Abstract

This study aims to describe community participation in community-based waste management at Tri Guyub Rukun Waste Bank, which includes background participation, forms of participation and level of participation. In addition, to see how the factors that encourage and hinder community participation in waste management. The research method used in this study is a combination of qualitative and quantitative descriptive. The informants of this study were administrators and customers of the waste bank.The results of the study showed that the background of the community participated, namely the socialization of the waste bank management, local village government support, and individual motivation. The form of participation that was carried out included the participation of thought, energy, skills and goods, while participation in the form of money was not found. Community participation in Tri Guyub Rukun Garbage Bank for external matters according to Arstein is at the degree of citizen power level, while for things that are internal at the level of non participation. Factors that encourage the existence of norms (norms), trust (trust) and network (network). The inhibiting factors are infrastructure, time, communication, stakeholders, distance, and unexpected agenda.Suggestions from this study are that Tri Guyub Rukun Waste Bank administrators increase the number of field officers, make neat transportation schedules, make permanent shelter posts and not too far away, improve waste segregation socialization, provide incentives for customers who contribute greatly, provide training in making cycle goods repeat from waste, create smooth communication, and build public opinion related to the planning of waste management programs.Keywords: Community Participation, Waste Management, Community

Abstract

Regional autonomy is an authority that is given to autonomous regions to regulate and manage government affairs and the interests of the local community according to the aspirations of the community to increase the usability and also the results for the administration of government in the context of service to the community and implementation of legislation. But in the implementation of regional autonomy, not all regions can develop rapidly, so that there are several regions classified as still lagging behind. One of them is Banjarnegara Regency. To relinquish its status as a disadvantaged area, the Regency has carried out various development activities and infrastructures. So that in 2010 Banjarnegara District succeeded regardless of the status of underdeveloped regions. After being detached from the status of underdeveloped regions, until now Banjarnegara Regency is still continuing to carry out various development activities to strengthen the economy of the community. Ideal development must be fair and equitable. But in practice, infrastructure development in Banjarnegara Regency has not been evenly distributed. For this reason, this study will discuss the inequality of regional infrastructure development, especially road / bridge infrastructure, irrigation networks and markets. And its impact on people's welfare. The results of this study, the inequality of regional infrastructure development is because the existing development is only focused on the urban area. Abstract

The religious sentiment that occurred at the end of 2017 seemed to have an impact on the political dynamics in Indonesia, and continued in the next political year, one of which was the party of democracy in Central Java. At that time the 2018 Central Java Pilgub was motivated by a political map that tended to be nationalist-religious and scrambled for votes among the Muslim community. Santri is one of the elements of the Muslim social class. Bothsides are from among the santri, namely Taj Yasin and Ida Fauziyah. The researchers were trying todo research on santri and were aiming to determine the level of participation and voting behavior of santri in Demak Regency in the 2018 Central Java’s governor election. This study used a quantitative method with a descriptive type of research.. The research was located in Demak Regency with cluster random sampling technique to determine the samples, and 96 respondents were taken as samples. Then the research data collection uses a questionnaire and literature study instrument. The results showed that the level of participation of santri in Demak Regency in the 2018 Central Java election was low. Abstentions are still high. Then psychologically the santri in Demak Regency are mostly classified as the "negative partisans" type of voters, that is, there is a negative correlation between feeling like the party and the candidates they choose in the 2018 Central Java governor election. Abstract

The study of innovation is a requirement not only for private but also public organizations. The pattern of recruitment of leadership in the region through general elections, provides opportunities for various groups to provide ideas through work programs offered to the people. One of the leaders who was able to change the face of the region through policy innovation was Ridwan Kamil. This study aims to know how the leadership pattern of Ridwan Kamil was carried out so can produce policy innovation. The method of this research is qualitative method with data collection through interviews, documentation and observation. The results of this study indicate that there are three main forms of innovation in the leadership of Ridwan Kamil, those are Bandung Smart City, the Development Innovation and Regional Empowerment Program (PIPPK) and Relocation of Stree Vendors. The success of these innovations can not be separated from the role of Ridwan Kamil as Mayor of Bandung who is able to implement adaptive leadership steps based on four parameters, namely directing subordinates to the new environment, leading with empathy, learning throght self corrections and being able to create win win solutions. Problems related to the agent structure and accountability that are generally faced by political leaders are able to be utilized by Ridwan Kamil to produce innovative policies in Bandung because of their dynamic. Abstract

This research was conducted to explain the efforts of the regional government in increasing regional budget transparency in the city of Semarang. This study uses a qualitative-descriptive research methodology because this research describes phenomena relating to current and experienced situations, attitudes and views that are present at the moment, the relationship between variables contradicts two or more conditions, the effect on a condition, and the difference between facts. This study is conducted by asking for information to the primary subject, namely the source and the main informant and the secondary subject, as an additional source of data in strengthening the data. The data then explains the efforts made by the Semarang City Government in increasing regional budget transparency as basic services as a condition for implementing good good governance with the principle of public information disclosure. The results of the study show that the Semarang city government always strives for improvements to increase budget transparency to the public. The Relationship of Budget Transparency with Public Information Openness, encourages the government to establish a legal basis regarding the guidelines for managing public information and documentation within the Semarang city government. In addition, it also explains the authority, problems, supporting and inhibiting factors, efforts, achievements and reforms, support for superiors, and relations between institutions in all ways to improve regional budget transparency. In the future, the Semarang city government needs to optimally and consistently improve regional budget transparency. Bringing up new innovations and fostering civil apparatus so that it becomes the best governance process and results. Abstract

This research was conducted with background of the government policy of Purworejo District through the Agrieculture Food Marine and Fisheries service. In the effort to realize the empowerment of Kaligesing goat Farmers in Purworejo District, policies were realized and efforts from government for benefits of Kaligesing goat farmers that spread around Purworejo District and incorporated in livestock farmers group of Kaligesing goat farmers. This study research focused on implementing livestock field. This research is using qualitative research methods that refer to the descriptive type. This research subject isthe parties that involved in the implementation of the policy to Kaligesing goat farmers that incorporated in the Kaligesing goat livestock group including agriculture food marine and fisheries service of Purworejo District. The technique of collecting data through observation , interviews, documentation, literature and then analyzed through data reduction techniques, data presentation and verification/draw conclusions. The results of this study indicate that the implementation support to the farmer groups of Kaligesing goats has not been maximized in increasing livestock productivity effectively, that matter because of the difficulty to change the mindset of the farmers and lack of guidance due to technical development of livestock business. To improve the policy, of course there should be complements both administratively and technically. The number of abstention is still high. Moreover, the behavior of selecting santri in Demak Regency in the 2018 Central Java’s governor election tended to be rational, most of them made their choices based on the candidate's vision and mission, performance, and track record. There were no influence of money politics on their political attitudes. Abstract

This research was conducted to see the effect of Dalihan Na Tolu Batak customary values on the Regional Head Election by taking the location in Tarutung District, North Tapanuli Regency. The kinship system in Batak people is still very strong with Dalihan Na Tolu which includes Hula-Hula, Dongan Tubu, and Boru. The research method used is a quantitative method with an explanatory descriptive approach that explains the relationship between independent and bound variables from the research theme, namely explaining the position of the variables Hula-Hula, Dongan Tubu, Boru, and preference choosing and the relationship between variables one with other variables. The data is then processed using regression analysis techniques. To obtain data, the authors conducted data collection through a questionnaire where the population was 42.125 people in Tarutung Subdistrict. Questionnaires were distributed to the community through the determination of samples carried out by a simple random sampling method of 400 people. The results of the study can be concluded that there is a significant influence between Hula-Hula (X1) and preference choosing (Y), then there is the influence of Dongan Tubu (X2) with preference choosing (Y) and the influence of Boru (X3) on preference choosing (Y). The magnitude of the influence given by the variables Hula-Hula, Dongan Tubu, and Boru simultaneously on preference to choose is 35,3%. This means that 35,5% of the preference factors for choosing people in Tarutung Subdistrict in the Election of Regent and Deputy Regent of North Tapanuli Regency in 2018 were due to contributions from the variables Hula-Hula, Dongan Tubu, and Boru. Abstract

This research was conducted to explain the efforts of the Semarang City Government in relation to policy evaluation regarding the revitalization of the Kalisari Flower Market. The research on "Evaluating the Implementation of Government Policy on the Revitalization of Kalisari Flower Market" with a Case Study in Kalisari Flower Market in Semarang City uses Qualitative research methods with a descriptive approach to find out what is the direct impact of Kalisari Flower Market Revitalization as a monitoring and evaluation process, and find further solutions to the problems faced after revitalization. The results of the research show that the local government of Semarang City always strives to provide a policy solution for the community, especially the object of policy, namely the traders in Kalisari Flower Market as a form of evaluation of the previous policy of Kalisari Flower Market Revitalization. The effort was proven in the Kalisari Phase III Flower Market Development plan, namely the addition of a Canopy on the back side which later served as a land for craftsmen to carry out flower arrangement activities so that flower arrangement activities were no longer in the sidewalk area so that the comfort of the sidewalk users or foot guarantee.Keywords: Efforts, Policy, Evaluation, Revitalization, Public Facilities

Abstract

After the passage of the law on women's representation in political parties caused women to enter politics. This makes political parties with the incessant recruitment of women to fulfill the Legislative Election Law which requires 30% representation of women in the General Election process. So that the results of the Pematangsiantar City Legislative Election in 2014 achieved success and improvement in the Candidates applying for the 2009 Legislative Election and Female Candidates who won Pileg as many as 7 people while the 2019 Pileg as many as 3 of the Many Candidates applying to make candidates who succeeded in holding positions became a member of the Pematangsiantar City DPRD for the period 2014-2019. However, the issue in the midst of the Batak Toba patriarchal system that impedes the process of selecting women to enter the world of politics is still an obstacle for women to be reluctant to enter politics, so that people always perceive that politics is a world of men and women should be in the region domestic so that women are always seen as the second person after men, The discussion of this study explains (1) women's political strategy by female candidates in winning the 2014 legislative election pematangsiantar city, (2) to explain things that are a barrier to women in the domination of the Toba Batak Patriarchy. (3) To find out the views of the Batak Toba patriarchal community regarding the representation of women in legislative elections and the influence of the domination of the Batak Toba patriarchy itself.Keywords: Strategy, Politics, Women, and the Patriarchal System.
