Abstract

AbstractOne of the problems that hinder the development of educational todayis Dropout. Dropout is a condition in which a student stops in running theeducation or no longer attending school for any reason. With high rates ofschool dropouts can cause other problems in all aspects of state next period. InBatang poor condition of high school is still seen from the Gross EnrollmentRate which is still below 50%, and is one of the causes of dropouts.This study used qualitative methods to understand and interpret themeaning of an event interaction of human behavior in certain situationsaccording to the researcher's own perspective. The data collection techniquesthat use in this study are interviews, and literature.The results showed that to overcome the problem of dropouts at the highschool in Batang central government, provincial governments and localgovernments work together to resolve the problem by issuing policies BSM,BKKM and BKTMB. In the policy implementation is based on the research isconsidered good enough to see the implementation of the policy variables. Thenfor the causes of dropout found 6 factors that cause students Delinquencyfactor, Loss Motivation Factor, Academic Factors, Economic Factors, SchoolsDistance Factor and Adaptation Capabilities Factors. However, governmentpolicies focused on economic factors alone.

Abstract

Development is a process of social change that is accompanied by or meaningful community participation in order to improve the standard of living of an unfavorable situation into a better one. Various development policies that have been made by the government as an effort to overcome the flood problem in the area of Jakarta has a lot to do, namely to build physical infrastructure such as roads, drainage, polders, as well as other supporting infrastructure. One of the government's efforts to control floods in the North-East region of Jakarta is by the efforts of the East Flood Canal project development / KBT, the concept has entered into the Master Plan (Master Plan) 1973. The Government through the Ministry of Infrastructure (now the Ministry of Public Works and Public Housing) and Jakarta Provincial Government are the institutes that are responsible for the implementation of the East Flood Canal project / KBT.The purpose of this study is to determine the implementation of flood control in the area of Jakarta through the East Flood Canal project / KBT, supporting factors and inhibiting factors in these implementations. The method of this study using a qualitative approach is descriptive-analytic. There are two variables in view of the implementation of flood control in the area of Jakarta through the East Flood Canal project / KBT, the contents of the policy and the policy context. Supporting factors of the implementation of flood control in the area of Jakarta are a clear policy, the commitment of implementing the policy, and the budget. While the inhibiting factors are the coordination of the implementation, supervision of government, land acquisition that is unresolved, people who do not have a sense of participation / awareness do not participate maintaining and caring for the existence of the East Flood Canal buildings / KBT.Implementation of Flood Control through the East Flood Canal project is considered as effective way for flood control in the area of Jakarta. However, there should be an improvement in surveillance and control channel region by the central government (Ministry of Public Works and Housing of the People) and local government (Jakarta). Thus, we need the cooperation of every institute private, and people to run in accordance with the development plan of the East Flood Canal project / KBT listed in the Regional Regulation (Perda) of Jakarta Number 06 of 1999 on Spatial Planning Year 2010 Jakarta.Keywords: Implementation, Flood Control, East Flood Canal / KBT

Abstract

Abstract-In efforts to achieve the vision ofSemarang City as the trade and cultural services tothe public welfare, the government implementSapta program, one of which is Gerdu Kemplingprogram (Integrated Movement in Alleviation ofPoverty in Health, Economy, Education,Infrastructure, and Environment Sectors), aprogram that focuses on the areas of povertyreduction. Although it has been carefully designed,but nature doing so, the program still encountersmany obstacles and shortcomings. An example is inthe District of West Semarang. In 2007 WestSemarang district representing as the urbanpoverty since the West Semarang district has themost impoverished families among existingdistricts. However, the people in this region inaverage did not know very well about the programand the program is less known by the public atlarge, whereas they are the main target of theprogram that was launched in March 2011. Thisstudy aims to determine the implementation of theGerdu Kempling program in the District of WestSemarang as well as to determine the supportingand inhibiting factors in the implementation of theprogram.This study is an evaluative research, whichundergo assessment studies for the implementationof government policy, particularly on the GerduKempling program in West Semarang District inaccordance with the goals, objectives, and theimpact of items desired by using a qualitativeapproach. Sources of data are primary data thatdirectly obtained through field observations andinterviews with the Local Government (LG) ofSemarang and West Semarang District. After thedata reduction, the results of evaluative researchwill be presented analytically.The results showed: 1) Kempling GerduProgram still not fully known and understood bythe public as an object of policy, it is caused by thelack of systematic program, less the maximumgovernment in fostering citizens to develop theirbusiness, especially in the capital for the businesscommunity; 2) The supporting factors that supportthe implementation of programs is Gerdu Kemplingprogram are good coordination and synergybetween Semarang City Government bureaucratswith stakeholders, the funding and businessfacilities of the CSR program of the business world(banks, state / local enterprises and private), aswell as quite effective guidance on education andtraining of Semarang City Government to theprogram implementers. While the inhibiting factorsare: the lack of response from the community ofinmates, the lack of understanding to the GerduKempling program, the limited funding andfacilities budget of Semarang City Government aswell as from the stakeholders and the lack ofsocialization of the program in Semarang cityresidents.Keywords: Sapta program, Poverty AlleviationProgram, the City of Semarang, Gerdu Kempling

Abstract

AbstractSemarang Simpang Lima Central Business District which is located in the middle junction of the city which is the center of the city of Semarang. That is why there should be arrangement of street vendors in order to create the atmosphere of the beautiful and neat city. For that the government build shelters for street vendors in order to facilitate a well organized and structured than previously. Public opinion from street vendors community are also required to run properly as expected.The method I use is a qualitative research approach in which a particular social situation reveals the fact description correctly, based on data collection and analysis techniques.The results of this study is mostly from street vendor accept the policy arrangement, because basically they are not disadvantaged, just at the time they were displaced during the construction of the shelter about four months. Now after the opening of the shelter, street vendors get reasonable facilities from the government than ever before.Keywords : Opinion, Regulation, Street vendor, Shelter

AbstraksiPada era reformasi ini tuntutan akan demokrasi terus bergerak hingga ke tingkat daerah. Daerah Istimewa Yogyakarta merupakan salah satu daerah yang sedang menghadapi permasalahan ini. Status sebagai daerah istimewa berdampak pada pemberian sejumlah “perlakuan” khusus. Salah satunya adalah kedudukan Sultan. Di Yogyakarta, banyak yang memaknai keistimewaan DIY dengan berbagai hal namun yang paling dipermasalahkan adalah kedudukan Sri Sultan sebagai raja sekaligus sebagai Gubernur DIY. Terdapat kubu pro penetapan dan kubu pro pemilihan. Sayangnya peperangan ini dimenangkan oleh kubu pro penetapan. Dalam tulisan ini akan membahas kubu pro penatapan yang diwakili oleh Sekber Keistimewaan DIY sebagai salah satu elemen masyarakat sipil. Abstract

This research discusses the political strategy of  united development party on legislative elections in pemalang regency in 2014. Method used in this research is qualiltative approach. The data are obtained through depth interviews to each informant continued to analyze them comprehensively. The results of this research explains some succesful results of political strategies applied by United Development Party (PPP) through, namely: Political Campaign, Prominent Figure, Base Mass, Introducing Cadre Popular, Community Approach, and General Strategy. Based on the vote on legislative elections in Pemalang regency in 2014 United Development Party got six seats of  DPRD  in Pemalang regency in period of  2014 – 2019, which in each constituency they have been  represented by legislative candidate of  United Development Party from six constituencies.The results is  appropriate with the target targeted by Branch Leader Council (DPC) of United Development Party (PPP) of  Pemalang regency, namely getting six seats of DPRD of Pemalang regency in every constituency from six constituencies. It has been represented by every legislative candidate of United Development Party (PPP) who passes as legislative member in period of  2014 – 2019.

Abstract

The conflict between PT. Wira Karya Sakti Village Community Lubuk Mandarsah isin the form of land grabbing. Society claiming it is public land, while the company claims itis the firm ground. Whereas in the Ministerial Decree No. 744/1996, applicable provisions iffound areas of the township and community gardens, these areas have become the exceptionand excluded from the company's concession area.This study aims to determine the root causes of conflict and to find the government infacilitating a conflict resolution process. The methodology used in this research is descriptivequalitative method, which is appropriate to describe the state of the real conditions of datacollection was done by in-depth interviews of the informants are considered to know clearlyseated problems. It also synthesize several documents that are considered important in thisstudy.The results showed that the root of the problem that gave rise to conflicts between thevillagers of Lubuk Mandarsah with PT. Wira Karya Sakti is dominated by the factor ofinterest. In this conflict there is triangulation interests include psychology interests, and theinterests of procedural substansional. Step settlement ever done through the establishment ofthe Conflict Resolution Team by the Governor of Jambi. However, in the progress of theConflict Resolution Team is not optimal. This is because the process of formation of ConflictResolution Team not only earnest in strong shape to accommodate the demands of thedemonstrators. Until now, the conflict has not been completed, but could subside because ofthe approach and the cooperation of the parties in conflict do.

Abstract

ABSTRACTThe purpose of this study is to analyze menganilisis manufacture of formulations Regional of Regulation No. 6 of 2012 on waste in the city Semarang. This study used a descriptive method with qualitative data. Data obtained from interviews.Based on the results, it can be concluded that the process of formulating the draft local regulations is not ideal and can be categorized into the institutional model. Elements or factors that affect composed of external elements of support is quite good but the involvement of outside elements less representative. Elements within the limited means and technology lead technical agency can not provide supporting data, the coordination and communication link that exists involves three parties (executive, legislative, and stakeholders). The main actors are and Sanitation Department, Department of City Planning and the Department of Public Works & Highways NRM Parliament Semarang and Semarang. Abstract

AbstractSustainable forest management is a system of management of the forest resources while preserving the forest as well as attention to social conditions and welfare of the surrounding community or the community itself. In sustainable forest management, promoting maintaining environmental conditions or forest ecosystems such as flora and fauna as well as the water source. In sustainable forest management there are several parties involved in it, which involve Perhutani, social community, LMDH, as well as from external parties. LMDH itself was formed to as a bridge between the aspirations of the community forest with Perhutani. Perhutani act as policy and program makers to be executed in the system of sustainable forest management. Meanwhile, the external function is to provide empowerment training community already programmed by forestry. such as batik traning, snack made, and composting. In the Perhutani sustainable forest management and also LMDH own duty to make people aware of the importance of forest conservation. In order to achieve sustainable forest management need the cooperation of the parties involved so that later Perhutani obtain FSC certification for sustainable forest management. However, there are issues with its implementation faced the impact on the existence of programs that are not or have not been successfully executed. So we need to be able to improve program evaluation that will be made later.Program evaluation is assessing or measuring the extent to which a program or design that can be executed. Or it could mean that the judge or review the programs that have been carried out to find out what deficiencies or constraints of these programs and then find the solution, so that future programs can run on target.This research uses descriptive qualitative research method. The data collection techniques used to study the documentation and interviewing the parties involved, such as LMDH, society, and also Perhutani. LMDH and Perhutani as a key informant while supporting the community as informants.The results of the study explained that Perhutani and LMDH in creating a sustainable forest management system is realized through three aspects of sustainable forest management includes aspects of social management, production management aspects, and aspects of environmental management. As each of these aspects has its own program. That is from the aspect of social governance in the form of skills training programs to the community. socialization importance of forest conservation. from the aspect of environmental management programs will provide outreach to the public awareness of the environment by not using toxic pesticides, replaced with natural pesticides. From the aspect of production management / economics programinvolving the community in the process of forest production, and provide socialization regarding the obligation to use Personal Protective Equipment (PPE) in accordance with SOPs in production.Keywords: LMDH, Sustainable Forest Management, Perhutani, Evaluation

Abstract

ABSTRACTThis research is based on the by the completion of the public reports of alleged maladministration of public services that have not been resolved by the Ombudsman Republic of Indonesia Central Java Province Representatives. In 2014 the Ombudsman Republic of Indonesia Central Java Province Representative receives 137 public reports and only 39% of that reports have been declared finished. From this background there are two fundamental problem, that is: (1) How is the role of the Ombudsman of the Republic of Indonesia Central Java Province Representatives in the handling of public services maladministration; (2) what are the factors inhibiting the performance of the Ombudsman of the Republic of Indonesia Central Java Province Representative in the handling of maladministration of public service. This research aims to describe the role the Ombudsman Republic of Indonesia Central Java Province Representative in the handling of public services maladministration and analyze factors that hampers its performance. The method used in this research is qualitative-descriptive method. The type of data used are primary and secondary data collected by observation, interviews and documentation.The results of this research showed that the representatives of the Ombudsman Republic of Indonesia Central Java province representative has not been optimal in dealing with maladministration of public service because it still focuses on the recommendation in the form of indirect clarification or only by mail according to the complexity of the report such as not complicated, complicated and very complicated. There are three obstacles in the effort ofaccomplishing its role that can be seen in terms of human resources, the complainant, and the responsiveness of agencies reported.Keywords: Ombudsman of the Republic of Indonesia Central Java Province Representative, Maladministration, Public Service.
