Abstract

Abstract:The existence of traditional market in Semarang City has weakened along the growth of the development of the modern market which is rapidly increasing. Its function as an economic generator, the Semarang City Government needs to be more responsive on the existence of traditional market as a supporter of public economic activities and revenue by increasing the retribution. On that account, the Government has made changes to the Regulation No.9/2013 on the traditional market setting replace the old regulations. This study used a qualitative research method with descriptive type. The results showed that the Semarang City Regulation No.9/2013 of Traditional Market has not been realized optimally. This can be seen in the work programs that is executed slowly and misdirected; lack of facilities and infrastructure to regulate traditional markets; lack of good HR policy implementers and the absence of guidance to the merchant; and lack of utilization technology facilities, causing services are less than optimal. Some of the above shortcomings have complained by traders which are not in accordance with the billing fees that always exceed the target realization.Keywords: Implementation, Regional Regulation, Traditional Market.

Abstract

AbstractBased on the diversity of culture, ethnicity, race and religion in Indonesia Thewriters interest to describe the mindset of the Chinese ethnic political participation. It isindicates highest legitimate authority by the people, measured from their involvement inthe democratic party (election). The results achieved in this study is to see the correlationof the socioeconomic level of the Chinese ethnic political participation in Semarangmayor election process (2010).The methodology research used by the author is quantitative descriptive research,in order to look at the relationship between variables. Data was collected throughquestionnaires method according to the number of samples. The results provide anoverview of data as a result of the overall conclusions regarding the overview of thesocio-economic level, to the level of political participation of Chinese ethnic.Results of this study shows that environmental factors and social status hasaffected their mindset to engage in political activities. The tendency of people choose toparticipate in a closed political, not following the political activities openly. They onlyparticipate by viewing and implement the system that has been determined by thepolitical elite. It is supported on the grounds that their income was categorized low, sopeople prefer the subject not work on political activity or state.Key words : Elections, Political Participation, Chinese Ethnicity, Social andEconomic

Abstract

ABSTRACT This research was conducted with the aim that, to find out how Non -Governmental Organization ( NGO ) Committee of Inquiry Corruption and Collusion Nepotisne Central Java ( Central Java KP2KKN ), as an institution concerned in the eradication of corruption in the roles and functions of supervision, in addition to the also to know what are the factors supporting and inhibiting. This study focused on the period in 2012, the year in which there is something interesting, because an increase in the number of significant cases of corruption is so high in Central Java , when compared with previous years.This study uses qualitative descriptive refer - analitif, with data collection techniques using purposive sampling is taking on a data source with a certain consideration. The subjects in this study were all agency workers KP2KKN Central Java. While the collection and analysis of these data refer to interviews, observation, documentation , and data processing are obtained.These results indicate that KP2KKN Central Java in 2012 had engaged in the prevention of corruption act, monitoring, and to advocate against several alleged cases of corruption and that amounts to 215. While the cause of the significant increase in the number of cases in 2012 were caused by unresolved legal proceedings some cases from the previous year, then the legal process runs in 2012. Meanwhile it in carrying out its role as an anti -corruption NGO, they are have several obstacles, both internal and external organization. But there are several factors supporting the institution to survive.In the fight against corruption requires commitment and cooperation between Central Java KP2KKN with law enforcement agencies, such as police, prosecutors, courts, and correctional institutions in order to obtain optimal results in combating corruption. As they should be implemented in Article 13 of UNCAC, that "the State shall promote the active participation of individuals and groups outside the public sector, such as civil society, non- governmental organizations and community -based organizations, in anti - corruption activities”. Because these institutions are the state institutions should cooperate with NGOs like KP2KKN Central Java.Keywords : NGO, Monitoring, Corruption.

Abstract

Penelitian ini dilakukan untuk menjelaskan mengenai hasil evaluasi kinerja BUMD dan kontribusinya terhadap PAD di Kabupaten Demak tahun 2007-2010 khususnya Perusda Anwusa. Dalam konteks otonomi daerah, badan usaha milik daerah (BUMD) akan memegang peranan yang sangat penting dalam peningkatan kontribusi keuangan ke pendapatan asli daerah dan pemberdayaan masyarakat di daerah tersebut. Terdapat dualisme tujuan dalam misi BUMD yang secara langsung ataupun tidak memberikan sedikit dampak negatif pada kinerja BUMD. Permasalahannya adalah bagaimana misi yang diberikan kepada BUMD dapat tercapai dan strategi apakah yang akan dipakai untuk meningkatkan kinerja perusahaan daerah.Guna menjelasakan evaluasi pelaksanaan, pengelolaan dan akuntabilitas kinerja Perusda Anwusa dan kontribusinya terhadap PAD, maka digunakan metode mixed (antara metode kualitatif dan metode kuantitatif). Subjek dalam penelitian ini adalah pemerintah yang diwakili oleh divisi perekonomian dan keuangan Sekda Demak, DPKD, direktur Perusda Anwusa, anggota DPRD Demak dan masyarakat. Adapun metode pengumpulan data adalah melalui wawancara, observasi, meneliti dokumen dan koesioner yang dilakukan dengan pemilihan responden menggunakan non probability sampling dan cluster random sampling.Hasil penelitian menunjukkan bahwa hingga tahun 2010 kinerja Perusda Anwusa dan kontribusi finansial terhadap PAD belum berjalan dengan baik. Kinerja Perusda Anwusa ini belum memberikan banyak manfaat dari sisi kontribusi keuangan tetapi di sisi pemberdayaan masyarakat Perusda cukup mampu memberikan hasil yang lebih baik. Kinerja organisasi tidak berjalan efisien dan budaya kerja birokrasi masih bertahan. Terdapat hambatan–hambatan dalam pelaksanaan kinerja Perusda Anwusa. Sementara itu baik dari masyarakat, anggota legislatif maupun pemerintah menyatakan setuju apabila program Perusda Anwusa tetap diteruskan karena mempunyai tujuan yang baik untuk mewujudkan kesejahteraan masyarkat Demak melalui pendayagunaan unit usaha Perusda Anwusa.Rekomendasi untuk penelitian mendatang, diperlukan penambahan dana untuk peningkatan kinerja organisasi yang lebih baik, pembuatan laporan keuangan yang akuntabel dan transparan, perbaikan infrastruktur pendukung dan mengadakan sosialisasi mengenai program kepada masyarakat serta menciptakan inovasi dalam pelaksanaan program agar dapat memenuhi tuntutan masyarakat yang akan terus berkembang dan yang terakhir adalah meningkatkan sinergisitas dengan stakeholder lain untuk meningkatkan kinerja Perusda Anwusa.Kata kunci : kinerja BUMD, kontribusi terhadap PAD, pemberdayaan masyarakat, Perusda Anwusa.

Abstract

ABSTRACTThe Poverty is still a fundamental problem that must be faced by the Indonesiangovernment. One of the effects of poverty is the low level of public education. Therefore,to break the vicious circle of poverty, the government develop policies of education byproviding scholarships to students who have good academic potential and theeconomically disadvantaged, the program is a program Bidikmisi (Beasiswa PendidikanBagi Mahasiswa Berprestasi). The Bidikmisi scholarships as government policies that canmotivate people to compete in a weak economy seize the opportunity to continue theireducation at the famous State University in hopes of changing the future. It raises thepublic perception of bidikmisi education policy in realizing his future hopes. Therefore,the problem in this research is "How the perception of Bidikmisi students at DiponegoroUniversity to their future expectation??". This research purposes to describe theperception of Bidikmisi Students at Diponegoro University to their future expectation.While, the type of research used descriptive type. The primary data source in this researchproduced by interviews conducted by researchers with the informant using purosivesampling techniques. For secondary data generated in this research of documents,archives and internet. Analysis technique using data analysis with data reduction, datapresentation and draw conclusions or verification. From the research, it is known thatbidikmisi Scholarship Assistance Program has provided opportunities for students fromeconomically disadvantaged families. The program raises the hope of Students Bidikmisifor the future of the family, expectations of academic achievement, dedication to thenation and the application of science. Abstract

Abstract Antono Amat served as regent of Pekalongan Regent period 2001-2006 he’s failed to nominate in period 2006-2011 and he ran again in 2011-2016 election period. Be interesting to review because he’s wins again on election Pekalongan regency although failed in the previous period. The winning strategy Amat Antono viewed from various perspectives, not only viewed from the strategy Amat Antono and team but also view from the public of distric Pekalongan. Amat Antono strategy used is imaging before campaign period, create togetherness with the audience, optimize activity on campaign period, and secure the voters in the cooling period. Not only that, the desire of public who want Mr Antono as leader in the Pekalongan regency is also an influential factor the back victories the former regent Pekalongan. Abstract

ABSTRACTPartnership in the management of Tourism Umbul Tirto Marto Pengging is one of Boyolali Government's breakthrough in realization of good governance in the field of tourism. In the management of the tourist attractions, Boyolali Government's and private parties agree to use a pattern partnership contract concessions, which the private sector is only given the responsibility of providing the service management over part or all of a specific infrastructure, including system operation and maintenance facilities as well as providing a service to the community and the provision of working capital.This partnership can be expressed successfully and can be references as well as recommendations for Governments to develop assets and Boyolali district in other area-based management systems with the use of partnerships. This is because the concept of partnership in Boyolali as minor policy because the policy remains theGovernment's agenda, yet familiar. There are three main things to be considered by the Kudus LocalGovernment related to the licensing for KEM Hypermart construction. Normatively, PT.Mulia Persada Pertiwi has completed the requirements and the procedures for applyingfor licenses KEM Hypermart establishment in accordance with the applicable rules. Inaddition to increasing the local revenue, KEM Hypermart with upscale market segmentbeing economic consideration of the Kudus Local Government. Management KudusMonument as a cultural icon is the responsibility of PT. Mulia Persada Pertiwi alsofavorable for the local government in terms of economic and social development.

Abstract

As an inpatient health centers have facilities and medical capabilities theinitial reference point and as an organizer of a national health insurance services(JKN) or BPJS kesehatandi Jepara district, health centers and clinics MlonggoKalinyamatan required to always improve the quality of service to meet theexpectations and customer satisfaction. Effort - the government's efforts toimprove the quality of health services for the realization of a prosperous societyby organizing a national health insurance to the public in order to get properhealth care for free. However, despite no health insurance often poor and lessable to keep trouble getting the health care they deserve. This makes the need forevaluation of the quality of services of the National Health Insurance program(JKN) in health centers and community health centers Kalinyamatan Mlonggo.This study is a qualitative research. The data source for this study issecondary data such as data obtained from the results of questionnaires that willbe used as the basis of calculation of Customer Satisfaction Index (CSI). Dataanalysis was performed with Importance-Performance Analysis.Based on respondents' perceptions of service quality indicators of thehealth center Kalinyamatan, it appears that the health center patientsKalinyamatan less satisfied with the quality of service of PuskesmasKalinyamatan. Based on respondents' perceptions of service quality indicators ofthe health center Mlonggo, it appears that the health center patients Mlonggosatisfied with the quality of service of Puskesmas Mlonggo.

Abstract

Indonesia is a democratic country and knows a government system where a leader and his representative are elected by the public directly through elections. Election is a democratic party or people's party which becomes an arena of competition to fill political positions in government based on the formal choice of citizens who meet the requirements. Election of regional heads (Pilkada) directly held in the country since 2005, provides ample opportunity for voters to make their choices according to the wishes and conscience of each in the region. In the 2015 elections there were only two candidates, namely incumbent candidate number 1 pair H. Icek Baskoro, S.H., M.H. and H. Sugeng Prasetyo, S.E., M.M. is the Incumbent Deputy Regent of Grobogan, and sequence number 2 is Sri Sumarni, S.H., M.M. and Edy Maryono, S.H., M.M. who were former candidates for the previous Regent. Regent of Grobogan Hj. Sri Sumarni, S.H., M.M. in carrying out the duties of government by themselves or 'single leader'. Within the leadership of Grobogan Regent Hj. Sri Sumarni, S.H., M.M. carrying out his administrative duties assisted by regional secretaries and staff in the government. As Regional Head Mrs. Hj. Sri Sumarni, S.H., M.M. in his government he made many changes in his leadership. The research method used by researchers is a qualitative research method. The results of the study are related to the analysis of the performance and relations of the Grobogan Regent with the Grobogan District DPRD in the Grobogan District Deputy vacuum in the 2016-2019 period in this study. Researchers try to dig data about performance by using indicators of productivity, service quality, responsiveness, responsibility and accountability and analysis of power relations. The performance of the Grobogan Regent in the vacancy of the Deputy Grobogan Regent in the 2016-2019 Period can be said to be successful in referring to the results of the rapid increase in regional development.
