Abstract

 Thesis with the title " Winning Strategies Nasdem Party in the 2014 election in Central Java " is made to determine how political marketing strategy NasDem Party as a new party with the aim of winning the legislative elections in 2014 , especially in Central Java . The method used is a qualitative research model , the descriptive type . The primary data obtained through interviews with sources in this case the DPW board NasDem Party Central Java . Secondary data was obtained through literature and articles that are relevant to the research focus .The results of the study are in the preparation of the strategy to win the 2014 election , the Party Central Java NasDem refers to the strategic plan compiled from NasDem Party Center . The strategy includes strengthening and establishment of structures up to the formation of regions with output management NasDem Party in 35 districts / cities and 573 DPC level Party Village / Subdistrict . Abstract

Simpanglima function as a public space in accordance with Regulation No. 14 Year 2012Article 4 Paragraph 4 ( a) that menyebutan " means the environment " is a support facility, whichserves to maintain and develop the economic, social and cultural. Billboard itself is the object,instrument, deed and or media that shape and style manifold for introducing commercialpurposes, advocate, promote, or to draw public attention to goods, services can be seen, read orenjoyed by the public. Billboards are also a source of revenue. Simpanglima violates the rules,based on the Regulation No. 8 of 2006 on the implementation of the Mayor 's Decree No.billboards and on the determination of the layout 510.1/145 billboards in the city of Semarang.This study aims to provide Simpanglima the assumption that public space should be able torealize the convenience and aesthetic installation of billboards based on existing regulations.Government through the Department of Street Lighting and Advertising Management ( PJPR )should be able to reduce the number of billboards in the area of Simpanglima, both the CityGovernment land or private land . Abstract

Sugar development PT. GMM policy in the Tinapan Village, District Todanan, Blora is one manifestation of a policy of self-sufficiency that has been established by the Provincial Government of Central Java in 2013. Construction of sugar factory PT. GMM state located on the ground used by scouts Kwarcab Blora.2Some parties such as NGO’s Tidal protest against obscurity status of land used for the construction of a sugar factory.In this study, researchers used a qualitative method that will generate descriptive data. To obtain research purposes appropriate data sources, researchers used purposive sampling techniques to conduct interviews with BPMPP Blora, Bappeda Blora, BLH Blora, Disperindakop Blora, Scout Kwarcab Blora, Parliament Blora, Tidal NGOs, village head Tinapan, former village head Tinapan.The results showed spatial policy of development sugar factory PT. GMM by occupying government land Blora Bentolo mention that there are rules that the District Todanan a karst area of land and irrigation lines that must be traversed to get protection. Map conflicts sugar plant of PT. GMM horizontally involve NGO’s with Scout Kwarcab Tidal Blora and PT. GMM. Vertically ebb and involve NGO’s with government stakeholders such as the Office of Land and the Environment Agency Blora.Researchers recommend, in determining the development policy of the sugar factory of PT. GMM on the conformity with the Spatial area should be studied more in depth back so do not overlook the use of space in which there are land use and water is the most important issue.

Abstract

Deversity often becomes the bases for an  individual or a group to be involved into conflict vertically as well as horizontally due to the idiological or ethnic differences and the difference in perspective between one another. These differences become very fundamental in a conflict. In Indonesia, the country in many different forms ranging from religious to ethnic differences is highly vulnerable to different horizontal conflict. This study uses a qualitative research method which is descriptive in nature, which means that the most important research instrument is the researcher herself. While the object of the study is in accordance with the formulation of the problems that have been described and is focused on parties to the conflict, that is, Agom and Balinuraga villagers, and also the elites in the villages as well as the South Lampung regency administration. One of the ethnic conflicts in Indonesia is an ethnic conflict between Balinese ethnic which is settled in Balinuraga village and Lampungnese ethnic which is settled in Agom village. The two ethnic groups occupy the same territory that is in the South Lampung regency. Small conflicts grew to the largest conflict in October 2012 and resulted in loss of life. The violent conflict that took place on 27 October - 29 October 2012 as the accumulation of small conflicts that often occurred between the two ethnic groups in the study leads to a question, that is, what is really the root cause of the ethnic conflict in South Lampung regency and what efforts are taken by the government as the conflict resolution mediator. The most dominant factor in the cause of inter-ethnic conflict in South Lampung regency after doing research in the field is the lack of space interaction between different ethnic societis. Historical factors when ethnic Balinese society first arrived as transmigration in South Lampung district and placed in an uninhabited area and no native settlements ethnic makes Balinese people a very exclusive and does not mingle with the natives and other ethnicities in the district of South Lampung. South Lampung regency administration has tried well to solve the conflict by acting as a conflict mediator between ethnic Bali and Lampung. Therefore, the Local Government with indigenous organizations that have been formed as MPAL (Assembly of high Indigenous people of Lampung) and FKDM (Forum Early Awareness Society) implements development on an ongoing basis so that the interaction between inter-ethnic keeps running in South Lampung regency and goes well to eliminate prejudice from each ethnic.Keywords: Resolution, Ethnic Conflict, Mediator

Abstract

A long controversy about an ideal relationship which is required to be knitted between instrument of political infrastructure, interest group and political party in a statehood framework, has always been an actual topic. The purpose of this study to describe the general relationship between students as a interest group against the movement patterns of political parties - the regeneration system - as one element of a political infrastructure, in an effort to create a healthy political climate. For some people who support the need of a harmonious wickerwork between the two of those institution, the existence of the affiliation is actively necessity. However, Not a few among the other observers, have different opinion to respond this social phenomena. Two of the leading persons who are standing against the indication of affiliate relation which is built between the two of those institution, Julien Benda and Arief Budiman. Benda, this well-known French man assumes that ‘interest’ becomes a differentiator key of fundamental framework between the two of those institutions. As well as Benda said, Arif who is well-known in student movement over the era of 1996 reveals things in common. For Arif, the moral movement which is carried by interest group, such as student movement organization is required to be given a space when it is joggled with political movement, which becomes the main characteristic of political parties. After the long controvercy is taken place, the appearance of Kesatuan Aksi Mahasiswa Muslim Indonesia (KAMMI) and Partai Keadilan Sejahtera (PKS) in the same time and era, reformation era was not occurred without intentional element. Abstract

General election widely followed by the incumbent candidate, as it did in election disctrict regional head in Kendal at year 2011 and Batang at year 2012, in which one candidate is the wife of the regent 2 previous period and the two regents were eventually convicted of corruption . The purpose of the study was to determine the political marketing of YAKIN and BERSUSILA, and the factors that influence YAKIN victory and the factors that influence defeat bereft of BERSUSILA.This type of research is qualitative, where the information is obtained from the prospective candidates, team succession, and the voting public through interviews. Data were analyzed using qualitative analysis with content analysis approach .The results of the study are (1) that political marketing is done by YAKIN and BERSUSILA basically not much different. (a) Segmentation relatively equally YAKIN and BERSUSILA. YAKIN more than support elements of society bereft of decency. YAKIN and BERSUSILA are equally promoted by political parties PDIP. Strategies used by YAKIN and BERSUSILA to demonstrate competence and charisma themselves with education degrees and titles include religion, as well as using religious accessories. YAKIN and BERSUSILA also visited religious leaders and raise the issue of gender. Strategies YAKIN and BERSUSILA get swing voters are forming a map of the vote, a solid area, less, and will be lost, as well as form a coalition (b) YAKIN and BERSUSILA sound alike targeting at least 50 % by district with the focus of the campaigns in the villages. (c) In general, the products politics of YAKIN and BERSUSILA not much different. Common vision and mission impressed and difficult to apply. YAKIN and BERSUSILA also uses general pattern and not something new. YAKIN and BERSUSILA are equally trying to portray themselves as a couple of candidates who have a strong faith and a personal meet the requirements of Islam. They also "sell" women as regent candidate. Susi imaged as a mature woman, motherhood, and still beautiful at the age has begun to dusk. Widya and Susi have relatively similar track record to have a husband who served as regent for 2 periods and exposed cases of corruption, and is Chairman of DPC PDIP. However YAKIN regarded track record tends to support the victory than BERSUSILA of the high level of education and have experience of organizing, as well as more widely supported YAKIN mass organizations. While the fake diploma case stumbles BERSUSILA political money making track record worse. Promotion is done YAKIN relatively similar with BERSUSILA, which is much use of advertising banners and billboards . However YAKIN better able to optimize the PR compared bereft of decency. YAKIN and BERSUSILA relatively the same4during the debate, which is normal. YAKIN political costs lower BERSUSILA, though the cost of the biggest expenses is used for operational costs and the media. The number of personnel involved in the campaign well YAKIN and BERSUSILA relatively the same, have the same communication between teams, and solidity are both in implementation.YAKIN equally owned optimize social networking, as well as conduct allegedly involved in money politics. (2) Factors affecting YAKIN victories include the popularity and Mustamsikin Widya, suitability Widya - Mustamsikin pair that complements in terms of the ideology of the party and the masses, a high level of education, political party vehicles (PDI-P), the optimal use of public relations, the use of network social good, money politics, and a solid succession team. (3) Factors affecting among other defeats YAKIN and BERSUSILA Susi-Lufran less popular, Susi image decreases as fake diploma case and money politics, less optimizing PR, and less solid succession team.Suggestions research is necessary to develop a team succession campaign techniques that are creative alternatives and benefits can be felt directly by the public, so that the cost of political campaigns are not wasted. Abstract

Public services, especially health services still have a lot of obstacles and barriers mostlyon the quality of the service given. Public service organizations that have an interest in accordancewith the basic rules and procedures have been established. The paradigm emerging during the publicservices management tends to be more directive and focusing only on the interests which indicate afield fact that there is deficiency in the performance of health services in health centers (Puskesmas).Based on that fact, the need of evaluation on performance of health service in health centers is amust. Health centers as one of government agencies which play role in delivering health services tosociety must be able to meet people's satisfaction on their needs of health services.The objectives of this research are to evaluate the performance of health centers publicservices in Semarang and to find out the problems encountered also the factors supporting theirperformance there. To strengthen and achieve the objectives of this study, evaluative method isbeing used. The prosedure of data collection is by spreading questionnaire to and interviewing bothproviders and recipients of the heath services in the health centers, or in this case the visitors, healthworkers, and related agencies in Semarang Health Office. In addition, to support the completion ofthe needed information, related data and documents are also being used.The result of the research shows that from overall user satisfaction indicators of healthservices in health centers, 56.93% survey respondents stated that the services is very good, 38.57%stated that services is good, 4.63% stated that is poor and 0.14% stated that the services is not good.The result also shows that the problems encountered on the process of delivering health services inthe health centers are the lack of personnel officer and readiness, lack of facility and infrastructure,slow medical treatment, less understanding and knowledge of the visitors and lack of medicalsupplies.

Abstract

In the conduct of public services to the society, the most important thing that was supposed to take precedence in society is satisfaction in getting the service. Provision of public services in accordance with the standards of the public service is the process of excellent service to the community. Excellent service is the best service is given with emphasis on simplicity, speed, timeliness and compliance with the applicable standards to create a satisfaction to the public. The problems discussed in this research include efforts made in achieving excellent service and the factors restricting anything encountered in achieving the award of excellent service to the community at the service of the integrated permitting agency (BPPT) of Semarang City.This study uses qualitative research methods of evaluation. The focus of the study include: (1) efforts in realizing BPPT excellent service to the community, (2) inhibiting factors encountered in achieving BPPT providing excellent service to the community.Based on the results of the qualitative evaluation of the obtained research results and discussion that shows that efforts in the matter of permitting excellent service at BPPT of Semarang City there are still some obstacles. A variety of factors restricting that needs to be fixed, that is existence of the technical team was still in the service of the other departments concerned, the uncertainty of the time of the completion of permitting, infrastructure and facilities, the existence of scalpers who made the cost of licensing to be doubled, the processing of the file permission must still be out to departments related as well as incomplete files from the applicants.The process of excellent service is still far from what is expected by society. BPPT of Semarang City should have been stricter in doing the superintendence toward the scalper and get full pander in publishing of permitting so that giving services become more effective and efficient.

Abstract

ABSTRACTGoals to be achieved by this research are: 1) analyze and identify the process of obtaining a driver's license (SIM D) for Persons with Disabilities in Sidoarjo, 2) analyze and identify bottlenecks in the acquisition of a driver's license (SIM D) for the Disabled in Sidoarjo district, and 3) analyze and identify solutions to overcome barriers to government acquisition of a driver's license (SIM D) for Persons with Disabilities in Sidoarjo. The results of this study are expected to provide a foundation for further studies related to the regulatory process with disabilities in obtaining a driver's license.This is a descriptive qualitative research is to gain a clearer picture of the provision of regulatory processes with disabilities in obtaining a driver's license in Sidoarjo East Java. Technical data collection was done by using interviews and observations through the regulatory process with disabilities in obtaining a driver's license in Sidoarjo East Java. The results of the data collection so that the reduction is then performed relevant news and used as needed, then do the presentation by quoting that meet the rules of scientific writing (not the language of journalism), then do the analysis, and finally draw a statement to answer the problem.Based on the survey results revealed that: 1) The process of acquiring a driver's license (SIM D) for Persons with Disabilities in Sidoarjo relatively similar to the general driver's license, 2) barriers encountered by people with disabilities in obtaining a driver's license is the differences in perception among officers police in providing a driver's license to the applicant, and 3) the government until now has not been able to provide solutions related to the need for a driver's license for persons with disabilities. Attention of the government not to increase the knowledge, skills , independence, ability, willingness and competitiveness with disabilities. Abstract

Recruitment politics or political representation plays an important role in the political system of a country with a democratic political system. Because the process is determining the people who will carry out the functions of the country's political system through existing institutions. Therefore, the goal is reached or not a good political system depends on the quality of political recruitment. This study aims to examine the change recruitment pattern of legislative candidate partai keadilan sejahtera of post defined as open party for 2014 election in semarang city. PKS recruitment mechanism is the formation of Regional Committee of the executor legisltaif candidate recruitment, socialization, Networking legislative candidates by a cadre member in each electoral district, verification of legislative candidates, internal elections plenary meeting by the committee and the board of DPD PKS and Determination of candidates for the Board legisltaif Regional Board PKS and the National Election Commission. Recruitment pattern adopted by the PKS is a semi-open pattern for all the people who qualify can be selected as candidates of the party. The society, unable to register in person to the Prosperous Justice Party, but a cadre of each electoral district will conduct a search on its territory, in the sense that the entire community has no right to register as a candidate member legisltaif.
