Abstract

Abstract:The existence of traditional market in Semarang City has weakened along the growth of the development of the modern market which is rapidly increasing. Its function as an economic generator, the Semarang City Government needs to be more responsive on the existence of traditional market as a supporter of public economic activities and revenue by increasing the retribution. On that account, the Government has made changes to the Regulation No.9/2013 on the traditional market setting replace the old regulations. This study used a qualitative research method with descriptive type. The results showed that the Semarang City Regulation No.9/2013 of Traditional Market has not been realized optimally. This can be seen in the work programs that is executed slowly and misdirected; lack of facilities and infrastructure to regulate traditional markets; lack of good HR policy implementers and the absence of guidance to the merchant; and lack of utilization technology facilities, causing services are less than optimal. Some of the above shortcomings have complained by traders which are not in accordance with the billing fees that always exceed the target realization.Keywords: Implementation, Regional Regulation, Traditional Market.

Abstract

Reformation era have been promising free and wide space in every life of the nation aspects, especially political aspect. Starting from the freedom to express political opinions to political behavior by politicians. Towards of the 2014’s legislative election in Indonesia, political agitation has occured in both the national and local levels. It also occurs in Wonogiri regency, where there is phenomenon of the moved-political-party by the legislative candidates in the case to fight the position as Wonogiri’s parliament member for 2014 to 2019.Public as the highest authority who noted as the voters in every general election has a very important role to vote the good public representatives. In fact, public now are2confronted with afield behaviors of the legislative candidates, so the trust and award for the legislature are getting lower. The phenomenon of legislative candidate’s movement in exchange nomination in Wonogiri regency had completing the problems.The goals in this thesis writing is to know how are the public perception about the moved-party’s politician by the 2014’s legislative candidates in Wonogiri regency. The type of research is quantitative descriptive.Perseption is the output from objects or informations which captured by human senses. The results of this study indicate that sufficient public attention to the phenomenon of the party moved among the legislative candidates in Wonogiri. Most of the Wonogiri’s public as the renpondents said that they assume this behavior is something that is negative and driven by personal motivation from each candidates. In addition, the belief that a majority of respondents to the public as the party moved legislative candidates in Wonogiri is in the lower level. It shows that there is a negative sentiment from public to the phenomenon of legislative candidate’s movement in Wonogiri regency.Keywords: public perception, legislative candidate’s movement, the legislative’s election.

Abstract

AbstractRevitalization is one way to maintain the old buildings that still maintained its authencitiy. Therevitalization must have positive and negative impacts. Positive impact of revitalization,among others caring for the building in oder look more beutiful, and negative impactscompromising the surrounding community. In the revitalization of the harness there must beconflict steakholder.This research, Dualism view point kepatihan revilization (Ssuryatmajan road corridor) aimsto determine the causes of differences between civil society and kepatihan office. In addition,it is also explain what efforts were made Kepatihan to handle the conflict. This research usesqualitative research methods with techniques of data collection through in-depth interviews(depth interviews) and analysis of documentation.The results showed that the social conflict in Revitalization Kepatihan Office forest happenedsince colonial times untill this time is caused by some factors. Social conflict is caused by fourfactors: differences in perception, differences in interests (economic), changes in values andrecognition of land ownership. Kepatihan has done a variety of ways to resolve and reduce theconflict, such as socialization of Revitalization, education Sultan Ground, providing supportand so on. Based on the result, this research recommends some alternatives for conflictresolution, through a collaborative approach with open communication with the public space,management of forest resources are more participatory, improving the quality of humanresources, and strengthening the management of organization.Keywords: different view, different interest, conflict resolution.

Abstract

This research aims to find out potential tourism objects which located in Blora, they are Loco Tour and Geology. Besides having a vacation there, visitors can also learn something new from each object there. Blora local Government doesn’t optimally mange these tourism objects yet, however these can be attraction to get people to come. These tourism objects are not well managed, and people don’t even realize the existence of these objects and. Therefore, this study aims to determine the best strategy in developing Blora local tourism objects, such as Loco Tour and Geological Tour as educational tours in Blora and determine government’s policy in developing tourism objects as educational tour in Blora.In this research, the researcher used qualitative approach to describe the result at the end of the research. The research was conducted in Blora, Central of Java. The data was gathered from recorded interviews and literature review. The head of Department of Transportation Tourism Culture Communication and Information Blora, was interviewed as the key informant. And the others were the employee of Loco Tour and Geology Tour, local people, and also the visitors who came to the objects as well. For the documented data, it was gathered from private documentation which took around the objects.Strategy in developing the Loco Tour and Geology as an educational tourism object in Blora based on the analysis result of SWOT has been formulated in several aspects such as exploiting educational potential on Loco Tour and Geology tourism objects, promoting educational tour, increasing awareness of local people to participate, giving information to local people about educational tourism developing program, optimizing the role of Kelompok Sadar Wisata (POKDARWIS), improving coordination among agencies in the development of educational tours, recruiting the capable employees, creating the local rules of tourism. Whereas Government policies are providing and developing facilities, increasing the human resources, promoting educational tour, and improving inter-institutional performance.

Abstract

AbstractThe hotel tax is one source of income region has considerable potential .The management of the potential of the hotel tax will certainly impact on a good contribution to local revenue itself .Business growth rapidly in the city hotel of semarang supposed to be opportunities for enhancing local income tax sector in the city of semarang .It is certainly demanding more from Dinas Pengelolaan Keuangan dan Aset Daerah can dig in and keep potential of semarang city hotel tax .This study using methods descriptive quantitative .And the data via documentation and interview .The purpose of this research to find out the plan , processes and their performance as well as the driving force behind and inhibitors of in the implementation of the tax collection hotel in order to improve its contribution to the local revenue semarang city .Data obtained used to formulate recommendations as a form of an input in the sustainability of the election the hotel tax .Results in the field showed that, to be able to explore and recognize the potential as well as the need for taxpayers to provide hotel service and get maximum results in implementing the poll tax Dpkad semarang city faced with the decision-making process not in accordance with local regulation number 3year 2011 to maintain the existence of business hotels as a source of revenue . Despite the growth of tax revenue fluctuating hotel and not contribute greatly to the PAD but the result of the withdrawal of the last five years the hotel tax Semarang city fall into the category of highly effective.In an effort to improve performance in the implementation of tax withdrawal hotel in semarang city , recommendations that can be given is: government conducts updating data periodically to investigate potential and setting target every year .In the implementation of the management of the hotel tax it needs strict supervision , not only internally supervision or the employee performance , DPKAD also have to apply strict sanctions against prospective taxpayers who disobedient , the city government of semarang must also can create a business climate conducive , by means of improved security of semarang city economy so that business and tourism being increased so that many guests and tourists staying as well as utilizing hotel facilities and services inn in semarang city .The keywords: the management of the hotel tax, local revenue, performance

Abstract

Election is one manifestation of democracy, where the principle of democracy itself is giving a voice to the people. Reality is happening in Indonesia is very much different, the results of the elections that have been held so far have not reaped considerable positive impact for the people. Indonesia is a country that is fairly consistent in holding elections, the electoral system used is proportional system, where the system is the number of seats obtained by a political party or group in accordance with the number of votes obtained from the public. Voting behavior of people in Indonesia can be categorized into several approaches, namely structural, sociological, ecological, social psychology, and rational choice. But the Indonesian people from voting as a psychological pride, such as fulfilling the obligation as citizens, confirms the identity of the group, and showed loyalty to the party. Most residents also use their voting rights based on the information that is incomplete and inaccurate, as tradition, ideology, and the image of the party. Voting behavior can be sized to describe how people make choices in elections and also can show how much the political participation of the people who do. Kelurahan Kranggan which became one of the region's economy in Semarang which cause the majority of the work was hailed by the people as a trader. In this Kranggan village also found the results of legislative elections in 2014 are unique, political party PDIP almost absolute win in this village. Based on this phenomenon the authors are interested in doing research on the behavior of selecting Kranggan community, and classify the types of voters in this Kranggan village. Research is carried out by distributing questionnaires to 100 respondents consisting of voters who have registered as voters for the legislative elections of 2014. The analysis technique used in this research is descriptive analysis, analysis and crosstab analysis frequencies.Keywords: Voting Behavior, legislative elections, political parties, candidates, Criteria, Political Participation.

Abstract

As seen by level of poverty case that has been related to dropout number in DKI Jakarta, accordingly local government of DKI Jakarta on December 2012 has released their new program called by Kartu Jakarta Pintar which is one of Personal Education Funding Aid. With this policies, the the Government of Jakarta give an access for those who can not get their education at least until Senior High School or Vocational School as DKI Jakarta citizen. The aid is fully supported by the national income of DKI Jakarta. Principally, the aim of Kartu Jakarta Pintar’s program is considered as an effort to increase the society especially students who comes from needy family to complete 12 years compulsory education in DKI Jakarta.The purpose of this research aim is to find out implementation of KJP policies in the High School and Vocational School level especially in Southern Jakarta in 2013-2014 and also to find out the obstacle and proponent factors from this policy The type of this research is descriptive research. Method of this research is qualitative and data collecting technique use interview and document analysis.The evaluation result of policies shows that: KJP policy for Senior High School and Vocational School in period 2013-2014 have not succeeded yet. In 2013-2014 this program is considered not success. Due to it was found much discrepancy between normative goal and empiric situation in society. The discrepancy happened because of obstacle in implementation of KJP. The factors that become an obstacle in KJP Program in Southern Jakarta for example : (1)the lack of human resource and financial to support KJP Program for period 2013-2014, (2) the selection process of KJP receiver base on SKTM involved some of student misunderstanding as incompetent receiver even though they already had SKTM, (3) the distribution of KJP funding in 2013-2014 sustained a delay due to there were many school still propose KJP program out of the school record and it2caused double account problems, (4) lack of observation for this program either from the school or Education Service.The writer recommend are: (1) The role of observer institute should be improve to monitor and evaluate KJP Program either from Education Service, School or even the society to minimize the distortion of this program, (2) the government needs to increase budget for KJP Program due to the necessity of education will be increase from time to time, (3) the school should be make direct observe (home visit) in order to process the data collection of KJP receiver.Key words: Policy, Evaluation, Kartu Jakarta Pintar (KJP)PENDAHULUAN

Abstract

ABSTRACTION On the implementation of legislative general election in 2014, each candidate legislature was expected to maximize his political marketing strategies alone. It was because a political party only gave directions without forming a mass of support for each candidate legislative. In semarang city, PKB experienced inconsistency of the ballot in every convention of legislative election. In 2004 , PKB got 66.337 votes of sending 6 deputy legislative  and in 2009 the ballot of PKB decreased drastically which only got 25.063 votes ( only sent 1 deputy legislative ). The inconsistency of this ballot was caused by the presence of the influence of internal conflicts the party protracted and the implementation of marketing strategy of the political less maximal. Whereas, general election in 2014, PKB experienced an increase in voting became 66.400 and sent 4 vice legislatives. That is why the statement of the problem in this research is “how are the PKB candidates’ political marketing strategies in the legislative general election 2014 espescially in Semarang city? and what are the reasons of the candidate using that political marketing strategies ?This research using qualitative method with type of the research is descriptive analytical because this research is done by interviewing and providing analysis of the ilustration of the indications and the facts in the field. So it can be seen how the strategy of political marketing conducted by legislative candidates PKB of semarang city to face legislative election in 2014.The results of this research show a model of political marketing through the socialization door to door to be one of the main strategies the successful of some legislative candidates PKB in semarang city to obtain the support of a mass. This is because through the socialization door to door, legislative candidates can interact with the society directly, give understanding and instruction to vote the ballot. Then, one of the key victory of PKB legislative candidates semarang city  in legislative general elections 2014 is marketing political by doing socialization door to door and by process of monitoring and evaluating of the successful performance of the team. The process of monitoring and evaluating this performance is in order to marketing team able to maximize the process of political marketing and they don’t move to other legislative candidate. Then, one thing that causes the failure of some legislative candidates PKB semarang city is lack of cooperation and coordination between legislative candidates and lack of the process of supervision of team success.So, it is causing the marketing political less maximal and there are differentiation in the ballot legislative candidates who are in one local election significantly. Hence, in the process of political marketing, each candidate legislature is expected to establish cooperation and coordination with other legislative candidates as well as monitoring and evaluating of the successful performance of the team routinely. The goal is in order to legislative candidates able to minimize competition between legislative candidates in internal political parties and maximize his political marketing strategies in the base of support areaKeywords       : Legislative General Election, Legislative Candidate, Political Marketing Model.

Abstract

Abstract:Plunging women into the political sphere demanding their active role in every activity in parliament. Similarly, women legislators in Parliament Semarang period of 2009-2014, they have roles and responsibilities as representatives of the people that prosper and giving a voice to the people especially those for the benefit of the group. Researchers using descriptive research method with qualitative approach, and using the method of collecting evidence through in-depth interviews, documentation, observation and triangulation. The results showed that the role of women in decision-making in Semarang City Council in the 2009-2014 period were minimal. Most of them admitted that in each meeting, the women do not dare to propose opinion or disagrees with male legislators. This because of lack of confidence and quality of women's knowledge politic itself. It can be said that women's participation in influencing a decision is passive. This was confirmed on the results of interviews which states that in every meeting women just attend and listen to the proceedings.Keywords : The Role of Women Legislators, Women Participation, Decision Making

Abstract

In 2012,the government of BanyumasRegency authorized Local Regulation No. 4 of2012 on the Master Plan for Development of E-government in Banyumas Regency.BanyumasRegency becomes the only regency in Central Java which has regulation regarding Egovernmnetand received many awards in the field of IT. For that reason, this research aims tosee what and how the action plan will be implemented over the next 5 years and how thereadiness of the government of Banyumas Regency. The method used in this paper is descriptivequalitative method. The data source obtained from the primary data, which is through interviewswith informants or key person by snowball sampling technique.Meanwhile, secondary dataderived from the data of documents, archives, and other sources related to the research.Analysistechniques used in this research is qualitative data analysis in the form of description, illustration,and drawing conclusions on the tendencyresearched.Keywords: Readiness, Regency Government, Implementation of Local Regulation, EGovernment.
