Abstract

Abstract:Women are often depicted with a weak creature because she has multiple functions, reproductive functions and social functions, which related to reproductive function of menstruation, pregnancy, breastfeeding and childbirth. However, at the present time a lot of women who participated in the working world, an increasing number of women workers in the garment sector in particular makes female labor protection related reproductive function. Labor laws that essentially provides protection against labor but in fact common irregularities and violations primarily related submissions leave menstruation, pregnancy, childbirth, miscarriage, and breast-feeding because the company considers such leave will inhibit the production of the company up to a lot of labor do not get their due in the world of work. This study used qualitative research type is descriptive and aims to provide a systematic overview of the events. Techniques for data collection using interviews and observation techniques, while this study can be used to acquire a broad knowledge of the research subject. These results indicate that the implementation of Law No. 13 of 2003 on Manpower is still not optimal because there are many cases of violations of the rights of women workers related submissions leave menstruation, pregnancy, childbirth, miscarriage, and breast-feeding. This was due to the lack of effective communication from the government and firms to labor than that sanctions are not effective because many violations committed by the company but received no sanction in accordance with existing laws. That the implementation of labor law can work well it is necessary to the government's role in overseeing the company in violation and give strict punishment for violators besides the need for effective communication to be one step in optimizing the application of the Act in particular labor protection of women.

Abstract

The increasing pace of economic growth in Pekalongan and magnitude output of batik textile sector in particular, both small-scale industry and households, making batik industrial waste problems also increased. While the ability of waste management in the City of Pekalongan both by governments and entrepreneurs still lacking. This has caused rivers in the city of Pekalongan become contaminated.This research aims to (1) To be able to express and find out the control done by Local Government to the Batik waste contamination in the city of Pekalongan in 2010-2014. (2) To determine the extent of the control of the Local Government of the batik industrial waste contamination in Pekalongan in 2010-2014.This research is the descriptive research with the qualitative approach. The methods of collecting data in this research use interview, observation, and documentation. The data’s analysis uses the descriptive analysis to describe the situation in the research obviously without any manipulation.The research found there are two methods of control carried out by the Local Government of Pekalongan which in this case is the Environment Agency Pekalongan, namely preventive control and repressive control. The preventive control has done well although there are still shortcomings. Eg dissemination activities provided by the Environment Agency ofPekalongan that have not been thoroughly until the entire businessman batik in Pekalongan, so there is still a lack of awareness or participation from batik entrepreneur in minimizing batik industrial waste contamination. Whilethe repressive control conducted by the Environment Agency of Pekalongan, for the period 2010-2014 is the Environment Agency of Pekalongan not apply criminal sanctions to companies or batik entrepreneurs because these problems can be solved by either the company or batik entrepreneur with the Environment Agency ofPekalongan.Key words: Control, Batik Industrial Waste

Abstract

In 2014, Indonesia will be held of President and Vice President elections. Candidates for President and Vice President are they which derived from political party ,Even it from mixed political party ( coalitions ) that have met the requirements of has got 20% of DPR, DPD, and DPRD seats. The presidential elections in 2014 will be carried out in accordance with Law (Undang-undang) No 42 of 2008 about the election of a President and Vice President.Purpose of this research which to know ideal leader according to young voters in Semarang based on President and Vise President election 2014. This research uses the type of exploratory data analysis of quantitative.Based on these data, it will be examined in research is how ideal leader according to young voters in the next president and vise president election. Of the research results, it can be concluded that ideal leader according to young voters is leaders who are not legally flawed, leaders who have a sense of concern for his members and leaders who have a clear vision and mission.Political party can make this research as a barometer to find or establish of nominee leaders who will advance to the next presidential election. Political party in determining of nominee leaders who will advance as participants presidential election, should pay attention to the criteria that have been described in this research. Abstract

ABSTRACTIn the exercise of the legislative function as one of the functions carriedlegislature Semarang City Council area only a few produce Regulation (Regulation) derivedfrom Parliament initiative. In other words, less Semarang City Council initiative. The role ofparliament dominated just about researching and reviewing the Commission's draft proposalexecutive level. Mechanism Lawmaking in Semarang used by Parliament as a legislativebody is through the submission stage of submission of draft legislative proposals later in theplenary session by the Chairman of the Board and waiting for answers as well as delivery ofthe faction, further discussion on the Commission's later decision after the plenary sessionand disampaiakan to the executive. Abstract

Behind the many benefits and market demand for medicinal plants, the fate of medicinal plant farmers are still not enough prosperous. Therefore, the government has taken an initiative for the welfare of the medicinal plant farmers by initiated a policy that tends to support them. One of the policy was made by the Bank Indonesia which is invites other stakeholders such as BPN Central Java, Central Java Dinasperindag, BRI branch Ungaran, Plantation Office of Semarang regency, and PT. Sido Muncul in a program named "Cluster Development Program of Medicinal Plants  in Semarang Regency”. Because of so many stakeholders were involved, the question arises how they divide the tasks and work, therefore the formulation of problem taken are: "How is the cooperation among stakeholders in the Cluster Development Program of Medicinal Plants in Tengaran District and what inhibiting factors were faced?".Based on the issues discussed, this research used qualitative research methods with analytical descriptive research type. The aim of this research was to understand how the process of determining the duties and obligations of the involved stakeholders and also explains how the program run and what inhibiting factors faced by the stakeholders. The data obtained is used to formulate a recommendation as a suggestion for the involved stakeholders.It can be concluded that at the beginning, Bank Indonesia held a focus group discussion to determine the duties and obligations of stakeholders, and then the memorandum of understanding was made by Bank Indonesia and stakeholers. Bank Indonesia used value chain approach to run the cluster development program. This approach is systematically considering the whole stage of the production process, to distribution to the consumer. In this program stakeholders held socialization and providing aid in form of equipments that can be used by farmers for cultivation of medicinal plants as well as post-harvest processing.communication and commitment  determine the success of a partnership, so both should really be done by involved stakeholders.Keywords :  Cooperation, Stakeholder, Cluster Development, Medicinal Plants

Abstract

A long controversy about an ideal relationship which is required to be knitted between instrument of political infrastructure, interest group and political party in a statehood framework, has always been an actual topic. The purpose of this study to describe the general relationship between students as a interest group against the movement patterns of political parties - the regeneration system - as one element of a political infrastructure, in an effort to create a healthy political climate. For some people who support the need of a harmonious wickerwork between the two of those institution, the existence of the affiliation is actively necessity. However, Not a few among the other observers, have different opinion to respond this social phenomena. Two of the leading persons who are standing against the indication of affiliate relation which is built between the two of those institution, Julien Benda and Arief Budiman. Benda, this well-known French man assumes that ‘interest’ becomes a differentiator key of fundamental framework between the two of those institutions. As well as Benda said, Arif who is well-known in student movement over the era of 1996 reveals things in common. For Arif, the moral movement which is carried by interest group, such as student movement organization is required to be given a space when it is joggled with political movement, which becomes the main characteristic of political parties. After the long controvercy is taken place, the appearance of Kesatuan Aksi Mahasiswa Muslim Indonesia (KAMMI) and Partai Keadilan Sejahtera (PKS) in the same time and era, reformation era was not occurred without intentional element. Abstract

ABSTRACTIONOpportunities of the policy about the expansion which protected by UU No. 32 of 2004 article 4-8 and PP No. 78 of 2007 made a lot of local and regional elites take an advantage of these opportunities, as well as the southern of Brebes region. The expansion discourse that several years dim come back arise after the election 2012. Although, the pros and contras coloring of the expansion discourse in brebes regency, but the expansion cannot be happened without the actors role to achieve expansion. Therefore, the formulation of the problem in this this research is "Who are the actors involved in the expansion plan of Brebes regency?", "What did the actors do in the expansion plan of Brebes regency ?" and "What is the purpose to be achieved from the expansion of Brebes?".This research aims to identify the actors and their activities in the expansion plan of Brebes regency and the goals of the expansion. The method used is descriptive qualitative. The primary data source was obtained through interview with snowball sampling technique, and secondary data from document, archive and other sources related to the research. Analysis techniques using analysis of qualitative data which is the analysis in the form of description, illustration and drawing conclusions on the problem analysed.From the results of this research, be discovered that the idea of expansion of Brebes regency is already discussed in 1963 by H.S.A Basori, a member DPR-GR of the Brebes District. Post-reform, demands of expansion continued by other South Brebes figures consisting of religious leaders / organizations, politicians, academics and NGO activists, Head of the Village and BPD. In the struggle, the actors make a structure dan give a socialization. While the path used is Informal and Formal. The purpose is effective and efficient services, accelerate development, manage and develope a potential in the south region, ease community control to governance, get a central funding and economic motives.The suggestion that can be given, among others; actor to continue to comply with Regulation 78 of 2007 in the process of expansion, don't leave the relevant institutions such as camat, and had to leave his ego so that the expansion process can be done well. While the recommendation for next researcher are able to see from the side of the internal conflict in the stewardship and how the readiness of the southern region community if the expantion is really happening.Keywords: Expansion, actor, role.

Abstract

In this study, researchers wanted to know about public service in east Ungaran subdistrict office Semarang district 2012. The study focused on the official subdistrict service to people east Ungaran. Public service demands excellent human resources that is human resources.In this study using quantitative research methods of descriptive research. This study analyses how public service in east Ungaran subdistrict office Semarang district 2012. The population of this research is people east Ungaran subdistrict and the sample in this research is 84 people. Sample technique that use is random sampling technique.The results showed that public service in east Ungaran office subdistrict was good enough. People was satisfied about work of east Ungaran official subdistrict.Kata Kunci : Public Service

Abstract

This study is based on the growing phenomenon of regional expansion rolling after the reform in Indonesia. Where this is a manifestation of democratization that has been formed a lot of New Autonomous Region (NAR). However, there are still a lot of controversy in this regard. Including the public services that is still far from good. In fact, the public service is one of the objectives of regional expansion in improving the welfare of society. Meranti Islands District is a NAR expansion result, which was inaugurated in 2009 and was chosen as a focus area of research. Therefore, the focus of the problem in this research is the public service field of population administration before and after becoming a NAR along with the constraints encountered in service after becoming a NAR.This study aims to clarify the public service in Meranti Islands regency of Riau Province population administration, before and after becoming a NAR and obstacles faced in the public service in Meranti Islands regency of Riau Province population administration after becoming NAR. The method used is descriptive qualitative which will present the data in accordance with the findings and facts on the field.The results showed that the regional division in Meranti Islands District is based on the aspirations of the people that have been developed previously. After becoming a NAR, the Government had stints in accordance with the applicable rules but still was some obstacles appeared in the population administration public service. Issue like this should be in the government's attention on regional expansion's goal, which is public service improvement could be achieved considering the control range of the government has been more narrow.Keywords: Region Expansion, NAR, Public Services

Abstract

General election widely followed by the incumbent candidate, as it did in election disctrict regional head in Kendal at year 2011 and Batang at year 2012, in which one candidate is the wife of the regent 2 previous period and the two regents were eventually convicted of corruption . The purpose of the study was to determine the political marketing of YAKIN and BERSUSILA, and the factors that influence YAKIN victory and the factors that influence defeat bereft of BERSUSILA.This type of research is qualitative, where the information is obtained from the prospective candidates, team succession, and the voting public through interviews. Data were analyzed using qualitative analysis with content analysis approach .The results of the study are (1) that political marketing is done by YAKIN and BERSUSILA basically not much different. (a) Segmentation relatively equally YAKIN and BERSUSILA. YAKIN more than support elements of society bereft of decency. YAKIN and BERSUSILA are equally promoted by political parties PDIP. Strategies used by YAKIN and BERSUSILA to demonstrate competence and charisma themselves with education degrees and titles include religion, as well as using religious accessories. YAKIN and BERSUSILA also visited religious leaders and raise the issue of gender. Strategies YAKIN and BERSUSILA get swing voters are forming a map of the vote, a solid area, less, and will be lost, as well as form a coalition (b) YAKIN and BERSUSILA sound alike targeting at least 50 % by district with the focus of the campaigns in the villages. (c) In general, the products politics of YAKIN and BERSUSILA not much different. Common vision and mission impressed and difficult to apply. YAKIN and BERSUSILA also uses general pattern and not something new. YAKIN and BERSUSILA are equally trying to portray themselves as a couple of candidates who have a strong faith and a personal meet the requirements of Islam. They also "sell" women as regent candidate. Susi imaged as a mature woman, motherhood, and still beautiful at the age has begun to dusk. Widya and Susi have relatively similar track record to have a husband who served as regent for 2 periods and exposed cases of corruption, and is Chairman of DPC PDIP. However YAKIN regarded track record tends to support the victory than BERSUSILA of the high level of education and have experience of organizing, as well as more widely supported YAKIN mass organizations. While the fake diploma case stumbles BERSUSILA political money making track record worse. Promotion is done YAKIN relatively similar with BERSUSILA, which is much use of advertising banners and billboards . However YAKIN better able to optimize the PR compared bereft of decency. YAKIN and BERSUSILA relatively the same4during the debate, which is normal. YAKIN political costs lower BERSUSILA, though the cost of the biggest expenses is used for operational costs and the media. The number of personnel involved in the campaign well YAKIN and BERSUSILA relatively the same, have the same communication between teams, and solidity are both in implementation.YAKIN equally owned optimize social networking, as well as conduct allegedly involved in money politics. (2) Factors affecting YAKIN victories include the popularity and Mustamsikin Widya, suitability Widya - Mustamsikin pair that complements in terms of the ideology of the party and the masses, a high level of education, political party vehicles (PDI-P), the optimal use of public relations, the use of network social good, money politics, and a solid succession team. (3) Factors affecting among other defeats YAKIN and BERSUSILA Susi-Lufran less popular, Susi image decreases as fake diploma case and money politics, less optimizing PR, and less solid succession team.Suggestions research is necessary to develop a team succession campaign techniques that are creative alternatives and benefits can be felt directly by the public, so that the cost of political campaigns are not wasted.
