Abstract

Community empowerent is a solution to alleviate poverty problems in Indonesia. By looking at the potential of rural tourism is very abundant, the government issued a community empowerment program through the tourist village. Kebondowo Tourism Village is one of the first of 14 tourist villages in the district of Semarang. However, since early 2009 the village was used as a tourist village did not show significant impact on the reduction of the number of poor families and the welfare of Kebondowo village. Thus this study aims to determine the factors that hinder the development of this tourist village program and to provide suggestions for the village and Pokdarwis Tourism Village Kebondowo to face many obstacles that exist so that this tourist village program can run smoothly and improve the welfare of citizens.               The purpose of this study was to identify factors for the failure of community empowerment through Village Tourism Kebondowo program and to provide input in overcoming the obstacles that hinder the development of tourism village Kebondowo. This study is a qualitative research method, the type of research used in this research is descriptive analytic study. Data taken from the interview has yet, documentation, and data from documents of the village.               By looking at the studies in the field and interviews, the factors that inhibit include the human resource due to the low level of education of rural communities and its minimal training to improve human resources rural communities. The second thing is a non-human resource factor (SDNM), among others, the lack of facilities in tourist areas, a lack of funding to the passage of a tourist village program, the shortage of accommodation and infrastructure is not good. The last factor is communication, poor communication between government and Pokdarwis Tourism Village Kebondowo with the Municipality of Semarang and Central Java Provincial Government. Therefore it is very necessary concrete efforts from the government and village communities to jointly develop tourism villages by improving rural infrastructure, building adequate facilities, makes the work of the villagers into a tourist attraction, giving special attention to providing special funding for tourist villages and improve communication patterns between rural and government.               Some of the factors that hinder the development of village tourism is a human resources, village facilities, rural infrastructure, communication is woven villages and lack of funding. Some of the solutions offered are training to villagers Kebondowo human resources, giving special budget for tourism activities, Improving your rural infrastructure and increase community participation.

Factors that cause it is because there is a high potential tourist attractions and places of prostitution in Semarang regency. Therefore, local goverment make local regulations number 3 in 2010 which contained of HIV prevention to decrease HIV transmission in Semarang regency. Besides, this regulation aimed to persuade people to concern and prevent about HIV transmission actively.The objective of this study to know the implementation of local regulations number 3 in 2010 which contained of HIV preventions in Semarang regency and obstacles since the regulations has been applied. This study using a qualitative design with descriptive method. The results of this research were analyzed based on Edward’s III theory about four variables to observe the implementation of the policy ; communication, resource, disposition, and bureaucracy structure.Communication is carried out by AIDS commission and related institution through socialization to the target groups such as HIV-AIDS sufferer, high-risk persons who can be infected HIV-AIDS, and people around the regency of Semarang. Resources variables are divided into two parts; human and financial resources. AIDS commission and health workers as human resources who have interaction with the target groups. Meanwhile, financial resources obtained from regional budget and global fund as foreign aid. In disposition aspect has been well done. It can be observed from services given by AIDS commission and related institution to HIV-AIDS sufferer. Many training are also conducted to improve commitment and ability of health workers. In bureaucracy structure, indicate that government has a long2bureaucracyal structure because of HIV-AIDS preventions are complex problems and many people have to get involved.In the other hand, the implementation of local regulations have some barriers from each variables. Communication barriers due to the education level of sex workers is low. It can influence lack of knowledge in understanding socialization. From the aspect of resources, especially financial resources, occurred the threat because of foreign aid from the global fund will be dismissed in 2015. For disposition aspect, people still get unsatisfactory services. Meanwhile, the structure of bureaucracy barriers caused by the lack of a decree that governs the law technically in 2013. In addition, stakeholders in the AIDS commission bureaucratic structure has not been completely perform basic tasks functions of HIV-AIDS preventions.The implementation of local regulations number 3 in 2010 about HIV-AIDS preventions in Semarang regency has been applied well by AIDS commission and related institution. However, there needs to be increased in disposition and bureaucratic structure. Long bureaucratic structure in AIDS commission is not expected to be an obstacle in implementing the law. Therefore, the need for cooperation by all institutions which are involved in AIDS commission in order to carry out basic tasks in accordance with the responsibilities. By the implementation of the main function of AIDS commission optimally, HIV-AIDS transmission can be minimized and the implementation of local regulation provide a positive impact to the community.Keywords : Implementation, prevention, HIV-AIDS

Abstract

AbstractThe lack of employment opportunities available in indonesia force indonesia citizens to work abroad. Indonesia workers who work overseas are mostly people who work in the non-formal sector and have limited protection. This is evidenced by the widespread cases of violence againt migrant workers, ranging from violence, rape, until the murder and no salary fulfilled labor during certain period of time. Depart from this, research raised the theme of the role of government in the protection of migrant workers working in foreign affairs and take the province of central java as the subject of research.The researchers in the study would be profound knowledge on how governments running the protection of indonesia migrant workers overseas. Because of thet, the method is applicable in a qualitative a descriptive.Based on the results of the study on the ground, protection is done by city administration through central java by such a process started from recruitment process in which also incude data and skills training, who collaborated with a placement service PPTKI and PJTKI, they stuble when migrant workers to solve the problem, the law of a country as well as the service which guarantees to ensure the safety of hometown. And to practice extortion and oppression against migrant workers aiready pretty much reduced because the enactment of KTKLN that facilitate the collection of migrant workers.Unfortunately, in the administration issued local regulation no further to describe the UU No. 39/2004, and in the future it published the regulation further to ensure security for their labor abroad. Abstract

ABSTRACT   General Election in accordance with UU No.32 th 2004, an election to elect a leader in the area directly and democratically. In the implementation of the election of the couples who often compete with winning strategies with a common strategy and not commonly used, the use of money politics and the strategies used by social network partners in an effort YAKIN peraihan support, although the use of one of the ultimate strategy of the candidates with the YAKIN using money politics is a form of violation in the administration of the election because the reward in cash or in kind so as to influence voters and fade values ​​of democracy in the election, but in fact this strategy became prevalent because people assume it is a necessity or a compensation for the support they provide. While the use of Social Networking strategy is the strategy of winning candidates in the elections by using the network of relationships, family and social relationships that exist within a society its use by political actors deliberately refers to the relationships forged in order mendapatakan a fringe benefit in the form of material and support to systems and political ideologies that are used. In this study, researchers used quantitative research methods research is used to examine the effect of a variable by using calculations or statistical tests. Locations in the study conducted in the District of Kendal, precisely in the District Boja, Kendal Town and Weleri. The sampling technique in this study using a multi stage random sampling, which determined the technique of determining a stratified sample, the sample taken through the sampling mechanism by taking samples from the level of District → District → Village / Village Residents → Pillars / Neighborhood → KK. In this study the respondents specified a number of 139 respondents from the community Boja district. Kendal Town district, sub Weleri. The selection of respondents based on the primary sampling unit so that the main focus of this study was the father or head of household male. Data retrieval techniques using primary data is through the distribution of questionnaires as the primary medium of research outcomes informnan collect. with informants while also using secondary data is to collect data with reference to written sources as supporting data. In the 2010 election Kendal district, money politics and social network variables have an influence on voting behavior in the winning pair SURE. Based on the F test shows the calculated F value of 25.312 is greater than the F table is 3.06 so that together there is the influence of money politics and social networks on voting behavior in the winning pair SURE. Judging from the regression test also proves positive influence to the influence of money politics and social networks on voting behavior in the winning pair SURE. Value of the coefficient of determination of 0.271 or 27.1%, which means that the influence of money politics and given social networks have positive and significant influence on voting behavior in the winning pair for SURE while the remaining 27.1% by 72.9% influenced by other variables . Leadership capability is an issue that is essential, therefore the governmentespecially Jakarta administration implemented through a policy regarding the recruitmentof public officials, especially at the office of headman is through Open Selectionheadman at Jakarta in 2013, it is expected that the system can be a solution to the problemof leadership in Indonesia. Leadership capability is so important because it willdemonstrate leadership skills in completing their obligations and rights, in addition to thevery complex problems of society today is a challenge of leadership capability moreoverheadman as street-level bureaucracy. The current leadership is needed not just matters ofa technical nature but also adaptive leadership that can solve the problems thatarise.Susan Zulkifli Jasmine headman who was appointed as the leader of an openselection process to be one example of leadership, capability headman Susan JasminZulkifli in living amid leadership responsibilities and rights as a leader is also a rejectionof his appointment as a headman in Lenteng Agung.This research was conducted with the aim to describe how the headmanLeadership Capability Susan Jasmine Zulkifli associated with leadership theories that arespecialized in the field of leadership capability. From the approach of this study is todescribe and analyze the existing problems in the field that is the rejection of the citizensLentengAgung, then how village chief Susan In Structural, Human resources, Politics andSymbolic accommodate it through its versatility and views of the versatility of the extentto which leadership headman Susan Methods Qualitative research is descriptive. Datatriangulation technique or triangulation of sources used in this study to obtain a morevalid data validity. Sources of primary data obtained through interviews with relevantinformants and secondary data obtained from documents, records, internet, and othersources that are related to this research.Results of this study illustrate that leadership headman Susan Jasmine Zulkifli inthe Village Lenteng Agung General has shown versatility viewed from variousperspectives relating namely structural, human resource, political and symbolic later inview of its capabilities turned out leadership headman Susan has entered a level ofleadership adaptive it is evident from the Village Head Susan capability inaccommodating the conflict. Abstract

One of the policies made by the local government of DKI Jakarta in terms of arrangements place and Guidance Micro Street Vendors stipulated in Governor Regulation No.33 of 2010. This policy is to support micro businesses a solution vendors in Jakarta by providing infrastructure and facilities for micro enterprises vendors on possible locations and temporary which aims to provide legal certainty for the businesses vendors on the site. The initial concept of these policies arise from local government of DKI Jakarta which considers that in order to develop micro-enterprise vendors as services trade which quite large to absorb labor as well as to prevent a negative impact on utilization of city infrastructures, social facilities and other public facilities. Therefore these policies is expected to reduce rate of growth vendors and provide legal certainty to micro businesses vendors and can develop the business sector with the guidance provided.This study aims to analyze implementation the Governor Regulation No. 33 of 2010 concerning Setting and Guidance of Micro Street Vendors by local government of DKI Jakarta in guided location Meruya Ilir, West Jakarta.and see the factors inhibiting and supporting policies that affect the success of implementation the Governor Regulation No. 33 of 2010. As for analyzes using ndicators proposed by George C Edward III. The type of this research is evaluation research policy implementation using qualitative and quantitative approaches. The location of this research is in the location Guided Meruya Ilir, West Jakarta. Technique of information sampling is using purposive sampling and data collecting technique use interview and document analysis.The result of this research shows that Implementation of Governor Regulation No. 33 Year 2010 concerning arrangements place and Guidance of Micro Street Vendors in location Meruya Ilir can be said have not been good enough. This is because the implementation of Governor Regulation No. 33 Year 2010 wasn’t optimal. Implementation driving factors of Governor Regulation No. 33 Year 2010 concerning arrangements place and Guidance of Micro Street Vendors in Guided location meruya ilir among others Implementor Communications, Financial Resources and Dispositions. The factors that become an obstacle in this Governor Regulation are Communication implementor of the target group, Human resources, and bureaucratic structure.The writer recommend are: (1) Increase the number of locations or business area allocated the Guided (2) The location management unit should increase energy human resources in order to achieve a consistent coaching and good supervision function (3) Implementor role should be optimized in their communication and dissemination to the target group these policies.

Abstract

Polyester Staple Fiber is a material that is produced from synthetic chemical and compound with various uses in industry phrase. There are states that export material of Polyester Staple Fiber to Indonesia like China, Taiwan, Thailand, South Korea, Malaysia and India. Among those states, dumping practices was found in Indonesian international trade which is implementing by the exporters. Dumping occur when a foreign company sells a product to the another state at less than fairmarket value. Loss caused to states who imports goods which contain dumping, therefor dumping is prohibited in international trade which have been mentioned by World Trade Organization (WTO).Dumping was done by China in the exporting activity of Polyester Staple Fiber. The lower price that is provided of China’s Polyester Staple Fiber is the reason that makes the Indonesian consumer interested of buying it more than the inland production. That thing decrease the market share of the inland producers company and caused loss. To anticipate the increasing of loss, Indonesian Fiber Synthetic Producer Association (APSYFI) made a petition to the Indonesian Antidumping Committee.The petition of Indonesian Fiber Synthetic Producer Association (APSYFI) that was represented by two national Polyester Staple Fiber company which are PT. Teijin Indonesia Fiber Corporation (Tifico) and PT Indonesia Toray Synthetic (Toray) continue to an investigation in proving dumping containing of the China’s Polyester Staple Fiber export. The end of the investigation, Indonesian Antidumping Committee recommended the antidumping duties of China’s Polyester Staple Fiber export to the Minister of Commerce and Minister of Finance. Abstract

Election is one form of political participation . Every citizen has the right to participate in the General Election without exception . So also with women . Women's political participation is an important thing for the achievement of gender equality in politics , the involvement of women in public life has increased but unfortunately their participation and representation in the national legislature and provincial level , and in all government institutions remains low . Many of the Act has been made to increase the political participation of women , the latest is Law No. 5 of 2012 on the Election of Members of the DPR, DPD and DPRD . In addition to the low representation or the representation of women in political life in terms of number or quantity , then another picture accompanying it is a question of quality . The method used is descriptive qualitative research method , the research data obtained through interviews , documentation and library Studii . The low level of women's political participation in Mojokerto basically caused by several factors , including the political partaii awareness to help provide opportunities for women to participate in politics . A further factor is the quality of the women themselves , where most women have not had a quality that qualified as representatives in the parliament . Abstract

AbstractDevelopment programs implemented in Indonesia aimed to give greater attention to poverty alleviation efforts. One such program is the Revolving Loan Program PNPM Urban. Sub-District of Magelang District of Southern North Tidar including one of the areas subject to the PNPM Urban. It is interesting to study because it can be said that the Village is one of the areas in the district of South Magelang failure Revolving Loan Program PNPM Urban start of 2011 to February 2014 with the 0 % rate of return and the level of congestion reaches 100 %.The research method used in this research is descriptive qualitative research method. The purpose of the research is done by using the theory rogram evaluation according to Bridgman and Davis. Sources of data in this study was obtained from interviews with sources and records or documents related to the study. Data collection techniques is by interview, observation, and documentation. Data analysis techniques with data reduction, data display and conclusion.Basically failure Revolving Loan Program PNPM Urban Village in North Tidar of them influenced by the mindset of the population should differ from the rural population. But society in general more individual selfish and do not have an attitude of indifference. This can be reflected not only on the members of self-help groups (KSM) alone but also of good managers management of CommunitySelf-Reliance Agency (BKM), Financial Management Unit (UPK) and facilitatorswho are less focused on job performance is influenced by the other principal.Fixing a healthy communication systems can provide synergies betweeninstitutions that are able to run better in the future.Keywords: Evaluation Program, Revolving Loan, Village North Tidar
