Abstract

AbstractThe lack of employment opportunities available in indonesia force indonesia citizens to work abroad. Indonesia workers who work overseas are mostly people who work in the non-formal sector and have limited protection. This is evidenced by the widespread cases of violence againt migrant workers, ranging from violence, rape, until the murder and no salary fulfilled labor during certain period of time. Depart from this, research raised the theme of the role of government in the protection of migrant workers working in foreign affairs and take the province of central java as the subject of research.The researchers in the study would be profound knowledge on how governments running the protection of indonesia migrant workers overseas. Because of thet, the method is applicable in a qualitative a descriptive.Based on the results of the study on the ground, protection is done by city administration through central java by such a process started from recruitment process in which also incude data and skills training, who collaborated with a placement service PPTKI and PJTKI, they stuble when migrant workers to solve the problem, the law of a country as well as the service which guarantees to ensure the safety of hometown. And to practice extortion and oppression against migrant workers aiready pretty much reduced because the enactment of KTKLN that facilitate the collection of migrant workers.Unfortunately, in the administration issued local regulation no further to describe the UU No. 39/2004, and in the future it published the regulation further to ensure security for their labor abroad. Given the sanction can only be imposed on not more varied PJTKI or PPTKI, it’s the illegal workers who dapart through that breach similar procedures should not happen again and monitoring of governmen guarantees could be more optimal.Said the key : of indonesia migrant workers, protection, the government

Abstract

Public services is a service which provided by the government to all the community without exception. The effort to enhance public services is done with this regional cooperation, one of them in the health sector. Local governments creating a health care program called on regional health insurance ( JAMKESDA ) is guarantee for the payment of health services provided by the government. The purpose of this research is to know the implementation of cooperation between Semarang district and Salatiga city and knowing factors that hampers in JAMKESDA service performance in the city of Salatiga.As the material for know as well of the implementation of factors that hampers JAMKESDA services in the city of Salatiga then collection of data using a technique interview to interviews speakers and people who controlled the implementation of JAMKESDA services as well as the documents in the form of writing, a picture, the note, a transcript of that and so on. The qualitative descriptive analysis of type data analysis is chosen to examine the available data from many sources. From the outcome of research known that the implementation of cooperation in health JAMKESDA services between the government of the Semarang district and Salatiga City not running smoothly. There are several factors that block, among of them are JAMKESDA system which somewhat complicated, the limit budget and deficient of the coordination among employers who involved in the JAMKESDA service.

Abstract

ABSTRACTThis study analysed the leadership style of the mayor of Surakarta, namely FX Hadi Rudyatmo. FX Hadi sworn in as mayor of Surakarta on October 19, 2012 by Central Java Governor Bibit Waluyo, replace leadership of Joko Widodo who ran for governor of Jakarta. For the layman who does not know Rudy, most think the mayor Rudy is a private firm, rigid, and difficult to approach. However, it turns behind the grim stature, he is a person who is consulted by their employees. Many people are worried after Jokowi left, Surakarta city development will decrease. But the fact is the mayor Rudy able to maintain or even advance the achievement of Surakarta. There are various style of leadership, including leadership style democratic, authoritarian leadership style and free leadership style. Of several style of leadership, approaching which leadership style FX Hadi Rudyatmo in leading Surakarta?In this study, researchers used a qualitative approach that will present the descriptive data. The research was conducted in the city of Surakarta. the data in this study were obtained through interviews with goverment officials from Section Surakarta City Organization and Personel, Assistant Goverment and the Department of Health, as well as data such as document.FX Hadi Rudyatmo using a democratic leadership style that looks to put the employees who work him as the first and most important factor in running the organization’s activities. In fulfilling the role of control and social relationships, he showed participativeleadership, and in his attempt to apply the theory of human supervision where supervision was fixed according to the rules but still reasonable.

Abstract

Industrial development is not simply about the significant contributions for national economic growth , but also provide more jobs for the unemployment rate in Indonesia. Especially in Semarang, industrial development in the Semarang City hit by the problems that Perda No. 14 Tahun 2011 about to the regional landscaping plan Semarang City 2011-2031 which in it is because the management of the area set Simongan a mixture of investments from the industry and settlement be residential compound.In this research, researchers used a method of qualitative data will produce a descriptive. To obtain the purpose of research data sources in accordance, researchers using a technique purpose of sampling to do an interview with The Planning and Regional Development of Semarang City, The Office of Town Planning and Housing the Semarang City, House of Representatives of Semarang City, The Industry Simongan Semarang, Workers and People who live in the area of Simongan Semarang.The research results show that the arrangement Simongan area must be done for a long time because the area was not a Simongan the Industrial Park, designation but the area of settlement goods and services trading. See the Simongan area along the Kaligarang’s river was also considered less ideal as an industrial park for because in worried about will have an impact on a river that pollution which a brook Kaligarang be used as a source of springs in the Semarang City.The scientists, in definition the spatial planning should be on all agreement includes minorities. So it makes the spatial planning is not only the relevant authorities. Abstract

In terms of rural development, community participation is essential to increase the community’s life quality and welfare. Youth generation, as the agent of change, has major rule in the empowerment since they have pure motivation to develop their area. The Community Empowerment Program in Rural Areas (PNPM Mandiri Perdesaan/PNPM-MD) had facilitated the development program in Buluroto Area from 2009 to 2014. From that background, this undergraduate thesis discussed the research question: “How the youth in Buluroto Village participated in the Community Empowerment Program in Rural Areas (PNPM Mandiri Perdesaan/PNPM-MD)? and What were the obstacles faced by the youth during the implementation of the Community Empowerment Program in Rural Areas (PNPM Mandiri Perdesaan/PNPM-MD) in Buluroto Village?The research used descriptive-qualitative method using the samples obtained based on purposive sample method that was designed by the author and conducted by performing in-depth interview, observation, and documentation. The data were then analyzed by data reduction, data presentation, and making conclusion.The result showed that the level of youth participation in planning process, implementation, monitoring and evaluation as well as implementation of the program was low, while the youth participated well enough in maintaining the outcome of the program. The obstacles during the planning process were less dissemination from the village administration and no youth organization. During the program implementation, the obstacle was that the program was done completely by contractors so that in monitoring and evaluating process, the youth had no chance to monitor and give input related to the problems occurred during the implementation. While in maintenance stage, the obstacles were less information related to SPP and strict selection from the village administration and the implementation team. The village administration is suggested to givemore information to the youth about the development of the area, while the youth is suggested to be more proactive and care about the development in Buluroto Village.Key words: Youth, participation, empowerment.

Abstract

AbstractPolitical socialization process is a process to help individual developmentbecome social beings who can adapt well in the society, become good citizens andunderstand their rights and obligations as citizens. School is a venue for theeducational process and part of the political socialization process either directly orindirectly. The overview of process and the result the political socialization inschool, especially in SMA N 1 Purwodadi can be seen from direct politicalsocialization that occurs active learning process in the classroom and indirectpolitical socialization can be seen become a member of an organization in theschool.This research is descriptive quantitative research. The method is surveyresearch method. Survey research method is a research that takes sample fromeone population and using the questionnaire as a primary data collection tool.Based on the results of research on political socialization process inSMAN 1 Purwodadi namely through intrakurukuler activities carried out in theclassroom based civic education curricula related to political issues . In additionthrough intra also performed ekstrakurukuler activities undertaken outside theclassroom such as student council and Scout , with lectures, discussions andsimulations . The material covered is matters related to political issues . Throughboth intra and extra-curricular activities , based on the results of the countingprocess of political socialization in SMAN 1 Purwodadi with an average successrate is as follows : good senagt 37.97 percent , 39.74 percent good , good enough16.00 percent and less either 6.29 percent .In order to create a conducive atmosphere in the government , theadministration and maturation cra understanding of political thinking for theyoung generation is very important . Abstract

 Abstract Semarang District is an area that has the potential of this highly abundant water. Potential Water Resources has strategic value to be developed as shown by the development of clean water sales efforts in Semarang Regency. Utilization large will bring greater implications. Starting from the reduced flow of water for irrigation needs and the needs of the surrounding community.            Control of government becomes mandatory, as mandated by Article 33 paragraph 3 of the 1945 "Earth and water and natural resources contained in it are controlled by the state and used for - the people's welfare". In order to guarantee the fulfillment of the needs of the general public. Controls were performed include preventive and repressive control. Preventive done with legislation governing the rights perijian water uptake.From the repressive done with surface water sampling site supervision. In the implementation of government control dihadapakan on monitoring the implementation of the issues that are not in accordance with prescribed standards and are not making appropriate water licensing / even not permitted.            Recommendations are expected in the future the government is able to supervise compliance with standards and orderly in checking. Abstract

ABSTRACTIONThe numbers of raw participation number (APK) on SMU and SMK in Jakarta Capital City is high, led the Jakarta Provincial Government made a policy to deal with the issue. The policy is 12 years compulsory study program that regulated by Local Regulation (Perda) DKI Jakarta Province No.8 years 2006 about Education System. The City of Administration of East Jakarta is the top of the list among the other City of Administration in Jakarta on SMU and SMK students dropped out number issues by 1.131 students. Therefore in this research, the author will focus on 12 years compulsory study program implementation in the city administration of East Jakarta. The implementation of this program is aimed to increase raw participation number (APK) and reduce school dropout rate in the Capital Jakarta. This research use descriptive of qualitative approach and the data collection method is documentation and interviews. The subject of the research is Jakarta Provincial Education Department, Department of Education Middle East Jakarta City Administration, Section of The School District, and Secondary Education. The analysis of the implementation on this program shows that the success or failure of compulsory study 12 years program in this year really is determined by the organization of implementation and bureaucrat front line. This is due because they have a authority to execute this program and dealing directly with the target group. Apparently the program implementation has good enough achivement based on the structure and tasks of its owned, working mechanism or coordination, human resources, and all financial resources in the organization. But there are several obstacles that still hinder the achievement of the program is the lack of socialize to targets, the fund distribution delays in the beginning every single year, and also a lack of involvement of community organization in this program. The writer suggested that the obstacles that exist for this could be considered and resolved by the Government of Jakarta especially for organizations implementation. Then for the next research could do research on this program in term of overall policy evaluation of the input, the process, and the result. Password : the implementation of policy 12 years study.

This research was undertaken with the policy background Bali Ndeso Mbangun Deso the government of the province of central java. in Efforts to Realize economic development to the optimal -based society in the villages, then plays in Achieving financial assistance to the government developing village years 2009-2012 to 1776 village .The number of funds provided by provincial budget amounting to Rp 100,000,000,- (one hundred million rupiah) for the village call now. Financial aid funds this is a stimulus, just where is dedicated to increasing economic-based society (agriculture, animal husbandry, fisheries, Small and medium enterprises), as well as its use through a system of revolving. This study focused on the implementation of the in the fields of agriculture.Researchers used a method of the qualitative study that refers to the type of descriptive research on the subject of study is analytical. The parties that is concerned and is Involved in the implementation of a policy of financial assistance to the village administration of them developing years 2009-2012 provincial central java Bapermades BPMPKB pekalongan district, the village administration Sawangan, village babalan kidul, bebel village and the community. Data collection techniques through observation, interviews, documentation, the literature study and then Analyzed through a data reduction technique, presentation of the data and verification / draw any Conclusions. The result of this research Showed that the implementation of financial assistance to the village administration developing years 2009-2012 in the fields of agriculture has not produces Increased agricultural productivity Effectively, it is the absence of technical guidance about the business development of agriculture. Abstract

AbstractMohammad Hatta or Mr. Hatta is a pioneer figure of human rights movement in Indonesia. There are reasons to confirm Mr. Hatta as the pioneer figure of human rights movement in Indonesia. First, Mr. Hatta is judged as the main person to create the foundation of modern democratic constitutional nation, both in the level of values and the practice of it’s development. Second, Mr. Hatta is regarded as the pioneer of democracy. It was seen on 3rd November 1945, when the government issued a declaration signed by Mr. Hatta as the Vice President which proclaimed the creation of political parties. Therefore, that occasion underlining the nullification of the single party nation while most of political elite regarded the single party nation with Partai Nasional Indonesia was the best idea.The purpose of this research is to indentify the solution from the weakness of individualism concept in democracy so that it can be applied in Indonesia, also to identify the effectivity of democratic system, and to describe a democracy that should be applied in Indonesia. The method used in this research is literature review. There are four indicators in Mr. Hatta’s idea. i.e: Individualism vs. Collectivism, Democracy, People’s Sovereignty, and Economic System.Mohammad Hatta rejects democracy that focused on individualism, because in the later people’s development, the capitalists were the ones who can reap most benefit from it. Economic democracy contains the idea of social-economy decison making pattern by the hand of majority public.This idea is contrary to the monopolistic economical structure which progressively limit the access of majority of working-class people against the chances and economic resources. The rationality is based on the idea that full political rights can’t be obtained without full economic rights. To ensure the democratic economy governance and to ensure appropriate distribution of economic resources, political control and law enforcement, therefore it should be returned to people’s majority.In macro point of view, some of the postulations from Mr. Hatta’s exemplary manner and idea still very relevant today. People’s sovereignty and collectivism can only be done if accompanied by democratic economy.
