Abstract

This research aims to examine the cooperation of the Provincial Government of Jawa Tengah with Perum Perhutani in order to develope a new tourism destination of Central Java Park where located in Penggaron Production Forest, Kabupaten Semarang. The cooperation is carried out in the framework of the Provincial Government of Jawa Tengah plans to find alternative tourist destinations in Jawa Tengah. In addition, the purpose of Central Java Park development is to increase the local revenue (PAD) of Jawa Tengah province. To that end, Provincial Government of Jawa Tengah appointed Perum Perhutani as Penggaron Forest land owner to cooperate in building Central Java Park. This research analyzes the cooperation process conducted by both parties starting from the idea to the implementation, knowing the supporting and inhibiting factors from the cooperation of both parties in the development of Central Java Park. Researchers chose related parties such as Central Java Provincial Government and Perum Perhutani KPH Semarang as a case study study.The method used in this research uses a qualitative approach with descriptive method. In obtaining the data, the researcher uses interview method with the research informant is the Bureau of Infrastructure and Natural Resources of Central Java Province, Perum Perhutani Unity of Semarang Forest Stakeholders and other Parties involved in the cooperation. Researchers also use secondary data derived from relevant Regional Regulations as well as other literary sources such as books and journals.The results showed that the process of cooperation between the two sides is still not good in terms of communication. This is evidenced by the length of time required in the assessment of cooperation and the division of development responsibilities Central Java Park. From it shows the cooperation is not running effectively. Therefore, both parties must be more firm and committed in implementing such cooperation so that the development of Central Java Park will be more quickly implemented. Keywords: Public Private Partnerships, New Company, Beauty Contest

Abstract

Suku Anak Dalam is a remote traditional community that exists within theJambi’s forest. Forest exploration and exploitation, which getting higher thesedays, limits the room for a movement and pushes the Suku Anak Dalam habitat.They have to settle and assimilate like the normal society. One of the tribes isSuku Anak Dalam in Muara Kilis Village, Tebo Sub-Province, Province of Jambi.At the year of 2014, Indonesia held a Presidential and Vice PresidentialElection. For the first time, the Suku Anak Dalam participated in Election fromthe first stage until the last stage. They got the suffrage and were listed in the FinalVoter List. This research’s purpose is to find out about the suffrage usage by SukuAnak Dalam at Muara Kilis Village, Tengah Ilir Sub-district, Tebo Sub-Province,Province of Jambi in Presidential and Vice Presidential Election year 2014. Casestudy : the role of Jenang Suku Anak Dalam.The author used qualitative method for the research by collecting the datawhich are interview and documentation. The source came from primary data andsecondary data. The subject of the research was the Members of Suku AnakDalam, Temenggung of Suku Anak Dalam, Jenang of Suku Anak Dalam, PelitaKita Community, and Muara Kilis’ Village Secretary.As can be seen from the backgrounds and the research methods that theauthor used, the result is Suku Anak Dalam does not understand the purpose of theelection. They only vote based on the affinity and advantage that they get in theform of service and assistance. Jenang’s role as a connector between the SukuAnak Dalam and Outside People can affect the intake of the Suku Anak Dalam’sdecision.Keywords: Suffrage, Suku Anak Dalam and Presidental Election.

Abstract

The Leadership Model is the key to the success of the Regional Head in leading. Leadership model can never be separated from the style of leadership practiced by the Head of Region. In the government organization, the role of leader is expected to be able to manage the various resources it has to achieve the goals or VISION, MISSION organization with style and model in accordance with the work environment and able to adapt to situation and condition of the organization.The research method used is qualitative approach with observation data collection techniques, interviews and documents. Informants in this research are Mayor, Secretary, Head of Bappeda, Chairman of NU, Chairman of Muhammadiyah, Chairman of Parliament and Chairman of Pecinta Batik Pekalongan.The results of this study indicate that the leadership style practiced by M. Basyri Ahmad Syawie is a style of democratic leadership. And the model of leadership using transformational leadership model. Leadership M. Basyir Ahmad Syawie can be successful, because in his leadership many achievements achieved by Pekalongan City. However, there are two factors inhibiting the leadership of M. Basyir Ahmad Syawie namely internal and external factors. The interernal factor comes from the old culture of bureaucracy and leadership personality. External factors come from supporting parties that overly intervene in bureaucratic affairs.Keywords: Leadership, Leadership Model

Abstract

ABSTRACTIONThis research is focussed on knowing, studying, and analyzing about The Effectiveness of Ombudsman RI Representative Central Java in Implementing The Monitoring Function of the Computer-Based National Test of SMA/SMK/MA in Central Java. In other hand, it will see the factors which influences The Effectiveness of Ombudsman RI Representative Central Java doing its function.The experimental method used descriptive qualitative. The data sources from the primary data through in deep interview with key person. Meanwhile, secondary data sources from documentary, achieve approach has been used in this research aimed for understanding key person response to the supporting expression on the real fact. Then it can be disscussed and make a conclusion based on the result of research by writting, words or sentences.The Effectiveness of Ombudsman RI Representative Central Java is important thing to measure in case this department will be useful and whatever the task and function is appropriate. The result of this research shows that Ombudsman RI Representative Central Java hasn’t effective yet because the purpose the monitoring hasn’t achieved. Ombudsman RI Representative Central Java can’t make sure the held of the Computer-Based National Test of SMA/SMK/MA in Central Java running well, orderly and accountable as well as written in the news letter of Ombudsman RI Representative Central Java. Abstract

Penelitian ini bertujuan menganalisis upaya RSUP Dr. Kariadi dalam meningkatkan pelayanan publikdan meningkatkan akuntabilitas dalam mempertahankan predikat Zona Integritas WBK dan WBBMyang diperoleh dari Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi secaraberturut-turut pada tahun 2014 dan tahun 2015. Penelitian ini menggunakan metode mixed method, yaitu gabungan antara metode penelitiankualitatif dan metode penelitian kuantitatif. Varian yang dipilih oleh peneliti adalah sequential, dimana menggunakan metode kualitatif dengan bobot yang lebih tinggi daripada metode kuantitatif.Data kualitatif diperoleh melalui wawancara dan data kuantitatif diperoleh melalui kuesioner.Keabsahan penelitian ini dilakukan melalui triangulasi sumber dengan membandingkan datakualitatif dengan data kuantitatif. Berdasarkan hasil dari penelitian, pelayanan kesehatan di RSUP Dr. Kariadi tahun 2018mendapatkan nilai “sangat baik” dengan rata-rata persentase kepuasan sebesar 89,27%. Hal ituditunjang oleh penguatan pelayanan publik melalui peningkatan kompetensi sumber daya manusia;pelayanan pengaduan masyarakat; media informasi yang lengkap dan jelas; dan jaminan fasilitaslayanan kesehatan. Kemudian juga ditunjang oleh penguatan akuntabilitas melalui peningkatantranspatansi; pemberian penghargaan dan hukuman bagi pegawai; penetapan tanggung jawab kinerjapegawai. Semua itu dapat membuktikan bahwa predikat Zona Integritas WBK dan WBBM yangdidapatkan oleh RSUP Dr. Kariadi tidak hanya sekadar predikat belaka.

Abstract

ABSTRACTThe skeptical and reluctant attitude of Samin Tribe in public participation has become their identical signature. However, during the last regional election in District of Pati most of the Samin Tribe registered as DPT cast their vote. The possibility of the ongoing problem with the cement factory influencing this political participation of the Samin Tribe is the background of this research with the main questions; how was the level of voter participation conducted of the Samin Tribe during the Regional Election of Pati in 2017? What is the connection between the cement factory issue with the regional election for the Samin Tribe? The purpose of this research is to describe the level of voter participation of Samin Tribe during the regional election of Pati in 2017. Other than that this research also attempt to find out and explain whether the ongoing problem with the cement factory will have something to do with the election or not. The theory used in this research is the political participation in describing the level by using stratified random sampling mode. The object of the research is the Samin Tribe who are registered as DPT the Regional Election of Pati in 2017. The result of the research shows 66, 7% of Samin Tribe uses their rights to vote while 33, 3% of them choose to abstain (golput). From these result indicate that the participation rate of samin tribe voters is included in active political participation, but it also found out there is no correlation between the cement factory issue and the regional election for the Samin Tribe. The Samin Tribe to be more open willing to participate in political participation without abandoning their teachings from their belief and still maintain a good level of participation in every election. The Samin Tribe should also be more assertive towards those who used their tribe’s name for particular interest. Key words: Political Participation, Samin Tribe, Regional Election, Cement Factory Issue

Abstract

Population growth each year has increased while the very limited availability of land is even less to make the price of land to be very expensive , so it is not affordable to the people's purchasing power , especially among the middle class . Land can not be separated from human life , the function of soil is essential for humans , especially for land for housing . People really expect to buy land that will be built a house on the land . The price of land which annually increases make the land can not be bought by people, particularly the underprivileged ( poor ) . Seeing such conditions Kudus Regency Government makes program development modest apartment rental.The purpose of this study is to determine and describe the government's policy in relocating the community to the development of simple Flats Rent ( Rusunawa ) in the village of Bakalan Krapyak , Kaliwungu Kudus and to know The problems that arise in the relocation of the community and how the solution . This research is descriptive analytic research using qualitative approach . Data collection techniques by means of interviews with informants , the researchers also conducted direct observation penelkitian object and document the location of the relevant research is conducted with the actual situation.The results showed that in fact the flats built by the Holy District Government less demand by the public , especially people who occupy around the riverbanks Gelis . Found several weaknesses in relocating public policy program , which has not fulfilled rusunawa adequate facilities and the lack of public awareness about the environment . Construction of rental flats Bakalan Krapyak a logical consequence in the district of Kudus considering many slums and the limited ability of the local economy are low in building a house , then through the construction of towers is expected to overcome the problems hunia wild that the eviction of residents who inhabit the land unlicensed inevitable.Recommendations are given that in the implementation of the relocation program then should the parties involved to be responsive to the problems faced by the people being relocated, the entire process of the implementation of the relocation should be the aspirations of the displaced , and involving the community of preparation through the mechanism of a residential dwelling that is new , the realization of repair or Extra facilities Bakalan Rusunawa Krapyak that it is less, to be more comfortable for the occupants rusunawa and Kudus regency government must be firm in enforcing existing regulations , not to place among the violations of regulations proficiency level . Abstract

BLU UPTD Trans Semarang yakni sebagai pengelola administrasi dari Trans Semarang yang memiliki fungsi sebagai pengawas jalannya BRT Trans Semarang. Dalam operasionalisasinya BRT Trans Semarang mendapatkan laporan-laporan mengenai keluhan masyrakat. Keluhan terhadap pramudi masih mendominasi. Total ada 95 keluhan terkait pengemudi, mulai dari laporan pengemudi ugal-ugalan, menerobos lampu merah, merokok di dalam bus, berkata kasar, dan lain sebagainya. Kemudian disusul keluhan terhadap armada dengan total 87 keluhan terkait ac, pintu, mesin, dan emisi. Saat dilakukan sidak uji emisi. Tujuan Penelitian ini adalah untuk mengevaluasi Peran Pengawasan BLU UPTD Trans Semarang terhadap pramudi dan armada BRT Trans Semarang. Metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif. Bertujuan untuk menggambarkan dan mendeskripsikan peristiwa maupun fenomena yang terjadi di lapangan. Pengumpulan data dilakukan dengan teknik observasi dan wawancara. Fokus penelitiannya adalah pengawasan mengenai keluhan terhadap pramudi dan keluhan mengenai armada Trans Semarang. Hasil penelitian menunjukkan BLU UPTD Trans Semarang sebagai regulator Trans Semarang telah melaksanakan manajemen pengawasan dalam pengecekan kelengkapan surat-surat pramudi, namun perlu adanya pengawasan langsung dari BLU Trans Semarang dalam proses seleksi terhadap calon pramudi yang handal. dan kelaikan armada sesuai SOP, hal ini terlihat dari observasi dan hasil wawancara dari BLU UPTD Trans Semarang.

Abstract

ABSTRAKSIAnggaran Pendapatan dan Belanja Daerah (APBD) adalah rencana keuangan tahunan Pemerintah Daerah yang disetujui oleh Dewan Perwakilan Rakyat Daerah. APBD ditetapkan dengan Peraturan Daerah. Keterlambatan dalam penetapan APBD di Kabupaten Blora akan berdampak langsung terhadap pelaksanaan pembangunan di daerah. Keterlambatan Penetapan APBD di Kabupaten Blora Tahun 2014 mengakibatkan program pembangunan infrastruktur dan proyek energi mandiri pedesaan tidak dapat dilaksanakan dan Kabupaten Blora mendapatkan sanksi atas Keterlambatan tersebut. Metode penelitian yang digunakan yaitu penelitian kualitatif dengan mengidentifikasi dan mengevaluasi permasalahan-permasalahan yang mempengaruhi keterlambatan dalam pengesahan APBD. Pengumpulan data dilakukan dengan cara wawancara yang mendalam, dan menganalisis data dari dinas/instansi terkait. Hasil penelitian didapatkan ada 5 faktor yang melatarbelakangi keterlambatan penetapan APBD Kabupaten Blora Pada Tahun Anggaran 2014 yaitu : (1) Faktor Komitmen antara Eksekutif dan Legislatif dalam Mentaati Jadwal Proses Penyusunan dan Penetapan APBD, (2) Faktor Komunikasi dan Koordinasi antara Pemerintah Daerah dan DPRD dalam Penetapan Anggaran Pendapatan dan Belanja Daerah, (3) DPRD dan Pemerintah Daerah dalam menjalankan Fungsi Penganggaran Keuangan Daerah Kurang Maksimal (4) Faktor Sumber Daya Manusia antara Eksekutif dan Legislatif, Sikap serta Adanya Faktor Politik Tertentu dalam Penetapan APBD, (5) Faktor Birokrasi dan masalah teknis Peraturan Perundang-Undangan yang dijadikan Pedoman Penyusunan APBD berubah ubah setiap tahunnya. Solusi Kebijakan dari Keterlambatan dalam Penetapan APBD di Kabupaten Blora untuk Tahun Anggaran 2014 adalah: (1) Membina hubungan yang harmonis antara eksekutif dan legislatif dalam hal penganggaran keuangan daerah serta melakukan koordinasi dan komunikasi yang baik (2) Menginisiasikan suatu perjanjian bersama antara eksekutif dan legislatif dalam mentaati tahapan dan jadwal proses penyusunan APBD, (3) Peningkatan kinerja DPRD dan Pemerintah Daerah dalam Penganggaran Keuangan Daerah, (4) Pemerintah Daerah dan DPRD menyelenggarakan pendidikan dan pelatihan yang terkait dengan penganggaran keuangan daerah, (5) Edukasi Birokrasi Pemerintah Daerah.Kata kunci: Keterlambatan APBD, Pembangunan Daerah, Komunikasi dan Koordinasi

Abstract

Pada era Presiden Jokowi Reforma Agraria menjadi salah satu prioritas program yang termaktubdalam Nawa Cita. Access Reform atau Penataan Akses merupakan salah satu bagian yang tidakterpisahkan dari konsep besar Reforma Agraria. Access Reform merupakan sebuah proses pemberdayaan masyarakat berbasis tanah. Hal ini dilakukan pasca diberikannya sertifikat tanah atau legalisasi aset. Tujuannya adalah untuk meningkatkan taraf kesejahteraan dari masyarakat. Selain itujuga, untuk mencegah resiko pemilik tanah kehilangan hak atas tanahnya. Penelitian ini menggunakan pendekatan studi kasus dengan tujuan untuk mengetahui secaramendalam dan komprehensif mengenai Access Reform dalam program reforma agraria di DesaTahunan. Adapun sumber data yang digunakan dalam penelitian ini yaitu data primer melaluiwawancara kepada Anggota Pokja dari perwakilan Kantor Pertanahan Jepara , Kepala bagian UKMDinas Koperasi, UKM, Tenaga Kerja dan Transmigrasi Kabupaten Jepara. Perangkat Desa yangmenjadi bagian dari Pokja dan subjek penerima program sertifikasi tanah pada tahun 2017. Berdasarkan hasil penelitian dan analisis yang penulis temukan secara kualitatif mengenai AnalisisAccess Reform atau Penataan Akses di Desa Tahunan tahun 2018, penulis menyimpulkan bahwaPelaksanaan Acces Reform di Desa Tahunan tidak berjalan dengan baik. Hal ini dapat dibuktikandengan temuan peneliti yang menunjukan adanya ketidaksesuaian antara teori Access Reform,Pemberdayaan Masyarakat dan petunjuk teknis pemberdayaan masyarakat pasca legalisasi asetdengan hasil temuan lapangan. kompenen-komponen yang ada dalam tahapan program tidakdilakukan dengan sepenuhnya. Hal ini mengakibatkan pelaksanaan access reform di desa Tahunanbelum berhasil memperkuat potensi atau daya yang dimiliki oleh UKM, dan belum bisa melindungi posisi UKM yang masih lemah dari persaingan yang tidak seimbang dan eksploitasi dari yang kuat. Faktor kegagalan Access Reform disebabkan karena beberapa faktor; Tidak maksimalnya peran dariKantor Pertanahan Jepara, tidak adanya kordinasi yang baik antar aktor, Keterbatasan Anggaran danwaktu, akselerasi lembaga keuangan diluar mitra progam, minimnya partisipasi masyarakat,tersumbatnya akses informasi, dan profesionalitas pelaku pemberdayaan.
