ABSTRACTIn the current era of reform the system of government based on absolute good governance to be applied, especially in the implementation of public services. The implementation of public services no longer aims only to meet statutory or considers administrative matters alone, but about government accountability and promote community. Implementation of good governance should be applied at the One Stop Services (OSS) which is where the licensing services ranging from application stage to the stage of issuance of documents in one place. The purpose of this study is to see how far the application of the principles of good governance in the One Stop Central Java Province. In addition, to determine the factors of success and constraints faced in the implementation of the licensing service towards good governance. This research uses descriptive quantitative and qualitative approaches. The data were obtained from questionnaires, interviews with informants, observation, and documentation. This study uses a case study approach.The conclusion of this study indicate that the quality of the services contained in UPT PTSP Central Java province has been referring to the principles of good governance. There are success factors of the background for good governance are among others the implementation of information technology-based services, the absence of charge, PTSP staff who dared to act decisively reject the fraud, and procurement licensing outlets outside the area of the city of Semarang. In addition there are also constraints encountered include the completion of licensing is not timely, the lack of availability of employees, complexity of licensing online filing, and a lack of security or back up to the front office employee. Advice can be given that is more clarified the timing of licenses, in increased numbers of employees in UPT PTSP, online licensing restyled with in facilitates and shorten, and in perkuatnya security or backing up.Keyword : Evaluation, Public Service, One Stop Services

This Reasearch discusses about how the realization of partnership that held by the City Government of Bandung and PT Telkom to build the Smart City program and any program as result from the partnership. This partnership is carried out by the Government of Bandung as a government effort to implement the principles of good governance at the local level by involving the business sector in regional development. The results showed that PT.Telkom is the one who takes a lead in the creation of programs of Smart City because of the resources they have are the most widely used than resources owned by the Government of Bandung. In regards to a form of partnership that was used is Build Operation and Transfer in the sense that PT.Telkom responsible for building facilities and infrastructures needed after creating such facilities operated and given ownership to the government as a grant, PT.Telkom was using CSR money to funded it. At the level of program implementation involves many government agencies in accordance with the program generated and therefore needs a decent supervision of the main actors of the partnership. in fact the Government of Bandung surveillance mechanism is so weak that the risk of poor performance of the program is still very possible. However this partnership has resulted programs of innovative public services as a support service improvements. It is expected that the government could improve the oversight function so that the continuity of the program can be guaranteed.Keywords: Partnership, Smart city, Public service

ABSTRACKIdologi Marhaenisme is a struggle born of a very deep process of reflection of Ir Soekarno on the condition of a nation that suffered from colonialism and capitalism a system that occurs in Region Geopolitics Indies. Marhaenisme born as an ideology that is used to change the misery with the achievement of the ideals of Socialism premises. Colonialism and Capitalism has been transformed into various forms and shapes in the life of the nation, but Marhaenisme remain as suatau means of resistance. Indonesian National Student Movement (GMNI) as a student organization, since it was first established in 1954 have pledged themselves to make Marhaenisme as an ideology of struggle. GMNI survive with all the conditions and the time of changing to remain faithful to hold fast to the teachings of Soekarno. But in the process of implementation, Marhaenisme often received criticism and questions that doubt appears logical process of Achieving Socialism. One satuya is happening in the region GMNI Semarang branch. So the authors conducted a study "Perceptions of Indonesian National Student Movement Semarang branch against Marhaenisme as Ideology Struggle". PERAN PEMERINTAH KABUPATEN KENDAL DALAM MENYELENGGARAKAN PENDIDIKAN NON FORMAL SEBAGAI UPAYA PENINGKATAN KUALITAS SUMBER DAYA MANUSIA DI KABUPATEN KENDALAFSIH LISANI DINISTI(DEPARTEMEN POLITIK DAN PEMERINTAHAN FISIP UNDIP)Abstract: The Role Of Kendal Regency Government In Organizing Non Formal Education As An Effort To Improve Quality Of Human Resources In Kendal Regency.Kendal Regency is one of the areas in Central Java province with high poverty levels. The high levels of poverty in Kendal caused by the quality of Human Resources is low. While the low quality of Human Resources in Kendal is influenced by education level of society. The education level of the community in Kendal regency is dominated by people with a category not/do not complete primary school. From that problem is need for follow-up in the fulfillment of public education throughout life. One of the efforts undertaken by the Government of Kendal is the issuance of District Regulation Kendal No. 10 of 2012 on the Management and Delivery of Education, where education in Kendal not only be done through formal education (schools), but also through non-formal education. This research focuses on the role of Kendal Regency Government in organizing non formal education as an effort to improve quality of human resources in Kendal Regency.The type of research is qualitative descriptive. Data obtained from the primary and secondary data, using purposive sampling techniques for the selecting informants. Data collection techniques used were in-depth interviews and documents study.The results showed that the role of the Government of Kendal in organizing non-formal education as an effort to improve the quality of human resources in Kendal are the organizers, meaning that the Government of Kendal is a party to arouse, encourage, facilitate, and manage ideas and activities development in the community in the field of non-formal education. Implementation of these roles are divided into three phases: preparation, implementation, and evaluation. However there are several factors that constraint, the first is financial and the second is is the human resource in this regard is the non formal education teachers.The writer given to the Kendal Regency Government and the people who follow non-formal education in Kendal. For Kendal Regency Government should provide more support on non formal education of organizing in order to become a partner level with formal education. As for the people who follow non-formal education in Kendal should be able to utilize the facilities provided by the Government of Kendal wisely, because such facilities as an opportunity to improve the quality of society.Keywords: Role of Government, Non-Formal Education, Human Resources

“Government and Community Supervision In Availability Infrastructure, Infrastructure and Public Utilities in the Holy City Housing (housing case studies Rendeng New Earth)"Act No. 1 of 2011 on Housing and Settlement Region. The settlements were comfortable and attractive place to live can be created through the provision of social facilities (fasos) and public (and public) is complete and sufficient. The provision of such facilities is absolutely necessary as a means of social interaction to create a comfortable and attractive city. Fasos and fasum is a facility that is needed by society in a residential area. The facility can be educational, health, shopping, worship, recreation and culture, sports, and other undertaken by the government and the people holy to the housing district BRB is a form of preventive measure to reduce fraud by owners of housing. Where supervision is done by the BPN, the Office of the Holy Ciptakaru and the public to minimize it so that the owner does not abide by the rules and do whatever they like uu No. 1 of 2011 on housing where good housing facilities must meet social and public facilities.This study uses a qualitative approach. The results showed Monitoring carried out by the government is not balanced. Where supervision is more emphasis on preventive supervision that is only on the mechanism of licensing. While on supervision repressive enough in enforcing the rules or policies. On the preventive supervision is mostly done through the granting of licenses. While from the public on preventive supervision, community coordinated by way of the Council at the meeting each month in an event gathering BRB housing residents. In a repressive surveillance society asks a lot of its aspirations to residential owners and do not forget to relevant agencies regarding Fasum housing and social facilitiesResearchers are aware of this research is far from perfection, the researchers then expected to develop this research with triangulation method so that the research results more accurate. Thevillage has some attractions for tourists to visit and this place is one of the existenceof an artificial reservoir named Embug Abhimanyu. Infrastructure tourism villageEramaya is still lacking such as access roads and the other public facilities are notequal.This type of this research is qualitative descriptive, which is intended toprovide a systematic description of the object studied. Source of data derived fromprimary data and secondary data. Determination of informants by using purposivesampling that peoples involved in the tourist village development. The collection ofdata, researchers use two (2) methods, the method are interview and literature study.The results showed that the government already has several programs todevelop Eramaya touristic village. The program is included to increase the quality ofHuman Resources (HR) Group of the tourism awareness Eramaya. Constraints facedby the government is the availability of a budget that is owned by the government aswell as the quality of community resources is still low.In implementing the program the government will work with thecommunity through a conscious group Eramaya travel. Government continues toattempt to hold the third person in the development of rural tourism however untilnow there is no private sector can join.Advice to the government is doing capital assistance in the improvement offacilities and infrastructure.Keywords: Tourism Village, Village Tourism Development, Partnership

ABSTRACTIONThis research is done to know perception from the participants Keluarga Harapan Program (PKH) at Kemurang Kulon Village, Tanjung, Brebes 2015 toward program’s benefits. Through understanding the knowledge of program’s benefits, opinions about Keluarga Harapan Program, and evaluation of the Keluarga Harapan Program. This study used a uantitative approach with quantitative descriptive type. These data were obtained through a questionnaire toward the population of Participants Keluarga Harapan Program 2015. Respondents were selected by proportional stratified random sampling technique of proportional calculation with total number of 79 respondents. Furthermore, the data analysis was performed by using SPSS 17.0.The resuls of study showed that the majority of the respondents are giving the perception about Program’s Benefits in sufficient category. The problem that arises is how people, especially swing voters,addressing the concert? Is Konser Salam Dua Jari able to provide its own sign or just ends upbeing a regular music concert? Is Konser Salam Dua Jari can explain to what extent the bargainingposition of music in the 2014 presidential election?The aim of research is to explain the position of Konser Salam Dua Jari in the eyes offloating voters and explain the position of music in 2014 presidential election. Where an effort toaddress concerns and objectives of research will be done by using the theory of Simulacra thatfocuses on practical sign to build a simulation.This research is a descriptive research which uses a qualitative approach. This researchusing critical discourse analysis approach by Pecheux. The analytical method used is theframework discourse which Sara Mills proposed by observing the position of the subject-objectposition and their reader-writer position.The results showed that Konser Salam Dua Jari able to give a sign of the magnitude ofpublic support to Jokowi. This means also that Konser Salam Dua Jari is not only a regular musicconcert, it is also supported by news in various online media. ABSTRACTStudy of the role of Central Java Information Commissions in encouragingdisclosure of information in Central Java, has purpose to explain the role ofCentral Java Information Commission in encouraging disclosure of informastionas on UU KIP and Additionally described obstacle and proponent factors KI rolein encouraging the achievement of a disclosure in central Java province.In the implementation of the study authors using agency theory, agencytheory which describes the relationship between the donor authority / principal(KI Prov Central Java) to those who run errands / agent (public board) bound bythe Nexus of Contract. This study used qualitative methods, with data collectiontechniques such as interviews as the primary data and documents as secondarydata. In determining the informants using purposive sampling technique, in whichmembers of KI Central Java Province as an informant.In carrying out its role KI Prov Central Java continue to emphasize to thepublic board that is to have a professional Official Information andDocumentation (PPID), where PPID is the people who are assigned specifically tobe PPID instead of an employee that already exist given the dual position intoPPID, found also the group that uses the public information for his own benefit sothat people can not get the necessary information, and also the elements PPIDconducting information asymmetry, where PPID is not doing a deal that is setexample is PPID non-reporting services annual information and does not provideinformation on people for no apparent reason.Finally, although in encouraging disclosure of information in Central JavaKI got a lot of obstacles, but KI continues to strive as much as possible, one ofthem by utilizing the existing civil society so that they continue to force publicbodies to be more transparent.
