Abstract

Studi Prasangka Sosial di Kecamatan Waeapo(Sebuah Kajian Tentang Patologi Demokrasi di Ranah Lokal)AbstrakPenelitian ini untuk menjelaskan mengenai hasil analisis patologi demokrasi di ranah lokal yang menggunakan studi prasangka sosial antaretnis di kecamatan waeapo, kabupaten Buru, provinsi maluku sebagai indikator utama. Dalam masa transisi dan konsolidasi demokrasi diperlukan, dibutuhkan integrasi yang kuat dalam masyarakat. Tanpa integrasi yang kuat kemungkinan penguatan demokrasi dan integrasi sosial akan berjalan tidak maksimal. Indonesia merupakan negara dengan tingkat kemajemukan budaya yang cukup tinggi, berbagai perbedaan kerapkali menjadi pemicu konflik – konflik etnis. Perbedaan- perbedaan tersebut kemudia menjadi sikap prasangka sosial antaretnis yang berbeda. Penelitian ini berusaha melihat dan mencari tahu faktor –faktor yang menjadi pemicu munculnya sikap prasangka sosial yang terjadi di kecamatan waeapo.Penelitian ini bertipe deskriptif analitis yaitu tipe penelitian yang bertujuan mendeskripsikan suatu gejala sekaligus menganalisa gejala tersebut menggunakan pendekatan kualitatif. Subjek penelitian ini adalah tokoh masyarakat, warga dan pemerintah daerah.Adapun teknik pengumpulan data menggunakan observasi partisipatif,wawancara mendalam dan studi dokumentasi yang relevan dengan penelitian ini.Hasil penelitian menunjukan bahwa sikap prasangka sosial yang terjadi di kecamatan Waeapo disebabkan oleh sikap stereotip yang masih kuat berkembang diatara kedua etnis, pranata-pranata sosial yang ada belum mampu menjadi wahana perekat dalam membangun komunikasi, kerjasama dan integrasi sosial diantara etnis pendatang dan pribumi. Pasca ditemukannya tambang emas, intensitas konflik semakin meningkat, terjadinya pergeseran dan perubahan status sosial dimana status sosial etnis pribumi mengalami penguatan yang cukup dominan dan juga kerawanan sosial semakin meningkat.

Abstract

The provision of land Semarang-Solo toll road that starts from the third stage BawenhunggaSalatiga occurred during the enactment of the new law on land acquisition, namely Law no. 2 Year 2012. While the Land Procurement Team, as the executor has mengguanakan Presidential Decree no. 65 Taahun 2006 as the basis for the provision of land.This study aimed (1) to demonstrate the process of provision of land development Semarang-Solo toll road Bawen-Salatiga stage when the transition rules for land acquisition and (2) to determine the obstacles that occur in the process of provision of land.This research is implementable with a qualitative approach to collecting data using interview techniques, observation, and documentation. Data analysis using descriptive analysis techniques to describe in detail the situation in the study without manipulating it.This study found that the provision of land at Semarang-Solo toll road Bawen phase-Salatiga still use regulation no. 65 of 2006 due to the provision of land for the Semarang-Solo toll road is a unity although divided into five stages. Keywords : Land Acquisition, Toll Road

Abstract

External-campus student organization or abbreviated ormek (organisasi mahasiswa ekstra kampus)is an important component in FISIP UNDIP which is politically condensed . As it roles as political socialization agent on the campus, making it a political role model for student.During implementation of political socialization on campus, discovered deficiency. It can be seen from negative perceptions and stigma that attached to the ormek, which is “they comes when they’re needs,and gone when they’re done”. It is very influential on course to political socialization and recognition for students of FISIP UNDIP.The purposes of this study is to determine students' perceptions of role of political socialization agent of external-campus student organizations .In order to determine students' perceptions, researcher used several indicators , such as: knowledge , acceptance statement , disclaimer , opinion , attitude , and assessment . This study used descriptive method with quantitative approach . This research object is perception of FISIP UNDIP’s students regarding external-campus student organizations as political socialization agent.The results shows there are shortcomings of student organizations as an political socialization agent, for instance due to lack of socialization activities , negative stigma and also exclusivity of ormek’s member. The students did not believe its function and role of ormek which is supposed to be political role model and as political socialization agent on campus such as, introducing students about political system on campus, organizing political discussion group or forum, and persuade students to use their right to vote on election. However, a plays as it needs to be reconsidered activities in order to restore ormek’s trust and legitimacy as a good political socialization agent and can be a good political role model for the student.

Abstract

AbstractIn an era of global competition is increasingly fierce and open aphenomenon that must be faced by businesses to produce products that have astrong competitiveness and competitive price products. MSMEs as one of thesupporting force of the movement of domestic trade and driving economicdevelopment has a very important role and is crucial in order to improveregional and national economies, So to encourage the presence of these UMKMneed a policy that supports UMKM in order to develop, and can help economicgrowth. As Klaten district in empowering the UMKM sector, metal cast intoone of the local revenue contributor.This study used a qualitative method is to conduct a survey andinterviews with the cast metal yng businesses located in the village of Batursubdistrict Ceper Klaten to obtain data on the role of government in enablingbusinesses of cast metal which decreased.The results showed that of the answer businessmen about government'srole in the Klaten district policy UMKM sector, especially in the village ofBatur cast metal Ceper District of Klaten District overall has been going well,but there are some indicators which businesses are still not good and not inaccordance expectations. From the results of this study appear several solutionsto improve local government services to entrepreneurs Klaten cast metal. Toimprove the success rate of these policies certainly Klaten District Government,Cooperative Batur victorious and the business must work in synergy.

Abstract

Abstrak Peran LSM Migrant CARE dalam Membantu TKI Bermasalah di Arab Saudi Tahun 2009 dan 2010 oleh Endang Setyoningsih Ilmu Pemerintahan, Fakultas Ilmu Sosial dan Ilmu Politik Universitas Diponegoro, Semarang TKI merupakan WNI yang berjuang mencari penghasilan di negara lain sebagai alternatif dalam memperoleh pekerjaan disaat lapangan pekerjaan di dalam negeri terbatas. Ditambah lagi dengan mengirimkan tenaga kerja ke luar negeri dapat membantu perekonomian di dalam negeri karena tiap tahunnya TKI dapat memberikan lebih dari 1 triliun rupiah bagi negara. Namun sayangnya peranan TKI yang tidak sedikit ini belum diimbangi dengan adanya jaminan perlindungan yang pasti dan kemudahan dalam menjangkau akses. Selain itu, tidak jarang TKI mengalami masalah di negara tujuan seperti TKI di Arab Saudi. Disinilah peran LSM sebagai bagian dari civil society berperan dalam memperkuat dan memberikan bantuan kepada TKI. Salah satu LSM itu adalah Migrant CARE. Penelitian ini terkait dengan apa saja yang dilakukan Migrant CARE dalam membantu TKI khususnya TKI di Arab Saudi dan apa saja yang dapat mendorong dan menghambatnya kegiatan tersebut. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan pendekatan deskriptif-analitis. Data didapatkan melalui wawancara kepada narasumber yang dipilih secara purposive, yaitu pihak Migrant CARE sendiri, BNP2TKI, Direktorat Perlindungan Warga Negara Indonesia dan badan Hukum Indonesia Kemenlu, juga TKI yang mendapat masalah saat bekerja di Arab Saudi. Sebagai pijakan teoritis, peneliti memakai teori tentang LSM dari Eldridge. Penelitian menunjukan bahwa Migrant CARE sudah cukup baik dalam membantu TKI bermasalah, hanya saja kegiatan advokasi yang mereka lakukan sering mendapat kendala baik itu dari TKI itu sendiri, sponsor dan PJTKI, juga dari pemerintah, dimana masih belum tercipta hubungan baik yang dapat memperkuat posisi tawar TKI. Maka perlu adanya forum atau kegiatan yang melibatkan semua aktor yang terlibat masalah TKI agar dapat terciptanya keseragaman tujuan yaitu memperkuat posisi TKI baik secara regional maupun internasional. Juga sebaiknya Migrant CARE juga harus menambahkan program pemberdayaan mantan korban agar kehidupan mereka dapat diisi dengan kegiatan yang positif dan diharapkan dapat mengurangi derita TKI tersebut. Kata kunci : LSM, Migrant CARE, TKI Arab Saudi dan advokasi.

Abstract

ABSTRACTCooperation in the management of Pagilaran tourism is an implementation of Constitution of the Republic of Indonesia Number 32 of 2004 regarding regional autonomy. This law requires local governments to organize and manage the potential that exists in the region. One of the potential tourism that Batang regency has is Pagilaran. Besides that, the purpose of such cooperation is to realize good governance in Batang.This study was conducted to describe the patterns of cooperation in managing Pagilaran between PT Pagilaran and the Department of Culture and Tourism in Batang Regency. It also explains about the difficulties in such cooperation. This study used qualitative research methods. Data triangulation technique is also used to obtain more accurate data validity. Sources of primary data obtained through interviews with relevant informants and secondary data obtained from documents, records, internet, and other sources which are related to this research. This study was conducted in Pagilaran Tourism Object.Results of this study illustrate a pattern of cooperation in managing Pagilaran. The patterns of cooperation not only done by the government and private sector but also community had. Community was given a role to managing Pagilaran. Community had opportunity to participate in managing Pagilaran which is helping the government to achieve a good governance in Batang Regency and in this case, community participate in public services in the tourism sector. Good cooperation indicators was taken from the efficiency and quality, organization dynamics, effectiveness, and also share risks and benefits. In this study, three of the four indicators which are the efficiency and quality, organizational dynamics, share risks and benefits have been implemented properly. The effectiveness indicator has not done well yet because the government has not implement the obligation yet to take care the facilities that have been agreed in advance. In addition, results also explain the difficulties that exist in this cooperation.Recommendation can be given for stakeholders to coordinate better so that the management of Pagilaran can evolve in the future. Also expected to everyparty to comply the obligations which have been agreed by both parties in advance.Keywords: Regional Autonomy, Cooperation, Good Governance, Tourism

Abstract

This research aims to describe the policy of Overseas Worker’s ID Card (KTKLN) for TKI Re-Entry in Central Java as a form of protection for Indonesian migrant workers. KTKLN is a policy issued has mandated by UU No. 39/2004 on The Protection and Placement of Indonesian Workers Aboard (PPTKILN) in providing protection to migrant workers and insurance data covered in the form of a smartcard. However, the implementation of KTKLN are implemented effectively for all migrant workers in 2011. Before 2010 KTKLN only applied to new migrant workers, for TKI Re-Entry not required to have KTKLN as a condition for departure. This raises several problems that can be assessed from KTKLN’s policy as to how the implementation of policies implemented since the regulation of KTKLN in 2004 to be implemented effectively in 2010? How roles and functions held by KTKLN in providing protection against TKI Re-Entry? And what are the barriers faced by migrant workers in the Re-Entry KTKLN-making document handling? As well as the expectations of the workersrelated to with re-entry issues and obstacles experienced in the administration ofKTKLN.In this research , the researcher used qualitative approach that will generatedescriptive data. This study took a sample of the policies implemented in Central JavaProvince, to obtain the appropriate data source research goals, the researcher usespurposive sampling technique by conducting interviews with BP3TKI Central Java,Director General of Immigration I Semarang, NGO / LBH, TKI Re-Entry, StaffManpower and Transmigration Ministry and PPTKIS in Central Java. In addition,researchers also observe and study the document to increase the information inanalyzing of the data acquired.

Abstract

AbstractRevitalization is one way to maintain the old buildings that still maintained its authencitiy. Therevitalization must have positive and negative impacts. Positive impact of revitalization,among others caring for the building in oder look more beutiful, and negative impactscompromising the surrounding community. In the revitalization of the harness there must beconflict steakholder.This research, Dualism view point kepatihan revilization (Ssuryatmajan road corridor) aimsto determine the causes of differences between civil society and kepatihan office. In addition,it is also explain what efforts were made Kepatihan to handle the conflict. This research usesqualitative research methods with techniques of data collection through in-depth interviews(depth interviews) and analysis of documentation.The results showed that the social conflict in Revitalization Kepatihan Office forest happenedsince colonial times untill this time is caused by some factors. Social conflict is caused by fourfactors: differences in perception, differences in interests (economic), changes in values andrecognition of land ownership. Kepatihan has done a variety of ways to resolve and reduce theconflict, such as socialization of Revitalization, education Sultan Ground, providing supportand so on. Based on the result, this research recommends some alternatives for conflictresolution, through a collaborative approach with open communication with the public space,management of forest resources are more participatory, improving the quality of humanresources, and strengthening the management of organization.Keywords: different view, different interest, conflict resolution.

Abstract

Regional regulation of Tegal No. 4 in 2012 about the spatial plans that the width of green open space is 30 % consist of 20% public green open space and 10% privat green open space. But in fact the land area of green open space in the city of Tegal insufficient extents mandated in the regional regulation. The purpose of the research is to know implementation of regional implementation of Tegal No. 4 in 2012 in the provision of green open space and the inhibiting factors in the implementation of regional regulation. The research proves that there are still many violations that occur in the arrangement of green open space this is due to very low level of public awareness in the provision of green open space. In addition to the lack of land and funding constraints Tegal goverment in providing green open space, socio ecconomic conditions, political and technological advancements also influence in decision making and implementationKeywords : Policy Implementation, spatial, green open space

Abstract

This study was undertaken to explain how the stages of pre and post development planning in the Kertomulyo Village, Margoyoso District of Pati regency. From the data processing research shows that the stages of pre Musrenbang village is an activity with a long process and just not a technical preparations such as the spread of invitations, the place settings and consumption. The main activities of the pre musrenbang village is a substance or material to prepare village plans better. Activities that must be performed after Musrenbang are: Publishing News Musrenbang events, work meetings finalization of the document RKP Village, determination decree village head, village delegation debriefing team, and delivery of RKP village of the Village Head to Sub-district Head. Public participation in the implementation of Musrenbang getting better, it can be proved with attendance increasing every year. However, women's participation is still lacking in rural development planning.Keywords: Rural Development Planning Meeting, the public participation.
