Abstract

Kabupaten Ngawi merupakan salah satu daerah di Provinsi Jawa Timur yang telah melaksanakan Pemilhan Umum Kepala Daerah pada tahun 2010 yang lalu. Kemenangan mutlak pasangan Ir.Budi Sulistyono dan Ony Anwar,ST menarik untuk dicermati. Pertama, melihat latar belangkang figur calon sebagai Petahana, yang ingin melanjutkan kekeuasananya bersaing dengan lima pasangan calon diantara keempat pasangan calon bermacam-macam latar belakang profesi,Ratieh Sanggarwati merupakan mantan model terkenal,sedangkan sisanya ada yang berlatar belakang profesi sebagai pengusaha,birokrat,anggota DPRD dan ketua partai dll.Kemenangan pasangan Kanang-Ony tidak terlepas dari figurnya masing-masing, Kanang (Ir. Budi Sulistyono) merupakan mantan Wakil Bupati Ngawi dua periode,selain itu Kanang juga menjabat sebagai ketua DPC PDIP Kabupaten Ngawi, sedangkan sedangkan Ony Anwar dikenal sebagai putran dari dr.H.Harsono yang juga sebagai mantan Bupati Ngawi periode 2000-2005 dan 2005-2010.Kedua,pasangan Kanang dan Ony diusung oleh empat partai, PDIP, Golkar, PAN dan PKS. PDIP dan Golkar dalam pemilu legislatif 2009 yang lalu mendapatkan jatah kursi di DPRD delapan kursi,PAN mendapat 5 kursi dan PKS mendapat 3 kursi dari 45 lima kusri yang diperebutkan. Ketiga, Kabupaten Ngawi merupakan basis pendukung “Banteng” dan loyalis Golkar, dari dua pemilihan legislatif yang pernah digelar, PDIP selalu menjadi pemenang diikuti Golkar menempati urutan kedua.Dari ketiga alasan tersebut menarik untukmengetahui strategi politik yang diguanakan pasangan Kanang-Ony sehingga mampu menang mutlak di 18 kecamatan dari 19 kecamatan di Kabupaten Ngawi dengan perolehan suara mencapai 54,38 % suara dalam pemilukada Kabupaten Ngawi tahun 2010.Tujuan dari penelitian ini dimaksudkan untuk mengetahui apa saja strategi yang digunakan oleh pasangan Kanang-Ony sehingga dapat memperoleh suara mayoritas dalam Pemilukada Ngawi tahun 2012. Untuk memperkuat dan mencapai tujuan penelitian ini, peneliti menggunakan pendekatan kualitatif-deskriptif. Penggalian data dilakukan dengan wawancara mendalam dengan orang-orang yang dinilai mengetahui dan konsern terhadap pemilihan umum kepala daerah Ngawi tahun 2010 serta narasumber yang dianggap mengetahui, digunakan pula data dan dokumen untuk menunjang kelengkapan informasi yang dibutuhkan.Berdasarkan hasil penelitian, strategi yang digunakan pasangan,Kanang-Ony dapat diklsifikasikan dalam 2 strategi, pertama strategi internal Tim pasangan Kanang Ony terkait bagaimana dia membangun kekuatan tim pemenangan meliputi, Koalisi partai pengusung,Tim pemenangan yang solid. Kedua Strategi yang berkaitan dengan sisi eksternal Tim pemenangan yang meliputi mobilisasi organisasi-organisasi berpengaruh, rekruitmen tokoh tokoh penting,jaringan birokrasi dan bagaimana cara dia memelihara pemilih menjadi pengaruh besar dalam kemenangan yang diperoleh pasangan ini.Berpijak pada hasil penelitian maka, Sehingga kesimpulan utama yang dapat di generalisasikan dari penelitian ini adalah dalam konteks kemenangan calon kepala daerah dalam Pemilihan kepala daerah secara langsung. bahwa jaringan politik,kinerja Tim Pemenangan,platform partai serta pencitraan terhadap pasangan calon Kanan-Ony.Kata kunci: Strategi Pemenangan, Petahana dan PemilukadaAbstract

Abstract

Steam power plant is a plant that relies on the kinetic energy of steam toproduce electricity. Power plant is an alternative solution to solve the problem ofelectricity in Indonesia. Batang power plant is one national project that goes inMP3EI (Master Plan for the Acceleration of Indonesian Economic DevelopmentEquity). Social Movement UKPWR and Go Green rejected the plan to build theBatang’s steam power plant. This study aims to analyze the anatomy of the Batang’splant cons movement of both types of movement to movement activities.This study used qualitative methods to understand and interpret the meaningof an event interaction of human behavior in specific situations according to theperspective of researches. The collection data techniques that authors use in this studyare interviews and literature.The results showed that the power plant was built near Batang RegionalMarine protected areas using land between 370 to 700 acres and to cost up to 40trillion. Being rejected by local residents who are members of social movements intoUKPWR is an abbreviation of 5 villages affected Batang’s power plant. Residentsfear the impact caused by the power plant. NGOs working in the field of environmentis Go Green also rejected the power plant construction site which they are productivelands and areas that need to be conserved. Abstract

One of the types of public services offered by the Local Government of Surakarta since 2010 is public transportation service of Batik Solo Trans (BST). However, until now Batik Solo Trans is consideredyet been able to attract people's interest to move using public transportation. It is characterized by the increase number of private vehicles in Surakarta. Therefore, management of Batik Solo Trans needs a network in which there are some actors or stakeholders involved and having different resources and respective role to side by side improve Batik Solo Trans’s service quality. This research has a purpose to understand and explain the partnership between the Local Government of Surakarta with some other actors involved in Batik Solo Trans’s service network in order to improve the quality of public transportation in Surakarta. The research is conducted in Surakarta. The type of research is descriptive qualitative with officials informantof Department of Transportation, Communications and Informatics, Surakarta’s Regional House of Representatives member, operators of Batik Solo Trans, NGOs, entrepreneurs of city bus, andthe general public who useor don’t use the service of Batik Solo Trans. The technique of determining the informantuses purposive sampling technique. The method of collecting data in this research is non participatory observation, in-depth interviews, and literature review. The analysis of datais donethrough interactive model, whereas the validity of data is done throughdata triangulation. Based on the results, the networking in the service of Batik Solo Trans in Surakarta is well-executed butthere are still some barriers or obstacles occurs,that is the different of perception between the actors involved so that the impact leads to the service of Batik Solo Trans which then be less maximal.Suggestions for the Local Government of Surakarta are improving service management of Batik Solo Trans, establishing good communication with stakeholders, and providing sanctions firmly against operators of Batik Solo Trans who violate the Minimum Procedure Standards (SPM). Abstract

Steps to fix the railway line in Indonesia started. The plan, traffic lane north of the islandof Javawill be made into a double rail line. The rail track distance is 400 kilometers.Infrastructure development, the government has a plan to fix the railway line in Indonesia. Theplan, traffic lane north of the island of Java will be made into a double rail line. The rail trackdistance is approximately 436 kilometers. Double track railway will be undertakensimultaneously.The existence of double track railway will quickly push the national economy. Not onlythat, the burden of capital in the form of ground transportation vehicle that is felt during thisalready saturated, will be helped and can be reduced in the presence of a double track railway.Project construction of double track railway is expected to require a lot of manpower. Inaddition, there will be an increased flow of trucks carrying material on the Northern line ofJava, being up to 800 units per day, especially on a track Cirebon-Surabaya. By working inunison, the estimated future rail construction is completed in 2013. Expected in 2014, the doubletrack railway will be operational.In the implementation of the construction of double track railway line, of course, it takesquite a bit of land for this purpose, thus a need for cooperation between the Ministry ofTransportation Directorate General of Railways with the Local Government and Land Office torelease land for the construction of double track railway traffic Pekalongan - Semarangparticularly in the area of Pekalongan. Abstract

The purpose of this research is to study the implementation of the Accelerating Development of Community-Based Family Welfare Regulation No. 11 of 2008. Seeing the communication, resources, disposition, action. These indicators are then analyzed qualitatively by looking at descriptive understanding was happening. Abstract

At first, the concept of CSR is motivated by the company in its motivation charity. Its implementation in the form of assistance to the poor communities surrounding the company in the form of money or the manufacture of means of transport. Then the CSR concept evolved with emphasis on community empowerment program or better known as community development (CD). In the context of CSR, the CD's success is measured by the increase in quality of life in sekitarnya. One of the activities is to involve local communities to work within the company. Or by creating a new business in accordance with the capacity of local communities. In contrast to the condition of Indonesia, here the corporate social responsibility activities began only in recent years. The demands of society and the development of democracy as well as the swift currents of globalization and the free market, which raises awareness of the industry on the importance of implementing corporate social responsibility.            As this study aims to determine the model partnership what exists between the Ministry of Youth and Sports Kudus and Djarum Foundation and aid delivery mechanisms Djarum Foundation Corporate Social Responsibility (CSR). In partnership awakened Djarum Foundation was incorporated as a private institution providing assistance to the pattern of Corporate Social Responsibility (CSR) or Corporate Responsibility Social. Factor of production area which is in the PT Djarum Kudus Regency is the key factor why Djarum Foundation focuses of development in the area of origin in order to compete with other regions. Where one is to optimize development efforts in the field of vocational education on the level of cooperation with the Ministry of Youth and            So the results of this partnership can be felt directly by the school as an educational space that will provide learning to students in order to become a vocational school graduates are ready to use. In the course of this partnership, both private public institutions is equally have an important and strategic position and serve to complement the needs of each other. Ministry of Youth and Sports Kudus Regency serves as a mediator and facilitator to provide information about SMK needed Djarum Foundation, as well as Djarum Foundation serves as the provider and the owner of the resource which can make a significant contribution to the advancement of education in vocational shaded by the Ministry of Youth and Sports Kudus District.

Abstract

Minapolitan program, is a national government program implemented to encourage thedevelopment of aquaculture in the region to improve the economy and growth of aquacultureactivities. One of the districts that have implemented Minapolitan Program Year 2009 isBanyumas. The development of aquaculture production of fish rearing quite rapidly from 2009-2011. Production continued to rise although not yet able to meet production targets in 2010 and2011. However, the conditions found in the field of fisheries issues Agribusiness system fromupstream to downstream is not optimal, especially in the area of marketing and processing.This type of research uses descriptive analysis , with research sites in Pokdakan Mina Sari , SariUlam Pokdakan I and Mina Bieber as Pokdakan receiver Minapolitan Program to illustrate whyit has not happened yet understanding / seriousness related local government offices in theachievement of program implementation Minapolitan . In addition, the analysis also illustrateshow the process of program implementation Minapolitan?The results showed that there were some problems in the process of implementing the programMinapolitan as in planning, development, and management. The process of planning, does notalways involve the community in planning programs, because that is representative of the peopleinvolved and the results are not planning to convey to the general public. So that people onlyknow of three Pokdakan program planning of components and labor costs contributed to thedevelopment of facilities and infrastructure Minapolitan program. On the other hand, MinaPokdakan Bieber has problems in infrastructure development programs impacting Minapolitanimplementation Minapolitan program management, which is a problem in the process ofdetermining the source of water that does not go through trials so that the adequacy of the waterproduced is not sufficient for the community to irrigate the pond, which in turn making facilitywas never used and is not maintained by the community. Mina Pokdakan Ulam Sari Sari and Ihave a problem in the irrigation development process that hampered the development processtimeline completion. Abstract

ABSTRACTDemocratic party this time the main attraction for the emergence of new political parties. The most phenomenal party NasDem. Given, this party is the only party that pass the verification as a new participant in the 2014 election as a new political presence NasDem certainly reasonable if it raises a lot of questions and doubts about efforts to win legislative elections 2014. It’s still not strong mass base owned by NasDem . Therefore NasDem struggled to garner support to parts of the country, including in Central Java. Central Java Central Java NasDem as a new political party will offer what? whether it offers it is something new, or something old that ever offered by other parties. Abstract

AbstractSwap Forest Area (TMKH) is one of the policy program of the Government as one of themanagement of forest lands to prevent illegal occupation or residence by the community andlocal government. However, the realization of policy implementation Swap Forest Area (TMKH)is experiencing a lot of obstacles. One of these obstacles is the length of the Forest Area Swap(TMKH) is executed, the reason is a change in regulations or new regulations from the centralgovernment as well as technical and administrative procedures are quite complicated. In thisstudy, researchers focused on Bantarbolang Village, District Bantarbolang, Pemalang to see howthe constraints as well as the process and the role of government in implementing Pemalangpolicy implementation Swap Forest Area (TMKH).In this study, researchers used a qualitative method in which the interviews wereconducted, documentation, along with a literature review to obtain information and data andaccurate focus. Interviews were conducted to several stakeholders such as, Head of Legal AffairsPerumPerhutani KPH Agrarian Pemalang, Head of Section Regional Autonomy Developmentand the Office of Land Governance Pemalang, Assistant PerumPerhutani, the village head,district head Bantarbolang, as well as the surrounding communities the District Bantarbolang.From the results of research in the field, that policy Swap Forest Area (TMKH) whichhas been run since 1999 by people experiencing failures due to changes in regulation of thecentral government stating that the Forest Area Swap (TMKH) should be done by the localgovernment, the Regent / Governor or the official level. Pemalang government then took overthe policy process Swap Forest Area (TMKH) which was originally done by the community andreplaced by Local Government. Current policy implementation Swap Forest Area (TMKH) inthe process of beginning to follow the new procedures and regulations, the Minister of ForestryRegulation (Permenhut) No.32 of 2010.In policy implementation Swap Forest Area (TMKH) still requires a lot of evaluation,because of the lack of information and communication related to changes in legislation or newregulations that makes the process of being executed to be blocked. This need for bettercoordination between the parties involved in the implementation, so that communication andinformation can work well.Keywords: Forest Area Swap, Ministerial Regulation No.32 of 2010, Forestry.
