Abstract

ANALYSISAbstractThe Analysis of conflict between regional head and Regional People'sRepresentatives Assembly (DPRD) in determining regional government budget(APBD) 2015 shows of relationship between Regional Head and RegionalPeople's Representatives Assembly in terms of regional government functions.Implementation of regional government functions will perform optimally ifimplementation of government affairs are followed by sufficient distribution ofrevenue sources to regional head. All financial resources related to any regionalgovernment matters are recognized as regional finance. Management of regionalfinance itself can’t be separated from budget that is better known as regionalgovernment budget (APBD). Regional government budget is an instrument thatwill ensure the creation of decision making process. Regional government budgetis one of the Regional People's Representatives Assembly (DPRD) decisionmaking duties. Regional government budget is a regional annual plan that arediscussed and agreed upon by regional government and Regional People'sRepresentatives Assembly (DPRD) and set by local regulations.Regional Government Budget (APBD) is prepared and implemented bylocal governments . All the activities carried out by local governments are basedon the development design and allocations which require the approval of DPRD.Regional People's Representatives Assembly (DPRD) function includesestablishing regulations, budgeting and oversights. One is to supervise theimplementation of the Regional Budget (APBD) to avoid any deviation. Thiscould be viewed as accountability instrument for regents, governor or mayor inregards to DPRD. Abstract

This research is entitled "Leadership of Village Heads in Management of Village Funds in Padas Village, Kedungjati District, Grobogan Regency". Leadership has an important role in determining the performance of public organizations to manage village funds in accordance with established government regulations. The leadership of the village head is also very important in prioritizing development programs to suit the needs of the local community. This research was conducted in Padas Village because Padas Village was one of the villages that carried out disbursement later than the other villages. This study aims to find the year the cause of this is based on the concept of traditional and transactional leadership of the village head. The leadership of the village head is analyzed based on the role of the village head in general which has been stated in the Law, government regulations, regent regulations concerning the management of village funds.

Abstract

Poverty is a classic problem of mankind in every part of the world and becomes a complex issue because it is not just about low income. The low level of education, skills, and the lack of introduction to technology are the human resource constraints that are closely related to the causes of poverty. Purbalingga regency is one of the areas with a high percentage of poor people who are always ranked in the poorest areas in Central Java Province. The purpose of this research is to analyze the policy of poverty reduction by Purbalingga Government through establishment of Boarding School of SMK Negeri 3 Purbalingga.This study uses mixed methods between qualitative and quantitative with a qualitative approach remains the main approach. Data collection techniques were carried out, among others, by collecting documents and in-depth interviews with actors involved in the policy, and using a research questionnaire to the research subjects of alumni / boarding school graduate SMK Negeri 3 Purbalingga. Analysis of research data is done by combining primary data obtained and findings in both qualitative and quantitative data.Based on the research that has been done, it is known that the policy has been implemented optimally, consistently, and there is a continuous suitability of vision among policy actors in 3 different Heads of District (Bupati), and achievements that can penetrate TOP 35 in Public Service Innovation Competition (SiNovik) 2016. Quantitative data shows that there is an increase of living standards of alumni SMK Negeri 3 Purbalingga coming from poor families, as the object of poverty problem in Purbalingga Regency. This shows that policies that have the principle of breaking the poverty chain have succeeded in reducing the number of poor people, the sustainability of the program is likely to reduce poverty significantly.Keywords: Poverty Reduction, Education Implementation Model, Policy Implementation.

Abstract

STUDY OF ONE DAY TOUR MANAGEMENT AS A TOURISMPACKAGES IN SEMARANG DISTRICT.ABSTRACTAutonomy regions is a government affairs transferred to manage their ownhousehold. One of the choices of the government affairs is tourism. Tourism is a new lifestyleindustry which is can fulfill to providing the faster economical growth in the labor sector,income, the standard of living. There’s a thousand regions in Indonesia which is has aincredible tourism potential, nevertheless that potential is never be uncultivated with themaximum of seriousness. This tourism potential could bring in more tourists who couldbecome local revenue. Therefore this case of One Day Tour as a tourism packages broughtby Department of Youth, Sports and Tourism in Semarang district evidently afford brilliantand creative idea which has contributed to develop tourism industry. This packages hasreached their heyday in 2009 at the most of the tourists number, however after establishedsince 2006 this packages had to face into the worst condition in 2012, by decreasing thenumber of the visitors and became a unsustainable program. Therefore the formulation of theproblems are :” Why the One Day Tour as the tourism packages brought by Department ofYouth, Sports and Tourism in Semarang district which is established since 2006 are notsustainability? While this regions has the incredible natural and tourism potential?Based on the issues discussed, this research used qualitative research methods withanalytical descriptive research type. The aim of this research was to understand how theprocess of the One Day Tour management and also explains how the program run and whatinhibiting factors faced by the managers.It can be concluded that at the beginning One Day Tour is managed by a person fromDepartment of Youth, Sports and Tourism in Semarang District. The founder of the One DayTour proved that these packages could reach a lot of visitors in 3 years period from 2006until 2009 with more than 17.640 Tourists. After reached with good record, and achieves atthe heyday these packages experienced a period of low tide in 2010 till 2012 with a decreaseof 52%. Even nowadays in 2016 this packages getting into the worst condition and can beconclude that this program is totally failed and not sustainable. This case happened due thispackages doesn’t have any supported from the government; there is no public privatepartnership and low power of human resources.Recommendation that the writers can conclude is Government should increasing thehuman resources and take seriously this package into an official program.Keywords: Potential, Tourism, Program, Sustainability, Regional Autonomy, GovernmentChoices Affairs, Industry.

Abstract

The city is always identical with rapid growth because the city becomes a destination for people to migrate either to live, to work, or to study. The rapid flow of urbanization causes the growth of the urban population to increase very rapidly causing high levels of population density. Not infrequently the high housing needs that are not supported by the availability of land cause the emergence of illegal settlements are shabby as well as settlements in the area of Mount Brintik Wonosari Semarang. The emergence of a rough illegal area led to the city government Semarang developing Kampung Tematik program, including the colorful thematic village, Kampung Pelangi.This research is intended to know the form of community participation in the empowerment of rainbow villages and the results of the empowerment program. The method used in this study is descriptive-qualitative with in-depth interviews used as the main instrument of research. The results show that Kampung Pelangi Program which was launched in May 2017 has become a new tourism icon in Semarang City. Although the program is initiated by the government, its success is supported by community participation both in the planning stages, the stages of the action and the stages of evaluation. The results of empowerment programs that add value to the community are increasing incomes, increasing awareness and patterns of community interaction, and the establishment of an organizing system through the formation of tourism conscious groupsFor the sustainability of the Kampung Pelangi program as a tourism village it is necessary to cooperate sustainably both with the government and the private sector either related to maintenance fund and skill improvement needed by the community in order to strengthen the existence of Kampung Pelangi as a tourist destination. Keywords : Community Participation, Empowerment, Kampung  Tematik

PERAN PEMERINTAH KABUPATEN KENDAL DALAM MENYELENGGARAKAN PENDIDIKAN NON FORMAL SEBAGAI UPAYA PENINGKATAN KUALITAS SUMBER DAYA MANUSIA DI KABUPATEN KENDALAFSIH LISANI DINISTI(DEPARTEMEN POLITIK DAN PEMERINTAHAN FISIP UNDIP)Abstract: The Role Of Kendal Regency Government In Organizing Non Formal Education As An Effort To Improve Quality Of Human Resources In Kendal Regency.Kendal Regency is one of the areas in Central Java province with high poverty levels. The high levels of poverty in Kendal caused by the quality of Human Resources is low. While the low quality of Human Resources in Kendal is influenced by education level of society. The education level of the community in Kendal regency is dominated by people with a category not/do not complete primary school. From that problem is need for follow-up in the fulfillment of public education throughout life. One of the efforts undertaken by the Government of Kendal is the issuance of District Regulation Kendal No. 10 of 2012 on the Management and Delivery of Education, where education in Kendal not only be done through formal education (schools), but also through non-formal education. This research focuses on the role of Kendal Regency Government in organizing non formal education as an effort to improve quality of human resources in Kendal Regency.The type of research is qualitative descriptive. Data obtained from the primary and secondary data, using purposive sampling techniques for the selecting informants. Data collection techniques used were in-depth interviews and documents study.The results showed that the role of the Government of Kendal in organizing non-formal education as an effort to improve the quality of human resources in Kendal are the organizers, meaning that the Government of Kendal is a party to arouse, encourage, facilitate, and manage ideas and activities development in the community in the field of non-formal education. Implementation of these roles are divided into three phases: preparation, implementation, and evaluation. However there are several factors that constraint, the first is financial and the second is is the human resource in this regard is the non formal education teachers.The writer given to the Kendal Regency Government and the people who follow non-formal education in Kendal. For Kendal Regency Government should provide more support on non formal education of organizing in order to become a partner level with formal education. As for the people who follow non-formal education in Kendal should be able to utilize the facilities provided by the Government of Kendal wisely, because such facilities as an opportunity to improve the quality of society.Keywords: Role of Government, Non-Formal Education, Human Resources

Abstract

This study tries to describe (1) trying the method used by the City of Semarang DPKAD in setting restaurant tax targets (2) increasing the factors that encourage and improve the performance of Semarang City DPKAD in collecting and increasing the potential for restaurant tax to increase benefits for Semarang City PAD (3) using Semarang city tax collection to increase the contribution of Semarang City PAD. The method used in this study is a mixed method, which is a study involving previous research, namely qualitative research and quantitative research. This restaurant tax management covers aspects, the planning process carried out by the Field of Data Collection, Determination, and Billing (P3) and can not be separated from the Planning Field, organizing process, organizing activities, grouping activities, and delegating authority in accordance with work plans and functions , as well as allocating resources, the process of mobilizing employees carried out through meetings and coordination, the supervision process carried out by looking at some of the restaurant tax obligations provided by the field officers when carrying out their duties. Meanwhile, the driving factor for restaurant tax management in the city of Semarang, namely the implementation of object data and taxpayers, the availability of regulations that are the legal basis, the availability of sufficient budget and human resources; While the inhibiting factor is the level of public awareness that is still low, sanctions for restaurants that do not need to ask for help and the amount of reduction in the field to collect data on restaurant taxpayers. Abstract

The Election System of the Regional Head is directly more able toaccommodate the interests of the people. It can be argued that the elections are amomentum that is quite appropriate for the variants of voter preferences that arethe dominant factor in conducting their political actions or behavior. In SalatigaCity Election in 2017, Yulianto and Muh Haris were the winners with 50.52%votes. The couple Yulianto and Muh Haris were the couple after being SalatigaMayor in 2011-2016. Support for nominees dominated by winning two regionalhead elections, but on the other side of the 2017 elections of the mayor of theYuliyanto municipal mayor, Kirnaningsih Point was accused of being a corruptioncase of Salatiga South Road Road Corruption.The theories used in this study are voter behavior by using 3 approachesthat are sociological, psychological and rational approaches. Research methodused in this research is quantitative method. Quantitative approaches haveemphasized their analysis of numerical data processed by statistical methods.Based on the research conducted by the author, there are several factorsthat affect the victory of Yulianto and Muh Haris in the Salatiga City Election in2017. Firstly, because of the attraction of the candidate figure, Yulianto and MuhHaris figure who are experienced and prominent since known often visits ormeetings directly with the community. Second, the defendant's status of defendantstatus did not influence the voters in determining their choice because the votersconsidered it to be a personal affair of candidates and more to see Yulianto'sfigure as a mayor. Third, sociological factors, in which case religious factors playan important role in making voter decisions. Yulianto and Muh Haris are the pairsof candidates representing Muslim leaders.Keywords: Incumbent, Candidate, Local Election

Abstract

Abstract: One way to succeed of regional autonomy is the development in tourism sector. But a trend happened at this point is unbalanced his roles and lack of cooperation between the government , private and public in developing tourism sector. Hence the study is done aims to understand how a partnership system in the management of tourism objects Istano Basa Pagaruyung and Batu Angkek-Angkek district Tanah Datar West Sumatra. This study using methods the qualitative study descriptive with documentation and interview as a technique of data collection. Target in this research are government , private , owner of tourist objects and people who participate in the management of tourism object Istano Basa Pagaruyung and Batu Angkek-Angkek district Tanah Datar West Sumatra. Partnership is a form of cooperation between two parties or more which aims to improve the ability of an organization in achieving the purpose. Based on the research done overall the problems faced by the Tanah Datar local government partnership related is the problems assets “Land belonging to customary” so as to hinder roads and interest private parties to invest and participate in the management of tourism object. Not only it, but also found the difference process partnership that occurs in the management of tourism object Istano Basa Pagaruyung and Batu Angkek-Angkek. A partnership system in the management of tourism objects Istano Basa Pagaruyung it can be said quite run maximally. Proved the existence of interwoven of cooperation amoung the government , private and the community even though the cooperation in the shape of a contract. Different with the partnerships in the management of tourism objects Batu Angkek-Angkek who is still not maximum.  Key words: Tourism, Management, Partnership

Abstract

The politics of familism is interesting to discuss because it is relatively a common phenomenon in Indonesia, but is hardly revelaed through academic lens. In practice,2 it is not rare to find a group of families drives a party machine through the party’s organizational structure, legislature body, and the other related decision making. this article is based on a case study in Partai Persatuan Pembangunan (PPP) in Rembang regency, Central Java, in which two big religious scholars’ families, namely KH. Maemoen Zubair and the late KH. Ahmad Thoyfoer have significant influences in the PPP’s political movement both in local and national level. This article proposas a question on how the practice of familism is constructed within the party’s body, and the implication on party’s institutional governance. The research applied participatory observation through direct involvement in party’s activities, in-depth interviews and documentary studies. This research found that familism is inseparable in party’s body. It is built through the involvement of relatives in party’s organization as well as kyai-santri relationships.
