Abstract

Abstract. Electronic Government abbreviated e-Gov is the application of information and communication technology systems used and developed by the government in providing services to the community whenever and wherever people can get easy access to information and public services provided by the government. The essence of e-Gov implementation is to improve the quality of government services by utilizing information technology. The purpose of this study is to illustrate how the application of e-Gov in an effort to create Good Governance and to identify the support and obstruct factors e-Gov application in the Department of Population and Civil Registry of Semarang Regency.The research method using qualitative method with triangulation data that is observation, interview and data written or archive. Informants in this study are Head of Population Registration Services, Head of Civil Registration Services, Head of PIAK and Data Utilization and Head of Information Administration Division of Population Department of Population and Civil Registry of Semarang Regency.The results showed that the based governance of e-Gov in the Department of Population and Civil Registration of Semarang Regency is still classified in the Integration stage. Where the Department of Population and Civil Registration of Semarang Regency has been using a variety of digitalization services to support its tasks, but it can not be done optimally. There are 4 of 5 types of transformation points that can not be fulfilled, including services to the citizens to service by the citizens, traditional citizens to the online citizens, the digital divide to digital democracy and paper-based document to government online. There are three factors that obstruct the implementation of e-Gov in the Department of Population and Civil Registration of Semarang Regency, such as communication, resources and disposition. While the driving factor is the bureaucratic structure.Keyword : e-Gov, Department of Population and Civil Registration of Semarang Regency.

Abstract

Pelaksanaakn Pilkada Kabupaten Temanggung tahun 2018 telah sukses dilaksanakan dan menyisakanberbagai hal untuk menarik diteliti, diantaranya tentang perilaku pemilih petani tembakau. Haltersebut menarik untuk diteliti karena setiap pemilih mempunyai alasan dan kepentingannya masing– masing dalam menentukan pilihannya, sehingga para kandidat dapat menentukan srateginya dalamberkampanye agar bisa mendapatkan hasil yang sesuai dengan target sasaran.Metode yang digunakan dalam penelitian ini, yaitu kuantitif dengan teknik pengumpulan datamenggunakan kuesioner pada 100 responden dipilih secara acak yang terletak di 11 kecamatanprodusen tembakau. Tujuan menggunakan metode tersebut adalah untuk menggali data dan informasiyang mendalam, akurat dan spesifik. Analisis data menggunakan analisis korelasi berganda yangdigunakan untuk menguji hubungan dari dua variabel yaitu variablel independen dan variabeldependen.Dalam penelitian ini, untuk mempengaruhi perilaku pemilih tidaklah cukup hanya didasarkan padasatu pendekatan dan menjadi faktor paling mendominasi / paling kuat pengaruhnya terhadap petanitembakau dalam menentukan pilihannya. Setelah mempertimbangkan faktor sosiologis, selanjutnyamempertimbangkan faktor psikologis kemudian yang menjadi pertimbangan terakhir bagi petanitembakau dalam menentukan pilihannya yaitu faktor – faktor rasional karena pada pendektantersebut, petani tembakau bisa memperkirakan keuntungan dan kerugian baik dalam jangka panjangmaupun jangka pendek ketika memilih kandidat tersebut sebagai pemimpinnya. Jika ditinjau kembali tentang identitas responden yaitu petani tembakau bahwa petani yang tinggaldi pedesaan dan tidak menempuh pendidikan hingga ke perguruan tinggi. Akan tetapi, mereka bisaberfikir dengan begitu mempertimbangkan faktor – faktor rasional yang bertujuan untuk kepentinganjangka panjangnya. Sehingga hal tersebut dapat kita pahami bahwa petani tembakau memilikikepedulian dan kesadaran jika apa yang ditentukan saat ini yaitu pilihannya dalam Pilkada, dapatmempengaruhi kehidupannya.

Abstract

This research has a goal to identify the role of Komunitas Sahabat Difabel as a Community-based Organization (CBO) in the fulfillment of employment rights of people with different abilities in Semarang District. How the difable community play its role so that it cann succeed in fighting for the rights of employment of people with different abilities (difable), and also explain the opportunities and obstacle faced by the community. The Difable’s Employments Rights are based on the Central Java Regulation on the Fulfillment of the Rights of Persons with Disabilities. The type of this research is descriptive through a qualitative approach. The source of data comes from primary data derived from the results of in-depth interviews of research informants and secondary data come from the archives and documentation activities. The technique of selecting informants using purposive sampling. The results of the study found that the roles that has been successfully executed are holding job training in cooperation with the government, giving information of a job vacancy and facilitator of recruitment of difable labors with companies, provide marketing facilities of difable products by forming Saung Happy Difabel SMEs, and accompanying labor recruitment process and consultant of the companies when there is a problem of difable labors with the company. Its opportunities are reputation and strategic location of the existing community in the city center in Central Java. While some of the obstacles are the behavior of the difable labors who often become industrial relations disputes, the work conditions incriminating the difable, and the stigma of the business against the ability of people with disabilities. The recommendations for Komunitas Sahabat Difabel are to improve the internal organization including defining tasks and authority within the organizational structure, optimizing empowerment and and creative marketing for Saung Happy Difabel SME, and improve the relationships with external sectors, such as government, private, and other community. Abstract

This research is motivated by the presence of Transportation GO-jack in Semarang City. GO-Jek presence became an own interest for people in the Semarang City. In addition to the convenience provided by the Go-Jek is also a transportation alternative that is easily accessed by the public phenomenon of Go-Jek has become a stumbling block to the government in carrying out public transportation in the Semarang City. This is because the public already saturated transport exist today. The method used in this study is a research method combined with qualitative and quantitative approach with descriptive methods. The purpose of this study is to obtain data about the community and the government's response assessment will be the phenomenon of Go-Jek be an inability of the state to provide quality transportation services. These results indicate the characteristics of the choice of using Go-Jek for being able to provide accessibility for an easier, more flexible, more personalized and performance services better, more orderly would traffic signs, conditions and facilities of vehicles that are viewed and comfortable, high availability and better reliability.

Abstract

E-KTP innovation is a method of improving optimal public services, noting that innovation can renew ineffective systems, especially in the field of civil registration. In optimal public service, community response is also important in the accountability of a public policy. This is stated in the example of the E-KTP innovation policy in Surakarta, namely "Recorded at school, Sweet Seventeen, KTP-el ku Datang" conducted by Dukcapil. This policy contains a program about E-KTP recording carried out in schools, the location of an individual who is 17 years old. The purpose of this innovation is to make it easier for individuals who have a status as a student to have complete state identity. The existence of innovation is also expected so that administrative management can be structured systematically in the field of civil registration, so that every statistic calculation of population can be calculated effectively and efficiently. This policy is expected to work better.

Abstract

Indonesia is a country where every law that citizens have rights andobligations which should be protected by law. A right is something that is inherentto the human being, not only a perfect man but also inherent to the human beingless than perfect (disabled). This needed protection which guaranted the rights ofthe disabled to realize equality, independence and disabled priority in KlatenRegency.Regional Regulation of Klaten Regency no. 2 of 2011 on Equality,Independence, and Disabled Prosperity as the basic of law about education,health, employee, social-politics, economy, and culture for the better future ofdisabled in Klaten Regency. This study discuss about the policy study to analyzehow Klaten Regency Government actualize the regional regulation by qualitativedescriptive methode. This study was held in Klaten Regency, Central Java. Bydata collection of interview and documents.Researcher found in Regional Regulation of Klaten Regency no. 2 of 2011on Equality, Independence, and Disabled Prosperity about policy implementationvariabels that influence the implementation performance of Klaten RegencyGovernment effort to create equality and disabled prosperity. At this study,Paguyuban Penyandang Cacat Klaten (PPCK) were been the mediator to regionalregulation implementation. Factors restricting the research is not yet evenlysocialization of local regulations to the disabled and limited budgets in support ofimplementation of the change. Recommendations of the researcher is to saw thefinancial resources and cooperation between the various parties to support theimplementation of local regulations and thorough socialization from Governmentto society in order to identify their contents nor diffable of regional regulationsand created a good relationship between the Government with the disabled.Keywords: Disabled, Implementation, Klaten

Abstract

ABSTRACT Achmad Yusuf Roni was one of the candidates for members of DPRD Kabupaten Kudus legislative elections in 2014 were derived from the PDI Perjuangan . Electoral district (Dapil) for Achmad Yusuf Roni was Dapil IV, which includes Kecamatan Dawe and Kecamatan Jekulo in Kudus. Mannered known figure in the community and who are loyal to a political party which he joined, Achmad Yusuf Roni is pure cadre from the PDI Perjuangan Kabupaten Kudus. Structurally, Achmad Yusuf Roni was the Secretary of the Branch Council (DPC) PDI Perjuangan Kudus for the period 2010 to 2015. With a relatively young age, which is 31 years old in 2014, Yusuf Achmad get ordinal number 1 (one). The ordinal number of 1 that is identical to prospective members DPRD is expected to be won an election. This study has revealed what are the main factors that determine victory Achmad Yusuf Roni. With the vote total of 5,030 votes, the highest compared to other candidates who also came from the PDI Perjuangan and the same electoral district (Dapil). Victory of Achmad Yusuf Roni affected by his popularity in the middle of the voters and the role of Musthofa. Musthofa is the Chairman of PDI Perjuangan Kudus, and Regent of Kudus. With the support of Mustafa, the party's political machine was geared to help Achmad Yusuf Roni in this contestation. In accordance with the purpose of PDI Perjuangan Kudus, Achmad Yusuf Roni managed to get one seat in parliament Kudus. Although the vote gained much from the original target planned. Overall PDI-P was able to obtain 9 seats out of 45 seats in DPRD Kudus. Keywords : Electability, PDI Perjuangan, the legislative elections

Abstract

Direct Regional Head Election is one of the goals of decentralization within the framework of regional autonomy. With the Direct Regional Head Election is expected to build and realize the accountability of local government. Election of Head of Boyolali District assumed how the candidates of Head of Region able to influence and win the heart of society hence participation of society of Boyolali Regency at election moment because beroroentasi on improving prosperity and empowerment of society of Boyolali Regency. Voting in the District Head Election Boyolali very dependent of the behavior of community voters Boyolali District. In addition to voter behavior from the community, the role of Head of Region in leading Boyolali District is also very important. Teter Village and Wates Village Simo District Boyolali District as one of the areas that vote in the District Head Election Boyolali Year 2015 is relatively small for the first candidate Head of Region is Seno Samodro.This study aims to determine the behavior of voters in the village of Teter and Wates Village in District Head Election Boyolali Year 2015 who feel dissatisfied with Seno Samodro so that voters divert his voice. In addition, this study also aims to determine the acquisition of Seno Samodro votes in the selection of incumbent leaders in the village of Teter and Wates village is relatively small. This research uses descriptive qualitative method with observation, interview and documentation technique.The results of this study indicate that there is disappointment and dissatisfaction of the people of Teter Village and Wates Village against Seno Samodro. This is because the policies promised by Seno Samodro to the people of Teter Village and Wates Village are not kept. Besides that, Seno Samodro is considered to have less responsibility to be the Head of Region well, then the weaknesses of Seno Samodro that happened in Teter Village and Wates Village are used by Agus Purmanto to create a strategy in attracting people sympathy to choose Agus Purmanto. Abstract

ABSTRACKIdologi Marhaenisme is a struggle born of a very deep process of reflection of Ir Soekarno on the condition of a nation that suffered from colonialism and capitalism a system that occurs in Region Geopolitics Indies. Marhaenisme born as an ideology that is used to change the misery with the achievement of the ideals of Socialism premises. Colonialism and Capitalism has been transformed into various forms and shapes in the life of the nation, but Marhaenisme remain as suatau means of resistance. Indonesian National Student Movement (GMNI) as a student organization, since it was first established in 1954 have pledged themselves to make Marhaenisme as an ideology of struggle. GMNI survive with all the conditions and the time of changing to remain faithful to hold fast to the teachings of Soekarno. But in the process of implementation, Marhaenisme often received criticism and questions that doubt appears logical process of Achieving Socialism. One satuya is happening in the region GMNI Semarang branch. So the authors conducted a study "Perceptions of Indonesian National Student Movement Semarang branch against Marhaenisme as Ideology Struggle". Abstract

Strategic Plan is a planning document which act as a guideline in achieving the long-term purpose of an organization. The issue raised in this research is: How is the process in formulating strategic plan? How is the process in the establishment of budget plan? What obstacles and issue faced in the process of formulating strategic plan?The aim of this research is to understand the process in formulating strategic plan and to understand the estbalishment of budget planning. Further, this research is also conducted to identify the obstacles and issues faced by Education and Training Agency of Jakarta Capital City [“Badan Pendidikan dan Pelatihan Provinsi DKI Jakarta”] in formulating a strategic plan.This research is descriptive research using qualitative approach. The informant in this research is the leader and staff of Education and Training Agency of DKI Jakarta Province. This research uses two techniques in collecting data that is in-depth interview and documentation study.In answering such problem and aim of the research theory of strategic planning as one of the formal process in aiding organization in maintaining its optimal position which involves essential elements in such environment is used. Theory of budgetting is also used as an integral part in the process of strategic planning. The object of this research is Education and Training Agency of Jakarta Capital City in 2013.The result of this research shows that Education and Training Agency of DKI Jakarta is successful in producing strategic planning documents correctly because it has fulfilled all aspect in the process of formulating a strategic plan. In regards to estbalishment of budget, no issue were identified since such program and such activity is in accordance with strategic planning. However, the issue faced in the process of formulating strategic plan is the quantity and the quality of human resource.
