Abstract

AbstractAssesment of the public services quality is conducted to determine the gains of the service unit of BPJS Health Care Office in Batang. BPJS Health Care is expected to bring positive impacts for ensuring public health. However, there is a problem that the quality of services sometimes does not serve customers’ expectation, which means that there is still lack of satisfaction with the services performed. This study aimed to examine the quality of BPJS Health Care participant services in Batang using five public service factors of SERVQUAL, Realibility, Responsiveness, Assurance, Empathy, and Tangibles.By using the theory of service quality (SERVQUAL) and then processed using data processing methods set out in KEPMENPAN number 25 of 2004 on the General Guidelines for Preparation of Public Satisfaction Index (HPI) using the 15 service elements to assess the quality of BPJS Health Care participant services in Batang. Respondents in this study were participants of BPJS Health Care in Batang which in class of Workers Not Wage Receivers or Independent Workers, a total of 100 respondents were used as samples.The results showed the public's assessment of the quality of BPJS Health Care participant services in Batang rated Good. From the data that has been processed, the value of SMEs to quality of service was 77 which refers to a category B or Good. However, from the study conducted there are still several things that need to be improved. From the 5 factors of service quality and 15 service elements there are some elements that still need improvement from BPJS Health Care Batang in order to achieve grade A or Very Good .The study recommends, a good service quality should be the top priority in doing services in order to achieve the satisfaction of BPJS Health Care customers in Batang.Keywords: Quality of Service; Public Satisfaction; BPJS Health Care

Abstract

Abstract BPMPPT of Jepara Regency is element of public service in the field of licensing of standing under and responsible to the Regents by a District Secretary. Licensing service that serviced by the other BPMPPT of Jepara Regency is public transport route permit service. In issue the route permit and supervision of public transport card, BPMPPT of Jepara Regency need to improve the quality service because most owners of public transport vehicles considered route permit service of process and control card takes a long time. So they are difficult to transport to the vehicle immediately. It would make them lose. And than they have the burden to be paid to the Bank, because most vehicle are purchased on credit. Purpose of this study is discover the underlying causes of less than optimal service in BPMPPT of Jepara Regency, and aware of the perceived impact of public transport owners as a result of less than optimal sevices. To learn the service factor blokers use Rusli theory about several factors that become obstacles in providing good service, among others : less responsive, less informative, less accessible, less coordination, bureaucratic, less willing to hear complain or recommendation from public, inefficiency. This study by descriptive analysis. Object study is public transport route permit service. The result showed that the length of permetting public transport route in BPMPPT of Jepara Regency occurs because BPMPPT chief factors as provider signature on the publik transit route permit card is frequent tasks outside the office. So file should be legalized on schedule to be delayed because of BPMPPT chief in outside office and longer settlement time. Key words : Public Transport Route Permit, Inhibiting Factors, Impact

Abstract

AbstractIndonesia is a developing country that wants to be developed later. Tobecome developed countries certainly Indonesia must have qualified humanresources. The quality of a person is not only determined by the level ofeducation but also of health. If someone is healthy then it will work fine.Therefore, the State is obliged to pay attention to the health of any of itscitizens, especially for the poor, one of which is to create a program JaminanKesehatan Nasional (JKN). This program may be said its implementation couldbetter if in fulfilling basic needs of public health services. So the quality isexpected by society.This research is done using methods quantitative a questionnaire surveyand spreading to the patient Jaminan Kesehatan Nasional service users toobtain data of hope and reality service quality Jaminan Kesehatan Nasionalprograms. Besides the research is done in RSUD Kota Madiun particularly inpatients hospitalized class III.The result showed that of answer the respondents about service quality ofprogram Jaminan Kesehatan Nasionail in RSUD Kota Madiun overall goodenough but, some indicators service according to patient still not good and notin conformity with expectation patients. Of research results are also obtainedwhat service indicators a priority improvements to enhance the quality ofservice and enhancing customer satisfaction index. Abstract

ABSTRACTThe title of this thesis is the Cemetery Management Policy Evaluation in the city of Semarang (Parks Cemetery Management Case Study Bergota Year 2012). This study aimed to compare by describing the implementation of the Regulation on the funeral of Semarang District which includes processes, goals, and achievements of the organization of the funeral events. In addition, this study also aims to identify the obstacles encountered in the implementation of the cemetery, and to know the distortion or misuse contrary to Bylaw No. 10 Year 2009 on concerning Funeral and Cemetery Levy's body.The method used in this research is a qualitative research method. In the technique of data collection is done by conducting interviews with sources involved in organizing the management of the cemetery, the collection of documents, and observations by observing firsthand how the process of the funeral in the cemetery Bergota. Processing the data in this study using data analysis as outlined descriptively.These results indicate that the policy of Regulation No. 10 Year 2009 on the Implementation of Funeral and Cemetery levies imposed by government bodies Semarang include appropriate policies as a reference implementation of a funeral in the city of Semarang. but in the process of implementing those policies not run optimally because there are still some obstacles such as: is the lack of public understanding about the policy. This is due to suboptimal socialization process from the city of Semarang, making it appear new problems in the form of distortions or deviations from the public, as are the buildings around the cemeteries (Bergota Parks Cemetery) and the failure of communities to conduct the funeral registrasi.dalam giving rise to a wild collection.From these results, it can be concluded that the policy of Bylaw No.. 10 Year 2009 on the Implementation of Funeral and Cemetery levies imposed by government bodies Semarang includes the right policy, but in the process of implementing the government Semarang less than optimal because there are still some obstacles and problems.Keywords: Policy, Funeral, Bergota Parks Cemetery, Semarang City Government

Abstract: Analysis of the Supervision Process in Managing Village Funds for Infrastructure Development in Pacar Village, Tirto District, Pekalongan Regency in 2018. The process of overseeing village fund management carried out by the community has not proceeded properly. Of the three important aspects of supervision, namely:decision making on the use of village funds, implementation of the use of village funds and supervision of village funds. There are two aspects that are still running properly. The decision making stage for the use of village funds has not been carried out properly, especially in the Aspect of Conformity in the Compilation of Village Fund Planning Procedures because the village head did not make a decree on the Village Fund Implementing Technical Officer (PTPD) but only made a direct appointment to the village secretary and the head of Financial affairs, and the stage of the use of village funds namely in the aspects of the implementation of deliberations and the implementation of village development field activities. the implementation of village deliberations and village development which often coincides with work time are the main reasons for community exclusion. At the stage of supervision everything is proceeding properly, SPJ and LPJ reports on each activity and use of village funds have been made by the village government each time village funds are used. SPJ and LPJ reports become evidence that the use of village funds is not used for personal gain so that the misuse of village funds can be minimized

Abstract

Development program is a program created by the government aims to fillthe needs of the community. P2M-Smart program is a development program conducted in Salatiga since 2012. Village Tegalrejo and Ledok are two of the 22 villages in Salatiga who receive grants P2M-Smart for physical development activities. Overall this program was successful. However, the implementation of this program find some obstacles.The purpose of this study to describe the implementation of P2M-Smart program in 2012, and identifies the factors that become the driving and inhibiting the implementation of the program. The method used in this research is descriptive qualitative method and data collection techniques is by interviews and documentation.Based on the results it was concluded that the implementation of P2MSmart in the Village Tegalrejo and the Village Ledok are able to achieve the goals and objectives of the program and in accordance with the expectations of society. Beside that, people also are excited to support this program. However, the implementation of this program encountered several obstacles, like the weather and lack of builders.The recommendation that can be delivered include the City Government is expected to maintain and develop P2M-Smart program and other activities that can support the local economy and education, as well as possible while maintaining the cooperation and coordination between the parties involved. So that, the implementation of P2M-Smart in the next years can run well and as expected by the government and society.

Abstract

AbstractRed Onion is one commodity in the District of Bradford and is the largest production center in Indonesia. With onion potential is so great, is actually the ideal conditions for a positive impact on the realization of the welfare of the farmers in the district of Bradford, but seems still far from expectations when in reality there are many farmers who live in poverty. Therefore, the government must be able to function well where the local government authority to make policy areas to provide increased participation, and community empowerment initiatives aimed at improving the welfare of the people. The policies taken by the government in terms of local empowerment, especially for onion farmers in the Brebes Distric, is expected to solve problems that can increase farmers' welfare.Keywords: Policies, Empowerment, Farmer, Red Onions

Abstract

Seruyan Regency is the one of regencies with a number of Oil Palm Company. As a consequnce, the government through the minister of agriculture has oblige the company to provide plasma land for people around the plantation 20% in minimum from total plantation wide-scale. In the implementation, still hard  for  the company to actuate it due to  multiple interpretations on figuring out the minister of agriculture regulation. This study was aimed for knowing the caused factor why its so hard to the company to actuated the regulation, people perception on plasma land policy and also the action that government take to solved the conflict.            This study used a qualitative research method, with an interview and literature study to collect data. Source of data that used in this study are primary and secondary data were then examined and analyzed with descriptive approach.            The results of these studies include, still there the different perception between the company and people to decide  the land area that will be the plasma land, the company wanted the plasma land built up outside the company plantation area while people wanted in reverse. Moreover, the other cause that the company cant actuated the plasma land were caused by 3 factors, licensing, capital and land. To solved this conflict, the government has take some actions by forming a handling team, make an appeal letter to the company and also empowering people.            The province government should be more assertive to enforce and more proactive to sosalize the regulation to the company as well as the people, the company can commited to increasing public welfare to all people around plantaion area and  people can make common cause by the company and can be empowered. Because if every single stakeholder can be cooperate, then conflict can be more easy to solved. Keywords: Conflict, Plasma Land, Perception

Parks Minister Soepeno planned not only asan active park with planting large trees such as kranji acid in large quantities tobecome a city park . issues raised are How to Management of Parks MinisterSoepeno to made Green Open Space in Semarang City ?The purpose of this study is to investigate Management of Parks MinisterSoepeno to made policy Green Open Space in Semarang City.This research is qualitative - descriptive . Qualitative research seekinganswers to questions by examining various social settings and the individuals wholive it . The nature of the research in this paper is a descriptive analytical .Based on the results of research and discussion, it can be concluded that the Minister Supeno Park is one of the potential park owned by the city of Semarang. Because Parks Minister Soepeno is one of the few active park city park owned by the city of Semarang active . The existence Parks Minister Soepeno / Wildlife KB in terms of both policy and green open spaces , actually has met three (3) main function of 8 (eight) function space, which functions as an Environmental Park (Passive Activity) land with vegetation that has hard as lungs of the city and flower plants , function as Playground/Public Space that provides an area to play for the kids , so this park next to a neighborhood park also serves as a playground , as well as function as a place Sports

Abstract

Semarang is the most affected by HIV (Human Immunodeficiency Virus) and AIDS (Acquired Immuno Deficiency Syndrome) in Central Java Province. High-risk practices is the one of the affect factors to get exposed to HIV and AIDS. The local government has coped the case by establishing Semarang AIDS Prevention Commission. The commission was formed in 2010, whilst during 2010 to 2013 a significant increase of HIV and AIDS number has been found. The improvement is associated with the commission’s work performance since its early years, especially to prevent the society at risk to expose to HIV and AIDS. The research is to observe the role of Semarang AIDS Prevention Commission through out 2010 to 2013 over people who are at risk to get affected by HIV and AIDS, to find out the affect factors during those years, as well as to discover how the commission’s programs relate to the prevention of the prone society. Author uses qualitative method with descriptive approach to collect data by means of observation, interview and document studies. Research is conducted in Semarang AIDS Prevention Commission with supporting interview with the policy-holders and and the parties concerned. To overcome the transmission of HIV and AIDS in Semarang, Semarang AIDS Prevention Commission carry out programs to prevent the society at risk. Programs are delivered by the members and the working groups of the commission, funded by the Regional Government Budgets (APBD) through Health Department (Dinkes) and helped by Global Fund grants. The increasing number of HIV and AIDS when the commission’s first years after being established is a good result, it gives a hint that the commission has done the job well and better by finding more cases, however, member coordinations and funds are the most hampers to running the programs.Enforcement of member coordinations and availability of funds are the key to effective and maximum conduct in preventing sociey at risk to expose to HIV and AIDS.
