Abstract

Sugar development PT. GMM policy in the Tinapan Village, District Todanan, Blora is one manifestation of a policy of self-sufficiency that has been established by the Provincial Government of Central Java in 2013. Construction of sugar factory PT. GMM state located on the ground used by scouts Kwarcab Blora.2Some parties such as NGO’s Tidal protest against obscurity status of land used for the construction of a sugar factory.In this study, researchers used a qualitative method that will generate descriptive data. To obtain research purposes appropriate data sources, researchers used purposive sampling techniques to conduct interviews with BPMPP Blora, Bappeda Blora, BLH Blora, Disperindakop Blora, Scout Kwarcab Blora, Parliament Blora, Tidal NGOs, village head Tinapan, former village head Tinapan.The results showed spatial policy of development sugar factory PT. GMM by occupying government land Blora Bentolo mention that there are rules that the District Todanan a karst area of land and irrigation lines that must be traversed to get protection. Map conflicts sugar plant of PT. GMM horizontally involve NGO’s with Scout Kwarcab Tidal Blora and PT. GMM. Vertically ebb and involve NGO’s with government stakeholders such as the Office of Land and the Environment Agency Blora.Researchers recommend, in determining the development policy of the sugar factory of PT. GMM on the conformity with the Spatial area should be studied more in depth back so do not overlook the use of space in which there are land use and water is the most important issue.

Abstract

Pati Regency is number one salt supplier in Central Java but it doesn’t guarantee the quality. Iodine Deficiency Disorders (GAKY) in Central Java is suspected because the salt produced in Pati Regency does not meet the quality standards of iodized salt. GAKY problems is a serious issue considering the danger affect life sustainability and human resource quality. The problem with under standard quality of iodized salt has urged the Regency’s government to issue Local Regulation no. 9 in 2008 about Iodized Consumption Salt. The issue means one step forward to regulate the existence of salt industry and customer protection. The regulation has also placed a legal stepping stone against the violations of existing regulations.Method of the research is qualitative. In this research, author conducted descriptive-analytic research which aims to reflect, describe or picture systematically, factually and accurately over facts, characteristics as well as associations of the phenomenon studied. To collect data, author use purpose sampling method and conducted interviews with the Development Planning Agency at Sub-National Level (Bappeda) of Pati Regency, Health Department of Pati Regency, Industry and Commerce Department of Pati Regency, salt manufacturers in Pati Regency and the Head of APROGAKOB of Pati Regency.Local Regulation no. 9 year 2008 about Iodized Consumption Salt came into effect 6 (six) months after being established in December 17, 2008. The six-month deadline given by the government is used to socialize the regulation to the entire salt manufacturers in Pati Regency as the regulation target. They are directed to obey the regulation not only to produce iodizedsalt of 30 ppm – 80ppm but also starting from the washing of the materials, drying, iodine mixing, oven process and packing. However, the main problem faced by the manufacturers is the iodine content. The implementation of the Local Regulation is to emphasize the quality of iodized salt according to the standart. Given the fact over the years since the regulation has come into effect, the level of manufacturers’ compliance has increased significantly. In 2011 – 2012, only 28,5% of manufacturers have met ppm standard. In 2013, it drastically increased to level 64,89% of manufacturers who have met the ppm standard. In 2014, the number ixmproved to 69,48%.Author recommends the salt manufactures should increase the quality. Firmness in the enforcement of the regulation to provide a deterrent effect on manufacturers who do not comply and underestimate the government. Coaching, supervision, quality control management, socialization and unannounced visits should be enhanced to remind the salt manufacturers to produce good quality of iodized salt according to standard.Key words: Policy Implementation, Local Regulation no. 9 year 2008 about Iodized Consumption Salt

Abstract

AbstractIndonesian population growth is very significant in every year raises technical issues related to the experience of recording demographic data irregularities and inaccuracies. Various problems arise such us double KTP because of easier to make ID Card. By leveraging the internet and technology development as a breakthrough in realizing e-government, the government's was created elektronic identity cards (e-KTP) program which is based on the Decree of the President of the Republic of Indonesia Number 26 Year 2009 on the application of National Identity Card-Based Population By National Identification Number. Electronic ID card program was implemented in 2011 and is targeted for completion in 2012 is an effort to create an orderly administration through the Population Administration Information System (SIAK). From this, the authors would like to discuss about how to evaluate the implementation of e-ID card program in Tegal regency in realize e-government, if successful, less successful or unsuccessful and appropriate goals or not, then identify the driving factors of implementation, and is there any obstacles that occur during the implementation process.This research is an evaluative approach using qualitative and quantitative techniques of interviews, questionnaires, observation, and documentation. Sources of data obtained from primary data through interviews with key informants or persons, questionnaires with respondents executive group (tenaga operator e-KTP) and target groups (communities), observations by looking at the implementation of e-ID in the field. While secondary data from research documents related circuitry. Data analysis techniques with data reduction, tabulation, triangulation, and data verification.The survey results revealed a weakness in input and process indicators. E-KTP program based modern technology is not matched by the capacity of human resources who are competent so difficulty when faced with a disturbance in the computer and networking systems as well as their responsibility to serve the citizens in a timely fashion is not done. Socialization training to the candidates so that the operator is not notified in advance that the communication is not clear. Then the constraints associated with both the equipment and the technical problems in the recording process of the electronic ID card and the level of public awareness is low. However, the electronic ID card can be done in Tegal regency due to good coordination between agencies that are responsible for this program.Implementation of e-ID cards in less successful district look to the realization of electronic ID cards compulsory that only reaches 67.88%. Input and process of implementation of electronik ID card is not weak produce maximum outputs. Therefore, it is necessary to improve the quality of electronic ID equipment and internet networks as well as human resources who are competent in realizing e-government.  Keywords: E-ID card, e-government, Implementation and Evaluation

Abstract

The process of local economic development contained in Bantulimplemented based participatory approach that emphasizes on the analysis ofsectoral , spatial , and marketing and focus on three (3 ) main areas , namelytourism, agriculture and small industries . Post-earthquake economic recoveryprogram integrated LED stated in the Strategic Plan 2008-2010 Bantul . Butactually before the year 2008 there has been some economic recovery programsundertaken by the government , both central and local levels that are one- offs .Referring to the Law No. 26 Year 2007 on Spatial Planning , GovernmentRegulation No. 26 Year 2008 on National Spatial Plan , and Local RegulationsYogyakarta Special Region No. 2 of 2010 on Spatial Planning Special Province ofYogyakarta , the concept and utilization of national spatial strategy and theprovince need to be translated into Spatial Planning Bantul designated as Zonedesignation artificial tourism in the District are in : Tourism Village KebunKebunSupreme Court in the Village , as well as No. 03 of 2004 on Regional TourismDevelopment Master Plan Bantul , also Bantul Regency Decree No.359 wasdeveloped as a tourist village in 2006 and refers to the PEL Sector Policy withCommunity Based Tourism Tourism is developing community -based tourismhave proven themselves resilient consolidate after the earthquake ( Travel villages) , as well as develop a network between a tourist village that lays on RuralTourism Development Policy of local Economic development perspective ,emphasizing the development of rural tourism is an alternative to the economicdevelopment of the people by making tourism as the prime mover ( prime mover )local economy .With reference to the above legislation it is expected that development ofrural tourism Kebonagung collapsed due to lack of government's handling of thevillage and also worse off as a result of an earthquake , it can be developed into avillage that can potentially evolve so beneficial to the welfare of society .This study aims to : 1) determine the local economic developmentprograms in post- quake economic recovery in Bantul district from 2007 through2012 , and 2 ) determine the condition of village development Kebonagung afterthe rise and growing as a tourist village agriculture and culture . While theresearch method used is descriptive qualitative interview guide using the speakers.The results showed that the efforts of the Local Economic Development inPost-Earthquake Recovery Economic Conditions in Bantul during this three (3)major steps , namely : a) careful planning based on accurate data and a singledatabase , which is the basis of all program developed b ) Conduct efforts so thatpoor families reduced the burden of his life , through various assistance that aimsto relieve , reduce , freeing expenses ( costs ) to be incurred families ,and ; 3 )Perform empowerment efforts . The data in question , not just about the amount ,but also with regard to the condition and position of the poor families . This datais projected to show the profile of the poor , including the problems faced .Kebonagung village developments show the rise and increasingly manifest as thedevelopment of the agricultural and cultural tourism village . Abstract

Alasan yang melatarbelakangi penulis dalam karya ilmiah ini adalah bahwa Partai Golkar telah melahirkan kader-kader baru yang notabene berasal dari golongan pengusaha maupun profesi lainnya dan dipercaya menjadi pemimpin partai maupun menempati posisi-posisi strategis di organisasi, organisasi kemasyarakatan, maupun lembaga pemerintahan di Era Reformasi ini. Perubahan ini menciptakan paradigma baru Partai Golkar dimana Partai Golkar telah ikut mereformasi internal partai sejalan dengan bergulirnya reformasi untuk merubah citra partai di masa Orde Baru, yaitu sebagai “Partai Pemerintah”.Tujuan yang hendak dicapai dalam penelitian ini adalah mengetahui pola rekrutmen politik yang dijalankan oleh Partai Golkar dalam merekrut calon anggota Partai Golkar, mengetahui kaderisasi politik yang dilaksanakan oleh Partai Golkar untuk melahirkan kader-kader partai sesuai dengan paradigma baru Partai Golkar, dan mengetahui pelembagaan politik Partai Golkar dalam rangka memperkokoh internal maupun eksternal partai.Metodologi penelitian yang digunakan penulis disini adalah dengan menggunakan metodologi penelitian kualitatif, dengan design penelitian, yaitu statistik-deskriptif yang merupakan metode dengan menggunakan kuesioner sebagai salah satu teknik pengumpulan data dengan memberikan gambaran umum sebagai hasil kesimpulan keseluruhan isi kuesioner dan analisis interviewing yang merupakan metode berdasarkan pada cerita dan interpretasi dari informan yang keseluruhannya dapat memberikan gambaran tentang Sistem Kaderisasi Partai Golkar Era Reformasi.Hasil penelitian ini menunjukkan bahwa pola rekrutmen politik Partai Golkar di Era Reformasi bersifat terbuka dan tidak menyiapkan tim seleksi dalam rekrutmen calon anggota partai. Kaderisasi politik Partai Golkar sudah bagus, tetapi masih ada kendala masalah keuangan dan intruktur materi. Pelembagaan politik Partai Golkar belum sempurna karena masih adanya ketergantungan partai terhadap pihak-pihak yang berasal dari non partai, khususnya masalah dana.Kata Kunci: Pola rekrutmen, Kaderisasi Politik, Pelembagaan Politik

Abstract

Minimum wage becomes a sensitive issue because it involves the welfare of labour and there is a complicated complexity. Wage issue is the most important priority of the various matters in Federation of Indonesian Metal Workers Union or worker unions else. It caused by the issue of wages become an urgency and it was like a labour as veins, so the blood is wages. FSPMI in Purwakarta has an important role in fighting for the welfare of labour.This study aimed to describe role of FSPMI in Purwakarta on minimum wage fixing process who was conducted by Wage Council in Purwakarta, in this case FSPMI has the representative in Wage Council of Purwakarta. Moreover, also described the various problems in the field such as supporting and inhibiting factors either the internal or the external, so that can be concluded extent of the FSPMI influence for the labour welfare. This study used the descriptive qualitative method. Triangulation of data or sources technique is used in this study to obtain a data validity. The primary data sources was obtained through interviews with the relevant informants and secondary data was obtained from documents, records, internet, and other sources that are related to this research.Based on these results, it can be seen that FSPMI have two alternatives in solving minimum wage, the alternatives are lobby and action. Along with the joining of FSPMI in Wage Council of Purwakarta since 2012, minimum wage increases in Purwakarta significantly occurred. In carrying out its role, FSPMI was faced with a variety of supporting and inhibiting factors either the internal or the external. FSPMI has an important meaning for the labour member if viewed from two aspects, that aspects are the purpose and benefits of joining the FSPMI. Objectives and benefits is closely related to welfare problems.Recommendations which can be given that such elements exist in the Wage Council could establish the best synergy especially the elements of workers union. When it was sitting on the Wage Council is no longer the name of the organization but it represents the aspirations of all workers in Purwakarta. Employers should not only promote the company's profits, but also must be able to create a symbiotic mutualism between employers and workers.Keywords: Workers Union, Minimum Wage, Purwakarta.

Abstract

AbstractThis paper attempts to describe the dynamics of inter-ethnic relationships, theintegration of ethnic groups in Britain, and how the UK government react to it. Researchdesign that used in this paper is qualitative with descriptive method. The data used in thispaper in the form of secondary data obtained from various sources.Britain as a multicultural country is faced with the challenge of managing inter-ethnicrelations in order to maintain peaceful society. Inter-ethnic relations in the UK experiencingtension until now, mainly due to four things the racial riots, incidents involving the killing ofa particular ethnic, racial sentiments, and racism. Race riots broke out in the Britain a fewtimes which resulted in heated inter-ethnic relations. In addition, the murder incidentsinvolving a particular ethnic group often creates a bad atmosphere of inter-ethnic relationsin Britain. Racial sentiment and institutional racism that still exist in some institutions inBritain, helped trigger frictions between ethnic groups as well. In this case, the mass mediaalso plays a major role in triggering inter-ethnic friction that occurs. However, inter-ethnicrelations in the UK also has moments of harmony, especially when the Race Relations Act of1976 was passed and the anti-racism organization was formed.The dynamics of inter-ethnic relationships in Britain are caharacterized by a numberof incidents so that led to debate about the integration of immigrants and minority ethnicgroups with the British society. The integration can be viewed through four dimensions: thedimension of cultural, social, economic, and political. Research by public institutions andofficial statistics owned by UK government show that ethnic minorities in Britain have notbeen fully integrated with British society. This was demonstrated by the fact that someminority ethnic groups in Britain have little opportunity to access resources to meet theirneeds. The causes are varied, ranging from individual factors to environmental factors. Inresponse, the British government has issued a policy that aims to increase opportunities forthe integration of ethnic minorities. Nevertheless, it needs to be supported by efforts to createa broader public space so that each ethnic group get to know one another.Key words: the dynamics of relationships, ethnic group, UK, integration

Abstract

ABSTRACTCultural tourism can be interpreted as a form of Jakarta City Government responsibility in maintaining the sustainability of the local culture especially Betawi culture. Form of the responsible can be seen from the presence of the Betawi Cultural Village. As an industry, tourism requires the involvement of many actors in its management. The participation of the private and the public are not only seen as a booster in building a sustainable tourism but a fair share roles between government, private sector and community involvement in ensuring each actor to create a good service to the public in the tourism sector.This study aims to look at the partnership between government, private sector and communities in the management and development of the Betawi Cultural Village area. In this study, researchers used a qualitative research method with deskripstif approach to collecting data through observation, interviews and documentary studies. This research was conducted at the Department of Tourism and Culture of Jakarta and the Betawi Cultural Village. Interviews were conducted with actors involved in the network of partnerships and competent in their respective fieldsPartnership is a form of joint research agreement between two or more parties which aim to improve the ability of an organization in achieving its objectives. Based on research showing that partnership is created only in the goverment partnership, which is represented by Culture and Tourism Office of Jakarta with related Institution as a representative of Communities without the active involvement of private sector in the network. The role of private limited through the programs without the involvement of Corporate Social Responsibility in the preparation of regional programs. Lack of actor will weaken theperformance of networking, exchange resources become limited and impact on the lack of innovation and effectiveness of the network in program formulation.Strengthening the network is necessary to formulate tourism development policy is more sensible and purposeful. However, if the private sector can not be involved in this travel network, community-based tourism development model needs to be applied seriously for optimal results.

Local government arrange this market because conditions of Bulu that already not optimum enough on its operation. In addition, the location of the market that in Tugu Muda area, that will be make as heritage tourism area, also as central area in Semarang City. The goal of Market Bulu arrangement is for the markets to be orderly, clean, neat, and of course, can fill the good standard of services to consumers and mass. To explain the arrangement of market, this research used descriptive qualitative research methods. Subjects and objects in this study is the Market Service of Semarang City as a representative of the Government, the Regional Technical Implementation Unit (UPTD) Market Area Bulu, Head of Market Bulu, and traders and shoppers. The method of data collection was through interviews and observations with the selection of informants according to the goal of that research. According to data, this policy based on APBD of Semarang City 2012. The main programs are temporary relocations while under construction of new building and collapsing of Bulu’s market old building, also the development of new building. The program plan is the development of Bulu market to be Semi-Modern market. In this process, merchants can accept the terms about this plan and willing to do temporary relocation. But, there are some protests about the limit condition of traders while in relocation place, also there are some fouls that appeared about old building status and the process of AMDAL. Communication provided by the merchants initially poorly understood. High intensity of communication that makes the program can be implemented.Recommendations for future, it takes the approach, communication, coordination and cooperation among the governments with the people (traders), in order to avoid differences in the perception and acceptance of information in the process of policy implementation. Abstract

As an inpatient health centers have facilities and medical capabilities theinitial reference point and as an organizer of a national health insurance services(JKN) or BPJS kesehatandi Jepara district, health centers and clinics MlonggoKalinyamatan required to always improve the quality of service to meet theexpectations and customer satisfaction. Effort - the government's efforts toimprove the quality of health services for the realization of a prosperous societyby organizing a national health insurance to the public in order to get properhealth care for free. However, despite no health insurance often poor and lessable to keep trouble getting the health care they deserve. This makes the need forevaluation of the quality of services of the National Health Insurance program(JKN) in health centers and community health centers Kalinyamatan Mlonggo.This study is a qualitative research. The data source for this study issecondary data such as data obtained from the results of questionnaires that willbe used as the basis of calculation of Customer Satisfaction Index (CSI). Dataanalysis was performed with Importance-Performance Analysis.Based on respondents' perceptions of service quality indicators of thehealth center Kalinyamatan, it appears that the health center patientsKalinyamatan less satisfied with the quality of service of PuskesmasKalinyamatan. Based on respondents' perceptions of service quality indicators ofthe health center Mlonggo, it appears that the health center patients Mlonggosatisfied with the quality of service of Puskesmas Mlonggo.
