ekstra kampus)is an important component in FISIP UNDIP which is politically condensed . As it roles as political socialization agent on the campus, making it a political role model for student.During implementation of political socialization on campus, discovered deficiency. It can be seen from negative perceptions and stigma that attached to the ormek, which is “they comes when they’re needs,and gone when they’re done”. It is very influential on course to political socialization and recognition for students of FISIP UNDIP.The purposes of this study is to determine students' perceptions of role of political socialization agent of external-campus student organizations .In order to determine students' perceptions, researcher used several indicators , such as: knowledge , acceptance statement , disclaimer , opinion , attitude , and assessment . This study used descriptive method with quantitative approach . This research object is perception of FISIP UNDIP’s students regarding external-campus student organizations as political socialization agent.The results shows there are shortcomings of student organizations as an political socialization agent, for instance due to lack of socialization activities , negative stigma and also exclusivity of ormek’s member. The students did not believe its function and role of ormek which is supposed to be political role model and as political socialization agent on campus such as, introducing students about political system on campus, organizing political discussion group or forum, and persuade students to use their right to vote on election. However, a plays as it needs to be reconsidered activities in order to restore ormek’s trust and legitimacy as a good political socialization agent and can be a good political role model for the student.

Abstract

This research was conducted to explain the results of an evaluation of the services provided by the Centerfor Social Rehabilitation Pucang Gading Semarang. Hall is structurally under Social Service of Central JavaProvince. Through this Center, patients with neglected elderly earn a decent living and get adequate treatment.In order to explain the evaluation of services that have been implemented Social Rehabilitation CenterPucang Gading semarang we used mixed methods (the methods of qualitative and quantitative methods). Subjectsin this study were Social Service of Central Java province, officials and staff of the Social Rehabilitation CenterPucang Gading Semarang, families of neglected elderlys and the public. The method of data collection was throughinterviews, observation, research documents .The results showed that the Social Rehabilitation Center Pucang Gading Semarang to perform itsobligations to provide services to people with neglected elderly, through several stages of raids stages, stages oftreatment and care, stages of return to the family. In the raid was quite intensive stages in the implementation andadministration of the districts of Central Java Province. At the stage of care and service is very good, the hallprovides the tools and infrastructure needed to support the mental development of the people and also always givemedical measures deemed necessary and providing drugs to support the health of the patient. At the stage of thereturn to the family is less effective because the general public still can not accept the presence of people withneglected elderly.

Abstract

This study was conducted to clarify the government's role in resolvingconflicts in the mining village of Galian C Kajen through the mediation process inthe case of conflict between PT BRD Banjarnegara with GMTB NGOs . It can beseen through how the cause and the beginning of the conflict, the beginning of themediation process does and the steps taken by the government in carrying out itsrole through the mediation process , as well as the end result of a process ofmediation .This study used qualitative research methods , in which the researcherscollected data written and spoken words of the research subjects and informants .Field data obtained by conducting in-depth interviews and the literature.These results indicate that the role of government through the mediationprocess is quite helpful in conflict resolution . After the mediation process is done, the conflict is reduced . Although it is said in the mediation process does notsucceed in the absence of the parties signed a document that outlines severaldispute resolution requirements . Yet when the Governor of Central Java BibitWaluyo allow mining by PT BRD , also requested that the district governmentand parliament make arrangements so that the miners do not harm theenvironment . Subsequent to the mediation , the case has not been completed todate . Of the GMTB NGOs not accept alternative provided by the mediator finallyreported the matter to the President of Indonesia Susilo Bambang Yudhoyono .The most dominant factor being the cause of the conflict is limited resources ,jurisdictional ambiguity , communication is not good and needs .

Abstract

The aim of this research is to know how much is the socio-economic impacts relocation of street vendors at the intersection of Simpang Lima and Pahlawan streets of Semarang City. This research used inferensial analysis and deskriptif percentase. To know the socio-economic impacts, it was done by interviewing and questionairring some street vendors at the intersection of Simpang Lima and Pahlawan streets of Semarang City. The result of this research showed that the social impact of the relocation of street vendors at the intersection of Simpang Lima and a Pahlawan streets of Semarang City a positive impact in terms of the social economy that is improve social relationships among traders, feasibility and convenience of business and can increase the income of street vendors. Still a constraint in terms of infrastructure and facilities

Abstract

This study was conducted to explain the results of the evaluation of Human Development Index (HDI) in Pemalang. Human Development Index is one measure of UNDP to determine the progress of development in an area especially of human development. The indicators for measuring the Human Development Index is the life expectancy index, education index and the income index. In Pemalang, the achievement that gained was 69.89% in 2010 with a ranking of 34 from all district / city in Central Java. When compared with Pekalongan District in ranking 23 and Tegal District in ranking 8, Pemalang very far behind. So the question is why the Human Development Index in Pemalang low? What the programs of increasing the Human Development Index was according to the target? Human Resources was available? Was the amount of budget also supporting?In order to explain the evaluation of Human Development Index in Pemalang, then used the evaluation method and descriptive analysis with using a quantitative approach. Where the source data obtained from secondary data sources. The coverage of analysis through a qualitative approach that aimed to relevant agencies namely Education, Health, Labor and Transmigration, Bappeda, public hospital, Economy, Doctors, Midwives and School principal.The results showed that when viewed from criteria of the Dunn evaluation, improvement programs of Human Development Index has been fairly good. Although in terms of funds allocated is also still an obstacle due to the increasing needs of the community. The low rankingof Pemalang also not free from the causes therein, the awareness factor of the community in accessing services from the government and the lack of investment development in Pemalang district. Moreover, with substantial funds in education sector reached 58%, medical of 13% and purchasing power of 7%. It showed that Pemalang District was seriously in the increase of Human Development Index. Although ranking that obtained still ranking of 34 but each year the percentage of Human Development Index showed an increasing of 67.4% in 2006 to 69.89% in 2010. This is also evidenced by the superiority of several indicators with Tegal district in education and health sector.Recommendations for this study are to develop an active standby village, improving healthcare, optimizing procurement scholarship, Packet, infrastructure and economic development, increasing local investment, and all that.

Abstract

From time to time Semarang experienced flooding and sea water overflowing. This is because in the north which also called Kota Bawah is located lower than the sea. Implementation Policy of government has tried various policies in addressing the flood and sea water overflowing through the polder system, elevating the road and installing drainage. But when it viewed from the conditions in the field that flooding and overflowing of sea water are increasingly venturing into the city, it can be said until now the problem cannot be resolved.The purpose of this study was to determine the efforts of Semarang City Government in the implementation policies and know the obstacles faced in addressing flood sea water overflowing. This research was conducted at the Department of Water Resources and Energy and Mineral Resources of Semarang. This study uses qualitative and descriptive type of analysis, while the method of data collection was conducted through interviews and observation.Based on the analysis of implementation policy by Donald S. Van meter and Carl E. Van Horn who has six indicators, namely; standards and objectives, resources, inter-organizational relationships, implementing characteristics, socio-economic and political conditions, implementers disposition yet also shows the effective and efficient results. The results of this study indicate that implementation policy of Semarang in addressing the flood and sea water overflow according to the Regional Regulation No. 14 Year 2011 about Spatial Planning of Semarang Year 2011-2031 not optimal due to the flood still happened in some parts of the city of Semarang like in Johar Market area of Semarang is always experienced flooding when the rainy season and suffered sea water overflows when the rising tide inundation that occurred in most of the area.Referring to the results of the study suggested implementation policy of Semarang Government to control the flood and sea water overflow in an integrated and sustainable thus produce a more optimal achievement.Efforts should be made by the Government such as constructing of the addition of water pumps, constructing of the addition of retention ponds and enhance cooperation with Japan International Corporate Agencies relevant parties to resolve the flood in the city of Semarang.Keywords: Implementation Policy; Floods; Sea water overflow

Abstract

This study analyzes the political strategies used by the Golkar Party in the elections of regional heads in Karanganyar. In the regional head elections in 2008, which is carried by the Golkar candidate, namely Juliyatmono-Sukismiyadi, defeat of incumbent Rina Iriani-Paryono. In 2008, incumbent is more popular and higher electability than Juliyatmono. In the regional head elections in 2013, Golkar brought back Juliyatmono and accompanied by a cadre of the Partai Keadilan Sejahtera (PKS), Rohadi Widodo. Then, how the Golkar Party's political strategy in the elections of regional heads in 2013 to be able to win the vote? Moreover, the regional head elections in 2013 no incumbent Rina Iriani figure ever beat Juliyatmono. In this study, researchers used a qualitative approach that will yield descriptive data. The research was conducted in Karanganyar. The data were obtained through observation, interviews with Juliyatmono as Chairman of the Golkar Party Regional Leadership Council and elected Regent Karanganyar, winning team, and the Golkar Party’s cadres are able to provide information, and data from the document.Political strategies used Golkar Party in the elections of regional heads Karanganyar in 2013 done in the form of the election campaign strategy, career,2mass mobilization, coalition, development and empowerment of political parties, the public, approaches and political communication. The success of this political strategy capable of winning a couple Juliyatmono-Rohadi Widodo (Yuro) with 243 168 votes. Yuro pair beat a couple Paryono-Dyah Shintawati (Pasti) who obtained 197 316 votes and partner Aris-Wagiyo (Ayo) gained 32,212 votes. Abstract

In 2011, Yoyok Riyo Sudibyo was being elected as Batang‘s Regent. He tagged ―Clean Bureaucracy and Growing Economy‖ vision in running his government for 5 years ahead. He started the 2012 by focusin on enhancing the quality of public service, infrastructure and the government accountability.Contrary, we find out there is lack of good governance in Batang‘s Regency during 2012. Some reasons are residents are being not pleased with the Government plan in developing the regency; also the government never reaches an agreement with the legislative for its own budget and masterplan. Vividly, those complicated events are becoming an obstacle for the government. Moreover the legitimation of the regent is also being questioned by his lack of ability in maintaining its own government.The purpose of the research is to understand the performance of Batang‘s Regent while running its Government during 2012.The performance evaluation indicators are taken from the Dwiyanto‘s theorem, those are: productivity, accountability, transparancy, reponsivity, and responsibility. The research is conducting by using the descriptive basis while the supporting data are analyzed qualitatively. The object‘s of the research is the Batang‘s Regent performance for the year 2012.The research concludes that the Regent‘s performance during a year is qualitatively reasonable for being marked as good. The purpose is, the optimum effort that already being given by the regent to reach its own goal—the government‘s vision. Some government supporting departments also reach a significant performance improvement during his leadership. Abstract

The recent flowering of internet has resulted in the emergence of many online siteswhich facilitates its users to seek for information and communicate on different space anddistance. The obvious evidence of this internet flowering is the emergence of many socialmedia sites such as facebook, twitter, blog, instagram, and path which attract the society tobe actively involved and use it on their everyday life. Basically, all social media have thesame function and purpose that is to be used to communicate with other people. In Indonesiaitself, the biggest social media user is ranged between age 18 until 24 and mostly iscollegian. Collegian use social media for various purposes, such as for communicationbetween friends, for consolation purpose, also for political interaction. The problem that isexamined in this research is about the involvement of the internal organization committeecollegian of FISIP Undip about the usage of social media for their political interaction.According to that, the writer aims to analyze of how collegian use social media for thepurpose of political interaction. The following result is used to answer the question about thebackground of the collegian to make political interaction in social media. Research resultshows that social media is used more to their general information exchange and as theirentertainment purpose. Social media has not yet to be the main means in conducting politicalinteraction, but rather mere to be complementary. Collegian is not yet depended on socialmedia in getting the following political action, even though it is considered quite effective onthe usage. By far, social media becomes a medium of political interaction itself. It is advisedthat collegian can be actively involved in online network and is recommended to get morebenefit from the usage of social media, so that collegian can be more serious in order toimprove the political interaction.Keywords: social media, political interaction
