Abstract

Eradicating poverty is one of the main case in Indonesian lifelihood. Sincethe independence day of Indonesia's republic. The exertions to increased life'squality and eradicating poverty always efforted by them till this recent time. Itsthroughed by PNPM urban private. Based on empowerement which has purposesas sustaiable development and can be synergized through societies withinpoverty's problem solving. This research is limited by limitation space and alsofactors which can be called as obstacle of implementation in Wonogiri regency.Particularly in Bulusulur village. This research uses descriptive qualitative bycollege data technique through interview. Its name preferencing informanpurposive sampling.The result of roll loan giving program PNPM urban private towards smalland medium enterprises in Bulusulur village, Wonogiri district, Wonogiri regencyshowed that this program was able to reached the purposes and targets throughedstandart dimension and policy's goal, implementation sources, communication,implementor agency characterictics, implementor disposition, and environmentalcondition towards sosial,economy and politics. The loan giving program has beenassisted the lowest societies in giving loan modal towards the small enterprisesand also assisted to improved the family's income. Yet in this case is still facedmany obstacles. Such as the less of loan or KSM within giving back of loan, andthere's no an available ingredients in that surrounding.Recomendation.this research is expected to be able keep along andincrease the same program, and build closer relationship between implementor,all target communities and founding the other new enterprises.Keywords : Program impelementation, Loan Revolving, Small and MediumEnterprises, Village of Bulusulur.

Abstract

AbstractThis study was conducted to explain the process of management of flats in the city of Semarang and to know the obstacles that occur in the process of managing these flats. Flats is one good program to be implemented in urban areas such as the city of Semarang. Which is the main target for the victims of natural disasters, and low-income people who do not have homes .The subjects of this study is City Planning and housing and as a manager UPTD Home Rent Flats. The method used is qualitative research methods. Researchers collected data through interviews and observation in flats and look for supporting data.From the results of research conducted in the shade DTKP UPTD Rental Homes . It can be seen that the process of managing flats starting with the opening of registration for the MBR renting flats that do not have homes , people do miss every 1 week 2 times / more , with the balance of the income factor . MBR occupying flats to rent between Rp.55.000 pay up to Rp . 110,000 per month and is based on the Decree of the Head DTKP . However, in relation to the implementation of the maintenance carried out by housing and settlement . In the system of payment of rent , there are two systems that are currently running. First , the staff UPTD came to visit residents in public housing , and Second people can immediately pay directly to the manager 's office . There are barriers that result in less than optimal management , among others , took to the field staff which is inadequate because less people and factors affecting age , weak regulatory system , triggering residents to sign and peddle copies of flats , unpredictable weather conditions and the overlap overlapping interests in the management of flats.To reduce such violations shall have full authority managers, personnel managers should be added and placed in each location flats , the need to cooperate with other agencies in order to maintain a sense of comfort for the citizens of towers , the manager should also have an attitude of firmness to prevent deviations often occur .keywords : process management , residential , flats

Abstract

Semen Gresik (SG) plans plant establishment which will be established in the District Gunem Rembang already starting to sound since 2010. Plan the location of the factory of PT Semen Gresik is located in the village of Pasucen, village and village Tegaldowen Timbrangan Suntri Village, District Gunem, Rembang. This cement plant requires an area of 900 hectares in the district and Bulu.Lahan Gunem the area needed for the procurement of raw material limestone (520 acres), clay (240 acres), factory (105 acres), road mines (15 acres), and way of production (20 acres). The land for the plant and the procurement of raw materials will be focused on the village of Pasucen, Tegaldowo, Kajar, Timbrangan, and Suntri in District Gunem. Residents of communities affected by the development are not concerned with the construction of the cement plant. For land compensation has also been declared settled by agreement between the parties with citizens that Semen Gresik land affected by construction of the plant. Harapanya for the existence of the plant to improve their economy. From these results, it appears that citizens will dibangunya happy with this cement plant. Now the task for the government to monitor, supervise that the existence of this plant does not bring harm to the people around the project. Abstract

AbstractThe essence of Forest Community Resource Management (FCRM) is giving space forest villagers to participate in the management of forest resources for the public welfare forest village. Thus of the theories that have been presented in the study show that the participation of forest villagers in FCRM have an influence on the public welfare forest villager The results of empirical tests on the effect of forest villagers participation BKPH Klumo Bangsri Jepara in Forest Community Resource Management (FCRM) on the welfare of forest villagers BKPH Klumo Bangsri Jepara shows that community participation in Forest Community Resource Management (FCRM) effect on the public welfare forest village. The results showed reject H0 and accept Ha which states "There is a significant effect influence the participation of forest villagers in the Forest Community Resource Management (FCRM) on the public welfare forest villager ". There is a positive relationship between the variables of forest villagers participation in Joint Forest Resource Management (CBFM) and the public welfare forest village included in the category of pretty or moderate and independent variables were able to explain the dependent variable of 33.8%, while the remaining 67.2% described other variables not included in this model (not examined). The coefficient of determination of test results provide meaning, that there are other independent variables that influence the public welfare forest villager.Keyword : Forest Community Resource Management (FCRM), the participation of forest villagers, and the public welfare forest villager.

Abstract

In accepting administration fund JAMKESMAS and Jampersal in basicservices year 2011, Grobogan Regency got Jampersal fund for the first phase Rp1.462.179.000,00 and second phrase Rp 1.949.572.000,00, while in 2012,Grobogan got Jampersal fund for the first phase Rp 2.375.331.000,00 and thesecond phase Rp 3.167.108.000,00.However, the infant mortality rate (IMR) had increased from year 2011amounted to 8,78 per 1.000 life birth, in 2012 amounted to 10,60 per 1.000 lifebirth, and in 2013 amounted to 14,4 per 1.000 life birth. Meanwhile, maternalmortality rate (MMR) increased significantly in year 2011 by 114,04 per 100.000life birth. This is a concern why there is no real evidence of Jampersal program.In study of Implementation of Jampersal Program, the writer uses qualitativemethod. The analysis method which is used is exploratory study based on in-depthinterviews, documents examination, and triangulation.The result of this analysis shows that Jampersal is not effective yet inreducing the infant mortality rate (IMR) in Grobogan Regency caused byinhibiting factors in implementing the Jampersal program. The inhibiting factorswhich come from the implementer are claim report problems, less effectivesocialization, poor communication in PPK, 25% funding cut in 2012, as well asthe delay in receiving fund claim. In addition, the inhibiting factors coming from2Jampersal users are people’s habit of not doing check up after child birth andexamination after baby newborn, expectant mothers’ habit of massaging theabdominal area, and the habit of using dukun beranak.Keywords: Jampersal, Program Implementation, Grobogan Regency

Abstract

ABSTRACKAccording to the law No 10 tahun 2008, the last general election in 2009 had used the reasonable open general selection system. In this system, every legislatif member candidates were given a heavy responsibility to succed winning the selection with the votting system. Work hard was necessary done to interest the society sympathy so that they ready come to the voting booth in selection day. The campaign method that was used to build image more various like Siti Rodliyah did as a midwife in Tegalsambi village the subdistrict of Tahunan the regency of Jepara. Having capital of social media as a midwife, Siti Rodliyah succed getting 3.227 voices and became the highest voive from DPP PPP Dapil 1 Jepara, her proponent party.            In this research, the type of the research used was descriptive research that has objective to describe about the situation and phenomenon systematically, factual and accurate about the facts, included the process that happened and the impact of phenomenon that existed. This research was used to find the knowledge and  information as widespread as possible based on the object of the research at the certain moment.            The result of the research showed that  the social media of Siti Rodliyah in the general election 2009 had an important role in getting her voive. Her job as a midwife made her easier famous by society and became the good opportunity to campaign getting the voice.            To keep the social media continuously is needed a hard work in order that the society feel as a served person and can meet their needs. However, it is deeply regretted if the hard effort to keep this constitution will be defeated by money politic. Therefore, every politic actors and all of involved people also have responsibility to give education in making the society smart in politic.

Abstract

AbstractVariety of changing in the Regent-election system since the introduction of the reform agenda is table to compel the stake-holders in a choise to make several adjustments to the changes. The stakeholders include the candidate who participate, the success-team, and the political parties that are used as the political vehicle for the candidate. This study focuses on the political strategies of candidates and the success of the team in a competitive election.The success of a political contestation cannot be separated from the political strategy by each party. Good political strategy must be created and compiled based on the modern concept and developments. The modern concept of political strategy has several phases that must be addressed, namely the situation analysis phase, the formulation phase, implementation phase, the phase of monitoring and evaluation. To that end, candidates, success-team, and political party must have skill in carrying out the various stage, in order to gain political support from the community effectively and efficiently. There were six pairs candidates during the election of head regional in 2011. Among those six, one independent candidate got the highest vote.This purpose of this study is to explain the political strategies used by Sri Merditomo-Karsidi in the election of head regional in Pati.The strategy was already planned very often still have to undergo a change in the implementation phase. The roles of alternative strategies are needed. Sometimes, the candidates and the success-team should be forced to be pragmatic for a political victory. Pragmatism is often becoming a determining factor for the success of a strategy. Consideration of last-minute swing voters and the band wagon effect, become the factor of motivation of the candidates and his success-team to be pragmatic. In fact, various commitments had to be ignored for the pragmatic considerations.Key Word: Regent Election, Political Strategy, Independent Partner.

Abstract

PARTAI KEADILAN SEJAHTERA (PKS) CAMPAIGN STRATEGY IN 2014LEGISLATIVE ELECTION IN BOYOLALIElection is a phenomenon that always happens in a democracy. In the elections, thepolitical parties need a plan that is prepared in an effort to win the competition with the otherparticipants and gained the most votes in the election. An accurate planning is a key requirementfor the success of political parties in achieving the goals set.The formulation problem in this research is: “How Strategy Campaign of Partai KeadilanSejahtera (PKS) Legislative Election 2014 in Boyolali?”Meanwhile, the purpose of this researchis to provide an overview of Partai Keadilan Sejahtera (PKS) legislative election strategy 2014 inBoyolali.The method of this research used qualitative, with the Chairman of DPD PKS Boyolali,General Secretary DPD PKS Boyolali, Chairman of the PKS Success Team in Boyolali, DPDPKS members in Boyolali, and DPRD PKS Council Staff in Boyolali as informants of thisresearch. While interviews and documentation used to collect the data, with the analysis ofqualitative data through the stages of data reduction, data display and conclusion.The results of this research indicate that the strategy of PKS legislative election in the2014 in Boyolali applying political strategy with political marketing approach of segmentation byselecting a particular group of people that are most likely to be influences by PKS campaignstrategy program (mapping the voters); Targeting by targeting a particular group of constituentswho are expected to achieved their voice easily; Positioning which is the strategy to instill acertain image to one or several groups of voters. In the campaign strategy, PKS has 2 campaignsconducted in Boyolali by using Media and Direct Selling.Based on the results of the election in 2014, PKS only achieved 36.042 votes or equal to 4DPRD parliament chairs and in the 2009 election PKS also only get 4 DPRD parliament chairs inBoyolali, it means the strategy that is adopted assessed stagnant. The political strategy of PKS inBoyolali is classified into a failed campaign. However, PKS should still have repaired thestrategies to face the next election.Keywords: Election, PKS, Strategy

Abstract

As a Local Government Company, PDAM Semarang Regency has an important role in supporting local revenue (PAD). In 2008-2011 the company was not able to meet its target of government local revenue due to management unhealthy. However, in 2012 the company was able to show as one of the business entities that succed to contribute to local government revenue. The issues that examined in this study is about factors that change of PDAM Semarang Regency during 2008 - 2013, efforts and incentives that being made to increase revenue and the role of local government in stimulating the enterprises improvement. This study used a qualitative research approach with case study research. This study has problems limitations that developmental of PDAM Semarang Regency in 2008 to 2013 that directly affect to company's revenue.Based on the obtained results the study indicates that improvement of PDAM Semarang Regency were influenced by various factors from both internal and external factors , such as leadership, demands of tariff adjustments, demands of improvement employee welfare, demands of society and demands of contribution to local local. Efforts that have been made by the company to increase revenue were improving quality of human resources, customer service improvement, reduction of NRW (Non-Revenue Water),increasing of SR (House Connection), and network management. While theincentives itself also comes from internal and external corporation, debtrestructuring was one of them. Semarang Regency Government also plays animportant role in development of PDAM by forming a regulatory agency,establishing regulation support of Equity Investments and supporting of tariffadjustment policy.PDAM requires to continue and to optimize its performance inimplementing service delivery to local revenue. Abstract

Steam power plant is a plant that relies on the kinetic energy of steam toproduce electricity. Power plant is an alternative solution to solve the problem ofelectricity in Indonesia. Batang power plant is one national project that goes inMP3EI (Master Plan for the Acceleration of Indonesian Economic DevelopmentEquity). Social Movement UKPWR and Go Green rejected the plan to build theBatang’s steam power plant. This study aims to analyze the anatomy of the Batang’splant cons movement of both types of movement to movement activities.This study used qualitative methods to understand and interpret the meaningof an event interaction of human behavior in specific situations according to theperspective of researches. The collection data techniques that authors use in this studyare interviews and literature.The results showed that the power plant was built near Batang RegionalMarine protected areas using land between 370 to 700 acres and to cost up to 40trillion. Being rejected by local residents who are members of social movements intoUKPWR is an abbreviation of 5 villages affected Batang’s power plant. Residentsfear the impact caused by the power plant. NGOs working in the field of environmentis Go Green also rejected the power plant construction site which they are productivelands and areas that need to be conserved.
