Abstract

This study aims to explain the victory of the pair Ganjar Pranowo - Heru Sujatmoko (GaGah) in Pilgub jateng 2013 from the perspective of voting behavior. Is the figure or factor that determines victory party machine GaGah couple ? The research method used was a mixed method research, using depth interviews with key figures GaGah successful team. The results showed a victory GaGah couple in Pilgub jateng 2013 in because the pattern of voting behavior-oriented figure which represents the aspirations and expectations poles party (PDI-Perjuangan). PDI-Perjuangan which is the bearer party GaGah couple is a political machine that has a strong social basestructured and have a social network to the grassroots level.

Abstract

This research aims at scrutinizing the implementation of self-mass sertification (SMS) and the difficulties during its implementation in Kudus Regency in the period of 2006-2008. the researcher employes descriptive qualitative method and indept interview to collect relevant data. There are three important findings :Firstly, SMS’s procedures are much simpler, easier and cheaper tahn the conventional’s procedures; secondly, they who want to certify their land have to pay only small of money, cheaper than conventional’s procedure;  and thisrdly, the constraint of the implementation comes from its mass characteristic as well as the lack of socialization of the program.

Abstract

ABSTRACTThis research is made to explain the result of evaluation study on Collaborative Forest Management (CBFM) in Pemalang Regency in the years 2012-2014. The purposes of this policy are (1) increase prosperity, quality of life, economic capacity, and society’s social, (2) increase the role and responsibility of PT Perhutani (Persero), society of forest village, and the interested parties to forest resource management, (3) increase quality of forest resource, productivity, and forest’s security, (4) encourage and harmonize forest resource management that appropriate with regional development activity, also suitable with social dynamic condition of forest village society, and (5) create employment, increase chance of have a business, and also increase both society and state income.To explain the evaluation of implementation and the result of Collaborative Forest Management (CBFM) this research used qualitative method which focused on purposive sampling technique and snowball sampling method. The data was obtained from primary and secondary data. The methods of collecting data used were interview, documentation, and literature study.The result showed that the implementation of Collaborative Forest Management (CBFM) in Surajaya Village, Pemalang Regency, in the years 2012-2014 has worked well. The aim of this policy has achieved that proved by the high participation of farmer following PHBM’s activity, the security of forest is decrease, and maintaned ability of farmer to forest resource management. The policy has given benefit to target, for example economic needs’s farmer can be fulfilled in daily life, society can utilize land freely, capability to increase prosperity and absorption of labor. In the other hand, the implementation of this policy has obstacle in its target and the implementation. However, the government, executor institute or Perhutani, and target want to this policy to be still defended. The expectation is this policy still be continued and improved, for example in funding for PHBM activity.Keyword: policy evaluation, Collaborative Forest Management, forest conservation and empowerment

Abstract

Indonesia as a democratic country puts the supreme power on people's hands by holding elections to choose candidates for the leader. Of 269 simultaneous elections held in 2015, one of the interesting local elections are elections Rembang. Rembang’s local leader election be attractive because candidates who advanced through independent pathways emerged as the winner defeating another pair of candidates backed by the major parties.The method used is a qualitative approach to data collection techniques are in-depth interviews. Informants in this study are H. Abdul Hafidz as a candidate who won the election Rembang 2015, Pair candidates Abdul Hafidz-Bayu Andriyanto’s team, Pair candidates Hamzah Fatoni-Ridwan’s team, Pair candidates Sunarto-Kuntum Khairu Basa’s team, Regional general election commitee, Election supervisory committee.These results indicate that there are four factors that influence the election of candidates Abdul Hafiz-Bayu Andriyanto advanced through individual lines can emerge as winners beat another candidates pair who supported the major parties. First, Abdul Hafidz figure already strong in Rembang, because of its track record as a member of third period parliament and incumbent. Second, the strength of the political machine possessed, as though advancing through independent channels, but there are three political parties PPP, Nasdem, and PAN are supporting a successful team despite not officially registered at the Commission as a party supporter. Third, the strategy adopted by successful teams effective in reaching people both constituents and non-participants, provide vision and mission as well as a good program, and in addition the pair advanced through independent channels are also benefited by being able to campaign at the time of collecting evidence of support as required by the Commission before another pair of candidates can campaign. Fourth, the economic capital of the pair is superior to the other candidate pairs, economic capital is then used to make money politics given the characteristics of voters in Rembang pragmatic.Keywords : Local Leaders Election, Independent Candidates, the winning of Independent Candidates

Abstract

In 2013, the Provincial Election Commission to hold elections in SouthSumatra. In these elections, there are two candidates for the strongest candidate isa pair Herman Deru - Maphilinda Syahrial Oesman and partner Alex Noerdin -Ishak Mekki. There are several organizations surveyed stated that couples HermanDeru - Maphilinda Syahrial Oesman get the most votes, it is because AlexNoerdin leave the task as governor of South Sumatra and running for governor ofJakarta, not only that the issue of corruption by Alex Noerdin in developmenthouse athelete construction of a multipurpose building South Sumatra province.Herman Deru shook the first Regent of Ogan Komering Ulu Timur, andMaphilinda Syahrial Oesman is the wife of former South Sumatra Governorappointed by Herman Deru to accompany the elections in South Sumatra in 2013.Alex Noerdin governor of South Sumatra in the first period were runagain in the elections of South Sumatra in 2013 and is a former Regent of MusiBanyuasin for two periods, Alex Noerdin pointed Ishak Mekki as a deputy whohad served as Regent of Ogan Komering Ilir during two periods.South Sumatra at the General Election in 2013, the pair Alex Noerdinand Ishak Mekki guilty of corruption of the budget used for campaign purposes inseveral regencies / municipalities , despite experiencing negative issues and terevidence of corruption, the couple still won the elections of regional heads ofSouth Sumatra.The purpose of this study to determine the factors defeat Herman Deruand Maphilinda Syahrial Oesman. In order to strengthen and achieve theobjectives of this study, researchers used a qualitative descriptive approach.Extracting data through interviews with a successful team. Based on research,there are three theories to gain a whopping factor Herman roar and MaphilindaSyahrial Oesman that election, political strategy, figures, and successful team.Based on the research results , the researcher recommends that : doingthe sportive of competition and does not do character assassinations between thecandidates , the Commission and the Election Supervisory Committee must actdecisively against negative practices conducted by candidates , their improvementeducational background of candidates , and the candidates should be moreintroduce themselves and multiply achievements to be more widely known .

Abstract

Abstract Joko Widodo and Jusuf Kalla was one candidate for president and vice president in the last presidential election in 2014. Joko Widodo - Jusuf Kalla promoted by a coalition of several parties calling itself Koalisi Indonesia Hebat. In the las presidential election the victory obtained by this couple. But in some areas there are unique things that need to be studied more deeply. Kecamatan Pondok Melati is one of the 12 subdistricts included in the administrative map of Kota Bekasi. In the last presidential election in 2014 Kecamatan Pondok Melati be the only one in Kota Bekasi couples the ordinal number of 2 Joko Widodo - Jusuf Kalla ahead of couples the ordinal number of 1 Prabowo - Hatta. Although only a narrow lead, the number of votes of Joko Widodo - Jusuf Kalla reached 35 050 votes (50.63%) while the couples the ordinal number of 1 Prabowo - Hatta only get 34 176 (49.37%) votes. This victory did not escape from the figures and the popularity of Joko Widodo, moreover, the majority of people Kecamatan pondok melati is urban people for a living, schools, etc. in the Jakarta area. The geographical condition of the District of Pondok Melati directly adjacent to Jakarta. Another factor is coming from an external figure of a Joko Widodo. In Kecamatan Pondok Melati the mass base of the PDI Perjuangan than that in the Kecamtan Pondok Melati also have local political figures. The political machine created by local political leaders to work in total in securing the base and also get maximum results in your opponent's base.

Abstract

Regional autonomy policy authorizes the village to organize and manage administrationindependently. The authorization covers the provision of funds from the central fund balance andarea called the ADD funds in order to improve governance in the village. This research focusedto look on the achievement of results and upon exercise of ADD policy outputs in Kendal duringthe five-year period from 2008 through 2012.The methodology used in this research is descriptive method of analysis that seeks to illustratethe implementation of the ADD policies in Kendal through supporting factors and inhibiting andalso achievement in implementation. On the basis of the facts and the data field are shown toillustrate in detail and clear through the study of six evaluation criteria of effectiveness,efficiency, adequacy, equity, responsiveness and accuracy of the results obtained from in-depthinterviews with key informants.From the results obtained it turns out from year to year progress of up and down according toexperience level though disbursement activities in the village has increased in terms ofdevelopment. However, there are a number of villages that are still facing problems anddifficulties to run optimally ranging from technical issues to field problems in problematic gooduse, distribution, and usage reporting. The only perceived benefits activities that are operationaland rural development. Meanwhile empowerment activities are still lacking and far fromexpectations. ADD policy implementation in Kendal requires strategic planning and long-termactivities that can be felt by lower middle ADD’s beneficiaries.Keywords: Allocation Fund Village, Village Government, Local Government and Output.

Abstract

A political party is one of the agents in a system called democracy. The success of a party to run a democratic system we can see through the political recruitment function. PDI-P is one of the major parties in Central Java, which has a mass base a lot. Vacancy that occurs in the DPD PDIP must immediately be filled again by the political elite recruiting a new chairman to replace.             This study used a descriptive study in which the analysis here will explain an object, phenomenon, or social background terejawantahkan research objectives in narrative writing. Research location in the city of Semarang where DPD PDIP located. Vacancy in the position of chairman of DPD PDIP become a matter of considerable interest to study, vacancy that occurs during the approaching election of the Governor of Central Java raises recruitment patterns of the political elite as well as the system used in the election of the chairman of PDI struggle to fill vacant positions.             Through this study the authors tried to describe how the patterns of recruitment conducted by PDI-P to replace the Chairman of the Council, both for five-year periods as well as filling vacant positions as last occurred in 2013. Then the researchers here also to answer how the system is performed by the Chairman of the PDI PDI Struggle for the five-year period and filling vacant positions.

Abstract

Student’s as “agents of change”, in social life get a place as an elite thinker that has a function as a source of information, the source of knowledge, transfer of ideology, an indicator of national stability and political as well as agents of globalization, human rights enforcement, and democracy. The actions and activities taken by students can’t be separated from the background of the state of economic, social, cultural, family and the environment in which it is located. Political socialization also had a role in shaping the character of a students. Political socialization raises individual attitudes such as: allowing individuals to vote whether or not to vote in elections. This research was intended to understand the extent of the influence of political socialization agent’s that is: Family, Peer Group and Mass Media towards to Voting Behavior of FISIP UNDIP Student’s in the 2014 Presidential Election’s.This research uses quantitative explanatory methods. This research also studies in which the authors examine the verification is the causal relationship of the variables proposed. There are three independent variables (X), namely: the influence of family, peer group influence and the influence of the mass media to be searched influence on the dependent variable (Y) the voting behavior. Methods of data collection using the questionnaires poll then filled out by the respondent, namely FISIP UNDIP student’s many as 94 people. After data collected done then performed data analysis technique that is: multiple regression analysis, analysis of determination coefficient and hypothesis test using SPSS software.In the outcome of research found that the family, peer group and the mass media has an influence simultaneously or together 10.3% of the voting behavior of students FISIP UNDIP in the Presidential Election 2014. The influence of family, peer group and the media is positive so that if there is an increase will increase its influence on voting behavior of students FISIP UNDIP in the Presidential Election 2014. Variable families have a more significant influence than the variable peer group and mass media. Researchers are expected to further research can expand the scope of the object of study in order to obtain greater results, and can be used more and more results obtained could represent the situation of the actual conditions of society.

Abstract

In 2011, Yoyok Riyo Sudibyo was being elected as Batang‘s Regent. He tagged ―Clean Bureaucracy and Growing Economy‖ vision in running his government for 5 years ahead. He started the 2012 by focusin on enhancing the quality of public service, infrastructure and the government accountability.Contrary, we find out there is lack of good governance in Batang‘s Regency during 2012. Some reasons are residents are being not pleased with the Government plan in developing the regency; also the government never reaches an agreement with the legislative for its own budget and masterplan. Vividly, those complicated events are becoming an obstacle for the government. Moreover the legitimation of the regent is also being questioned by his lack of ability in maintaining its own government.The purpose of the research is to understand the performance of Batang‘s Regent while running its Government during 2012.The performance evaluation indicators are taken from the Dwiyanto‘s theorem, those are: productivity, accountability, transparancy, reponsivity, and responsibility. The research is conducting by using the descriptive basis while the supporting data are analyzed qualitatively. The object‘s of the research is the Batang‘s Regent performance for the year 2012.The research concludes that the Regent‘s performance during a year is qualitatively reasonable for being marked as good. The purpose is, the optimum effort that already being given by the regent to reach its own goal—the government‘s vision. Some government supporting departments also reach a significant performance improvement during his leadership.
