Abstract

Creative economic players in Indonesia need to be empowered because a creative economy now plays a major role in improving the welfare of society. This empowerment can be done by existing business group in the area. Joint venture group (KUBE) Citra Mandiri is one group that was formed to empower the craftsmen creative industries in the Pucang village Secang District of Magelang regency. But after KUBE Citra Mandiri established Pucang rural welfare still increasing because they found the poor and the vulnerable poor and unemployed.By this research, the writer wants to explain the role of the joint venture (KUBE) Citra Mandiri in empowering craftsmen creative industries and factors that constrain KUBE Citra Mandiri in empowering craftsmen creative industries in the Pucang village Secang district of Magelang regency.By using interviews and observations in research methods, the writer found that the role of the joint venture (KUBE) Citra Mandiri in empowering craftsmen creative industries is not maximum. Abstract

Abstract:Kudus Regency is the largest recipient of revenue sharing fund tobacco excise, in Central Java. However, the government of the Kudus Regency still having trouble in managing revenue sharing fund tobacco excise. This can be seen in the use of budget revenue sharing fund tobacco excise Kudus Regency that had suffered surplus budget from 2009 – 2013. This study used a qualitative research method, with descriptive research type. The results of these studies include, surplus budget revenue sharing fund tobacco excise Kudus Regency of the year 2009 - 2013 due to the regulatory aspects, auction factors process goods/services funded by revenue sharing fund tobacco excise, and the delay factor of revenue sharing fund tobacco excise allocation. The existence of surplus budget revenue sharing fund tobacco excise impact on the government's responsibility to manage surplus budget Kudus Regency revenue sharing fund tobacco excise in the next year. Because according to the Ministry of Finance Regulation No. 20/PMK.07/2009, surplus budget revenue sharing fund tobacco excise but not scorched into the local treasury and must be budgeted for the next fiscal year.Keywords: Fiscal Decentralization, Revenue Sharing Fund Tobacco Excise, Budget Surplus

Abstract

On the edge of public street parking retribution revenue is the source of the lack of an effective semarang.The public street parking rates based on the region regulation no. 2 on next year ' s general service retribution to be able to provide a change in the distribution of income, that the contribution of public street parking retribution revenue of semarang could increase.These problems arise when the revenue target is not based on the previous year and tended to be stagnant.To uncover problems and objective approach diskriptif m a qualitative researcher on research.The analysis is use deskriptif-kualitatif.The aim of this research is to find meaning, the goal, and the market economy and the implementation of bylaw no 2 / 2009 about 2012 general service retribution income for an increase in public street of semarang.Data obtained used to formulate recommendations as a form of implementation of parking on the road side of the public.The results of research showing that, found in the field there was a policy rate hike parkir the edge of a public road because of this constitutional amendment no. 28 / 2009 on local taxes and retribution, and habit of parking attendats that has been raising rates dilapangan.It is in use the government to raise potential revenue from parkir the edge of a public road.But worse management plus the absence of the balance between the management of parking the edge of public roads and smooth traffic maketh cabuk the weakness of the management of parking in the city of semarang.In order to increase the raise of the edge of the parking fee public streets in semarang city , recommendation that can be given is: the government should be able to recalculating the parking the earning potential of the edge of a public road , and trying to increase facilities and infrastructures to the parking area for the harmony of the .Not only that , there must be balance the management and kelancarancaran traffic with the extra such an activity related institutions , repair mechanism the flow of charges for parking and renewal in a bylaw no 1 year 2004 on the implementation of and levies public parking on the street .

Abstract

ABSTRACTThis Skription aper entitled "Political Recruitment Analyse: Studies on New MemberRecruitment of DPC PDI Perjuangan Semarang Year 2012-2013". Compiled byMuhammad Agam Ashari, NIM: 14010110130113, Social Science Program andPolitical Science under the guidance of Setiyono Budi, S. Sos, M.Pol.Admin, Ph.D.,and Dra. Rina Martini, M.Sc.Political Communication is the most important ones in every proses on sosialization of political party such as Campaign,etc. Every political party needed some of political communiation process. The research aims to determine how political communication strategy of the party, especially the Partai Demokrasi Indonesia Perjuangan (PDI-P) in the city of Semarang. In this 2014 legislative elections in the city of Semarang some unique phenomena related to the PDI-P. Semarang city has a head of government of the PDI-P but not able to win in 2009 has now managed to win with a cost that is high. PDI-P previously sizeable acquisition in 2004 sank in 2009 and now in 2014 they won an absolute. Therefore conducted research related to political communication strategies PDI-P in Semarang to mobilize voters in 2014.The research uses the theory of political communication from Maswadi Rauf, a process and activities shaping political attitudes and behavior that are integrated into a political system by using a set of symbols which means involving political messages and political actors, or associated with power, governance and government policy. Data collection techniques are observation and interviews were then processed and analyzed qualitatively. In the interview data collection conducted at PDI-P party functionaries Semarang, Legislative PDI-P Semarang, participants PDI-P Semarang.The results of this study are: (1) political communication strategy of PDI-P use strategy or method of face-to-face (2) actors who play an important role is the Chairman of the PDI-P, functionaries and party cadres, legislative candidates, and successful team of legislative candidates. (3) supporting factor is the party machine, big name party, social and political history of Semarang City community, regional cadre of behavioral effects of Semarang, Jokowi Effect. (4) Factor obstacle is lack of infrastructure, high levels of political apathy community Semarang.In doing political communication strategies PDI-P were pretty good, but in some sectors still needs to be improved is in the delivery of communication patterns. The high number of Abstentions in Semarang should be resolved with communication patterns and approaches are more varied with the aim of getting closer to the community, for example by holding a public market, the implementation of shadow puppets, and other social activities.3Expected with the implementation of the activities of the people will tend to change references and choose PDI-P.Keywords: Strategies of Political Communication, Political Party, PDI-P, legislative elections in 2014 in the city of Semarang, Semarang City Community Mobilization.

Abstract

This research is aimed at finding out the general description of resettlement program in Bengawan Solo riverbank area in Surakarta Municipality. Thegeneral description includes program background and purpose, resettlement process (from census to accountability presentation), and the resettlement committee membership. Another aim is to figure out the formation of work groups in Sangkrah and Joyosuran village and the performance of those work groups along with the government in dealing with the people who refuses to be relocated. Based on the method of data analysis, this research is qualitative and belongs to the descriptive-analytical category which aims to provide systematic, accurate, and factual on research data and its interrelation with the phenomenon being studied.Results show that people are participating in the resettlement process from the beginning (census) through the accountability presentation. The process of work group formation in Sangkrah and Joyosuran village in Surakarta Municipality is a model of deliberate participation that involves all related political entities (village chief and his/her staff, LPMK, community leaders, and the affected community). They sat together in a forum of dialog (RembugWarga) that facilitates ideas exchange, discussion, and consultation with and among the parties present. The hindrances that affect resettlement program are some part of the community that still refuses the program, the different abilities of each work group, and the limited budget set by the regional government. The attempts made by the work group along with the municipal government of Surakarta focus on persuasive approaches that put people empowerment first. These attempts were made easier by the trust of the community to the resettlement program. The result is 64% resettlement realization in Sangkrah village, and 91% resettlement realization in Joyosuran village during 2012 through 2014.Keywords: people’s partiipation, relocation, Sangkrah, Joyosuran, Surakarta

Abstract

AbstractGovernment policy to import salt in order to fulfill the national need has caused saltfarmers live in a poor condition, like the ones living in Kedungmutih village. This village hasbeen known as a hot spot area of poverty because its people, working as a fisherman and saltfarmer, only rely on salt production to fulfill their daily need. PUGAR program held in 2011 atKedungmutih village was hoped to be able to increase the salt farmers’ prosperity. This researchaims to investigate “How is the implementation of PUGAR program at Kedungmutih village,Wedung sub-district, Demak regency in 2011-2013?” and “What are the obstacles in theimplementation of PUGAR program in Kedungmutih village, Wedung sub-district, Demakregency in 2011-2013?”.The purpose of this research is to know how PUGAR program is implemented and itsobstacles when held at Kedungmutih village, Wedung sub-district, Demak regency in 2011-2013. This research used qualitative-explorative method. There were two kinds of data, theprimary data, collected from interview with the informant or key person using snowballsamplings and the secondary data, collected from documents, archives, and other sources relatedto the research. Technique of analysis used in this research was qualitative data analysisconducted in the form of description and conclusions of the researched phenomena.The result of the research showed that “PUGAR” program at Kedungmutih village heldin 2011-2013 is less optimal because there are unresolved problems. These problems are saltfarmers’ inability in applying technology in salt production, problems in marketing due to theexistence of middlemen, and salt farmers’ inability to produce the best quality salt (KW1). Therecommendations are that the Salt Farmers Assistant Team should assist salt farmers in applyingtechnology in salt farming and that it is necessary for the government to establish salt farmers’cooperative (KOGAR).Keywords: Implementation, Empowerment, Salt Farmers

Abstract

 ABSTRACTMuseum Ronggowarsito Central Java is one of the oldest museums in Semarang, Central Java. However, high potential that the museum has not obtained tourist attraction. The current number of visitors Museum Ronggowarsito Central Java has decreased continuously especially during the years 2010 - 2012. This makes the need for programs in Museum Ronggowarsito Central Java in order to raise their visit and find out what programs are carried out by the government to increase visits.This study is a qualitative research. The data source for this study is primary data obtained from interviews with sources and informants. Data analysis was performed with the interactive model analysis.Based on the results of research, Museum Ronggowarsito Central Java programs currently are not able to increase the number of tourists visiting Museum Ronggowarsito Central Java, system collection demonstration at Museum Ronggowarsito Central Java is still less representative, and Museum Ronggowarsito Central Java should increase promotional programs to increase tourist visits to the Museum of Central Java Ronggowarsito.  Keywords: years of visits, visits, program

Abstract

ABSTRACT VISIT CENTRAL JAVA PROGRAM IMPLEMENTATION IN 2013 AT CENTRAL JAVA PROVINCIAL CULTURE AND TOURISM OFFICEBy Fendhi Hermawan  Visit Central Java in 2013 designed as an attempt to become the point of cultural revival and tourism central java in Indonesia and the worlds eyes. It was an attempt to accelerate the development of culture and tourism in the province of central java. And targeting tourist visit as many twenty five million local tourist and five hundred thousand foreign tourists. Visit Central Java in 2013 aims to make tourism as a central java acceleration for sustainability development potential, economic, cultural, social, and better known by the people of Indonesia and the world. Visit Central Java in 2013 also aims to realize the vision of central java as a cultural center and a major tourist destination, both for local tourists or foreign tourists. The approach used in this research is descriptive research method with the type of research is a case study, which is an approach that reviewers directed to the case of intensive, in-depth and detailed and comprehensive. With this study means that the researchers tried to describe in detail a phenomenon or situation actually happened on the efforts undertaken by the Government of the Province of Central Java in the course of the Visit Central Java in 2013. These results indicate that the initial target has been specified in the Visit Central Java is 25,500,000 tourists. Both foreign tourists and domestic tourists are expected to visit a tourist attraction and tourism events in Central Java. With details of 25 million people local tourists and 500,000 foreign tourists. Based on these targets visit Central Java program implementation in 2013 has reached or even exceeded the initial target has been declared. In 2013 the number of visitors to various tourist attraction and tourist events as much as 29,818,752 tourists, both foreign tourists and domestic tourists. It has been shown that the initial target of 25.5 million tourists have been achieved even have exceeded the initial target. This amount consists of 29,430,609 domestic tourists as people who exceed the initial target of 25 million people. Although the initial target amount has been reached. However, for the number of visitors from foreign tourists do not reach the initial target of 500,000 people. Corporate social responsbility or abbreviated CSR is required in all the companies both private as well as the country, which in the Company Polidayaguna Perkasa who plays in different villages in the distribution Gedanganak Ungaran CSR is the model of partnership with NGOs since the beginning of 2014 until now. This study aims to determine why PT. Mighty Polidayaguna distribution model of CSR in partnership with NGOs PPP. Abstract

Semarang is the most affected by HIV (Human Immunodeficiency Virus) and AIDS (Acquired Immuno Deficiency Syndrome) in Central Java Province. High-risk practices is the one of the affect factors to get exposed to HIV and AIDS. The local government has coped the case by establishing Semarang AIDS Prevention Commission. The commission was formed in 2010, whilst during 2010 to 2013 a significant increase of HIV and AIDS number has been found. The improvement is associated with the commission’s work performance since its early years, especially to prevent the society at risk to expose to HIV and AIDS. The research is to observe the role of Semarang AIDS Prevention Commission through out 2010 to 2013 over people who are at risk to get affected by HIV and AIDS, to find out the affect factors during those years, as well as to discover how the commission’s programs relate to the prevention of the prone society. Author uses qualitative method with descriptive approach to collect data by means of observation, interview and document studies. Research is conducted in Semarang AIDS Prevention Commission with supporting interview with the policy-holders and and the parties concerned. To overcome the transmission of HIV and AIDS in Semarang, Semarang AIDS Prevention Commission carry out programs to prevent the society at risk. Programs are delivered by the members and the working groups of the commission, funded by the Regional Government Budgets (APBD) through Health Department (Dinkes) and helped by Global Fund grants. The increasing number of HIV and AIDS when the commission’s first years after being established is a good result, it gives a hint that the commission has done the job well and better by finding more cases, however, member coordinations and funds are the most hampers to running the programs.Enforcement of member coordinations and availability of funds are the key to effective and maximum conduct in preventing sociey at risk to expose to HIV and AIDS.
