Abstract

ABSTRACTThis study aims to determine the voting behavior in the Police family during Central Java Governor election 2013. This study used qualitative of research methods. Techniques of data collection using semi-srtuctural interviews that use open-ended questions, based on the interview guide. The results showed if family Indonesian Police is critical voters because they determine choice Governor of Central Java based on the candidate's ability, experience and political career bearer candidates and political party of candidates.Keywords: Central Java Governor Election 2013, Voter Critical, Choosing Behavior

Abstract

AbstractMohammad Hatta or Mr. Hatta is a pioneer figure of human rights movement in Indonesia. There are reasons to confirm Mr. Hatta as the pioneer figure of human rights movement in Indonesia. First, Mr. Hatta is judged as the main person to create the foundation of modern democratic constitutional nation, both in the level of values and the practice of it’s development. Second, Mr. Hatta is regarded as the pioneer of democracy. It was seen on 3rd November 1945, when the government issued a declaration signed by Mr. Hatta as the Vice President which proclaimed the creation of political parties. Therefore, that occasion underlining the nullification of the single party nation while most of political elite regarded the single party nation with Partai Nasional Indonesia was the best idea.The purpose of this research is to indentify the solution from the weakness of individualism concept in democracy so that it can be applied in Indonesia, also to identify the effectivity of democratic system, and to describe a democracy that should be applied in Indonesia. The method used in this research is literature review. There are four indicators in Mr. Hatta’s idea. i.e: Individualism vs. Collectivism, Democracy, People’s Sovereignty, and Economic System.Mohammad Hatta rejects democracy that focused on individualism, because in the later people’s development, the capitalists were the ones who can reap most benefit from it. Economic democracy contains the idea of social-economy decison making pattern by the hand of majority public.This idea is contrary to the monopolistic economical structure which progressively limit the access of majority of working-class people against the chances and economic resources. The rationality is based on the idea that full political rights can’t be obtained without full economic rights. To ensure the democratic economy governance and to ensure appropriate distribution of economic resources, political control and law enforcement, therefore it should be returned to people’s majority.In macro point of view, some of the postulations from Mr. Hatta’s exemplary manner and idea still very relevant today. People’s sovereignty and collectivism can only be done if accompanied by democratic economy. Abstract

ABSTRAKSI Desa adalah unit penyelenggaraan pemerintah yang paling kecil dan justru karena unitnya yang kecil ini maka (secara teoritis) terbuka untuk mewujudkan gagasan demokrasi langsung. Upaya Pemerintah Desa dalam pembangunan desa secara bottom up pada hakekatnya tidak lain dari suatu upaya politik developmentalism di desa, yang penyelenggaraannya ditekankan pada dua aspek yaitu pertama, menciptakan ruang atau peluang bagi masyarakat untuk mengembangkan dirinya; kedua, mengupayakan pemberdayaan masyarakat agar mampu memanfaatkan ruang/peluang yang tercipta (Bintarto, 1989 : 13–15). Desa Lodaya Kecamatan Randudongkal Kabupaten Pemalang merupakan salah satu desa yang kurang memberikan ruang bagi masyarakat untuk ikut berpartisipasi dalam pembangunan desa, ini dilihat dengan adanya setiap pembangunan desa hanya orang-orang terdekat Kepala Desa saja yang ikut berpartisipasi, bahkan seseorang yang notabanenya sebagai Ketua BPD (Badan Perwakilan Desa) yang seharusnya menjadi jembatan apresiasi masyarakat ikut serta dalam pembangunan tersebut. Desa Lodaya Kecamatan Randudongkal Kabupaten Pemalang merupakan salah satu desa yang kurang memberikan ruang bagi masyarakat untuk ikut berpartisipasi dalam pembangunan desa, ini dilihat dengan adanya setiap pembangunan desa hanya orang-orang terdekat Kepala Desa saja yang ikut berpartisipasi, bahkan seseorang yang notabanenya sebagai Ketua BPD (Badan Perwakilan Desa) yang seharusnya menjadi jembatan apresiasi masyarakat ikut serta dalam pembangunan tersebut. Penelitian ini menggunakan penelitian kualitatif, dengan pendekatan deskriptif analisis. Penelitian kualitatif lebih berupaya memahami situasi tertentu yaitu meneliti tentang upaya pemerintah desa mendorong partisipasi masyarakat dalam pembangunan desa. Penelitian ini merupakan tipe penelitian deskriptif yaitu penelitian yang memuat gambaran mengenai situasi dan kejadian, ataupun termasuk proses-proses yang sedang berlangsung dan pengaruh fenomena-fenomena yang ada. Berdasarkan hasil pengamatan di lapangan, maka dapat disimpulkan hal-hal sebagai berikut: 1) Secara prosedural dan petunjuk pelaksanaan, rencana kerja dan rencana pembangunan secara tertulis untuk Desa Lodaya Kecamatan Randudongkal Kabupaten Pemalang telah sesuai dengan ketentuan yang berlaku umum bagi level pemerintahan desa/kelurahan; 2) Langkah yang dilakukan Pemerintah Desa Lodaya dengan memberikan kewenangan kepada Dusun untuk melaksanakan pembangunan sesuai dengan kebutuhan masyarakat di masing-masing Dusun memberikan motivasi sendiri bagi masyarakat untuk lebih berperan aktif dalam pembangunan yang akan dan dilaksanakan oleh pemerintah desa; 3) Faktor penghambat , ini menyebabkan pembangunan di Desa Lodaya sedikit ketinggalan dari desa lain yang lokasinya tidak jauh dari pusat Kecamatan Randudongkal; 4) Faktor pendukung merupakan aspek yang sangat mendukung untuk kemajuan desa terutama dari pembangunan. Hasil pengamatan selama penelitian dan masukan dari para informan baik dari perangkat pemerintahan desa maupun masyarakat yang dilibatkan di dalam penelitian ini menjadi tolok ukur inisiatif selanjutnya, antara lain dengan memberikan keleluasaan masyarakat Desa Lodaya untuk ikut serta secara lebih aktif dan nyata dengan memberikan independensi yang lebih leluasa kepada mereka untuk memberikan sumbangan kepada pembangunan desa. Abstract

Pakualam Ground is communal land that is regulated under Law No. 3 Year 1950 on the Establishment of the Special Region of Yogyakarta that land sector into domestic affairs and obligations of the Government of Yogyakarta Special Region (DIY). So that Law No. 5, 1960 (Basic Agrarian Law) does not apply fully in Yogyakarta. As owner of the land Pakualaman Ground, Paku Alam has not been recognized as a legal entity in Indonesian positive law so it is entitled to a certificate as evidence of ownership of land. This resulted the certainty about the location and boundaries of the land becomes less clear. So frequently lead to land dispute, such as mutual claims of land ownership Paku Alam Ground.This study aims to identify the factors causing land dispute and the role of Kulon Progo District Land Office to resolve land dispute in Karangwun village. The research method used is qualitative. Analysis techniques using analysis interactive models of Miles and Huberman with analysis in the form of data collection, data presentation, data reduction and then drawing conclusions / verificationBased on research that has been done, it is known that factors causing land dispute in Karangwuni village is the disorganized land administration in the past are boundary Paku Alam Ground. The second factor is the conflict of data related to different perceptions about the land boundary. Kulon Progo District Land Office plays a role in conducting an inventory of land and issuance of certificates. It can be concluded that the Kulon Progo District Land Office role in the settlement of land dispute in the village Karangwuni.Keywords : Land disputes, Paku Alam Ground, Role

Abstract

 Thesis with the title " Winning Strategies Nasdem Party in the 2014 election in Central Java " is made to determine how political marketing strategy NasDem Party as a new party with the aim of winning the legislative elections in 2014 , especially in Central Java . The method used is a qualitative research model , the descriptive type . The primary data obtained through interviews with sources in this case the DPW board NasDem Party Central Java . Secondary data was obtained through literature and articles that are relevant to the research focus .The results of the study are in the preparation of the strategy to win the 2014 election , the Party Central Java NasDem refers to the strategic plan compiled from NasDem Party Center . Abstract

The segregation of the regions is an effort to improve the quality of public services with the aim of making public welfare. South Tangerang is an autonomous region of the results of Tangerang segregation. In the end of the segregation, change and development done by the South Tangerang Government to provide good health services, at least better than the services provided before the segregation of Tangerang. Public satisfaction is a way to measure the success of service implementation. The purpose of the study is to understand the public perceptionsof health services quality before and after the segregation of South Tangerang in terms of public satisfaction index. Based on the research results, it can be seen that 10 (ten) of 14 (fourteen) service elements have increased from not good before the segregation and are considered better after the segregation based on Public Satisfaction Index. Therefore, it can concluded that public perceptions give a positive response to the quality of health service.Key Words : Public Services; Segregation; Perception; Public Satisfaction Index

Abstract

The purpose of this study was to determine the appointment of Secretary of Rural Policy Implementation (Sekdes) become civil servants (PNS) in the year 2007 to 2012 in Demak. In analyzes using 4 indicators George C. Edward III is communication, resources,Jurnal Ilmu Pemerintahan, Volume , No. , Tahun 2013, Hal:Online di http://fisip.undip.ac.iddisposition and bureaucratic structures. The results showed that the implementation of policy in the appointment of a civil servant Sekdes Demak has been successful, although in practice there are constraints on the Sekdes who reject this policy because they are earning so crooked revenues will decrease drastically after appointed as civil servants and civil service retirement if prior to 65 years after PNS to 56 years so that the losses of 9 years. As well as gaps and sense of discrimination for the village of Kadesh and other devices that are in the minus because they are not earning so crooked they are jealous and want to be appointed civil servants to be more prosperous. Find solutions for local government in Demak Sekdes want to be a civil servant appointed by Regulation No. 3 of 2010 is about 50% additional income from former crooked garapannya cashed and given every month, so it does not lose too big Sekdes.Keywords: Public Policy, Secretary of the village and civil servants.

Abstract

Election is one form of political participation . Every citizen has the right to participate in the General Election without exception . So also with women . Women's political participation is an important thing for the achievement of gender equality in politics , the involvement of women in public life has increased but unfortunately their participation and representation in the national legislature and provincial level , and in all government institutions remains low . Many of the Act has been made to increase the political participation of women , the latest is Law No. 5 of 2012 on the Election of Members of the DPR, DPD and DPRD . In addition to the low representation or the representation of women in political life in terms of number or quantity , then another picture accompanying it is a question of quality . The method used is descriptive qualitative research method , the research data obtained through interviews , documentation and library Studii . The low level of women's political participation in Mojokerto basically caused by several factors , including the political partaii awareness to help provide opportunities for women to participate in politics . A further factor is the quality of the women themselves , where most women have not had a quality that qualified as representatives in the parliament . Abstract

AbstractTourism is one of the activities that support the economy and a potential source of income for a region. Tourism spots / recreations are a symbol of the presence of tourism activity itself. Semarang city has some attractions that are able to be a mainstay and a place for people to unwind. Among the tourism spots which become the mainstay of Semarang is the Wildlife Park of Semarang. Semarang Wildlife Park offers amusement or recreation that is able to attract the attention of the public to always re-visit the place. Public interest to always return to the Wildlife Park Semarang must be followed by the performance of the staff of the Wildlife Park to always provide the best service to the community.The method used by the author is a qualitative research method with descriptive analytic approach. Used data collection technique is data triangulation consisting of interviews, observation and documentation. The data analysis technique used by the author is an interactive analysis technique which is supported by the documents that author gets in the locus of research.Research conducted by the author is the analysis of the performance of employees in Wildlife Park of Semarang. The author found a lack of good governance in the management of Semarang Wildlife Park, one of the reason is the performance of the staff of the Wildlife Park which is still less than satisfactory. This can occur due to several factors such as inhibiting the lack of facilities and infrastructure support, as well as the lack of cash injection from the Government ofSemarang which can be an important element in improving the management of Semarang Wildlife Park itself, and the absence of the wildlife conservation license due to its management should not be from government agencies but must go through the local company. Conclusion of a study conducted by the author that the presence of Wildlife Park of Semarang contributes substantially to the Local Revenue of Semarang, but on the other hand the performance of employees of Wildlife Park of Semarang still insatisfactory in service delivery due to several factors such as lack of inhibiting one quality of human resources contained in the Wildlife Park of Semarang. The author recommends that with the proliferation of creative economic activities that can provide a positive injection to the scope of the Semarang Wildlife Park itself as well as the search for a third party or partner from the private sector are able to fund and develope Semarang Wildlife Park to be able to compete with Wildlife Park in other cities. Abstract

ABSTRACT Early Childhood Education (ECD) is currently quite got the attention of the government since early childhood have a positive impact on the state of the future generation. Therefore, all regions in Indonesia strive for early childhood services to the public in the area including Semarang City. Researchers conducted this study in order to determine the implementation of early childhood programs in the city of Semarang.The  approach  used  in  this  research  is  descriptive  qualitative  with interviews data collection methods and document study. Researchers will look at how the relationship between the parties involved in the implementation process of early childhood in the Semarang City, namely the relationship between the Government and the people of Semarang. Researchers used the concept of public private partnership to analyze the cooperation between the Government of Semarang with society in the implementation of early childhood in the city of Semarang. Through this study, researchers will discover the role of the actors involved in the implementation of early childhood in the city, so it can look at the interdependence between the parties involved. Keywords: Early Childhood Education, Cooperation, Public Services
