Abstract

Regional Regulation No. 12 of 2013 is a regulation that regulates and prohibits all forms of activities related to alcohol and applicable in the district of Batang. Determination of Regulation No. 12 of 2013 to attract successful when the regulation is set after a fairly difficult process, which is used quite a long time, the bergaining of the actors, the pros and cons that occur in the community, as well as the conditions and situations, Batang were bypassed by pantura path. Researchers try to analyze what happened and who the actors that play a role in the regulation-setting process.The purpose of this study to determine the dynamics of the process of the formulation to the determination of the law. This research is a type of qualitative research. The data is taken through the interview process and document Parliament Secretariat, Batang.Based on the results of this research is that executives who initiative emergence of regulation on the prohibition of alcohol at the insistence of some interest groups. In the process of formulating regulations also note the presence of bergaining between actors who support and reject the establishment of legislation on the prohibition of alcohol. Actors supporting the adoption of regulations on alcohol ban propose policy alternatives that reads a total ban. While the actor who refused fixing regulations to control reads the policy alternatives. Research has been done to provide information based on the clarification of that Regulation No. 12 of 2013 should be revised to conform with the Presidential Decree No. 74 of 2013. The actor who played a major role in the regulation-setting process is the initiative of the executive as well as interest groups supporting the adoption of regulations. The model used to analyze the process of determining the author uses a model of the Policy Analysis process in which the authors analyze the various stages in the process of lawmaking No. 12 of 2013. While the process used by the actors in formulating and establishing Regulation No. 12 of 2013 is a model of group which interest groups has a major role in any process.

Abstract

Abstraksi:Peran pemerintah daerah dan investasi swasta sangat penting untukmeningkatkan lapangan kerja bagi masyarakat. Pemerintah daerah sebagai pemegangkekuasaan dan pemangku kebijakan perlu melakukan kerjasama dengan investasiswasta yang bertujuan untuk menciptakan lapangan kerja baru bagi masyarakat. Tujuanpenelitian ini adalah untuk mengetahui peran pemerintah daerah dan investasi swastadalam meningkatkan lapangan kerja bagi masyarakat dan mengidentifikasi kendalayang dihadapi oleh pemerintah daerah dan investasi swasta dalam meningkatkanlapangan kerja bagi masyarakat. Tipe penelitian yang digunakan adalah penelitiandeskriptif. Metode penelitian yang digunakan adalah kualitatif. Teknik pengambilaninforman menggunakan teknik purposive sampling. Teknik pengumpulan data yangdigunakan adalah wawancara, dokumentasi, studi pustaka dan observasi. Teknikanalisis yang digunakan adalah analisis diskriptif. Adapun teknik untuk mengujikualitas data menggunakan triangulasi data. Hasil penelitian membuktikan bahwapemerintah daerah dan investasi swasta dalam upaya meningkatkan lapangan kerja bagimasyarakat dilaksanakan melalui beberapa peran, dan untuk mendukung peran tersebutterdapat pula langkah dan strategi yang digunakan oleh pemerintah daerah dan investasiswasta untuk mencapai tujuan meningkatkan lapangan kerja.

Abstract

ABSTRACTIn 2014 Indonesia once again held elections to vote Legislatives, President and Vice President. Generally, Legislative Election collects a better participation number compare to Presidential Elections. But in subdistrict level, East Tegal collected more votes on Presidential Election and the highest participations rate (2,47%) among other subdisctrict. It is really the contrary of Margadana that have the biggest slump participation rate (5,08%) In Tegal on Presidential Election.  This study aim is to analyse the voters political participation difference tendencies and  the determine factors that affect the voters political participation on Legislative Elections and Presidential Elections in East Tegal and Margadana based on the external factors (structural and figures candidate) and internal factors (sociological, psychological, and rational choice). This study uses survey methode by distributing questionnaires to the respondents. The targets in this study are 40 voters in East Tegal and 40 voters in Margadana that selected by using cluster random sampling.The results shows there is significant difference of psychological factor on Legislative Election. The majority respondents in East Tegal tend to choose candidates while the majority respondents in Margadana tend to choose the supporting party of candidates. Whereas there is no found any difference factors that affect voter turnout in both district over Presidential Elections. In general the technical problems causes of non-voting behaviour either on Legislatif or Presidential elections in East Tegal and Margadana. The flurry of activities, unreacheable polling station from the workplace, or temporary move in tto he other city for work / study and the difficulties of changing polling station rules are the reason voters did not vote.  The advice can be given to General Elections Commission(KPU) of Tegal as election organizers are expected to increase more thorough and equitable dissemination to the public, especially regarding technical at the election so as to facilitate voters in participating, especially for voters who spend more time outside the city. In addition, the Commission can strengthen the good relations to other government agencies that assist the implementation of the election, NGOs, community leaders, or volunteer in providing political education to the community. Expected with increasing political knowledge society they will be more aware of the importance of their participation in the election.Keywords: Political participation influence factors, Legislative Elections, Presidential Elections.

Abstract

Deversity often becomes the bases for an  individual or a group to be involved into conflict vertically as well as horizontally due to the idiological or ethnic differences and the difference in perspective between one another. These differences become very fundamental in a conflict. In Indonesia, the country in many different forms ranging from religious to ethnic differences is highly vulnerable to different horizontal conflict. This study uses a qualitative research method which is descriptive in nature, which means that the most important research instrument is the researcher herself. While the object of the study is in accordance with the formulation of the problems that have been described and is focused on parties to the conflict, that is, Agom and Balinuraga villagers, and also the elites in the villages as well as the South Lampung regency administration. One of the ethnic conflicts in Indonesia is an ethnic conflict between Balinese ethnic which is settled in Balinuraga village and Lampungnese ethnic which is settled in Agom village. The two ethnic groups occupy the same territory that is in the South Lampung regency. Small conflicts grew to the largest conflict in October 2012 and resulted in loss of life. The violent conflict that took place on 27 October - 29 October 2012 as the accumulation of small conflicts that often occurred between the two ethnic groups in the study leads to a question, that is, what is really the root cause of the ethnic conflict in South Lampung regency and what efforts are taken by the government as the conflict resolution mediator. The most dominant factor in the cause of inter-ethnic conflict in South Lampung regency after doing research in the field is the lack of space interaction between different ethnic societis. Historical factors when ethnic Balinese society first arrived as transmigration in South Lampung district and placed in an uninhabited area and no native settlements ethnic makes Balinese people a very exclusive and does not mingle with the natives and other ethnicities in the district of South Lampung. South Lampung regency administration has tried well to solve the conflict by acting as a conflict mediator between ethnic Bali and Lampung. Therefore, the Local Government with indigenous organizations that have been formed as MPAL (Assembly of high Indigenous people of Lampung) and FKDM (Forum Early Awareness Society) implements development on an ongoing basis so that the interaction between inter-ethnic keeps running in South Lampung regency and goes well to eliminate prejudice from each ethnic.Keywords: Resolution, Ethnic Conflict, Mediator

Abstract

Based on the data about Elementary School in Pekalongan City was discovered some problems up until now been homework for the Goverment of Pekalongan City especially the problems of infrastructure and facilities, teachers, and equitable access to quality education. Because of those problems, the Goverment of Pekalongan City in 2013 made policies that aim to create Elementary school that is effective and efficient based on the decision of Pekalongan Mayor number 421.2 / 151/2013 aboutpoliciesin combining elementary schools in Pekalongan city environment which is done in two ways: CombiningElementary school based on a pure region conducted in 40 schools that produced 16 State Elementary School and 16 principals and combining elementary school by one management conducted in 46 of state elementary schools and produced 23 principals and 46 elementary schools.The approach used in this research is descriptive qualitative with data collection methods such as observation , documentation and interview. The research subjects were Office of Education, Youth and Sports (Dinas Pendidikan Pemuda dan Olahraga)Pekalongan and all of the State Elementary School as the policies result combining a State Elementary School policies in Pekalongan with the unit of analysis of four elementary schools as a result of the combinationby pure region and four elementary schools based on the result of combining the management of four different sub-districts.The evaluation result of policies shows the difference between input that was given by a combination school based on management with combination school based on pure region. This difference makes a combination schoolby pure region is more effective and efficient, whereas the effectiveness combination school by management hasn’t yet been reached maximum. Moreover, this policy is not participatory but top down that means there’s no involvement of implementing policy in the policy formulation process.This research recommend that the need of the re-assesment about combination school based on management because this policy has not been proved able to answer the the problems of education in Pekalongan City, meanwhile for the policy about combination school based on pure region was already good enough in realizing an effective and efficient education in Pekalongan City.Key words : Effective and efficient, evaluation, Pekalongan City, Elementary school, Combining School

Abstract

Fish Auction is one of the most important things in fisheries sector for fishermen to drop their ships and sell their fish. The problem that often occurred is fishermen are inclined to sell and put their fishes in auction outside the legal auction place. This condition caused by the management of the auction place itself that is still unstructured, minimum humanresources in managing the auction place, the facilities provided and also the low level of security compare to outside the legal auction place.Objective of this research is to know how the roles of the local government (Department of Oceanography and Fisheries) in managing fish auction place, along with the obstacle factors in managing the place in Jepara regency.To reveal the problems from the objectives, the researcher used the qualitative method with the analysis descriptive approach, in which the efforts of this research is to describe the condition in the present time in one research object by using the theory of management function by George Terry as the basis ground in conducting this research. So that the division of this research consists of planning, organizing, conducting, and controlling that are done by the local government.The result of this research showed that the roles of the local government in managing the fish auction place in Jepara regency could not be said as optimal because there are several obstacles and problems, so that particular controls are still needed from the local government to minimalist those conditions. Advice given the increase quality and quantity of the human resources, to evaluate the performnceof employees involved in the management of fish auction, and also increase the support in society in every level.Key words : government’s roles, management, fish auction place.

Abstract

Food crisis issues in Indonesia caused by the lack of diversification and reduced agricultural land can be overcome with the use of forest land through intercropping system in which at the same time there is empowering of the village community forest. Empowerment for the community forest village itself consists of the provision of access and capacity enhancement.This study used qualitative research methods with a phenomenological approach. Through this method will be investigated regarding the empowerment of forest villagers to achieve food security at their household level through the experiences, behaviors, and their perceptions.Empowerment conducted in forest village communities in all district has been running for the maximum in terms of providing access to the provision of access to working the land in the forest area in the form of establishment of the service implementation is given work area as well as licensing. While in terms of improvement through facilitation has not running optimally, especially market and capital access, as well as business development.Differences crop intercropping utilization results from the empowerment of forests village communities provide different contributions to food security at their household level, especially on the dimensions of accessibility and availability of food. Keywords: Empowerment, Forest Village Communities, and Food Security

Abstract

Already from the first, the government is already taking action and efforts in thehealth sector is to provide health insurance for all citizens of Indonesia. Based on article 5 ofLaw No. 36 of 2009 on Health, explained that everyone has an equal right to have access toresources in the health sector. Therefore, dated January 1, 2014 the government in the SocialSecurity Agency (BPJS) Health implement policies to ensure the health of every citizen in theform of National Health Insurance (JKN).In this study focused on the implementation of the National Health Insurance inTemanggung District. This study was conducted to determine how far the implementation ofJKN in Temangggung and what are the obstacles and complaints in the implementation ofthis JKN. The method used is descriptive qualitative. Sources of primary data obtainedthrough interviews with a purposive sample system (taking intentionally) to obtain keyinformants (people who know the correct and reliable), while secondary data sourcesobtained from documents, archives, and other sources related to the research. Analysistechniques using triangulation techniques, performed with test information with fieldobservations, as well as to confirm to infroman and other sources.From the results it can be seen that in the course of one year policy, it can cover 45%of residents in the Temanggung District. In addition, there are many complaints that arise inthe community as not know where FKTP where registered participants, participants were notgiven the maximum service due to the number of patients who exploded, drugs givenstandard, the existence of an early return from a claim that has been discharged, etc. From thegiver services complained continuous regulatory changes occur, and a lack of coordination ofthe executive (BPJS) and service providers (FKTP). On the other hand, there are still manypoor people who are not covered by JKN as PBI participants. As well as the mostfundamental thing is the lack of awareness of the importance of community health insuranceand also many who still objected to the specified monthly fee.Should the enforcement of strict regulations so that the passage of health care can be amaximum again and also so that people can be aware that health insurance is important.Hopefully, the realization of the expectations of the public in 2019 all Indonesian citizenswithout exception has been a member of membership BPJS Health.Keywords: public health services, National Health Insurance, BPJS.

Abstract

In reaching the whole system of democratic government, Indonesia hasundertaken the process of democratization (the transition, consolidation, and maturingpolitical culture community). This background has been made in this study. Problemsthat arise: How do students' perceptions of the Faculty of Social UNDIP aboutdemocratization in Indonesia?The purpose of this study was to describe the perceptions of students FISIPUNDIP about democratization in Indonesia. The data was collected throughquestionnaires with a population of as many as 3083 students of Faculty of SocialUNDIP and total sample of 100 students of Faculty of Social UNDIP. This type ofresearch is descriptive quantitative research.The analysis showed that the democratic system is in conformity with thesystem of government in Indonesia. College students who are part of the public haveconfidence that the ongoing democratization in Indonesia has done well but notconvinced that democratization in Indonesia (with the implementation of thetransition and consolidation) have been able to improve the socio-economicconditions of society and makes government of Indonesia to be better.Recommendations from this study are (i) For the government: provide earlyeducation about the system politic, providing open space for society, more transparentand accountable in the implementation of the system of government. (ii) For thecommunity: makes democracy as a way of life that guides the livelihood of thenation, more caring and actively participate in the political system in Indonesia. (iii)For college students: waged back the fighting spirit in defending the fate of nations,revive its role as an Agent of Change to give change for the people and governmentof Indonesia (by not doing harm to others).Keywords: Perseption, Democratization and College Student

Abstract

AbstractVariety of changing in the Regent-election system since the introduction of the reformagenda is table to compel the stake-holders in a choise to make several adjustments to thechanges. The stakeholders include the candidate who participate, the success-team, and thepolitical parties that are used as the political vehicle for the candidate. This study focuses onthe political strategies of candidates and the success of the team in a competitive election.The success of a political contestation cannot be separated from the political strategyby each party. Good political strategy must be created and compiled based on the modernconcept and developments. The modern concept of political strategy has several phases thatmust be addressed, namely the situation analysis phase, the formulation phase,implementation phase, the phase of monitoring and evaluation. To that end, candidates,success-team, and political party must have skill in carrying out the various stage, in order togain political support from the community effectively and efficiently. There were six pairscandidates during the election of head regional in 2011. Among those six, one independentcandidate got the highest vote.This purpose of this study is to explain the political strategies used by Sri Merditomo-Karsidi in the election of head regional in Pati.The strategy was already planned very often still have to undergo a change in the implementation phase. The roles of alternative strategies are needed. Sometimes, the candidates and the success-team should be forced to be pragmatic for a political victory. Pragmatism is often becoming a determining factor for the success of a strategy. Consideration of last-minute swing voters and the band wagon effect, become the factor of motivation of the candidates and his success-team to be pragmatic. In fact, various commitments had to be ignored for the pragmatic considerations.Key Word: Regent Election, Political Strategy, Independent Partner.
