Abstract

ABSTRACTThe study entitled “The Role of Local Government in Land Dispute Resolution in the Land of Mall Pacific Tegal City” aims to know the process of land right resolution that is used as Mall Pasific by the government through the court.This study used qualitative approach with descriptive type. Research data were obtained from interview, and observation. analyze of data is done qualitatively through data reduction suitable with subject matter, focused on the study and refers to the principal problem that wished to be answered on this study.Based on the result of the study , it shows that the cause of land dispute in Mall Pasific Tegal land is at government with land owner due to the presence of the right of land management certificate (HPL) owned by tegal local government 16.250 m2 wide on behalf of tegal city government which the right is changed to certificate of proprietary right Number M.613, M.667 and M.704. In the process of land dispute resolution, it revealed truth that the land right published as management right certificate on behalf of Tegal city government by Tegal city land affairs office and the absence of interior minister decision that referred on extending the right of management in the process of publishing the certificate, with the result that judge comitee of Tegal country court detect lie indication and engineering sign from land affairs office official in publishing the right of management certificate, then land certificate was canceled and ask to land affairs office official to return land right to land owner.In addition, another problem related to land dispute is the presence of contract agreement which state, second party (city government) can use the certificate of HGB number 596 Pekauman district and the owned right certificate number M.613, M.667, and M.704 Pekauman District at bank with the agreement of first party (gatot) and obviously it was a land dispute known yet the owner who has the right of the land.Keywords: Role of local government, Land dispute resolution

Regency Kendal is one who offers policy isenvironmentally sound policy Sak Uwong Sak Uwit (SUSU ).T he policy obligingcouples prospective brides and post-delivered-mothers for planting trees, forprospective brides prior to ijab qobul compulsory plant two trees.This research aims to find out how the implementation of policies of SakUwong Sak Uwit (SUSU) in the Regency of Kendal as well as any barriersexperienced by Kendal Regency Government. The methods used in this researchusing qualitative methods. The qualitative method is a method in which toconduct research using the techniques of observation or interviews.The results of research that has been done by researchers is in theimplementation of policies of Sak Uwong Sak Uwit (SUSU) in the Regency ofKendal is still in the stage of dissemination policy conducted by the Governmentthrough the coordination meeting of the Kendal District or Department meetings,while the implementation of Sak Uwong Sak Uwit (SUSU) in the village has yetto run its full potential because of a lack of commitment to the village chief. In theimplementation of policies of Sak Uwong Sak Uwit (SUSU) in the Regency ofKendal there are also constraints encountered, namely: 1. the lack of socializationto society, 2. the lack of financial resources and facilities, 3. lack of commitmentand a good kerjasaman which is owned by the Government of Kendal and 4. Abstract

Concerning to emerge The Good Governance, bureaucrate performance has the mainrole, especially solving every problems popped out among civic social life, consideringfunction of state institution has the role to accomodate the needs of its people. Mostfrequently problems could be varied from different aspects, such as health, education,economy, demography, transportation, etc. Those problems will be an responsibility for all ofstate institution in the process to reach the development of welfare in every aspect.The health quality of Semarang citizens has tied by some key factors such as healthservices, spreading disease, number of citizens with illness, healthness environment, deathcase caused by illness, health facilities, and human resources among service providers, thestakeholders, until the civilians. This research is about enforce the evaluation of bureaucrateperformance, especially The Health City Department of Semarang in the task of respondingevery health problems among citizens, one of it is the policy for cope with the most dangerousdisease which become the biggest problems of Semarang city at this time, the DengueHaemorragic Fever (DHF). The source purposively chosen is from the Head Section of P2B2(Animal-sourced disease precautionary), with DHF Coordinator Staff, Head Officer ofNgaliyan Public Health Centre, and the member of The Family Welfare Development inNgaliyan region.The results of this research shows that performance of  The Health City Department ofSemarang in cope with DHF problems in 2011 already showed the rise if compared by theresults in 2010. Beside the positive, some problems and obstruction still appear, frequentlycome from human resources performance quality. So that, the policy to cope with DHFproblems by The Health City Department of Semarang has to be regained, particularly in thehuman resources aspect.Keywords: Performances, Problems and obstructions, DHF Precautionary.

Abstract

Election 2019 is a special election because of the high participation of 81 percent and tinged the very hard competition of two presidential candidates and vice presidents. According to Hasyim Asyari, the commissioner of KPU RI 2017/2022 and some of the observers ' opinion increase in participation is due to the versatility of the implementation between legislative elections from local to national level and presidential election/vice president. This research uses qualitative descriptive methods with data collection techniques in the form of interviews and documentation. Data is then analyzed using theory and data sources to answer the question of increasing participation and role of KPU in encouraging honest, fair, and safe elections. Contrary to the opinion of observers, the study found that increased participation was caused more by the fairhouse of falsehood, head to head of jokowi and prabowo in 2014, young millennium voters spikes, and volunteer roles. The fierce competition between the supporters of both candidates can be overcome by KPU by putting themselves as a national, permanent and independent institution, performing socialization targeting the entire population and the turn back hoax movement to ward off the election hoax. Moreover, the election commission was assisted by community volunteers to control the elections and thus produce legitimized elections. The conclusion that can be withdrawn from this research is KPU managed to perform its duties well, besides being able to utilize the momentum to increase participation and able to dampen the conflict among the electoral participants and produce a reliable elections. The KPU works in accordance with the prevailing rules, neutral, and socializing to the fullest extent possible to keep it as an electoral organizer until Indonesia's democracy is maintained as it should.

Abstract

This Research carried out with the aim background knowledge management and allocation of funds for Excise tobacco results (DBHCHT) in Kudus District fiscal year 2010-2012. Funds for Excise tobacco results  (DBHCHT) is one of the fund given by the central government to the local government from the State Budget with percentage division based on the regional potential and a benchmark for PMK 84/PMK.07 /2008 and subsequent changes in PMK No. 20/PMK.07 /2009 about the use DBHCHT and sanctions on abuse of Allocation DBHCHT.This research uses two methods or that is a combination of quantitative methods and the method qualitative research method also called descriptive analytical mind. This research subject that is the parties involved in managing DBHCHT is The overall Regional Secretary Kudus Regency, Economics district Sanctuary and service agencies SKPD on that are involved in the management of DBHCHT. Technical data collection on an interview, documentation, literature and then analyzed through techniques examine, editor data, editing, presentation data in the form table and draw conclusions.This research that is technically allocation and management of the funds for Excise tobacco results  (DBHCHT)  in Kudus District fiscal year 2010-2012 if it is seen as a model guidelines based on the regulation of the Minister of Financial No 84/PMK.07 /2008 and its amendments No 20/PMK.07 /2009 was appropriate and quite well but effective and efficient in the use of the funds are still less optimal. From the result of the research found many obstacle faced by the manager of DBHCHT such as timeliness in the preparation, implementation, reporting, the clarity of the regulation is not appropriate for the conditions of problems in field.

Abstract

Abstract:The aim of this research is to explain the network policy which exists in the management of Colo Irrigation System as a part of Bengawan Solo River Area Water Resource Management System. The state guarantee all the people have rights to utilize water for their daily life, to ensure their healthy life, clean, and productive as well ass the constitution have been wrote down. Colo Irrigation System, hold the important role to more than 24.000 hectares of rice fields irrigation across six regions in Central Java and East Java Province. The consequences of water irrigation utilization pushing collaboration in a policy network to bridging every actor’s interest to the existing of Colo Irrigation System. This study tried to look the network model, mapping the actors that been involved in, digging the root problems which effecting various obstacle to the collaboration and search for the solution, also to looking for the practically problems. The kind of this study is a descriptive analysis that aims to describe the symptoms as well as symptoms analyzed using a qualitative approach. The subjects in this research are related government institutions in national until local level, and also the farmers community (P3A). There are many methods to collecting data in this research, non participant observation, in-depth interviews and documentation studies. The results showed that a policy network as a pattern of actor’s cooperation in the management of Colo Irrigation System does exist. And there are two level of the policy network involved in this collaboration, which are Tim Koordinasi Pengelolaan Sumber Daya Air Wilayah Sungai Bengawan Solo dan Komisi Irigasi Kabupaten Sukoharjo.Keywords: Policy network, irrigation system, public policy.Abstraksi:Tujuan dari penelitian ini adalah untuk menjelaskan jejaring kebijakan yang ada dalam pengelolaan Sistem Irigasi Colo sebagai bagian dari Sistem Sumber Daya Air Wilayah Sungai Bengawan Solo. Pemerintah menjamin semua masyarakat memiliki hak untuk memanfaatkan air bagi kehidupan mereka, memastikan mereka hidup sehat, bersih, dan produktif sebagaimana yang telah diamanahkan undang undang. Sistem Irigasi Colo memegang peranan penting atas lebih dari 24.000 Hektar lahan persawahan di enam kabupaten di Provinsi Jawa Tengah dan Jawa Timur. Konsekuensi dari pemanfaatan air irigasi adalah mendorong kolaborasi di dalam jejaring kebijakan untuk menjembatani kepentingan setiap aktor atas keberadaan Sistem Irigasi Colo. Kajian ini bertujuan untuk mencari model jejaring, memetakan aktor yang terlibat di2dalamnya, menggali akar permasalahan yang menyebabkan beragam kendala di dalam kerja sama dan akhirnya mencari solusinya, termasuk mencari permasalahan permasalahan di lapangan. Jenis kajian ini adalah deskripsi analisis yang bertujuan untuk mendeskrisikan gejala gejala yang telah dianalisis dengan pendekatan kualitatif. Subyek penelitian adalah instansi pemerintah yang berkepentingan dari level nasional hingga lokal, dan juga Paguyuban Petani Pemakai Air (P3A). Ada banyak metode pengumpulan data di dalam penelitian ini, yaitu observasi non partisipatoris, wawancara mendalam, dan kajian pustaka. Hasilnya menunjukan bahwa jejaring kebijakan sebagai sebuah pola kerja sama antar aktor di dalam pengelolaan Sistem Irigasi Colo memang ada. Dan ada dua level jejaring kebijakan yang terlibat di lama koordinasi, yaitu Tim Koordinasi Sumber Daya Air Wilayah Sungai Bengawan Solo dan Komisi Irigasi Kabupaten Sukoharjo.Kata kunci: Jejaring kebijakan, sistem irigasi, kebijakan publik

Abstract

ABSTRACT   One of the basic human needs that having important role in life was housing and settlement. The increasing of shelter needs could not having balance with infrastructure development. In addition, the increasing of population density effected the city, caused it populous. This occurrence was not having a balance with the economical ability of local community. The house price got expensive and low income community using various way to survive, built house on the illegal site was one of the way, it was called slum. The alternative to solved this problem was providing mass housing like rusunawa, such as in Kendal. The objective of this study research was to find the decent value of rusunawa’s development in Kabupaten Kendal, whether an appropriate alternative residential treatment compared to other alternative.    This study used qualitative research methods and the research design is descriptive qualitative. The location was in Kabupaten Kendal, while the subject was Dinas Ciptaru, Bappeda, and local community around especially the ones who lived on riverside of Sungai Kalireyeng and been relocated. The primary data source was obtained from interview and the secondary data was from journals, archives, documents, and so on.  The result showed that the policy of rusunawa development was only fulfilling the physical needs as shelter, and the direct advantage not yet to been felt by the majority of local community. Development rusunawa considered to excessive because the number of residents affected by the relocation of only 45 heads of families. Another alternative could be a simple settlement. But the construction of high-rise apartment in the future development of the district Kendal today.  Recommendations for Dinas Ciptaru as the Administrator of Rusunawa Kebondalem was to redo the evaluation, then looked for the points of the development policy’s problem, so that solution could be found to improved the policy further. After that, Dinas Ciptaru could improve the coordination between the agency, central or local agency, for better management. Giving more information about Rusunawa, or giving suggestion to local community to make them interested in using Rusunawa Kebondalem as one of facility provided by government.  Keywords: Policy Analysis, Rusunawa, Slums

Abstract

 Health is one of the primary needs for everyone so the need for health insurance. Health insurance basically aims to provide health services to the community because in reality many of the limitations of the poor to meet the primary needs that the government also intervened in this matter, as stipulated in Law No. 36 of 2009 Number of health states that the government is responsible for the willingness access to information, eduksi, and health care facilities for the community. So the Jakarta administration to make a health policy based on Jakarta Governor Decree No. 187 of 2012 About Acquisition Cost of Health Care named Jakarta Health Cards "KJS".  Policy of Jakarta Healthy Card or "KJS" is a guarantee of health care for the poor residents of Jakarta and vulnerable to the residence for a minimum of three (3) years, with the aim of improving public health Jakarta optimally and comprehensively. Based on Jakarta Governor Regulation No. 14 Year 2013 on Amendment to Regulation No. 187 of 2012 Governor On Acquisition Costs of Health Services.This study aims to analyze policy implementation Jakarta Health Card and see the factors inhibiting and supporting policies that affect the success of Jakarta Health Card (KJS). As for analyzes using indicators proposed by Van Meter and Van Horn. To obtain the research data and events using descriptive qualitative method.Where all actors implementing examined using interviews. The conclusions of this study are as follows. When described as a whole then the conclusion is not yet achieved the goal to maximum KJS. Some of the factors that affect the function and role of health centers and hospitals that do not comply with the part that is dealing KJS to the public, causing a buildup of KJS cards at health centers and resulted in many people who do not get a card with KJS and related facilities and infrastructure. Although the government continues to increase the facilities, in fact there are still many patients who have to wait to get a third class room in the hospital so the health care received by patients experiencing delays. This study took the scope of work in the area of Jakarta Provincial Government. Phenomenon and the data successfully identified and collected in this study, arranged to get a picture of implementation of policy Jakarta Health Card (KJS) within the scope and focus of the analysis.

This research was undertaken with the policy background Bali Ndeso Mbangun Deso the government of the province of central java. in Efforts to Realize economic development to the optimal -based society in the villages, then plays in Achieving financial assistance to the government developing village years 2009-2012 to 1776 village .The number of funds provided by provincial budget amounting to Rp 100,000,000,- (one hundred million rupiah) for the village call now. Financial aid funds this is a stimulus, just where is dedicated to increasing economic-based society (agriculture, animal husbandry, fisheries, Small and medium enterprises), as well as its use through a system of revolving. This study focused on the implementation of the in the fields of agriculture.Researchers used a method of the qualitative study that refers to the type of descriptive research on the subject of study is analytical. The parties that is concerned and is Involved in the implementation of a policy of financial assistance to the village administration of them developing years 2009-2012 provincial central java Bapermades BPMPKB pekalongan district, the village administration Sawangan, village babalan kidul, bebel village and the community. Data collection techniques through observation, interviews, documentation, the literature study and then Analyzed through a data reduction technique, presentation of the data and verification / draw any Conclusions. The result of this research Showed that the implementation of financial assistance to the village administration developing years 2009-2012 in the fields of agriculture has not produces Increased agricultural productivity Effectively, it is the absence of technical guidance about the business development of agriculture. Besides, to distribute the loans prone to congestion if the result of the harvest is not optimal, Thus reducing the Attainment of participatory by the society. To fix this policy, of course, the need for improvement both administratively and technically. A grant plus, intensivity coaching of Bapermades and related local government offices agriculture to farmers, maximizing control system and irrigation infrastructure improvements. Abstract

Pembangunan kesehatan merupakan usaha untuk memenuhi salah satu hak dasar rakyat. Pembanguan kesehatan harus dipandang sebagai sebuah investasi untuk meningkatkan kualitas sumber daya manusia dan mendukung pembangunan ekonomi. Obat merupakan salah satu intervensi kesehatan yang paling nyata dan paling dirasakan oleh pasien yang berkunjung di tempat yang menyediakan fasilitas kesehatan. Sistem distribusi obat memeiliki peranan kunci dalam menentukan bagaimana obat yang menjadi komponen penting pelayanan kesehatan bisa didapatkan oleh masyarakat. Sulit tidaknya obat didapatkan masyarakat sangat bergantung pada mekanisme distribusi obat dipraktekkan.Penelitian ini merupakan penelitian fenomenalogi yang menggunakan analisis deskriptif kualitatif yang memberikan gambaran mengenai situasi dan kejadian Maupun proses dalam implementaasi kebijakan distribusi obat pelayanan kesehatan dasar menurut SK Menteri Kesehatan RI Nomor : 1426/MENKES/XI/2002 di Dinas Kesehatan Kota Semarang.Implementasi kebijakan distribusi obat pelayanan kesehatan dasar menurut SK Menteri Kesehatan RI Nomor : 1426/MENKES/XI/2002 di Dinas Kesehatan Kota Semarang sudah berjalan cukup baik. Hasil penelitian menunjukkan bahwa peraturan dan pedoman yang sudah dibuat terkait proses distribusi obat sudah dijalankan, namun human error dan miss communication masih menjadi penghambat bagi kelancaran kegiatan tersebut dan perlu diadakan pembenahan.Saran bagi Dinas Kesehatan Kota Semarang sehubungan dengan implementasi kebijakan distribusi obat di Semarang adalah pembenahan sistem komunikasi, baik antar instansi maupun antar pegawai, pemenuhan sumber daya, serta training dan pelatihan guna menajamkan kemampuan pegawai sebagai komponen penting dalam proses distribusi obat.
