There is a policy strategy from the Jepara Regency Government to help solve three classic problems that often hit MSMEs, namely market access, capital, and technology which have often been discussed at seminars or conferences. So that this study aims to analyze the government's strategy in the development of MSMEs and describe government obstacles in the implementation of MSME development strategies in Jepara District. For this reason, the author analyzes using the model theory and dimensions of Muhammad Suwarsono's governance strategy, as well as the theory of the government's role in developing MSMEs by Gede Diva. The results of this study are what are the strategies carried out by the Jepara District Government in developing MSMEs, as well as obstacles in the implementation of MSME development strategies in Jepara Regency.This study used descriptive qualitative method. This type of descriptive research is a problem solving procedure that is examined by describing the subject / object of research in accordance with the facts and about an ongoing process in the field. In obtaining data, researchers conducted interviews with the Office of Cooperative and Small and Medium Enterprises and Transmigration, and MSME actors. The results of the research that has been carried out are that the strategy is incremental (always increasing) aimed at pursuing high economic growth, employment, increasing competitiveness and poverty reduction and including developing environmentally friendly businesses. As well as the obstacles experienced are lack of human resources, budget, facilities and infrastructure.Suggestions from the authors for the Jepara Regency Government especially the UKM Cooperative and Transmigration Office are to increase the budget for the implementation of MSME development strategies and to add personnel or members of the SME Cooperative and Transmigration Cooperative Office field especially in the SME Sector so that the strategy can be maximized.Keywords: Jepara MSMEs, development strategies, business people, strategy implementation

The problem of poverty in Indonesia is a social problem that is relevant forcontinuous review and a solution is sought. Symptoms of poverty are increasing in line with the multidimensional crisis faced by Indonesia. Empowerment of village communities is an alternative in reducing poverty. In the Empowerment Program, cooperation from all stakeholders from the government, private sector and other institutions is needed. Private sector is obliged to contribute to the environment. Through the Corporate Social Responsibility Program, one of them is through community empowerment. One of the factors that support the success or failure of an empowerment program is social capital, with good social capital, undoubtedly the goal of empowermentcan be easily achieved. PT. Indonesia Power has conducted its Corporate SocialResponsibility program in Kampung Alam Malon through the Sentra Batik VillageProgram.In this study carried out using a descriptive qualitative research approach.Qualitative methods are used by the author to assess the image produced from the CSRactivities program. This study focuses on community empowerment activities run bycompanies, namely CSR programs aimed at contributing to society and the environmentand improving the economy and the welfare of the community.The results of this study found that the empowerment program was not maximalin the welfare of the community because of the lack of the role of social capital bridgingand social capital linking in the implementation of empowerment programs. this resultedin a high level of public interest in the beginning of the program along with theempowerment program.Key Word : Community Empowerment, Corporate Social Responsibility, SocialCapital

Korupsi merupakan kejahatan extra ordinary crime yang masih menghantui Indonesia. Berdasarkan Corruption Perception Index (CPI) yang dirilis oleh Transparency International, sejak era reformasi kenaikan nilai CPI Indonesia tidak begitu signifikan. Komisi Pemberantasan Korupsi (KPK) merupakan lembaga penunjang negara yang memiliki fungsi pemberantasan korupsi. Akan tetapi pemberantasan korupsi tidak akan berjalan dengan baik jika tugas tersebut hanya dibebankan kepada KPK. Korupsi merupakan kejahatan sistematis sehingga penanganannya butuh strategi yang komperhensif dan jangka panjang. Selain itu keterlibatan semua elemen masyarakat menjadi sangat penting dalam memerangi korupsi di sebuah negara. Penelitian ini menjelaskan kemitraan KPK dan ICW sebagai Civil Society Organization (CSO) dalam penguatan gerakan antikorupsi dan civil society lokal tahun 2016-2017 dan menjelakan hasil edari kemitraan antara kedua belah pihak. Metode peneltian yang digunakan adalah kualitatif deskriptif yang dijelaskan dengan kata-kata, kalimat dari hasil wawancara dan dokumen resmi yang mendukung penelitian ini dan bertujuan menerangkan dan mengumpulkan fakta-fakta yang diteliti.Kata Kunci : Kemitraan, KPK, ICW, Pemberdayaan Masyarakat Antikorupsi

Rendahnya keterwakilan perempuan di bidang politik membuat tidak terpenuhinya kepentingan-kepentingan perempuan. Di Indonesia tuntutan akan kesetaraan gender dalam berpolitik baru dapat terrealisasi pada pemilu 2004.Dengan adanya Afirmative action merupakan jaminan bahwa perempuan untuk dapat lebih bersaing dengan politisi laki-laki dalam hal pencalonan legislatif. Affirmative action ini juga mendorong partai politik untuk lebih giat dalam rekrutmen calon anggotanya legislatifnya khususnya pada calon legislatif perempuan. Tidak semua partai politik mendukung kebijakan ini dikarnakan kentalnya budaya patriarki dan sedikitnya kader perempuan serta sulitnya mendapatkan seorang calon lislatif perempuan yang berkualitas. Untuk memenuhi kuota 30% Perempuan banyak partai politik yang asal-asalan dalam merekrut calon anggota legislatif perempuan dan calon perempuan tersebut di berikan pada nomor urut besar sehingga memperkecil peluang keterpilihan calon perempuan tersebut. PDI Perjuangan sangatlah mendukung kebijakan affirmative ini kana menilai bahawa kebijakan ini meupakan suatu langkah maju untuk perempuan agar lebih mengerti politik, agar bisa memperjuangkan kepentingan perempuan sehingga terciptanya kesetaraan gender.Dari hasil penelitian bahwa pola rekrutmen calon anggota legislatif perempuan melalui dua jalur yaitu. Pertama inisiatif pribadi perempuan tersebut untuk ikut bergabung dan berjuang bersama parati untuk kepentingan perempuan hal ini memiliki keunggulan dalam jumlah calon anggota legislatif tetapi memiliki kelemahan yaitu tidak diketahuinya seberapa kwalitas dan wawasan calon anggota legislaif tersebut dan Kedua Pengrus terjun langsung kemasyarakat untuk mencari calon anggota perempuan yang memiliki integritas dan kwalitas yang unggul, cara ini memiliki keunggulan bahwa calon legislatif perempuan memiliki kwalitas dan wawasan yang mumpuni tetapi memiliki kelemahan jumlah yang sedikit dan membutuhkan usaha lebih keras untuk memenuhinya.PDI Perjuangan memiliki cukup banyak kader baik kader laki-laki maupun perempuan, masing-masing dari mareka memiliki kesempatan yang sama untuk menjadi calon legisaltif dari PDI Perjuangan. Pada tahapan seleksi pencalonan ini tidak ada peraturan yang mengistimewakan antara laki-laki dengan perempuan karena bagi PDI Pejuangan baik kader laki-llaki maupun perempuan adalah sama dan memiliki hak serta kwajiban yang sama pula. Untuk menjadi Seorang calon legislated seorang kader harus mengikuti tiga tahapan seleksi yaitu tahapan penjaringan, tahapan penyaringan dan tahapan penetapan.Kata Kunci : Pemilu, Rekrutmen dan affirmative action

Penggunaan media sosial dalam gerakan tolak pendirian pabriksemen di Kabupaten Rembang menarik untuk di kaji. Hal ini tidak terlepas daribeberapa penelitian terkait gerakan tolak pabrik semen di Kabupaten Rembanghanya berfokus pada resolusi konflik dan dinamika konflik yang terjadi, sehinggaterdapat celah bagi peneliti untuk melakukan penelitian terkait media sosial dangerakan sosial tolak pendirian pabrik semen di Kabupaten Rembang dengan tujuan untuk mengetahui bagaimana advokasi melalui media sosial memperkuat gerakan masyarakat kendeng penolak pendirian pabrik semen di Kabupaten Rembang.Metodologi penelitian dalam penelitian ini menggunakan pendekatankualitatif dengan strategi penelitian studi kasus dan penelitian lapangan tahun2019. Dalam pengumpulan data metode yang digunakan yaitu observasi,wawancara sebagai data primer dan telaah dokumen sebagai data sekunder.Kemudian hasil pengumpulan data di analisis menggunakan tiga metode yaitureduksi data, penyajian data dan penarikan kesimpulan.Hasil dari penelitian ini menjelaskan bahwa penggunaan media sosial dalamgerakan tolak pabrik semen di Kabupaten Rembang merupakan sebuah instrumen dimana intensitas penggunaanya tergantung dari tingkat intensitas gerakan offline.Beberapa literature cenderung lebih dominan terkait penggunaan media sosialdalam gerakan sosial merupakan gerakan pendukung utama ataupun kehadirannyatergantung dari kekuatan media arus utama dan kekuatan politik pendukung. Akan tetapi penelitian ini memiliki sudut pandang lain dengan pendekatan gerakan Offline, pendekatan online, dan pendekatan perilaku pelaku gerakan menghasilakan sebuah pendekatan baru yang menyatakan bahwa penggunaan media sosialmerupakan sebuah instrumen yang intensitasnya di pengaruhi oleh gerakan offline.Kata kunci : Gerakan Sosial, Media Sosial, Instrumen Gearakan

The politics of familism is interesting to discuss because it is relatively a common phenomenon in Indonesia, but is hardly revelaed through academic lens. In practice,2 it is not rare to find a group of families drives a party machine through the party’s organizational structure, legislature body, and the other related decision making. this article is based on a case study in Partai Persatuan Pembangunan (PPP) in Rembang regency, Central Java, in which two big religious scholars’ families, namely KH. Maemoen Zubair and the late KH. Ahmad Thoyfoer have significant influences in the PPP’s political movement both in local and national level. This article proposas a question on how the practice of familism is constructed within the party’s body, and the implication on party’s institutional governance. The research applied participatory observation through direct involvement in party’s activities, in-depth interviews and documentary studies. This research found that familism is inseparable in party’s body. It is built through the involvement of relatives in party’s organization as well as kyai-santri relationships. Further, familism is found to bring traditional culture in political party’s governance.Keywords: The Politics of Familism, Patron-client, Kyai, Santri and Political Culture

The policy on prohibiting the use of cantrang contained in ministerial regulation Maritime Affairs and Fisheries number 2 of 2015 is a solution made by the Minister of Maritime Affairs and Fisheries to maintain the sustainability of the marine ecosystem. The emergence of this policy encouraged fishermen protests throughout Indonesia, including in Juwana Pati Regency, Central Java. The protest movement of fishermen rejected the policy of prohibiting the use of cantrang in the regions and at the center from 2015 to 2018. This study aims to explain the factors that encourage the protest movement and the dynamics of the Juwana fishermen protest movement. The method used in this study is decriptive qualitative with data collection techniques throughobservation, in-depth interviews and documentation. The data obtained are then analyzed using the regulation method, which compares the data from interviews, obsevational data and document data.The results showed that the protests of Juwana fishermen were caused by several factors including economic factors, socio-cultural factors, and political factors.In addition, the dynamics of the Juwana fishermen protest movement in rejecting the policy of prohibiting the use of cantrang is very long, ranging from regional protests, central protests, complaints to institutions and meetings with Ministers and the President. The protests of the Juwana fishermen were protests that arose due to fishermen's disappointment with the policy. For this reason, the Ministry of Maritime Affairs and Fisheries must be able to find an effective fishing gear as a substitute for cantrang and continue to approach Juwana fishermen to find out the real problems why fishermen do not want to switch fishing gear. Juwana fishermen can follow the agreement given by the KKP related to not adding cantrang vessels, not increasing vessel tonnage and operating in predetermined Fisheries Management Areas.Keywords: Protest, Fishermen, Cantrang Policy

In the era of autonomy, each region is required to responsible for the refineries and the preservation of cultural heritage, one of them by way of cooperation between government agencies or the private sector. However, cooperation in the preservation of buildings and cultural heritage area that often clash with economic interests. If more priority to economic interests and the exclusion of buildings of cultural heritage, not cultural heritage buildings will be converted into agricultural land or popping new buildings that are more economically profitable. Therefore this research aims to determine how the process of cooperation between the Government of Banjarnegara Regency with the institute for Preservation of Cultural Heritage of Central Java Province in the Management and Preservation of The Cultural Heritage of the Dieng Plateau years 2014-2018.This research uses descriptive qualitative research methods with the documentation and interviews as data collection techniques. The target in this research is the government of Banjarnegara Regency, the institute for Preservation of Cultural Heritage of Central Java Province, and community within Cultural Heritage Area. Partnership is a form of partnership cooperation between two or more parties that aims to improve the ability of an organization in achieving its objectives. Based on the results of the research as a whole that working together in the management and preservation of The Cultural Heritage of the Dieng Plateau have already given positive results, as evidenced by a well-ordered environment of street vendors, which is neat, making of the flower garden Kalalili around the Area of Cultural Heritage, the availability of central park for buses, increasing the number of toilets and litter bins.Keywords: Cooperation, Management, Preservation, Cultural Heritage, Dieng Plateau,Banjarnegara.

Indonesia's participation in the application of Open government in 2011 is expected to improve the quality of public services, however, the ombudsman data in 2017 shows, that the most complained public service is the public services of local governments. Based on the follow-up of the Open government policy which was followed by several countries including Indonesia, the central government established an integrated complaints handling system called LAPOR (Layanan Aspirasi dan Pengaduan Online Rakyat) to improve the public services quality. Then, the complaints handling system is used by the Bojonegoro Regency government with the name SIAP-LAPOR (Sistem Integrasi Aspirasi Pengaduan – Layanan Aspirasi dan Pengaduan Online Rakyat). SIAP-LAPOR is an integrated complaint handling system where Bojonegoro district has become an Open government partnership pilot project in 2016.This research is purposed to find out the management of SIAP-LAPOR complaint handling system conducted by the Bojonegoro Regency Department of Communication and Informatics for the establishment of an open government in Bojonegoro Regency, it is assessed from the success element of e-government development where the results are being grand prerequisite of the three Open government principles including the Policy Principles, the Catalyst Principles and the Output Policy Principles (Output).This research uses descriptive qualitative methodology, and this research obtains information from interviews, observation, literature studies, and supporting documents. The result of this study indicates that the management of SIAP-LAPOR service has supported the three policy principles in the Open government grand theory. This is supported by the awards received by the Bojonegoro Regency Department of Communication and Informatics from Kemenpanrb (Ministry of Administrative and Bureaucratic Reform) for the top 10 management of complaints handling system in 2018, the availability of budget adequacy through the Regional Budget (APBD), and the human resources, as well as the completeness of information technology infrastructures. Some of the shortcomings in the findings of this research include the people who have not used SIAP-LAPOR services much, some people afraid to complaints and demand for responsiveness to the follow-up of OPD.Keyword : SIAP-LAPOR, Openness, Open government

This study discusses the dynamics of the process of fulfilling the political rights of persons with disabilities in the Temanggug regent election in 2018 by the Temanggung KPU. The lack of service for persons with disabilities in the Temanggung election by the KPU makes the political rights of disability in the election of Temanggung not maximally fulfilled.The purpose of this study is to describe and analyze the dynamics of the process of fulfilling the political rights of persons with disabilities by the KPU Temanggung in Temanggung Pilbup in 2018 and identify the inhibiting factors. The research method used is descriptive qualitative with data collection techniques through interviews and documentation. The theoretical framework used is the Concept of Disabled, Disabled and Disability, the Concept of Democracy and Election, and the Concept of Human Rights.The results of the study showed that in the Temanggung regent election on 2018, KPU Temanggung had not been maximized in providing programs that initiated the fulfillment of the political rights of disability, the equality for disabilities to play an active role in the election implementation was still hampered by educational requirements. However, KPU Temanggung has been tried to serve disability by adjusting the budget for disability needs, and committed to providing services to them despite the shortcomings. KPU Temanggung had also implemented two of the four strategies to support the creation of inclusive elections so that the political rights of disability can be fulfilled. Factors that inhibit the process of implementation are low disability education background, election organizers who lack understanding of SOPs, invalid data, lack of accessibility, and poor reference choices.KPU Temanggung has sought the implementation of the fulfillment of the political rights of disability in the 2018 election, even though it has not been maximized. Suggestions that can be made by the Temanggung Disdukcapil are recording the pick-up administration of the ball. For KPU Temanggung is to improve the disability database, interactive dialogue with disabilities, cooperation with election participants for socialization. And for those with disabilities, they must actively follow up on political information and not hide family members with disabilities.Keywords: KPU, political rights, persons with disabilities, regent elections
